laura is off this morning. while you were sleeping rain fell on parts of the bay area. as you and see shot early this morning, now meteorologist christina loren joining us with a quick look here at the morning forecast. good morning. >> good morning peggy, scott, everyone at home. one of those mornings because it is a traffic tuesday and with the showers on the radar, you don't want to dilly-dally and give yourself plenty of time to reach your destination safely and we also have wind out there, as well. i want to focus on the showers right now. you can see light activity mostly on the east bay hills and your futurecast tells the story of the day. by 7:00 a.m., lingering activity especially over the santa cruz mountains and the south bay. by 9:00 a.m. mostly cloudy conditions and then by 2:00 p.m. complete sunshine and good air quality. more rain on the way late week and we'll talk about that coming up in my next report. developing news in san francisco where a routine

traffic stop quickly turned into an explosive's investigation. a driver's pickup truck was p l pulled over last night on mason street and it sooned move to mason hill. chase cain joined us in san francisco to walk us through all of this. good morning, chase. >> according to what u.s. park police said earlier this morning, they found a stick of dynamite inside that truck when they made that traffic stop last night. let's get you right to some video of that. this is actually on old mason street, around 10:00 last night that park police pulled over a red pickup truck. apparently they suspected that there may be marijuana inside the vehicle, but once they began talking to the driver, he told police apparently that he had fireworks in the truck and handed that to an officer. the san francisco police bomb squad was called out to detonate the device. according to what park police said here at this home this morning was actually a stick of dynamite. they did show up to this home on

vallejo street around 2:00 this morning. they knocked on the door to search the home because this is apparently where the man driving that truck lived and they wanted it see if there was any explosives inside this house. someone did give police permission to search the inside and after a little while inside they came out with a half dozen bags of evidence but we're not sure what may have been inside those bags because park police and san francisco police have cleared this area here outside the home and they did not elaborate on what they found inside the home. we're waiting to hear back from park police on what they have found. it seems things have simmered down a bit, but we'll continue checking into this and bring you the latest, scott? >> chase, thank you from san francisco. a bay area rock climber is in the hospital after falling more than 30 feet from a granite wall in yosemite. climbing the cathedral spire when he fell on sunday. the chp flew a helicopter to airlift him out to the hospital. the climber suffered major

injuries, but is expected to survive. prosecutors will start showing pg&e the evidence they have against the power company as the decriminal case moves forward. lawyers for the utility pleaded not guilty to 12 criminal charges stemming from the 2012 explosion. the san bruno explosion killed eight people, injured dozens of others and 38 homes destroyed. so far no trial date has actually been set. we have new details this morning about the stow away from the south bay who made it all the way to hawaii tucked in the wheel well of that airborne plane. family members are saying the teenager may have been trying to get to africa. bob redell is live where investigators think this boy scaled a fence, bob, in the middle of the night and climbed onboard this plane and capturing national attention. >> it is. good morning, peggy. according to maui police they

believe that 15-year-old stow away hopped the security fence here for that dangerous journey across the pacific because he was trying to get back to his mother who lives in africa. he is apparently unhappy with his home situation here in the south bay. he lives in this house in santa clara with his father and step mom, who you and see denied our request for an interview. it is reportedly a crowded house, too many kids. he argue would his dad about this over the weekend and then ran away with the intent of flying to africa where his biological mother lives. security footage here shows him scaling a fence around 1:00 in the morning sunday. about 12 minutes later shows him climbing into the wheel well of hawaii flight 445. police believe he misunderstood the writing on the plane thinking it would get him to africa with no intention of going to maui. he survived the roughly five-hour flight at extremely high altitude with little oxygen where the temperatures dipped well below zero.

he did tell police he passed out and doesn't remember much about that flight. which makes sense, according to medical experts we talked to. >> he was unconscious for most of that flight. >> according to one aviation expert it is possible for a person to fit, barely, though, into the wheel well without being crushed by the landing gear. also a thought that the tires heated up from takeoff might have kept him warm. the boy was found wandering the tarmac disoriented and he is now in a hawaii hospital expected to be fine. child protective services want to make sure he's going back to a safe environment before handing him back over to his family. reporting live, bob redell, "today in the bay." >> the second part of the story how people are examining security wise how that could have happened. that's the second half of the

