showers coming through just in the heart of your morning commute. we're going to likely see this continue. then a break from the rain and a big time warm-up. stick around. i've got your forecast in moments. >> there you go. our bay bridge camera shows water on the lenses on the road. part after south bay freeway reported covered with lumber. >> taking a live look outside over san jose. pretty quiet start there as you see the blinking lights in the distance. a beautiful start to friday, april 4th, this is "today in the bay." >> good morning. thank you for joining us. it's christina's favorite day, it's friday, i'm scott mcgrew. >> it's also my favorite. i'm peggy bunker. laura garcia-cannon is off this morning. as we speak rain beginning to hit the bay area. look at this video shot in oakland less than an hour ago. meteorologist christina loren tracking these latest showers rolling in.

any raindrops we'll take it. >> that's right. because you know, peggy and scott, we're getting into the next couple months where we are typically very, very dry in the bay area. so, every single storm system that comes through between now and the end of the month in particular we still have a chance for accumulating some of that snowpack. then by may it's just too warm for that. so this is what we're working with. light shower activity, mostly along the peninsula, you want to give yourself extra time. if you are making your way up the peninsula and into the city by the bay. san francisco is getting a brief heavy downpour. the front is going to come through between now and 8:00. just to give you an idea of what's coming our way, this little band of rain, that's it. it's going to be out of here probably before the morning drive is finished. nonetheless, mike and i will be tracking that. we stop the clock at the 4:00 hour, getting lighter activity but keeping showers in the mix, you need your umbrella. by this evening we clear out and then the warm-up begins. we'll tell you how warm it will be for your microclimate.

back to you and the top stories of the day. >> breaking news in oakland. investigators calling an early morning fire very suspicious. it broke out at the children's hospital administrative building. christie smith joins us live in oakland. what have you found? >> reporter: good morning to you, scott. in the last 15 minutes or so we saw representatives from children's hospital to look at the damage for themselves. what firefighters are telling us is that basically you have a fire that started overnight 3:00 in the morning on the outside of the building when no one was supposed to be around and that's why they are calling it suspicious. they also upped the damage estimate. earlier they told us about $75,000, they got a look inside at the attic area, now saying $150,000. started about 3:00 this morning. and it's a home that is converted into an admin building for children's hospital around the corner. 3:00 in the morning someone phoned it in. firefighters arrived, they found

smoke and flames coming from the outside rear of the building down a long dark driveway. it took about ten minutes to knock down. here's what one battalion chief said about the location. >> looks like the fire started on the exterior in the rear of the structure. and worked its way inside up into the attic. took crews approximately ten minutes to extinguish and fire is currently under investigation. >> reporter: in the last couple minutes firefighters pulled out and said that they have turned it back over to children's hospital. i asked what was inside, what you might expect in an office, computers, desks, but they didn't think it was usable at least today. i asked when they might know for sure, whether this is arson or not, they said their fire investigator was out here and took all of the information that she could but actually another fire broke out on 73rd so she headed over there so they are going to make the determination later. christie smith, "today in the

bay." >> thank you. police are investigating a body found in an apartment stairwell, calling it a suspicious situation. according to the "mercury news" neighbors found the man's body yesterday morning at the apartment complex near tennis son high school. the body has no visible injuries. an autopsy is scheduled for today. >> the former owners of a livermore preschool will be back in court facing multiple counts of kild abuse a. judge ruled there was enough evidence for the two to stand trial. the former owners of the sunny side preschool are accused of swaddling babies so tightly it caused breathing complications. the preschool was shut down by the state in march of last year. also expected in court today t man who flirted with a san mateo restaurant worker minutes after burglarizing the same place. the judge will decide today how much he will pay in restitution.

