tv   Today in the Bay  NBC  April 21, 2014 5:00am-6:01am PDT

5:00 am
we'll show you when and then cool air mass settles in for the mid-section of your week. we'll take you through the changes in your microclimate, coming up. and traffic starting to build through the altamont pass. we'll get you up to speed with what's happening on those roads in just a little bit. a live look outside at o.co and the oracle arena, as well. today's monday, april 21st and this is "today in the bay." well, good morning, everyone. thank you for joining us this monday morning, i'm scott mcgrew. >> i'm peggy bunker. laura garcia-cannon is off this morning. breaking news in the south bay and there is a large police presence around a home in san jose where a man is holed eld u. now, this is in san jose
5:01 am
cambreen neighborhood and that is where bob redell has been out all morning. have you seen any activity in the past couple minutes. >> we've seen more members of san jose's merge here on the scene, if you're not familiar, merge is their version of s.w.a.t and pd now confirms with us that merge has taken over this situation. they are now in charge of this standoff. they've surrounded on a home which you're looking down camden. if you were to look to the right of your screen and peer around that corner, that's where del paso's at. a man refuses to come out of that home after apparently firing a gun around 8:00. >> ya >> i was talking to my parents and he fired 20 shots from his high-power rifle at the neighbor that he thinks is doing illegal activities and then retreated back into his house. >> police confirmed that this man did fire a weapon, but that
5:02 am
he fired the gun into the ground, not actually at somebody before going back inside his home. that neighbor you just heard from is a teenager who lives in the neighborhood and he tells us that this man, this neighbor the one who is holed up stolen his cats and threatened to kill the cats and basically this man took it upon himself to be the "neighborhood watch" for the area. the bottom line, the take away hearing from this teen is they are not a big fan of this man. you can see you have police officers who shut down camden avenue, the southbound direction which is immediately to my left has been reopened, but the northbound direction is still shut down. so, you're looking at several blocks that have shut down while they try to get this man, it's not clear if they established any sort of communication. he could be ignoring them. reporting live here in san jose, bob redell, "today in the bay." >> is it an older man, a younger
5:03 am
man? >> not clear on that based on our conversation with the teenager. definitely an adult. that's all we know. >> okay, more details to come on that, thank you so much, bob. now to a developing story, federal investigators trying to figure out how a bay area teenager was able to bypass security and climb into the wheel well of an airplane and survive a five-hour plane ride to hawaii. christie smith joins us in san jose with more of this unbelievable story. >> that is the word i was thinking. when you hear the details, it is almost unbelievable all the things that had to happen for a 16-year-old to get past security and somehow survive a flight on the wheel well of a plane halfway across the pacific and make it. but, apparently, security footage backs up his claim. this photo was given to us by maui news and shows the teen on a gurney being taken to the
5:04 am
hospital to be checked out. this was a five and a half hour flight in maui the destination. officials say they found the teen on the tarmac after he fell out of the wheel well. apparently, airline personnel notified the boy on the ramp and then called security right away. the fbi questioned the santa clara teen who said he ran away, jumped a fence at sjc and didn't really even know where the flight was headed. >> he looks pretty good from what i could see. you know, again, the young juvenile didn't appear to be dirty or all greased up. >> that just surprises me, that just amazes me. with all the security measures in place, alarming and scary at the same time. >> the paramedics did check him out and the fbi says he was likely unconscious and can get as cold as 80 below zero. we're talking about 38,000 feet
5:05 am
and it was not pressurized. but, apparently, he is unharmed. the boy is in the custody of child protective services and won't be charged. the fbi, tsa and, of course, officials here at sjc are investigating how this whole thing could happen. reporting live in san jose, christie smith, "today in the bay." >> amazing, thank you, christie. whoever stabbed four people over the weekend near downtown. the victims were found late saturday night near the community bar and restaurant on almaden avenue. when police got to that location, they found four people with nonlife threatening stab wounds. police in menlow park hope the public can help track down two people who stole a man's cell phone. it happened saturday night near the intersections of ivy drive and almadore avenue. one man pulled out a handgun and hit the victim several times.
5:06 am
many neighbors are not surprised by this crime. >> when i was younger it was better, i felt safer walking around the block or going to the park with my friends or my cousins. but as i've gotten older, the crime just really went up a lot and i don't feel safe. > . >> now, we do hear the victim will be okay. people living in treasure island say they have another health issue to be concerned about. last month extensive mold forced firefighters to move to a nearby training facility. san francisco officials say they did act swiftly by moving the firefighters out as soon as they heard of the issue. they don't think the problem is widespread, however, mold is just the latest health issue on that island where the soil is contaminated with radiation and other toxic substances. let's get a look at our back to work forecast with meteorologist christina loren. >> good morning, peggy, scott. things are changing out there by the minute.
5:07 am

