in. >> tmc hasn't gotten the word out but nbc will, metering lights on, backups. rain causing a problem for some folks this morning. we'll map it out. >> live look at oakland coliseum. they'll play two today. wednesday, april 2nd. this is "today in the bay." good wednesday morning to you. thank you for joining us at 6:00 a.m. i'm peggy bunker, in for laura. >> i'm scott mcgrew. following a developing story in chile. seeing fire and evacuations, riot police in force after a deadly quake volts the country. the 8.2 quake struck off chile's northern coast yesterday evening. crews searching through the wreckage to see how badly everything is damaged. "today in the bay's" chase cain joins us in the studio. right now the death toll is low considering how huge this quake was.

>> huge, substantial quake. seismologists are crediting the work the chilean leaders have done to prepare for major earthquakes and build stronger buildings. of the six deaths reported, three of the people were killed by heart attacks and not from the physical damage of the quake. still the shaking was intense. look at this. convenience store surveillance video, people running out trying to take cover there as things fall off the shelves and lights are flickering, power out at one point from the shock of that 8.2 earthquake. there was significant damage to many buildings, including a women's prison where 300 people escaped during the quake. several fires broke out from downed electrical wires and ruptured gas lines. fires continue as people return home this morning, after evacuation orders have been lifted. there have been 17 aftershocks, including 6.2, a powerful quake there. with concern a quake of that magnitude could happen in the

bay area we asked about the earthquake warning system. >> in california, we do have an earthquake early warning system that will give people some tens of seconds of warning if they're on the service that provides that. testing that system. it is based on quickly identifying an earthquake has occurred and sending a radio signal ahead. >> usgs hopes to roll that out to the public in the near future. seismologists say that this earthquake in chile does not indicate a major earthquake will happen here in the bay area. there's no connection. but it should serve as a good reminder that it certainly can happen here. >> thank you so much. time to check in on the forecast for you. take you outside live looking at san jose, san francisco and the san mateo bridge. break in the rain today for most of the bay area. we could see a few showers here and there. overnight, quite the different story. taking a look at new video, a

tree fell overnight in oakland in that storm crushing four cars. knocking out power there. eldorado avenue. pg&e on the scene making repairs early in the morning. tree trimmers were there cleaning up the debris. what's ahead for us today? let's check in with christina. >> good morning, everybody at home. chilly start to the day. notice that when you walk out the front door. showers in san francisco and north bay. that's where you'll be needing your umbrella. we're dry from the south bay into the tri-valley. 62 degrees in the east bay today. 64 today. comfortable conditions, not shabby. here in san francisco, i will show you the wide picture, bulk of the moisture in central and southern california. no snowfall on the grapevine but keeping tab on that as well. whenever there's a chance for snow on the grapevine, they could shut it down. looking pretty good.

we'll keep tabs on that. right now, just focusing on this area right here, mostly getting showers through san mateo through san francisco. and that big blob of green pushing over the golden gate bridge. it's taking its sweet time. system's stalling out, as a result, showers in the forecast for the first part of the day. you can see the general nature all of this pressing to the south. south bay lingering activity until 3:00. although you'll see clear skies up in the north bay by 2:00 p.m. keeping the updated on this. also we have a big warm-up around the corner. 80s in the forecast by this weekend. we'll warm up quickly. stay tuned. i'll get you to that forecast. mike and the drive. >> turn the camera that we have toward the metering lights just to confirm that they were on. and they are. you see, right underneath the stanchion. but that's what has the backup here as well as toll plaza camera filling in all of the lanes now. over the last couple of minutes,

since the lights turned on, past the 880 overcrossing. droplets on the lens as well. still have wet roads around the bay. maps show you a similar situation. green highlight around oakland hills for 580 and 880. wet transition ramps. lower speeds be be careful. south bay second burst starting to bill for 101. 680, it will start for the south bay. east bay, close to speed for the routes. tri-valley, slowing traditional west 580. there's some debris in the roadway toward the dublin interchange. that's your slowest stretch. a san jose city council member who backed the pension reform plan is changing his mind on the issue. "today in the bay's" christie smith live from downtown san jose with reaction from council member. good morning, christie. >> reporter: good morning. we spoke with the council member