story, i'm assuming. >> at the airport they have pointed out is not 100% secure system. they are up to faa regulations with the security fencing behind us, but he did go in the middle of the night under the cover of darkness, their words. >> there you go, thank you. new figures from san jose's top cops show very few officers on the city force are willing to report colleagues who misbehave or break the law. the department conducted 83% w fewer investigations into employees last year that was based on evidence submitted by other officers. complaints are key when deciding whether an officer needs to be retrained or disciplined. now, it's possible complaints are down because new training programs have helped officers behave better in the field. the city council will invest the new numbers in a meeting next week. janet gray hayes died

yesterday. she suffered a stroke over the weekend. elected mayor of san jose in 1974, becoming the first women in the u.s. to lead a city of half a million people. she was 87 years old. a major development deal to sell the development center to a santa clara school district. it would take a major step forward today. the san jose city council will finalize negotiations to buy the 81-acre plot of land from the state. santa clara unified school district will vote thursday. part of the land will be used to build new schools for the growing population in north san jose. 5:08 right now. getting a look at that forecast with christina and, you know, i woke up this morning all i could hear was that wind. >> it is pretty fierce out there this morning. good morning to you, peggy, scott, everybody at home. i wanted to show you the reason why that wind is so strong. a very unstable air mass overhead as the front moves out of the region. you can see what's left of it.

not a lot of rain in the bay area. all the activity racing to the central valley for us. we'll start to clear out right off the bat and lingering clouds today, especially over your local mountains and that wind is really strong, especially at the coast this morning. that's where you want to travel very cautiously. i do want to point out, again, that wind straight out of the west moving to the east at 26 miles per hour in san francisco. if you're crossing the golden gate bridge that moves from north to south, you really want to hold on tight to that steering wheel and take it easy out there this morning. we'll see the wind continue for the next several hours. san jose, nice and steady. moving around, bouncing around here in san francisco. this is our camera over the embarcadero and, yeah, you can see the difference here. your inland valleys not getting a lot of that wind this morning, but you will really want to hold on tight, as well, through the higher elevations of santa cruz mountains and east bay hills. look at your temperatures today, chilly and return to fall. mostly mid-60s inland and 59 degrees in san francisco. you'll neat your jacket just

be a good note. temperatures are chilly, as well. grab that coat, it will remain chilly all day long. as we head throughout the day, the winds of change are blowing and an area of low pressure come through overnight. this is all that is left of it. lingering cells here mainly over the altamont pass. that sun out in full force and as a result you'll have an absolutely gorgeous sunset are chilly in the 40s and 50s and headed towards the mid-60s. we'll see maybe ten degrees of warming in san francisco, for example. a.m. showers and afternoon clearing and that's the story of the day and getting into the next couple of days and more changes to tell you about. more clouds for your wednesday and then as we head through your thursday, temperatures stay nice and comfortable and that cool air mass kind of lingers. by friday we get an even more potent area of low pressure and this one provide some good rainfall totals.

quarter of an inch in walnut creek and livermore. higher totals if this system tracks far enough to the south. right now everything is bringing it to the north. however, these models are kind of iffy and they bounce around and not in agreement right now. i'll let you know if that changes. my best estimate is that on friday morning we could pick up a quarter of an inch right here in the south bay. let's check your drive and say good morning to anthony slaughter. >> a report of another car fire. we just reported on a brush fire just a few minutes ago. this now is moving through el cerito on 80 westbound an accident and because the car was so messed up and now a fire and the crews are starting to get towards that and you notice another accident just down the road and even another one down towards 4. bogged down with crews and extra cars because of that car fire and the additional accidents in this particular location. let's take you outside and show you what it looks like from the east shore freeway camera

information online tougher than ever. verizon annual data breach investigation report is supposed to be released publicly tomorrow and before you ask, we were intentionally given the report early. it shows companies are having a hard time keeping up with cybercrime. the most disturbing detail, hackers are getting into networks a lot faster than before while organizations are taking longer to detect it. verizon looked at more than 63,000 security incidents and 1,300 confirmed breaches worldwide to come up with that data. pleasanton has launched a new app to help people notify the city about issues. tell the cities about nonemergency situations such as potholes and graffiti and street light outages. 5:20 right now. where officers and federal agents are searching a home of a suspect who stored dynamite in the cab of his pickup truck. "today in the bay" chase cain joins us live by the suspect's home and that's not what they were expecting to find in the cab of that truck. >> never what you expect to find when they make what they first thought was a routine traffic stop. one thing we want to make very clear, no ongoing threat or danger to the public. both the spot where they pulled over that pickup truck and this house here behind me, as you can see, no more police inside. the door on the left that they wrapped up that search an hour and a half ago. this all began last night around 10:00 on old mason street and that is probably not the mason street most people think of. pulled over a red pickup truck once they stop and had suspicion there may be marijuana inside and then as things developed the man inside the truck told police

