it took down some power lines with it. crews worked overnight to clean up the mess. san jose, things expected to be clear. skies are looking calm. the rain will be returning. meteorologist christina loren is tracking the next storm into the bay area. she'll be along in six minutes with details on that. we continue to follow developing news out of chile. now getting new images of damage caused by the massive earthquake. cell phone video. large aftershocks continue to shake the area. the largest aftershocks, 6.2 in magnitude. the initial 8.2 magnitude quake hit off the coast into the city of iquique. it created a toousunami. >> good morning. there are -- there is good news for people in chile, many are allowed back into their homes after fear that the huge tsunami subsided. only six-foot waves that washed

ashore. six people have died and officials fear more could be found dead as daylight breaks in that area. surveillance video, people running out of the convenience store there, trying to take cover as things start shaking off of the shelves and lights flickering, power going out. all from the initial shock of the 8.2 quake. there was significant damage to many buildings in that area, including a prison where some 300 people escaped during the quake and people returned home this morning they are asked to check for downed electrical wires and gas leaks because there's potentialer to more fires. officials seem to feel the country dodged a bullet but the danger remains in other part of the world. >> this earthquake has two qualities to make it sure to generate some level of tsunami. first, it's very shallow, so it's made the sea floor move a lot because it has a shallow depth. and it's a big event. it's 8.2. those two together, guarantee

will will be some tsunami coming on shore. >> hawaii is around a tsunami advisory. experts do not believe there's going to be catastrophic wave but was changes in currents which could prove dangerous for swimmers and boaters. they'll continue to monitor the findings and take a look at it. extra police patrols out in pleasant hill after two high school girls were groped on their way to school. one of the girls able to snap the picture of the man who allegedly grabbed her yesterday. he's described as hispanic, in his 40s. another girl said the same thing happened to her monday morning. students and parents have been warned. the alleged groping happened two miles from each other, one on harriette drive, the other on a popular trail. raymond shrimp boyd chow expected to make an appearance. the alleged leader of the organization expected to be

assigned a lawyer. he's accused of money laundering and receiving stolen property. arrested last week in that massive fbi raid in which senator, state senator, leyland lee also arrested. the state senate suspended yee but worked out a way for yee's constituents to have their say in state government. yee's district offices in san mateo and san francisco counties are going to stay open. the seat disappears in november because of redistricting approved two yearsing a. senator hill and leno will take over portions of the district. a council member who backed the pension reform plan is changing his mine. "today in the bay's" christie smith live from downtown with an interview with the councilman. good morning. >> reporter: good morning. san jose voters approved measure b in 2012, pension reform. since then, it's landed in court.

and now council member is look at revisiting it and some changes. now, you actually voted for it, though. what do you want to change? >> there's a few components, i think, causing problem with the employee retention issue and i'm suggesting to my colleagues we might want to reconsider a couple of the items. >> reporter: we were talking earlier, specifically looking at retaining police officers. what challenges are you seeing there? >> that is a department where we're seeing most of the problems. we've had retirements, both leaving and on top of that, folks coming out are going to other jurisdictions right away. >> reporter: how do you balance this with making it financially sustainable if you revisit it. >> some of the benefit levels i started out, and these are a landing place, are pension reform. that's key to the issue. these are rollbacks from get-go. there are savings that we've achieved already. the long-term issue, i'm asking

my staff to give me feedback on and make sure we're landing in the right place. >> reporter: council will take this up april th. >> we're taking up potential muni code change and potential discuss about the item. i'm asking them to look at disability retirement issue that's causing problem in the police department and suggesting a look at other items that are potentially causing problems and the employee attraction and retention issues. >> reporter: that's a mouthful. thank you for being with us. you're having a press conference at 10:30. we'll be there. live in san jose, christie smith, "today in the bay." >> great to hear from him directly. a bay area lawmaker asking a federal agency to look into the government's super fund toxic cleanup fund. this according to the mountain view voice, the letter cites a report by the investigative unit

which found new pollution released into the environment as the government tries to clear toxic waste. epa say there's are 21 super fund sites, including hewlett-packard, moffet naval air station. 5:07. checking in with meteorologist christina loren joining us with a look at forecast. good morning. >> good morning. i know a lot of people are talking about our weather. let's give them something more to talk about today because we still have those showers and thunderstorms going this morning. i get to show you cool science right here, right now. basically i set your radar back for one hour and i really want to focus in on this little blob of moisture located right over the north bay this morning. as we progress throughout the morning hours, we've got this area of low pressure draped on top of us. and, yeah, this is not going anywhere. the system has stalled out. you can see that count