and he's asking city council to revisit pension reform. he says fallout is that it's become too difficult to retain and recruit good employees here in the city of san jose in public safety and other areas. proposing city council consider measure b changes on april 8th. the controversial measure faced legal challenges after voeers approved it in 2012. he says it's too hard to keep police officers and get new ones, even other employees because many go to other jurisdiction that may have better packages. he's looking at retirement age, accrual rate, disability retirement issue on the police side. going back into measure b will bring its challenges. >> i'm expecting feedback, probably concerns raid with the modifications, they'd like to see other ones. again, that's how good policy work happens, you sit down and talk about the issues.

until we start the conversation, we're not going to fix anything. >> reporter: he says he's looking at possible november ballot for this. the council's looking at discussing potential modifications to the disability rules of the april 8th meeting. pushing for a comprehensive review of the whole thing. he spoke with us first this morning but he's having a press conference later at so:30 here at city hall to discuss it further. live in san jose, christie smith, "today in the bay." >> thank you. hours-long showdown at san francisco board of supervisors meeting as dozens spoke out about the proposed tech shuttle program. >> bus came up and turned on fell street on a red light and i had the green light. i was furious, i actually chased him down, told him you have to pay attention to the safety here in the city. >> despite outcry, the board has decided to deny an environmental appeal of the program. this clears way for the city to start a study in which muni bus stops, the tech shuttles stop

at, will be allowed to pick up passengers. critics can go to court, try to stop the program. if they don't, the program will continue on into the summer. commuters heading through milpitas might run into extra delays this morning. parts of dixon landing road closed between millmon drive and north milpitas boulevard. crews will begin tearing up concrete to build a new bridge for the extension project. work is expected to last eight months. >> time now 6:08. builds. here are today's top stories. crews are assessing damage in chile following a deadly 8.2 magnitude earthquake there. as of now, six people confirmed dead. tsunami warnings for the coasts were lifted hours ago. large waves caused by the quake could hit hawaii this morning. and this morning, investigators are looking for answers sounding the missing jet saying they may never know what happened to malaysia airlines flight 370. the plane, of course, disappeared 26 days ago with 239 passengers on board. chrysler recalling close to 900,000 jeep grand cherokee and dodge dur range go suvs because of an issue with the brakes. the brake parts can corrode, making it difficult to stop. the dealer will fix the issue for free. metering lights holes its developers conference if san francisco. the expected to announce new features for the windows phone,

look outside. as we look at the embarcadero in san francisco. it's awfully dark. as we get closer to summertime, it will lighten up. >> it will. check southern california as well. there are concerns this morning snow could prompt the closure of the grapevine on inter-nate 5. >> of course, a common occurrence when you get the snowy weather. live from frazier park on the l.a. county side of the grapevine. good morning. how's it looking? >> reporter: good morning to you. we just moved from the grapevine and we're happy to tell you, it's still open. a main corridor throughout california. snow picked up intensity 15 minutes ago. now it's tapered off. you can see there's a light dusting on the ground there. it's cold out, in the mid-30s here. breezy, 15, 25-mile-per-hour winds and snow flurries picked up around 5:15. i have video to show you from last night. the frazier park area, close to where we're at right now.

there's a dusting of snow there overnight. we could get one to six inches in the mountains depending on the elevation. that could force closure of the grapevine. two roads in the angleless national foreof tst shut down. potential for problems, highway 33 in ventura county, a number of highways in the area. hard to believe the snow's coming down in april. snow here but rain in the los angeles area. there's flooding issues in downtown l.a. along the 10 between a couple of the roads down there. so plenty of issues here this morning. we've seen drivers pulled over to the side of the road along i-5, the 18-wheelers. they are exercising cautious in these conditions. that's something forecasters are urging people to do in these wintry conditions. this morning, we'll keep our eyes on the roadways, particularly in the mountains, along the grapevine i-5.