he had fireworks and handed them what we now believe to be a stick of dynamite, according to what u.s. park police said here at this home. and it was a few hours later, it was around 2:30 this morning that police actually came to this home. they talked to someone inside and got permission to go inside the home and search. they were in there for about an hour and a half or so before u.s. park police and san francisco police came out awith about a half dozen bags of evidence. we're still waiting to hear exactly what they may have pulled from inside that home. but, again, they left here an hour and a half ago. no evacuations at this home or anywhere in this area, again. this is on vallejo street. it is, according to what park police say here. a stick of dynamite in that man's truck and still waiting to find out more about that. the san francisco bomb squad did detonate that dynamite and everyone is safe and does not appear of any ongoing danger. we'll keep you updated on that. >> chase cain in san francisco,

thank you. investigators are trying to figure out why a driver pulled on to the shoulder of highway 85 before her van was hit by a drifting jeep and the little girl inside the van was killed. happened around 3:30 yesterday on northbound highway 85 at the deanza exit. the minivan was pulled over on the shoulder and you can see the devastation. a woman and boy inside the van taken to the hospital but an 8-year-old girl believed to be the daughter's driver in the van was killed. >> most of the impact on the van is in the right rear and that's where the child was sitting. so, the vehicle, the jeep did travel on to the shoulder and partially on to that dirt embankment and then the front of that jeep collide under to the minivan and he continued to overturn and she traveled across all lanes of the freeway. >> the driver of the jeep also has major injuries. investigators do not think

alcohol or drugs were involved. a better understanding of what led up to 49ers linebacker aldon smith's arrest at l.a.x. when he was done with a security screening at the airport he asked tsa agents if they had to search him further. they said it was not necessary. he said, why not? i have a bomb. the criminal conspiracy unit is now investigating that situation. still no word on if formal charges will be filed. new details on the stow away from san jose who managed to bypass security and catch a ride to hawaii clinging to a wheel well of an airplane. bob redell is live outside and officials think a teen hopped a fence and then police think he's trying to go to africa but he gets on a flight to hawaii. >> which begs the question, scott, then why get on a hawaii airplane flight stow away on a hawaii airplane here at mineta.

police believe this 15-year-old stow away misinterpreted the writing on that aircraft. believing it would get him to africa where his mother lives and not realizing the final destination was maui. he was trying to escape his unhappy home situation in santa clara where he lives with his father, step mom and other children. he argue would his dad over the weekend with how crowded the house is and ran away with the intent of escaping to africa where his biological mother lives. security footage shows him scaling a fence at 1:00 in the morning on sunday and shows him climbing into the wheel well of hawaiian flight 435. how could it be that easy to get past airport security. >> our airport security program is in line with accordance with all federal requirements. certainly we will continue to discuss with tsa, our airport security program. >> he wasn't sneaky, he walked

over and got in the wheel well. >> should it be that easy? >> that's a rhetorical question. no, shouldn't be easy at all. >> the boy is in a hospital where he is reportedly doing fine. the fact that he survived the flight being called f ed miracu. bob redell "today in the bay." >> if the plane was going to africa, he wouldn't have survived that. >> you listen to the medical experts such a high altitude so cold some believe, well, he said he passed out and some believe he might have gone into some sort of hibernation. it's not clear how long his body would have survived. that's roughly a five, five and a half hour flight from here to maui. quite some time in the air. >> bob redell, thank you very much. a state commission could decide whether to save the

iconic dome theater is set to be torn down. last month the city council approved a motion to designate that theater as a historical landmark. the commission is scheduled to vote on that issue today. also today the santa clara city council will vote on whether to stop people from turning homes into mini dorms. people from one santa clara neighborhood petitioned the council after what somebody turn under to a six bedroom, two bath house and marketed it to students. residents don't want their neighborhood overrun by students, talking about parking issues, et cetera. that person that owns that home has not violated any zoning laws. let's talk to meteorologist christina loren. one of the best bits of advice, back it up five to ten minutes if you're headed out the door. now you're already late. >> you still have time to back it up, we highly advise you to do so. this morning it hasn't rained

for a while and typically what happens when we get a good downpour like we did last night, our highways are really slick because all the oil is loosened up by the precipitation. temperatures will be chilly and we have some wind trailing behind that front, as well. most of the shower activity is done. you can see from this live picture, mccovey cove. we still have wind out there this morning. it's hard to drop off, as well. breezy through the hills and at the coast line, that's where you're going to find the wind through the next couple hours. by about 10:00, calm conditions but mostly cloudy sky until that point. between about noon and 5:00 p.m., that sky becomes completely clear and we'll have good air quality out there and then by sunset at 7:48, just high, wispy clouds and beautiful conditions tonight. if you have a camera and you're a photographer, yes, a gorgeous night to get the shot of that sunset over the san francisco area. 65 degrees, clearing clouds in