last in the man pleaded no contest to stealing a television and other electronic equipment from the restaurant's storage locker following the theft he gave the bartender his phone number. police texted pretending to be the girl to set up a date and then arrested him. >> help is 0 on the way for a 1-year-old girl ill off the coast of mexico. chase cain is live at moffitt fwreeld a second crew will be leaving so. far some rescue personnel made it to the scene to help out the really ill girl. they are now trying to remove her and get her to a hospital where she can get additional medical attention. chase cain has been following this, what is the latest? >> reporter: the good news is that the rescue crew has made it to the family's ship and say the little girl that is 1, they say she is in stable condition. they can't say exactly what's wrong with her, just that she is severely ill. the rescuers did make it to the

family yesterday evening. the group left from here at moffett field yesterday afternoon part of the 129th rescue ring, part of the air national guard. by 9:00 last night four of those men had parachuted into the open ocean, then boarded the sail boat to tend to the girl. they called to say it's a complex mission. to give you an idea where this is happening 900 nautical miles off the coast of mexico, a 36-foot sail boat. the family calls it the rebel heart. they have essentially been stranded in the ocean with this sick little girl. the parents, eric and charlotte, they have been sailing around the world and have a 3 1/2-year-old little girl as well as this 1-year-old girl lira. the one who became sick and of course forced this entire rescue mission. later this morning around 8:00 or so another airplane is going to fly out of moffett field, to san diego, then sabo san lucas

and get out to the family. they are trying to figure out how they get all of the family off of that boat but the priority is getting that 1-year-old girl off of the boat and to a hospital. that is part what if they hope they can accomplish. by the way, this rescue wing, they are butout because to date that group of guys, men and women, they saved more than 1,000 lives and looks like they will add to that count before the day is out. >> wow. to jump out of that into the open ocean to help out the family, remarkable. >> this morning the head of the u.s. government agency that created the secret cuban twitter network to undermine cuba's communist government will testify. the hearing could determine if the obama administration adequately informed congressional leaders about that plan. the administration officials say it wasn't a covert operation, and congress knew about it but to a senior democrat says that's

not true. the program was to build up an audience of young cubans and guide them toward dissent. >> the cuban government is responding saying the government of the united states must respect international law and the purposes and principles of the charter of the united nation. it must cease on its actions which are rejected by the cuban people and international public opinion. >> morgan shill now in a stage 1 water emergency because of the drought. that means people could only water lawns and outside plants on monday, wednesday and friday through october. all leaks need to be repaired within 72 hours. you can't wash street sidewalks or driveways unless not doing so poses a safety hazard. the water emergency was declared to comply with the water district's order to cut water use by 20%. what about condos and housing developments that require you to

moved to the east shore f. you are headed up 880 to work. we're going to check on the drive with mike. he is standing by. temperatures this morning are chilly. bring your umbrella, jacket. by this afternoon temperatures a touch cooler than where we ended up yesterday. then we starm you up into this weekend. i want to give you a little indication of what's coming as we head throughout the weekend and next week. this is the tri-valley. today 63 degrees, we're going to bypass that by saturday up to 69 degrees. another 10, 11-degree jump through sunday. up to 80. then mid-80s even a few 90s as we head through monday and tuesday is going to be even warmer. we'll tell you what's coming after this. looks like showers, more rain on the way. happy friday. >> a tougher drive right now in a couple of key spots. the north bay first, the live picture shows you southbound 101

through san rafael, picking up the volume. look at all of the water kicked up. slick conditions, look at the map, green all over the north bay. you have wet -- it went away. it was all over. the blue is there for the puddling and ponding. and northbound 101 reports of flooding in lanes at lucky drive. the slowing southbound through the same area, that yellow and orange indicates probably losing a lane as well. along the peninsula now the east bay, 880, north of 92 that's what's getting wet. the south bay, southbound 101 showing slowing, that has cleared. it's here which is not clear. the plum ber approaching, the construction area. they shut down all lanes so that's going to be a priority now. south 880, 17 and 28 is blocked from what i understand.

welcome back. the national highway traffic safety administration says it does continue to get answers and documents from general motors about the recall of its ignition switches and the cars. safety regulators have yet to decide when it will make all of that information public. gm has reportedly hired a third

outside expert to help it with the recall response. doug eler is a crisis management expert, he worked with firestone after its massive tire recall in 2000. >> the virginia supreme court getting ready to issue a filing that could have an impact on silicon valley. at the center of it, yelp reviews t owner of a carpet cleaning company in virginia says seven people who posted bad reviews of his business were fake and he lost millions of dollars of business. he is demanding yelp turn over the true identity of the posters so he can prove they are fake. two virginia lower courts sided with the business owner. yelp appealed saying the reviews are protected under the first amendment. earlier this week "the wall street journal" revealed the trade commission had complaints against yelp. shares of yelp dropped almost 6% after the report. to the rest of the markets where traders keep a close eye on the monthly jobs report.

