lopez, an iraq war veteran being treated for depression and anxiety. >> we want to turn it over to jay gray joining us live in killeen, texas. >> reporter: the second time in five years that there has been a deadly attack by a soldier at ft. hood, the nation's largest army post which was locked down until very late last night. all clear. but still far from okay this morning at ft. hood. >> walked into one of the unit buildings, opened fire, got into a vehicle, fired from a vehicle, got out of the vehicle, walked into another building and opened fire again. >> reporter: three were killed, 16 injured in the attack before the suspected gunman identified by military sources as 34-year-old ivan lopez, apparently turned his weapon on himself. >> we do know that this soldier had behavior, health and mental

health issues. >> reporter: he was undergoing testing for post traumatic stress disorder. in 2011 he served four months of combat duty in iraq. >> you never know who you live next door to. >> reporter: she heard the tragic pneus. >> shock and pain in central texas. >> i think we all feel indeblted to the men and women and put themselves in harm's way and it's heart breaking to be so close to such a tragic event as this. >> reporter: a tragedy that affects the entire country. >> we're heartbroken that something like this might have happened again. >> reporter: in 2009, major nidal hasan opened fire at ft. hood killing 13 and injuring at least 30. >> in 2009 i was here and it's

unbelievable. >> reporter: unbearable for the families and friends of those lost and injured. >> reporter: ft. hood commander says that this was not an act of terror like the attack almost five years ago. they have not pinpointed what may have sparked the deadly rampage. now back to you. >> thank you so much. also new this morning bombshell claims from an investigation that the u.s. government supposedly set up a social meetia service in cuba. chase cain has been following this and joins us now. chase, this is like a twitter-like service and it has been shut down. >> it has. it ended in 2012 after collecting 40,000 members over the life of about 2 1/2 years. the press says it was shut down

around the same time the cuban government began trying to trace messages. we want to be make clear working to verify the report. the whole goal was reportedly to create unrest and animosity toward the castro regime. the ap says the operation began in 2009 under a code name which is cuban slang for the tweets of a hummingbird. the operation reportedly set up fake companies in spain and the cayman islands. there were extreme measures to hide the united states involvement. an analyst told the ap our government knew this program put lives at risk. >> they were protecting not just illegitimate things, they didn't want anybody to know what they were up to. it's true that everyings of u.s.

government including unclassified programs want to protect certain individuals but this is far beyond. we were told we couldn't even be told in broad terms because people will die. >> reporter: we've also just gotten a response from the state department. marie harff said quote to suggest these are covert programs is just wrong. congress funds democracy programming for cuba to help empower cubans to access more and civil society. she added in hostile environm t environments. they stand by their report. if it does prove on target the fallout could be immense. this was launched when hillary clinton was secretary of state. both parties are speaking out but a lot more to unfold this morning. >> chase, thank you much.

dozens of after shocks continue to shake the north coastal chile. an after shock last night. so far no damage but it did trigger a tsunami alert. among the people told to leave chilean president who was traveling to the area to view the damage from tuesday's 8.2 quake of all of these happening along the coast of iquique. the initial quake killed six people. >> the chp trying to figure out why a person was walking down highway 101 when he or she was hit by a car. this happened about 9:00 last night in santa clara. about 20 minutes earlier witnesses called to report someone stumbling on the roadway on 101 by the exit. the victim died.

the driver is cooperating with police. >> a live look outside at the san mateo bridge. a little bit of mist and fog. not as bad as what we saw in london. >> in london no such thing, right. >> not at all. we don't have a stag nand air mace. we're going to see the system off shore, bringing in low clouds. look at your numbers. 44 degrees, that's a cold start for a spring morning. san francisco you're checking in with 58 straight up and 49 degrees out in the east bay. all of the microclimates are going to end up in the mid-60s except for at the coast. that's where you'll see low clouds kinging. as a result that will limit the sunshine.