cameras all along the marathon route. you remember last year that security video was so instrumental in identifying the suspects in the marathon bombing. they want to be able to monitor a live look at the entire course. it will be more securie, but people here in boston are hoping that it will be a big start in trying to heal from what happened here last year. live in boston, i'm chris pol n pollone, we'll send it back to you. runners will take a four-mile loop starting and ending at the ferry building. our coverage of the boston marathon continues all morning long. go to our website, nbcbayarea.com and find a special section called boston marathon one year stronger, just search the word boston. >> wishing 36,000 runners there good luck this morning. very cool. south korea's president said the captain and some of the crew on that sunken ferry committed
5:14 am
"unforgivable murderous acts." the captain initially told passengers to stay in their rooms and waited for more than half an hour before issuing an evacuation order as that ferry sank last week. by then the ship tilted so much that it is believed that many of the 240 people still missing could not escape. so far 65 bodies have been found. even after a marine traffic controller told the captain to evacuate the ship the captain told the passengers to stay put while he and his crew escaped. a malaysia airlines jet had to make an emergency landing after one of its tires burst on takeoff. now, the airline says the plane landed safely and none of the 166 people onboard were hurt. meanwhile, researchers are still trying to find the malaysia airlines plane that disappeared now more than six weeks ago. it is believed to have crashed in the southern indian ocean, but debris has not been recovered. and officials have called off the search for several missing sherpas on mt. everest

5:31 am
department is thankful for. started around 8:00 last night with a man who had fired shots into his neighborhood here on del paso avenue and ended up going back inside his home there on this street and stayed in there for several hours while merge surrounded his home and officers surrounded his home outside trying to coax him to come out. they tell us they were in communication with him, but yet they were very quiet and some time in the 3:00 hour, maybe 3:10, 3:20 he finally said, i will come out and obey your commands and that's what he did. they handcuffed him and they have taken him into custody and they are now processing the scene out here. trying to get inside his home, which we presume they've done if they needed a warrant, they might be waiting on that. to go in there and see what kind of weapon he had. as i mentioned this started some time last night according to a teenager who lives in this neighborhood he tells us that this man has been a menace for some time. he tells us that he used a
5:32 am
high-power rifle to fire 20 to 30 shots and police say the shots went into the ground and apparently angry at another neighbor who he suspects is involved in illegal activity. he fired that gun, as i mentioned, in the ground and retreated back in that home, again, where he stayed for several hours. >> there he really likes rc cars so he'll do that for a few hours. he once stole our cats and threatened to kill them unless we put collars on them, or not kill them, but vague threats. and before this, he, he thinks that some neighbors are doing illegal activities. so, he's kind of like took it upon himself to be like neighborhood watch. >> you're looking now live back out here down del paso avenue. the home is somewhere near where those officers are at. again, the man who was holed up inside has surrendered
5:33 am
peacefully no one was hurt. police say those shots were fired into the ground and police were telling us that the man was angry at another neighbor. as far as cambrien avenue was concerned, they have reopened that. this is not a traffic situation for anyone trying to get to or from work. >> all right, bob, thank you much. 5:33. developing news in the south bay just an unbelievable story as a santa clara teenager lucky it be alive after hitching a ride inside the wheel well of a hawaiian's airlines plane. christie smith with details on how this teenager was able to bipass security right there at the airport and live all the way to hawaii over the ocean. just incredible, christie. >> it is. good morning to you, peggy. imagine the surprise of the airline personnel on the other end in maui when they find a 16-year-old wandering around on the tarmac who somehow survived
5:34 am
a flight from san jose to maui. 5 1/2 hours across the pacific and somehow survived in a wheel well. but apparently security footage from san jose international airport does back up his claim. at least that he hopped a fence at the airport here to get on that hawaiian airline flight. this picture given to us by maui news that shows the teen being taken to the hospital there. the flight left san jose early sunday. this was 5 1/2 hours to maui. airport officials say the teen fell out of the wheel well. the fbi questioned the santa clara teen and said he got in a fight and ran away from home and stowed away in that boeing 767. an airport manager there told us by phone that the teen didn't appear dirty or greasy from appearing in a wheel well but looked pretty good. but he was stunned that anyone could make it. >> at 35,000 feet is very cold, for the one thing.
5:35 am
also, you know, at 35,000 feet in that wheel well not pressurized or temperature controlled. so, a miracle to, you know, to survive. >> now, according to the fbi, they think the teen waspably unconscious for most of that flight and, frankly, lucky to be alive. the boy was referred to child protective services and apparently won't be charged with anything for this, but the fbi, tsa and also the airport here in san jose, they're all investigating what everyone wants to know how in the world this could happen. reporting live in san jose, christie smith, "today in the bay." >> a miracle he survived. thank you so much, christie. pg&e officials will be in court tied to criminal charges to the 2010 pipeline explosion in san bruno. the utility company knowingly and willingly violated safety violations that led to that
5:36 am
explosion. the fire killed eight people and destroyed 38 homes and injured 36. pg&e could pay $6 million in fines if convicted of the five felony violations, that's in addition to other fines that could add up to almost $4 billion. utility is expected to enter a not guilty plea. the former san francisco firefighter accused of driving drunk and hitting a motorcyclist is scheduled to be in court today. prosecutors say this survei surveillance video right here shows the moments michael quinn was behind the moments of his truck and plow under to a motorcycle. the man he hit that you see there on the sidewalk is jack frazier. he broke his arm, his leg and had his lung collapsed but he did survive that crash. quinn resigned from the san francisco fire department last november. to a trailer park full of millionaires. a small group of tenants are getting a massive pay day after winning a lawsuit. according to the "mercury news"
5:37 am
the owners of the californian hawaiian estate routinely had sewage backups and electrical problems in a filthy swimming pool. last week a jury awarded the tenants $110 million. that is a record win for a failure to maintain lawsuit against any trailer park in the state. so, if the verdict is not overturned, the tenants could get more than 1.5 million each. >> my goodness. >> quite a payout there. well, checking in at 5:37 right now. meteorologist christina loren is out with a pay out of the forecast. what a beautiful easter it was yesterday. >> just spectacular conditions across the bay area. we will increase those clouds, otherwise, just about the same. as we head throughout the day today, as you can see, a storm system coming in and it's going to take its time. right now it's really impacting the coastline. we had a little band just come through here. as a result, little bit slick right now on the golden gate
5:38 am
bridge and we're picking up this drizzle this morning. 53 degrees. this could impact your commute and give yourself a little extra time if you're waking up in san francisco or headed this way for your drive. otherwise, nice and clear to start the day, start the week in san jose. temperatures right now are comfortable. you could probably get by without that heavy coat, but later on today, you won't need it at all. 75 in the south bay, the peninsula today. 75 degrees and 69 degrees with a shower starting first up in the north bay. so, we have couple chances for rain this week. as we head through tomorrow, mostly expecting the activity in the morning hours. you want to keep your umbrella with you. as we head deeper into the week, by friday, a pretty well organized storm system starting to come closer and closer to the bay area and bring us showers by mid-morning, late morning on friday. this system is looking very impressive. want to show you what your microclimates are doing at this point. they're all over the place at this moment. straight wind out of the west