it will come out in 15 minutes. bertha coombs is live at cnbc world headquarters. >> always the big number the first friday of the month. a higher start, the expectation we'll see a bounce back in terms of jobs. stocks fell for the first time in five sessions on thursday. investors are expecting to see a tick up again after what's been a miserable winter that really a lot of people blame for depressed job numbers, calling for 200,000 new jobs in march with the unemployment rate ticking down to 6.6%. the dow starts at 16,572. the nasdaq falling 38 to 4237. bank of america reportedly close to an $800 million settlement with the u.s. government over its credit card practices. accused of pushing customers to buy extra services such as canceling debt the they lose

of the peninsula, and san francisco. although we'll see lingering heavy batches for the next couple hours. temperatures right now are chilly, we're going to see a comfortable day, mid-60s for most of the bay area. and then the 80s and 90s come on very quickly. lots to go over. right now back to you and the rest of the top stories of the day. >> thank you. breaking news, in oakland this morning investigators are trying to figure out what sparked a suspicious fire at a children's hospital oakland building. the flames broke out at a building on 53rd street. christie smith is live at the scene. you learned that people won't be able to go to work at that building today. >> reporter: there's about four people who work inside of this office for children's hospital and no, they are not going to be able to work because of the fire damage. it took about 10 minutes for firefighters to knock this down. they say in that time it did quite a bit of damage. what first caught their attention was outside of the fire itself is that it started overnight on the outside of the

building when no one was supposed to be around and that's why they call this suspicious this morning. and say it could, could possibly, be arson. the first responders saw smoke and flames coming from the rear of the building around 2:00 this morning on 53rd street. this is actually a converted home used as an office by children's hospital oakland t main hospital around the corner. someone called it in after 2:00 this morning. here's what firefighters said about the location. >> looks like the fire started on the exterior in the rear of the structure and worked its way inside, up into the attic, took crews approximately ten minutes to extinguish and fire is currently under investigation. >> reporter: arson investigators were here for a time, sifting through the debris gathering evidence but they were called out to another fire so they are still looking into it. earlier they told us it was about $75,000 in damage, they took another look inside at the

attic, now saying it's closer to $150,000 of damage. again, firefighters telling us based on what they have seen this building is not usable right now. christie smith, "today in the bay." $thank you. we also have breaking news on the march jobs numbers just released. 192,000 jobs were added in march. that is a vast improvement, the unemployment rate remains unchanged at 6.7%. lots of economists looking for a good number. there you see it there. looking for a pretty good number, remember, we had a lousy winter, so much snow, finally we're getting jobs added to the un -- or to the american economy. >> this morning we could find out where a serial rapist will live after he's let out of prison. he was serving time for raping dozens of women. it's up to santa clara to

decide. he is being let go from a state hospital on a conditional release, and he will have to wear a gps device. he admitted to raping about 40 women in the late 70s and early 90s. including one on the campus of monroe middle school in san jose. he is expected to live in southern california near palmdale. >> juan-year-old girl ill off the coast of mexico could soon be out of harm's way. chase cain is live at moffett field with details on this rescue at sea. good morning. >> reporter: good morning. pretty incredible what these para rescue men had to do, they jumped out of a helicopter, parachuted into the open ocean and then boarded this family's sail boat to try to help a 1-year-old girl who is severely ill put in stable condition. the crew left yesterday, it's the 129th rescue wing, part of

the air national guard. it was around 9:00 they made the jump to board the sail boat and tend to this girl. we don't know what is wrong with her just that she is severely ill. it's 900 miles off the coast of mexico. the sail boat at some point last power and the ability to steer, so they have been stranded in the water with this sick girl. eric and charlotte, they have a 2 1/2-year-old girl or rather 3 1/2 named corand and then lira who fell ill. another group from here, another part of this rescue wing, they are going to fly out, down to cabo san lucas. how they get the other members of the family off of that sail boat into safety. the priority for today once the sun rises is figuring out how to

get this 1-year-old to the hospital. the latest word from the folks on the boat is that her vital signs are stable, she is hanging in there and even though the family has been through quite an ordeal they seem to be pretty good spirits. >> amazing. talking about three children under the age of 4 in a broken boat and one of them sick? >> two children, and then two parents. a family of four, have been floating in place for a couple days. >> thank you much. >> investigators in san jose are looking at surveillance video hoping to find out who shot and killed a father of a 6-month-old baby bay. it happened yesterday morning on lanai avenue blocks from over felt high school. eric's wife found him dead in his car after he was late returning home. mendoza was on the way home from work. the neighborhood is known for gang activity but police don't think he has gang ties. this is san jose's 11th homicide of the year.