futurea's, we will likely track showers. i want to show you the general nature of this system. mostly going to impact the coast. a little bit of activity in san jose by about 11:00 a.m. by about 7:00 mostly clear conditions for most of the bay area. by 9 the thing's out of here. going to brichk maybe two more inches of snowfall. probably breaking apart. as you know we accumulated up to six feet at some resorts so we're looking good. saturday the cooler day for skiing, some of the snow will melt by sunday. that's a great beach day. hit the slopes on saturday, then the beach on sunday. 74 on sunday. half moon bay, it's nice, 63. and 68 degrees point lobos on sunday. you have your options wide open. >> the roadways are not completely wide open but a lot lighter today. we'll explain why. looking at the bay bridge toll

plaza. you see the fast track lanes are backed up. the cash lanes not so much of an issue. we'll look at the maps in the area. we see a smooth flow out of 24 t crash reported there, you see that accident symbol. that's eastbound getting off of the bridge. sounds like all your lanes are cleared to possibly one with flashing lights. causing a little issue. not a low of slowing. your typical pattern from livermore but lighter than normal. speed still in the yellow zone. 50 miles per hour at the worst. we had slowing west 580 off the dublin grade. the slowdown cleared presumably some debris in the road. i did see so it we marked it down. no problem for the castro valley y, and a smooth drive for the south bay with a gentle build into 101 off 680. a look at the north bay, slowing out of santa rosa down to

today's top stories. investigators are seeing if a fight on the base trigger add mass shooting at ft. hood, an iraq war veteran killed three before turning the gun on himself. nbc news has learned while the gunman did not see combat in iraq he was being treated for mental illness. >> an associated press investigation reveals the u.s. government was behind creating a fake twitter service in cuba, the apparent goal of the social media service was to undermine cuba's communist government. the service was up for about two

years and had at least 40,000 users. >> in turk the government appears to ignore a high court ruling against a ban on twitter. the court says the two-week old van violates free expression. a government official says while it's being examined the twitter ban will remain in effect. >> people living in one san jose neighborhood fighting back against a vandal who damaged street lights. christie joins us with how homeowners are trying to catch this guy. >> reporter: good morning to you, scott and peggy. whoever cut these wires may wish they didn't. they are put on notice that they were caught in the act on surveillance tape. now two blocks of street lights in the neighborhood are completely in the dark. neighbors are sharing video of a man behaving suspiciously. he walked up to an electrical box, it's raining, a short time later the lights go dark. there is a neighborhood watch here and this is right here 280.

a number of homeless encampments near the underpass. police were called out to look. the wires were cut, dangling and exposed. some were gone. one neighbor theft thief a note on a box that reads caught you, you cut the wires, you're going to be on camera. go away. after that some of the wires reappeared on the box and now neighbors are keeping an eye out for the man. he was on a bike and they are watching out for electrical boxes that may be left open. reporting live in san jose, christie smith, "today in the bay." >> thank you. startling news at san jose state university. 20% of housing staff has been dismissed or quit. the university says that 18 resident advisers have been fire ordinary resigned but the school is not saying why. students tell nbc bay area the recent runner-up is related to an underage drinking incident on

campus. this comes after four white roommates allegedly harassed a student in a dorm. the university says the shake-up is not related to that case. >> a task force to deal with that case will meet on campus this evening. >> a house near santa clara university may be turned into a dorm. neighbors not happy. the two bedroom house in university park is being remodeled and listed online as a six bedroom, three bath home, renting for $8,000 a month. people in the area worried students are going to move in and change the quiet neighborhood. city planners say the homeowner is within the zoning laws. hard to imagine. >> yes. i wasn't my quietest when i was in college. taking a look now outside of the bay bridge, this is our view from our emeryville cam. a little break in the clouds.