>> the main artery from central safely 0 to southern california. seeing anybody pulling over, scared about the conditions? >> reporter: we have. we have. we've seen plenty of people pull over. depending where you're at you see the conditions change. some spots it's dry. other places, the pavements, roads are wet. there's a mist, fog, flurries. we have seen a number of drivers pull over and they're exercising caution, playing things safe. mostly the 18-wheelers, tractor-trailers pull over. the grapevine known to be treacherous in terms of driving conditions, not wanting to take chances, pulling over for the night waiting until the storm passes. it could be late morning, early afternoon as the timetable for when the storm might pass in this area.

compared to the drive to tahoe, i'm not saying southern californiaens are wussess, i'm not saying it out loud. >> you just did. >> it will be light and scattered until we hit this afternoon. it if does shut down closer to afternoon hours. if you're headed down that way, you might get stuck in bakers field. keep in mind that could happen. i don't think it's going to happen. as we head throughout the day today, temperatures will come up. the chance for snowfall declines as we get warmer. what is interesting about all of the shower activity, l.a., wow, they need the rain. of course, their drought is much worse what they're dealing with as far as drought conditions down south and what we have in the bay area. i have to say, we all need to conserve so that the overall water supply stays nice and high, because as we head throughout the next couple of years, if we don't get the rain that we need, that's when the drought could become a huge

issue. as of late, because of the recent rainfall, we're actually positioned a lot better off. what i can tell you right now, showers are light, heading to the south, taking their time. right now all of the isolated activity is moving over the peninsula. still dry here in san jose. we'll see lingering showers here for most of the day. as we head throughout the rest of the afternoon, all of the activity will clear out, low pressure moves out. the wind is expected to pick up. count on a blustery finish. 62 degrees in the east bay. 58 today in san francisco. 63 in the north bay. partial clearing by this afternoon. and then full on clearing by this evening for the greater bay area. throughout the remainder of the week, more rain on the way, weaker system packing a third of the moisture of the system that came through here yesterday. that's thursday into friday. we hit 80s by the weekend. we get another whopper storm

feet. chile's president has declared a state of emergency for the area. six people died as a result of the quake. the shaking caused several landslides which blocked roads, power was cut to thousand, and an airport grounded all of the flights. day two of testimony from the ceo of general motors, as she tries to explain why it took the company so long to reveal the deadly problem with its ignition switches. "today in the bay's" tracie potts joins us from capitol hill where the hearing's being held. good morning. >> scott, that starts in 30 minutes. back here on the hill, before senate subcommittee, trying to explain why year after year after year her company, general motors, failed to report that they knew they had a faulty part on millions of cars. >> reporter: general motors' ceo faces more questions in the senate. >> my sincere apologies to everyone who has been affected.

>> reporter: but apologies weren't enough for victims' families or lawmakers, frustrated when barra could not explain why gm failed to replace faulty ignition switches when they first detected the problem almost a decade ago. >> i cannot tell you why it took so long for a safety defect to be announced for this program. but i can tell you we will find out. >> why in the world would a company with the stellar reputation of general motors purchase a part that did not meet its own specifications? >> the truth, the whole truth -- >> reporter: in the midst of the government agency overseeing auto safety says gm did not share key information. >> if we had any of those pieces of information, i believe it would have changed the way nhtsa would have approached this. >> it angers me we had a situation that took over a decade to correct. >> i didn't know what was going

on. that's unfathomable. >> reporter: she's hired ken feinberg to compensate gm's victims. today we may hear more about money. >> a piece that costs pennies. >> reporter: a 57-cent part that would have cost gm 100 million to fix in 2007, now costing the company and families so much more. you know, gm has a mess on its hands because they've got 6 million cars under different recalls. just so far this year, in four months, compared to less than that in the last four years. initially they thought they could get them all fixed by this fall, by october. but there was another recall, totalling 6 million. a company spokesman says it might take longer. >> you have to feel sympathetic towards barra, on the job three months as ceo. she was not ceo when decisions were made.

