determine if he had post traumatic stress issue he was dealing with, 34, had been in iraq for four months. let's get now to jay gray. >> reporter: good morning. this is the second time in the last five year there is has been a deadly attack by a soldier here at ft. hood, the nation's largest army post which was locked down until late last night. all clear. but still far from okay this morning at ft. hood. >> walked into one of the unit buildings, opened fire, got into a vehicle, fired from a vehicle, got out of the vehicle, walked into another building, and opened fire again. >> reporter: three were killed, 16 injured before the suspected gunman identified by military sources as 34-year-old ivan lopez apparently turned the weapon on himself. >> we do know that this soldier

had behavior, health and mental health issues and being treated for that. >> reporter: lopez was undergoing testing for post traumatic stress disorder. >> you never know who you live next to. >> reporter: she was with the wife of the suspected gunman when she heard the tragic news. >> she wasn't able to say anything. she just broke down. like she was hurting and it was in disbelief. >> reporter: shock and pain felt in central texas. >> i think we all feel indebted to the men and women who put themselves in harm's way. it is heartbreaking to be so close to such a tragic event as this. >> reporter: a tragedy that affects the entire country. >> we're heartbroking that something like this might have happened again. >> in 2009, major nidal hasan opened fire killing 13 and

injuring at least 30. >> in 2009 i was here. this again. and it's unbelievable. >> reporter: and unbearable for the families and friends of those lost and injured. the commander here at ft. hood says the latest shooting was not an act of terror like the attack five years ago here. but investigators have yet to pinpoint what may have sparked the rampage. jay gray. now back to you. >> a lot of questions left. thank you. as he mentioned this is the second shooting at ft. hood in less than five years. hasan could be the first u.s. service person executed by the military since 1961. however, the appeal process is expected to take years. >> dozens of aftershocks shake the north coast of chile, the largest 6.2, that quake follow at 7.6 aftershock. so far no damage reported but

the quake triggered a new tsunami alert and evags wags orders. among those told to leave was the chilean president who travelled to the area to view some of the damage from tuesday's 8.2 quake. all of these are off the coast of iquique. the initial quake killed six people, caused severe damage to some buildings as well. >> a press investigation is revealing that the u.s. government was behind the creation of a fake twitter service in cuba. the apparent goal was to under9 communist government. what we learned about these which are pretty shocking. >> pretty shocking. this is an associated press report. we want to make that clear. nbc is working to verify these findings. in the report it says that the u.s. government used shell companies and offshore accounts to create a text messaging

system. the hopes of creating unrest in the regime, the ap says the operation began in 2009 and ran for about two years with the code name which is cuban for the tweet of a hummingbird. the operation supposedly set up fake companies in spain and the cayman islands as a front and ap findings find that ceos were recruited without knowing that the project was backed by the u.s. government and samed at younger cubans. >> a lot of them were happy about the service and if the government -- i think the question is were they put at risk by using the service? >> reporter: ap reports that u.s. aid was the umbrella organization. it's supposed to be a humanitarian group helping the poorest, not involved in

it does seem sort of bright out here but the reason for that is because we het up a bright light to show you what's going on. there is a row in the dark at almaden and reed near 280. these days seems like surveillance cameras are about everywhere. in this case looks like a neighbor caught someone looking suspicious. cutting wires wednesday night while it was pouring rain. one neighbor put out a sign saying caught you, cut wires, now you're going to get to be on camera, go away. that sign on an electrical box and the street lights went park about two blocks. the neighbors were able to get video of a man on a bike about the time the power went off. it's believed that the man may have cut that to steal the opener wire. as we were driving around there

good morning to you. thursday, 5:12. a beautiful look at the bay bridge. getting close to the end of the week. hopefully you are up and at it. crews will be out looking for people still missing after the massive mudslide. 18 are still unaccounted for. 29 people are dead. they have only been able to identify 28 of them. on march 22 a torrent of mud swept over the community of oso. it will be well into the summer before they are able to remove all of the debris. >> pakistani police say former president musharraf is safe after a bomb exploded near his convoy. police initially called it an assassination attempt. last night he was moved from a military hospital to his home.