you know. >> we have a live look at the opening bell. yes, it's a new record this morning, the dow darn close. it's thursday, april 3, this is "today in the bay." good morning. i'm scott mcgrew. >> i'm peggy bunker. laura is off. we're following breaking news. this is where police are responding to reports of a deadly shooting on lanai avenue a few blocks from overfelt high school. we'll bring you pictures and details as soon as they get there. from what we hear police are investigating a deadly shooting again in east san jose. >> an update to a developing story in texas. federal agents and army investigators are desperately searching for answers after yet another deadly shooting at ft. hood. >> declared emergency no longer exists. >> the all clear was given last night, several hours after an iraq war veteran opened fire

killing three people and wounding 16 before turning the gun on himself. the suspected shooter identified by military officials as 34-year-old ivan lopez, lopez spent four months in iraq and was undergoing testing for post traumatic stress disorder though nbc news has since learned he never saw combat in iraq. a woman says she was with the wife of the suspected gunman when she heard the news. >> she wasn't able to say anything. she just broke down. like she was hurting and it was in disbelief. >> back in 2009, major nidal hasan went on a shooting rampage killing 13 and injuring dozens more. he has been sentenced to death. >> so this is the second mass shooting at ft. hood in five years t navy shooting in virginia as well. it's leading to new questions about the security of military facilities around the country. >> to talk with us about that tracie potts from washington, d.c. this morning. ft. hood overhauled its own

security to deal with insider threats, still this event happened. >> reporter: right. they beefed it up right after that 2009 incident and now people there really seem to be scratching their heads and concerned if the president obama described it, it's a loss of a sense of security after what happened in 2009. they thought they beefed up security so this would not happen again yet here we are. the president getting updates from the pentagon which is leading the investigation, also looking into what happened in 2009. and now, from chicago president obama saying that he is heartbroken, defense secretary chuck hagel saying that something is not working. it's not only ft. hood but what happened here in washington, d.c. last year. the washington navy yard a contractor was able to get on the navy yard and injure and kill innocent civilians,

innocent people working at the navy yard and first responders as well. lots of questions being raised in washington about one, is there enough security? two, are the resources in the right places? do they need to be redistributed and also mental health which seems to have been a factor in all of these cases. >> and getting more attention and is much needed. thank you. >> tonight president obama will meet with top lawmakers about the situation in ukraine. house speaker john boehner and house minority leader nancy pelosi will meet with president obama in the oval office. majority leader harry reid and mitch mcconnell will also be there. congress has sent the president a bill providing $1 billion in loan guarantees to ukraine, the bill also punishes russia for its intervention in the former soviet republic. >> 6:33. time to check in on the forecast

as we take you live to dublin, san francisco and san jose. giving you a look around the whole area. also checking in with kristichia >> we're going to see clouds increasing all day long. we're getting a lovely sunrise especially in the. the purples are coming in. we have the thinnest cloud cover. pretty thick patches of cloud cover at san francisco. 50 there, also getting the beautiful purples, today mostly dry, you can leave the umbrella home. you're going to need it tomorrow. and then we warm you up. so that is what's coming our way so weather whiplash. don't get used to any pattern because even after we warm you up we're tracking showers back in the forecast as of next week. we need that rain so hopefully everything will work out. right now i'm looking at the 10th of the month, that looks the most active. san francisco getting breaks in the clouds but turning mostly cloudy, overcast by about 2:00

for the greater bay area. we'll see a warm finish to the bay. 66 for us, 65 on the peninsula and 59 in san francisco. looking good in the north bay. this is where the clouds increase first. by about 10:00 in the north bay expect a high of 65, 61 in the east bay and 65 degrees in the tri-valley. we time out the system, it will impact your morning drive by 7:00 a.m. you can see most of the bay area starting to see shower activity. that will continue until about 11:00 a.m. we head throughout the evening hours looking mostly clear by 10:00 p.m. your forecast coming up in a few moments for the weekend, we're almost there. we're so close. >> a wrench in it. the rain for tomorrow's commute. we're going to watch for that. this morning we're looking here. i turn the camera to the toll plaza. you can see the toll plaza lights above the road and to the

right of there on the screen, scanning the area, the bus that brushed on one of the toll plaza lanes. it's a tight fit. it's heavier, they may have slowed down the metering lights. i couldn't see anything specific, just a sea of lights. the backup is forming approaching the toll plaza. no injuries on the bus. everything has moved to the center divide. we'll follow that on the span, you have a smoother drive. and lighter build for the rest of the maze and the approach because it is spring break for many. we had one last week. and the next three weeks. costing the bridges no problems. the northbound 101 through san jose a new crash on montague moved to the shoulder.