>> learning more about the suspects shot by authorities in fair field. 27-year-old markell davis was wanted in connection to a shooting near fairfield high school. 33-year-old cory davis is a suspect in a shooting in vacaville. officers say markell was armed with a gun when agents shot him yesterday outside a walmart, 30 minutes later a fairfield officer shot an armed corey davis. both men are being treated at the hospital. >> on your friday checking in with meteorologist christina loren. getting a look at the forecast. i hear we have a nice weekend on the way. >> we do. we're going to get a reinforcing shot of good air quality, so yeah, we have a good looking weekend shaping up. done with the rain by about noon. i want to show you what we're working with right now. this will likely interrupt a smooth commute you might expect on a friday morning.

welcome back. we could soon find out the interrogation methods that the cia used on suspects after the 9/11 attacks. the senate panel voted to declassify part of the report. tracie potts is live on capitol hill this morning with the latest. good morning to you. >> reporter: they want people to see that summary of that report that really talks about water boarding and these other techniques used on terror suspects and are not in use now but were used right after 9/11. did they work, did they get information about osama bin laden. the democrats behind this say no, and that's why they want the report made public. dianne feinstein t chair of that senate intelligence committee calls the report shocking, she says it's not in line with the values of the united states. some of her republican

colleagues who voted with her say that the report is unfair, it's biased. the cia said it has factual errors. there are lots of concerns that the report really only shows one side of the story. the question is, when do we get a chance to see it whatever it is? the white house has got to go through it, they have to take out what they think may harm or compromise national security so we are hearing it could be weeks before we see what will end up a redacted version of a summary of a 6,000 page report. >> do we have any idea what maybe some details might be in this report? >> reporter: what we're hearing is that some of the most shocking information is not just what was done, the water boarding and the techniques that were done, but how that was communicated. the fact some of the lower level cia employees and what some of the top officials were saying

didn't match so the reports we're told is raising questions whether people were misled about what really happening then those suspects were questioned. >> a big chunk of time has passed. thank you, tracie. >> soldiers are back at their posts at ft. hood in texas. it will be a long time before anything feels normal. officials say 34-year-old army specialist ivan lopez visited a psychiatrist last month and showed no signs of likely violence toward others or himself. two days ago authorities say lopez chose his victims at random when he shot and killed three people and wounded 16 and killed himself a. fight with another soldier might have triggered his rampage. tim owens was one of those killed. >> because he was fighting for our country. >> to see unspeakable senseless violence happen in a place where

weather. and i love it all. i absolutely love it. so this morning this is what i'm forecasting for you. we have this front coming through right now a. in this front. it's going to move through but hey, it's coming through just in time to impact your morning drive. it will likely continue to do so as we head through the next couple hours. the heavy rainfall in the east bay t tri-valley, the next few hours, and then we're done with the heavy stuff by about 9:00, 10:00. we should be mostly dry. keep your umbrella with you just in case. 51 degrees in the south bay, starting out at about 53 degrees in the east bay. and highs are going to end up a touch cooler than where we ended up yesterday. 59 degrees kind of a cool day in san francisco. and 63 degrees for the north bay. temperatures are going to soar into mid-80s by monday. take a look at tuesday, the home opener for our san francisco

supervisor ed ju will surrender starting his one year county jail sentence. this comes from lying about where he lived when he ran for office in san francisco because he actually lived in burlingame. he has served a 5-year federal prison sentence for mail fraud, extortion and bribery. >> a high school student's close call with drugs is a wake-up call for students and parents. a shocking presentation by police last night gave a graphic look at what kind of drugs are there and also the harmful effects. terms like fizzle and molly, learned where kids may hide drugs, water bottles, hair brushes, one student says others need see this. >>i have a few people that i strongly am convinced that do drugs and i guess maybe like they seem pretty like oblivious to the whole situation.