in just a little bit, the u.s. supreme court will hear arguments in a case that could affect how and where you watch television. "today in the bay" tracie potts is live on capitol hill with details on this ever-changing medium. tracie, good morning to you. >> hi, good morning, peggy. you're probably watching us on your regular tv but maybe streaming live from the internet. more people are turning to the internet. the case has made its way to the u.s. supreme court. broaders a bro broadcasters are suing, including nbc, take that signal and turn it around and make it available on the internet to everybody. it's not a copyright infringement at all taking that programming and making it available, they say it's simply technology catching up. they are using thousands of tiny antennas and renting out the antennas so people can choose themselves what channel, when

they watch it and online cloud storage similar to a dvr. if they don't want to watch live tv on their local stations right away. the conflict going before the supreme court today, pretty unlikely we'll get a decision on this because this is such a big case the justices are likely to wait until the end of the term, june, before we finally get that ruling, peggy. could be a big one. the broadcasters stand to lose a lot of money eif they can broadcast for free their programming for the cable and satellite are paying big bucks to turn those signals around. >> one of the biggest bills for every household is the cable bill, tracie. a lot of money at stake, thank you so much. this morning south korean officials say they were wrong that sunken ferry did not make a sharp turn before the disaster as previously thought.

marks the first day of a new year. it's the day after thousands completed the boston marathon a year after twin bombings killed three and scarred so many. for the first time in 30 years, an american man won the marathon after pulling ahead of the pack. several elite african runners through the race. last year he was injured while running, watched the marathon from the stands at the finish line and left five minutes before the bombs went off. 5,000 runners who did not finish last year returned. tha marathon officials said almost 36,000 runners registered for the race and more than 1 million watched from the sidelines and everything went off without a hitch. >> that is amazing especially for the man and woman who won it. 2:08 for the man and 2:18 for the woman. i can think that would be three miles. >> i have a hard time watching a movie in that amount of time. some people, some people,

50 degrees in the south bay for right now. 52 along the peninsula. chilly temperatures to start the day and remain pretty chilly in the san francisco bay area. 59 degrees and 64 degrees for the south bay and 59 degrees right here in san jose. the good news is, as you know, we're still in a drought and another chance for rain as we head throughout your friday and the reinforcing shot of cold air, as well. keep that winter gear out, at least for this week and then next week a major warm up on the way. we'll talk about that coming up. right now, let's get you on your way to work. here's anthony slaughter. >> that serious accident we have been telling you about for the last hour. 80 westbound approaching the bay bridge maze and the first accident at hilltop. this one has a car fire with it and only two lanes getting through and i put a marker on it and you can see how far traffic backs up and stop and go for three miles where 4 meets and a second accident because of that traffic starting to back up coming into that area.

let's show you what's happening as we switch gears and take you outside. you can see traffic streaming in without a problem once you get past that area, but lots and lots of cars on the roads this morning. that's just typically what you find with these cars piling up. once you get past that area, again, as i mentioned, things piling. bay bridge, things starting to stack up. wouldn't be surprised if the metering lights get turned on in the next ten to 15 minutes. from this vantage points lots of cars on the northbound side and on the southbound side moving without a problem. 880 from oakland down towards fremont and we're not finding any accidents. that's good news in this location. you can see from fremont and camera still shaking around a little bit and chp has that advisory if you're traveling over the san mateo bridge or even golden gate bridge and winds really strong this morning. both hands on the wheel and eyes on the road, back to you guys. >> such good advice, thank you, agentany. joining the rest of the country in celebrating earth day

who is the worst airline? united airlines according to the study. >> wow. tesla plans to start making cars in china. the ceo says the company will continue building cars in fremont for american. but selling the electric cars in china is an important part of the future for tesla. not about cheap labor but a tax issue by making the cars in china and selling them here. the country can avoid the 25% import tariff. the model s is still far too expensive to become popular in china. but the chinese government has been encouraging energy-efficient cars for years to cut down on pollution. just in time for earth day, apple will recycle any of its old products for free. in addition, apple is going green in other ways. executives announced a push to power all stores, offices and data centers with solar and wind energy. they promised to send less electronic junk to landfills. apple debuted an entirely new section of their website this morning dedicated to their