taking a look at this new video of a hailstorm here as cars and buildings in kansas take a beating during this massive storm yesterday. golf ball-size hail, they mean it this time, broke car windows and in cases shattered the windshield. the storm did prompt tornado watches. >> a suspected gunman in custody after a shot was fired on the kent state university campus in ohio. the university says the shot hit the ground at bowman hall, that's the academic building outside ohio national guard members killed four students during the vietnam war protest in 1970. >> a los angeles family is suing after they claim their loved one was frozen alive. maria was pronounced dead in july 2010 at a medical center in

boyle heights. her body was found halfway out of a body bag. a pathologist testified that injuries to her face likely happened when she woke up inside the bag at the morgue and tried to get out. the medical center tried to get the lawsuit dismissed saying that the suit was filed too late. a judge has ruled that the lawsuit can move forward. >> i think it's got to be one of the most awful stories in a long time. >> unfathomable to think about that. >> 6:41, will a bout of food poisoning keep a pitcher off the mound. whether tim lincecum will start against the diamondbacks. >> did the obama administration create a fake twitter site to stir unrest in cuba? the shocking new report after the break. >> no matter where you are waking up in the bay area this morning, just a gorgeous sunrise. this is san jose, the beautiful pink coming in. san francisco, just as lovely to kick off your thursday.

go with ryan vogelsong. he would be ready. the giants hoping that tim is well enough to take the hill. tim at chase field not the best numbers. 10 career starts, 4-3 with a 4.48 e.r.a. he is going to have to be very creative against that heart of the lineup especially paul goldschmidt who has ownage on him. that is the post that tim has given up to any single player in his career. it's going to be interesting though because tim has been transitioning from a power pitcher to a finesse pitcher, he's going to have to have command, have to hit his spots to help his team get a "w" and to you know it los angeles that's where they are headed friday for a three-game series against the dodgers. speaking of the dodgers, they will be here at at&t park april 15th through the 17th.

look likes your san francisco giants are going to catch a break because they likely will not have to face two-time reigning cy young award winner clayton kershaw or brian wilson. the dodger skipper announcing that kershaw is out at least a bht month and wilson placed on the disabled list with nerve irritation in his elbow, the same elbow that has undergone two tommy john surgeries. lastly for fans, you probably are not going to see buster posey behind the dish this afternoon. bruce boche announcing he wanted to give him a break. he is penciled in hector sanchez. sanchez improvement in the batter's box over spring training is going to make it easier for him to get buster posey breaks here and there. that's your giants update for "today in the bay." >> amy, thank you.

course of the next several hours. keep that in mind. afternoon clouds thick especially at the coast over the san francisco bay and through this evening that's when we could see our first patchy drizzle. today nice, warmer than yesterday. we have good air quality. 66 in the south bay today, peninsula at 65. 59 in san francisco. want to take through the next five days. we have weather whiplash. through the day today comfortable, mostly dry mid-60s in the south bay, we'll drop you off to 63 tomorrow, boost you back up by saturday into the upper 60s, then on sunday we soar into the 80s here so. a major warm-up coming our way. in san francisco you're back in the 70s with full on sunshine as of sunday as well. so really, you have your choice. you can hit the sand, the surf or the slopes. 66 on saturday. you want the sunshine better