counterclockwise rotation from the storm cell. this means we'll be in the thick of it at least for the next several hours. that things not moving. so as we head throughout the morning, grab that umbrella, make sure you can on the slick driving conditions. we don't have a lot of fog or wind. expecting the wend to pick up once the storm system exits out of here. 64 degrees in the south bay. 63 along the peninsula. san francisco, only 58 degrees. evening clearing expected. taking you through the bay area's microclimate, 64 degrees. today looking good, tri-valley, east bay, north bay, 60s. and then we hit the 80s. a big-time warm-up coming our way before another whopper storm system gets its act together and moves into the bay area. can't wait to talk about that. as you know, we need the rain. and our chances are going to get slimmer and slimmer as we progress through the late portion of this month. here's mike inouye and the

morning drive. >> good morning. sounds like for the north bay, a chance to catch a little bit of the rain as it's hanging out. bay bridge, lights come over from san francisco on the lower deck towards treasure island. i see them moving smoothly. we don't see interruption on the maps. there was a stall reported around treasure island and cleared from the chp report i see as well. shouldn't be a major problem. westbound, a problem. fas-trak lanes moving smoothly. the wet roads that we saw, puddling and ponding started to clear. as far as the index goes. but still damp roadways and freeway off-ramps. watch the bridges, you might guest a gust or two. your wednesday shaping up to be a typical, average wednesday and it's great stuff. south bay, farther south, guys, road weather index calling out fog and lower visibility in morgan hill and gilroy.

back to you. >> kayla, thank you. 5:14. check in with meteorologist christina loren. good morning. >> good morning to you. happy to be the bearer of good news in the weather department. we picked up over two inches of rainfall in parts of the bay area over the past 48 hours. we need it desperately. this really looking good. putting us in a promising position when it comes to the california drought that we are experiencing i can tell you right now, yesterday and the day before's rainfall, already, though we're in the second day of april, we've exceeded our average daily rainfall for many cities across the bay area. it's unusual to have i storm system packing this much moisture coming in at this time of year. as we head throughout the next couple of weeks, we are not done. i'm looking at 7th, 8th, 9th, 10th for the next round of significant rainfall. the coastline, as we head throughout the thursday into friday. this is what we're working with

pacifica, san mateo, burlingame, wet roadways. subtle differences but watch those speeds, surface streets have a lot of water left over from yesterday. here in the tri-valley, nothing unusual, west 580 approaching the interchange. starting to show a bill. same thing out of the altamont pass, livermore. speeds down the east bay, 64, 65, 69. these are nice drives here in the green zone for 880 and 580. bay bridge, when you arrive here, not a lot of problem. fas-trak, no problem. a pause to pay cash lanes and towards san francisco. bridge is smooth. north bay, that system hovered around and we're seeing moisture in the air. water kicking up off of the roadways of the car behind. puddling and ponding as you can see off the northbound side but nothing dramatic because it's light volume. exclusive investigative unit

"today in the bay's" christie smith joins us live in downtown san jose with the councilman's push to change things on measure b. >> reporter: good morning to you. we spoke with the councilman and he supported measure b in 2010, pension reform. but since then, the fallout is

that the city of san jose is having a difficult time retaining and rekrcruiting workers. he is looking at the council to take a second look at the controversial measure that did face legal challenges right away. since the voters approved measure b, san jose had serious challenges in its police recruiting and having officers leave for better packages in other jurisdictions. here's what he's considering. >> there's a number of components i'm suggesting looking at from retirement age, accrual rate, disability retirement issue, on the public safety side. there's a number of other ones that i can go on and on. >> reporter: he says, to put it bluntly, the he city's not competitive. he wants to take a look at going to the ballot in november to see if voters want modifications to

measure b. he's asking for the public to put some input in here, colleagues, staff to weigh on how to keep it financially sustainable. he says they're going to be discussing disability rules likely on april 8th. at that point, looking for a broader conversation and he's going to be talking more about the whole thing at a press conference here at city hall at 10:30 this morning. live in san jose, christie smith, "today in the bay." >> thank you. new this morning, massive tree fell overnight crushing several cars below it. this happened in oakland near mcarthur boulevard and fairmont. power was knocked out as a result. pg&e crews were on the scene overnight. crews are working to chop up the tree. no injuries to report. arson investigators looking into the cause of a deadly fire in san francisco. paramedics say the fire started before 5:30 last night. a two-story home on castillo street. an elderly woman died. five people taken to the hospital, too, in critical

condition. tsunami warnings are no longer in effect for chile's coastline following yesterday's massive earthquake. the 8.2 quake hit off the coast of chile near iquique. chase cain joining us with the latest details. hear about that 8.2 and think goodness, incredible. >> scary number. that is such a severe quake. it was offshore there. but this morning people have been allowed back to their homes now that these tsunami threat has passed. six people did die in the quake, at least three suffered heart attacks from the intense shaking of surveillance video african side a convenience store where people were running out of the store trying to take cover as things falling off the shelves and lights flickering from the shock of the quake. there was significant damage to many buildings, including a women's prison where 300 people escaped during the quake. as people begin to return home