but not as prepared as maybe congress people hoped. >> reporter: yeah, lawmakers didn't like the fact they were asking her questions from the documents that her company sent and she didn't seem to know what was in some of the documents. granted, they got 200,000 documents from both nhtsa, the government agency, and gm. but they had a week to go through them. she's been on the job for a few months. it's been over a month since the recall. they just seem to think not that she was personally responsible, but that she was ill prepared to defend the company and explain the company's actions at the hearing. >> when you're ceo, it's your job to know the answers. mark zuckerberg is the writeful creator of facebook, according to a recent ruling by a federal judge. the judge dismissed the lawsuit. he says he's half owner of face. well a judge ruled that contract was a fake. he's awaiting trial on related

criminal fraud charges. continue to keep an eye on hp stock. it is trading flat at 33.20. shares in the company hit a 52-week high yesterday after it was announced settlement in that shareholder lawsuit. some investors still upset about hp's decision to spend $1 billion to buy palm, remember that, in order to create a tablet, the company then took off the market after seven weeks. 6:35. on your wednesday morning, time to check in on the forecast. we give you a live look around san jose and also san francisco, side by side picture. we can see beautiful skies and calm compared to yesterday. >> that's right. we have showers on the radar. i did want to show you the live picture of san francisco. you can see here plenty of cloud cover overhead this morning. a pretty sunrise. as we head throughout the day, showers are going. bulk of the moisture down the coastline moving into southern california where they

desperately need the rain. good sign. all of the shower activity will stay organized and head over los angeles today and the grapevine. i believe once the bulk of the moisture mixes over the grapevine, it will be too warm for the snowfall. right here in the bay area, showers moving to the richmond district of san francisco, pressing into the sunset district. today that's basically it. no heavy downpours. isolated, pop-up thunderstorms but not the scattered thunderstorm activity and the frequent lightning we had to deal with yesterday. a cold morning. scattered showers will continue for most of the first part of the day. partial clearing by lunchtime. as we get into the evening, breezy to windy. the oakland athletics have a doubleheader today. first rainout last night since 1998. for today's game, 12:35, first pitch, 54. maybe a hit or miss shower, not enough for a rain delay. 6:00 p.m., 57 degrees. >> finally get to show a beautiful view.

look at this, bay bridge toll plaza toll plaza as clouds making a break. metering lights on. fas-trak lane have the big slowdown. cash lanes, lighter volume. livermore, tri-valley schools are off. it's going off, the next three weeks around the bay. east bound 24, slowing off the warren freeway. made worse because of the crash around caldecott lane. but you have that slowing to and from the caldecott tunnel from highway 13. rest of the speeds, slowing toward 580 and western direction. a crash has cleared from 580. rest of the bay smooth. northbound 87, slower drive instead of 101 but that's building as well. look from the foster city side. san mateo bridge murky from this side because of the mist. a lot of company as well. nothing big for that san mateo bridge. 6:37. ahead, new video as a world war ii relic explodes inside a shop.

new this morning, a bomb suspected to from world war ii exploded at a scrap shop in bangkok, killing two, injuring 19. you can see what happened after the blast that ripped apart the building, blew off the roof, smashed windows of nicearby hous and shops. police say the scrap workers cut into the bomb using a torch, probably thinking the bomb was inactive. a grim step forward in the mudslide recovery efforts in washington state. the floodwaters receding and that's exposing more bodies in the debris. the death toll has risen to 28, ranging from 4 months old to 71. 20 people still missing. hundreds of searchers and cadaver dogs sifting through the

baseball season. right now the team is in arizona gearing up for game three against the diamondbacks tonight. >> exciting game. right now we have giants' broadcaster live from phoenix. the giants not waking up too happy. that new replay system, we watched it over and over, that is a painful call. >> well, you're right. it cost them a run. you know, this is a new system this year, replay system, we're all excited about it. we knew there would be problems going into it. last night, one was exposed. a pick-off play at first base involving a.j. pollock and when we saw the play, we called he was out, we thought it would overturned. they replayed it because of protests from bochy. after three minutes they ruled the play was inconclusive. pollock was safe. in the same inning, there was a play at the plate, involving