the biggest backup. shaping up across the san mateo bridge. you can see the high rise, no disturbances. you can see it's lighter here, 880 slows south from hayward down to this bridge. >> thank you so much. update to our developing story. three dead, 16 hurt and military base in mourning for the second time in five years. this after an iraq veteran goes on a shooting rampage. this morning the site is still treated as a crime scene as the texas military base between waco and austin. >> jay gray joins us live with new details about the suspected gunman. jay. >> reporter: good to talk to you. horrible circumstances here as you talked about, there is still a crime scene on the largest army post. there are civilians and soldiers returning to work this morning, obviously with a heavy burden as they mourn those that were lost,

the three soldiers. the fourth t gunman who apparently turned the weapon on himself and 16 injured, nine still in the hospital. three of those described as very critical by doctors. this all happened after 4:00 local time when shots rang out in the motor pool area of this post. the shooter we are told moved to his vehicle, continued to fire shots, and drove to a medical facility not far away, was still shooting when he was approached. that's when he turned a weapon on himself. we know that investigators are not only looking for evidence but moved to the apartment where he had been living about three weeks. he transferred to the post here. neighbors that live in the apartments told us he seemed outgoing, happy and laughable so. two different pictures painted of this man.

we know from military officials that he was being treated for mental and behavioral issues. he was also at the point of the shooting being tested to see if he was perhaps suffering from post traumatic stress disorder. he did serve in iraq in 2011. this morning, though, officials at the pentagon told us that it does not appear he served in a combat role. that doesn't discount the possibility that he was suffering from ptsd. >> sort of changes things, that is an interesting development. also sounds like the military police that were able to put an end to this shooting. are soldiers on base allowed to have their weapons on them? >> reporter: no, it's a great point and no, they are not. a lot of people would think they are walking around with their

firearms. only military police arrowed to carry weapons. if you have a weapon you are allowed to bring it on post but you must keep it in a case. it's not clear how the suspect in this case got his weapon on the post and used it. it's an ongoing investigation and one going on for less than 24 hours. >> we appreciate it. >> new allegations as well, a twitter-like messaging service meant to cause unrest in cuba was created, operated and being secretly run by the u.s. government. chase cain is live in the newsroom with that report. >> we want to be clear that nbc news is still working to independently verify this negotiated press report, but supposedly the twitter like service was targeting young cubans desperate for access to the internet. the goal was create unrest

toward the castro regime. it began in 2009 under a code name which is cuban for the tweets of a hummingbird. they set up fake companies and accounts in spain and the cayman islands all as a front. there were extreme measures to hide the united states involvement. an ex-cha analyst said the u.s. government knew this put lives at risk. >> they were not protecting just illegitimate things and people involved, they didn't want anybody to know what they were up to. it's true that every agency is u.s. government including unclassified programs. want to protect certain documents. we were told we couldn't be told what was happening because quote people will die. >> we have a response from the state department where marie, a

spokeswoman said to suggest these are covert programs is just wrong. congress funds democratically programming for cuba to help access information and strengthen civil society. we often take steps to protect the partners we're working with. this is not unique to cuba. they are standing by the report if it's on target the fallout could be immense. the program shut down around the same time the cuban government began investigating. >> thank you. let's turn to breaking news. police investigate a deadly shooting in east san jose. >> christie smith is live with the latest. looks like we lost her there. once again we did receive a report in a bit earlier. there we have her. go ahead. >> reporter: good morning to you. i spoke with a neighbor who told me he was sleeping at about 3:30

and he heard three to five shoots back to back and then says he heard a crash sound. then he says at about 5, 5:30, police started showing up in numbers. he says that police told him that a man was found shot and killed in a car. he says it was down the block but police were spending time. also going door to door trying to get information from neighbors. neighbors tell us that they heard a car speed off and then after that it was quiet. they say they didn't see anyone on foot or hear alter indications, just the shots and then the car taking off. at this point i have spoken to police and widen the crime season. they have a spokesperson on the way. that's what we have so far.