they are asked to check for downed wires and gas leaks because there is potential for more fires, like the fires that you see that broke out on the cell phone video. several aftershocks including a6.2. as this comes on the heel of recent earthquakes in southern california, we asked the usgs what this could mean for the bay area. >> this earthquake doesn't foretell any great risk or increased risk in the bay area or in california. but we always have to be prepared. so this earthquake is more of a reminder that earthquakes are a hazard than foretelling any impending event. >> hopefully that allows us take a deep breath here. for hawaii, there is still a tsunami advisory at this hour. experts predict any waves caused by the quake should be washing ashore in hawaii at any minute now. they're not expecting any catastrophic tsunami in hawaii but could be danger for swimmers and boaters. scott, as we said, 8.2 is a

strong quake. keeps us on edge here. the san francisco firefighter accused of hitting a motorcyclist while driving a fire truck drunk last year set to be in court this morning. 43-year-old michael quinn arraigned on three felony counts. you'll see it happen at the top of the screen there in june. he strikes the motorcyclist. seriously hurt but survived. quinn resigned from the department shortly thereafter. getting a look at the forecast for you. a lot of rain yesterday. today, let's see what's in store. meteorologist christina loren here with that. good morning. >> good morning. yeah, more rain today, thanks for waking up with us on a wednesday. wednesday not the easiest day aof the week. rain will clear out. you want outdoors and it kept you inside yesterday, you'll have opportunities. you have to wait until this afternoon about 46 now. it's nice and chilly this

morning across the board. that's your peninsula temperature. about in the mid-40s everywhere. no 30s to point out. i can't wait until the sun comes out over mount hamilton to find out whether we accumulated any dusting of snow. i'll show you the pictures here. as soon as we get the sun, as soon as it's visible. radar picture tells the story. area of low pressure sitting and spinning over the bay area taking its time getting out of the here. as a result it it will move to the south. the showers are going to linger to the south for the most part today. you'll be clear in the north bay for good. as we head throughout the next couple of hours we'll see showers in the south bay, because the system's moving so slow, until 1:00 to 2:00 this afternoon. and just to give you an idea of how slow it's moving, i set this radar back an hour. you can see, not much improvement there. so as we head throughout the day today, keep your umbrella handy. wind is going to pick up as the

it harder to stop. if you own one of the cars, take them to a dealer for a free fix. chrysler will notify affected customers as well. gm's ceo facing another round of tough questioning on capitol hill today. yesterday she tried to explain why it took the company to long to reveal the problem. tracie potts live on capitol hill with what is expected to come from round two of the testimony. good morning. >> good morning. as round two is going to be on the senate side, senate subcommittee that deals with consumers and product safety, wants to question mary barra, as we saw yesterday, about why it took gm a decade to bring this issue to light to let drivers know they had this defective part in the ignition switch. yesterday, she really didn't have a lot of detailed answers. a lot of, i don't know, not prepared to answer, that she's waiting for these investigations in her internal investigations to be over. that did not satisfy the families. certainly did not satisfy

lawmakers who thought she should have been better prepared, even about the thousands of pages of documents that gm already submitted, she wasn't giving much detail on that. we'll see what happens in today's session. meantime she did announce that she fired ken wineburg who worked with the 13 families identified as having loved ones killed gm dealing with 6 million vehicles on recall since the beginning of the year. >> that is a great hire for them. he's very experienced in that area. you think there's any sympathy for mary barra? only on the job for three months. answering decisions made where she was nowhere near the company. >> she was probably at the company. she's only been in the position a few months, she's been at the company for 30 years. she was in upper management, worked her way up. she's been there since she was 18. that doesn't mean she knew what was going on with the switches. no one's questioning her

veracity on that, that she knew what was going on. the issue that lawmakers have is, they don't think she was prepared. they were questioning her about things that gm had already submitted, paperwork, memos, internal documents, submitted to the committee and she was not able to elaborate. she said, i've got to wait until the investigation's over, that didn't make them happy at all. also new a bomb expected to be from world war ii exploded in a scrap shop in bangkok, killing two, injuring 19. the blast ripped the building apart, damaged houses. construction workers found the bomb buried at a building site and they sold it to the scrap shop. the workers probably cut into the bomb using a torch thinking it was inactive. receding floodwaters in washington state revealing more

bodies from the devastating mudsli mudslide. the death toll 28, ranging from 4 months to 71 years old. hundreds of searchers and cadaver dogs sifting through the mud, searching for 20 people still missing more than ten days after the mudslide. the weather was dry yesterday. heavy rains expected tomorrow through sunday. possibly hampering recovery efforts. reason rain has not stopped mountain view city council from declaring a stage i water shortage emergency. the city can now educate people about conservation measures such as restaurants only serving water to people who ask for water. the city will encourage people to participate in water efficiency rebate programs. making sure that everybody really still pays attention. the rain has added to the year's snowpack but not enough to get us out of a drought. the snowpack is 32% of normal. in southern california, chp standing by to possibly close the grapevine because of snow.