when the bomb went off. he is being tried for treason. the trial was delayed when he complained of chest pain. there is no claim of responsibility for the attack the taliban has vowed to kill him. >> if you have an instagram account chances are you ran into a problem yesterday. users vented on twitter saying their time lines would only display pictures from five days ago. the photo sharing site says it's trying to fix the glitch. they aren't sure how long it may take. they have 200 million users. >> did samsung use the toopt promote his phone. the president made headlines when he took a selfie using david ortiz' phone. the president then tweet this is out but unknown to the white house ortiz has a marketing deal with samsung. the white house says the president was not aware he was taking part in a publicity stunt. samsung caused controversy

sponsoring another famous selfie. this is ellen degeneres at the oscars using a samsung phone though her personal phone is an iphone. following that samsung made a hefty donation to two of ellen's favorite charities. >> we're talking about it. that's the goal. the new video of a hailstorm. in kansas a beating during this storm. we always say it but this is true. golf ball-size hail. there it is. broke car windows and in some cases shattered the entire windshield of some cars. also that storm prompting tornado watches so scary situation. >> a lot better here. >> it is. but for them it's going to be worse. we could see a tornado outbreak from the mississippi river valley to the midwest. that's something we're focusing on. for us we're going to shift gears to a very quiet pattern for today. i don't know if the weather made your week more difficult.

it did mine. so, if you are excited about the weekend, good news is we have some beautiful conditions to look forward to. and we're not done with the rain yet. i'm tracking the storm system toward the end of next week. you saw from the live picture good in emeryville. temperatures chilly, mostly in the 40s and 50s. a nice day today. clouds will increase throughout the day today. overcast conditions expected by about 2:00 p.m. here's what we're working with when it comes to our next chance for rain which comes in for tomorrow. nothing heavy, as i set futurecast in motion you can see most of the activity is light. then the yellows or oranges coming in, just that green. especially the the coast line where we expect the heaviest totals. in san jose we might accumulate .05 inch. we're going to keep the action all the way to 3:00 p.m. it will clear out by 8:00 p.m. then into the weekend it's going to be nice, saturday looks okay for the beach, but sunday downright perfect.

74 degrees bodega bay. ocean beach 66, lots of sunshine with an offshore flow and point lobos 68 degrees. we'll talk tahoe next. conditions are pretty choice up there right now as well. let's check your drive. here is mike. >> we're looking here toward the bay and overall very easy drive. also a lighter volume because san francisco and the tri-valley, schools are off. we'll see that rotating around for the next month. crews starting to clear from the north bay. northbound 880 at the off ramp we have a sign busted up so there is debris and it might be in the slow lane. a smoother flow to the tri-valley, dublin not a concern. the only slowing out of the altamont pass toward north twin. we'll give you the bay bridge toll plaza t maze t approach at speed and a light backup.

for the cash lanes, the fast track lanes, and in the north bay, southbound 101 through san rafael. minor glow but moisture and the wet roads not a concern. >> demonstrators plan to march to san jose city hall protesting a deadly shooting involving a san jose police officer. mike santos shot antonio lopez february. investigators say the officer shot lopez in the back when he reportedly charged at another officer wh a saw blade. protesters will march to city hall. >> mountain view high school and police are hosting a special presentation weeks after a student overdosed on a new drug. the meeting called high in plain sight will be 7 to 8:00 p.m. at the mountain view high school. this will inform families about

drugs and the dangers students face. the district sent letters to parents after a student was found unconscious on the stevens creek trail. he had taken the drug doc. the student who overdosed is now recovering and is in stable condition. >> put your phones down as you head to work. the chp is going to increase patrols to crack down on drivers using their cell phones. april is distracted driving awareness month. the chp kicked four days and they are looking for drivers texting or browsing the internet. tickets start at $161, frequent offenders will pay at least $281. >> you may not know it from driving on them but california highways are in the best shape over a decade. 42,000 of the 50,000 miles of highways are in good operating

killed by a car. this happened about 9:00 last night in santa clara. the driver stayed at the scene and is cooperating. about 20 minutes prior to the accident witnesses called to report someone stumbling in the road on northbound 101 near the great america parkway exit. no information about the victim has been released. >> two of the five suspects arrested in connection with the death of a 16-year-old boy in a campbell park are expected in court this morning. the arrests stem with a fight with a homeless man last month. that man 24-year-old john that were who you see here, stabbed the victim ivan diaz to death. but authorities say that were acted in self defense because he was being brutally beaten by diaz and five others who have gang ties. the suspects range in age from 17 to 20. the santa clara d.a.'s office is using a california law called the provocative act doctrine to