5:42 am
good monday morning to you. 5:42. vice president joe biden will spend the next two days in ukraine. some people on capitol hill do not support the administration's move. tracie potts is live in washington with the latest and, tracie, this is the one concern for so many americans. >> when you hear that 150 troops have been sent to poland and estonia, be aware, they're not
5:43 am
sending them to the eastern ukrainian zone where we've seen so much fighting included over the weekend. the purpose of these troops is to reassure our allies that we'll be there if this thing goes past ukraine, if russia decides to push past into other countries. it's essentially a training exercise. but vice president joe biden just hit the tarmac we're told and his motorcade is taking off and he's in ukraine today and tomorrow meeting with leaders and meeting with business leaders and trying to see what the u.s. can do to help this situation diplomatically. what ukraine's prime minister said over the weekend is that they need to beef up their military. they need money, they need technical expertise and they need help. they are no match, essentially, for the russian military and we know that those pro-russian forces saw some casualties over the weekend both sides blaming each other who is responsible for that. >> part of the problem, too, seems like some of the people in

power there in ukraine, they're so new, it's sort of a new kind of government and many pro-russian forces aren't respecting it at all. >> exactly. they weren't even recognizing this guovernment at all for a long time and now pressuring the government to listen to the pro-russian forces who are in the southern part of that country. of course, they've got elections coming up on may 25th to put a permanent government in place. one of the reasons that vice president biden is there, one thing on his agenda is to take a look at that process and ensure that they've got free and fair elections coming up next month. >> quite the international situation, so many countries are watching it closely. thank you, tracie, for the latest, appreciate that. we are expecting to hear from san jose leaders. last week audit reveals including officers who had sex while on the job. many of them are still, both of them are still employed by the department. the independent police auditor is also demanding greater