a.j. pollock, a pass ball for posy, matt cain came into home plate, made great play, put the tag on him. as we saw in the replay, he was out. but because once you use the protest and it fails, you no longer get another right to have them -- ask for a replay. pollock out two times in the same inning yet scored a run and the giants would lose by a run. what dave flemming suggested, and i think it's a great amendment to the rule, is that if there's any play involving a run that's being scored, review it. just like they do in football on touchdowns. this is something that eventually's going to happen. >> is this a learning curve? he would have been safe anyway at the plate if there were no instant replay. did bruce use it too early? are there games in which we shouldn't use it at all, waiting for that last score to maybe challenge then? >> well, scott, it's a learning

yourself, it pulls at your heartstrings, thousands people from across the country have come to watertown, massachusetts to pay respects. a remarkable thing to see. moving on to a developing story in chile, where we are seeing fires evacuations and riot police out in force, after a deadly 8.2 quake jolts chile. the 8.2 quake struck off of chile's northern coast yesterday. take a look at this map. you can see where it was centered. crews searching through the wreckage to see how badly buildings are damaged. "today in the bay's" chase cain joining us now in studio. the death toll is low considering how massive this quake was. >> it was. the death toll is low. six deaths reported so far. three of the people killed by heart attacks, and not from the physical damage of the quake. seismologists credit work of chileans leader tos to prepare as well as build stronger buildings. the shaking was intense. people rushing out of a convenience store as items sort

of wobble and fall off the shelves. power flickering and going out from the shock of the 8.2 quake. there was significant damage to many buildings in the area, including a women's prison where 300 people did escape during the quake. several fires broke out from downed electrical wires and ruptured lines. that does continue even as people returning home after the evacuation orders were lifted a few hours ago. there have been 17 aftershocks since that initial quake, including 6.2. this comes on the heels of recent quakes in southern california. we asked the usgs what, if anything, this could mean for the bay area. >> fortunately, this earthquake doesn't foretell any great risk or increased risk in the bay area or in california. but we always have to be prepared. this earthquake is more of a reminder that earthquakes are hazard than foretelling any impending event.

>> for comparisoning take a look at this graphic, made by christina loren, comparing this earthquake in chile in the more deadly loma prieta quake in '89, that was a 6.9. the richter scale is an exponential scale, 8.0 is ten times stronger than 7.0. that should give you perspect e perspective. that place sees more strong earthquakes than anywhere in the world. we asked about the early warning system, it is in the testing phase but it should be available for the public in the future. that is certainly a relief. given all of the earthquakes we've had. >> thank you. arson investigators working overnight looking into the cause of a house fire in san francisco that killed one person, injured five others. paramedics say the fire started before 5:30 last night. two-story home on castillo street. ellerly woman died at the scene. five people taken to the hospital, two in critical

condition. american red cross helping displaced residents find temporary housing. a federal grand jury indicted pg&e on 12 criminal charges surrounding the san bruno explosion and fire. the fire killed eight people and destroyed 38 homes 3 1/2 years ago. the indictment filed yesterday claims pg&e knowingly violated federal laws saying employees and regulatory agencies gave multiple warnings to the utility about insufficient recordkeeping of the gas pipelines. it charges that pg&e, quote, violated men mum safety standards for pipelines carrying natural gas and that led to the explosion. however, pg&e maintains its employees did not intensional willy violate federal law and criminal charges are unnen warranted. the utility's facing fines up to $2.5 billion. expected to make a brief experience in san francisco federal court, the alleged leader of the organization expected to be assigned a

lawyer. he's accuse of money laundering and receiving stolen property. arrested last week in that massive fbi raid in which senator yee was arrested. senate stat suspended yee pending a trial but worked out a way for constituents to have their say in government. district offices in san mateo and san francisco counties will stay open. yee's seat will disappear in november because of redistricting. senators mark leno and jerry hill will take over portions of the eighth district. a san jose city council member who backed mayor reid's pension reform plan, has changed his mind and is asking others to do the same. the councilman is proposing the city council revisit measure b, that was approved by voters june of 2012. since passing the sustainable retirements and compensation act, it's difficult to find and