now we had a rough day for the a's as well. a smoother drive now. on the maps fast coliseum, a little blip of slowing where you saw the volume. then north of there at oak where there is a report of two vehicles in the road. chp does not classify that as a crash but there is a van and sedan blocking the fast lane. i see the slowing. you see the yellow. speeds starting to dip. the volume builds and one lane blocked. that could be an issue. the rest of the bay bridge, however east 80 getting toward central. the split as another breakdown, another van on the shoulder. we'll watch for the effect of that. the rest of the bay moving smoothly. back to you. >> good news there. thank you so much. we continue to follow developing news this morning, federal agents and army investigators search for answers at ft. hood after a soldier opened fire killing three and injuring 16 more before apparently turning the gun on himself. jay gray is live with the

latest. good morning to you, jay. >> reporter: good morning, peggy. that soldier you talk about, the suspected gunman, military officials telling us it's 34-year-old ivan lopez, someone who just transferred to this army post in the last month or so. look, he is someone who has dealt with behavioral and mental issues and has been treated for that. he was also undergoing testing for post traumatic stress disorder. he faced four months in combat in iraq. had just transferred here and the pistol used in the attack yesterday here locally but it was not registered at the time. police and army investigators say it all started after 4:00 when shots were fired in the motor pool area, apparently an argument escalated, moved and continued to fire shots, drove to a medical fa sit on the post

a phone call from air force one with defense secretary hagel and others the president said it's not fair that soldiers fight overseas and can't feel safe at home. wev seen this a number of times. 2009 at ft. hood a shooting, 13 people killed there and now a devastating sense that they are not secure there as this happened again. that's the way president obama put it when he was speaking from chicago. that sense of security has been stolen from them again. it happened just last month at norfolk with a shooting at the naval base in norfolk and last year at the washington navy yard here in washington, and in both ft. hood cases, mental health seemed to be an issue. so that's a question that's likely to come up on capitol hill. not to mention money and whether more money needs to be poured into base security though the pentagon is already looking at losing $50 billion in upcoming years if congress can't deal with the sequester and how to

keep that money in their budget. >> tracie potts live in washington, thank you. a southern california family's lawsuit claiming a loved one was frozen alive will move forward against a los angeles hospital. a horrific story. doctors pronounced her dead in 2010 at white memorial medical center. she had suffered a heart attack. when morticians received her body they found her face down, her nose broken and cuts and bruises to her face. the victim's family initially sued the hospital for mishandling the body but a pathologist testified those injuries likely happened after the woman woke up in the morgue and struggled to escape. >> malaysia's prime minister says the search for the missing jetliner will not stop. search planes took off again today to look for the aircraft in the indian ocean. still, there has been no trace of flight 370 after it disappeared nearly a month ago with 239 people on board. australian prime minister tony

dark, this goes on for about two blocks in each direction. someone from a neighborhood watch caught the vandals on camera. this is wednesday evening when it was pouring rain. a guy walks up to an electrical box near 28, shortly after the wires are cut and the street lights go dark. the wires were exposed. police called out to take a report. the neighbor, he wanted to let the thief know how he feels about inwith a neat reads "caught you, you cut the wires you're going to be on camera. go away." after that apparently some of the wire suddenly reappeared on one of those electrical boxes but neighbors are hoping that someone might recognize this person. certainly they put him on notice. christie smith, "today in the bay." >> probably not expecting that note. >> 5:45. let's check in with meteorologist christina loren. good morning. >> good morning. we have a pretty quiet day

today. it's been pretty rough around here. i'm happy about it. a lot of people have to commute. pretty intense rainfall. much safer conditions with just clouds overhead. clouds are going to increase. we'll stay mostly dry and enough sunshine to warm us up into the mid-60s so. let's go ahead and take a live look at what we expect this morning in san jose and san francisco. you can't see because it's so dark. we do have plenty of low clouds. that's going to be the case for today. san francisco, though, shows you the low clouds not impacting the drive over the bay bridge this morning. looks good there. we have to check on the commute with mike. stick around for that. bring your jacket with you especially in san francisco. we'll hit the upper 50s as we head throughout this afternoon. we'll be on the cool side there and we're also going to see the fog roll back in as we head through about 5:00 p.m. you'll notice here the bottom of the screen the seven-day forecast shows you temperatures

the university says 18 resident advisers have been fired or resigned but the school's not saying why. students tell nbc bay area it's related to an underage drinking incident on campus after four white roommates allegedly harassed a black student in the dorm last year. the university says the shake-up is not related to that alleged hate crime. >> a house may be turned into a dorm and neighbors are not too happy. the house is being remodeled. it has been lifted as a 6 bedroom, three-bath home. people in the area are concerned that students will move in and change up that quiet neighborhood. >> we didn't sign up for the cops, the noise, the litter, the parking, if two families, a two-bedroom home couldn't find parking how do six bedrooms and all of the rentals have parking. >> the neighbors call on city
