good morning to you, straight up 6:00. thank you for joining us. i'm peggy bunker. laura is off today. >> i'm scott mcgrew. developing news for you out of san francisco. a driver pulled over by police under arrest this morning after officers found a stick of dynamite inside his pickup truck. suspect pulled over last night on mason street. "today in the bay" chase cain joins us live in san francisco. investigators also taking a close look at the suspect's home, as well. >> they sure are, scott. they wrapped up that search at their home within the last two hours or so. came into this house in vallejo in the russian hill neighborhood. they came to this house at 2:30. u.s. park police made what at first they thought was a routine traffic stop on a red pickup truck. they began talking to the driver and they suspected that there may have been marijuana inside the vehicle and then the driver told them that he had fireworks and handed what we have now

learned a stick of dynamite. the driver handed that stick of dynamite to park police. they call ed in the san franciso bomb squad and they detonated that explosive there on the scene. no one was hurt. but, a few hours later they came to this home on vallejo street where they believe the man lived. they talked to some people inside the house and then eventually got permission to search the home on vallejo. they were in there for two, two and a half hours and eventually came out with a half dozen bags. we're still not sure what exactly were inside those bags. we are still waiting to hear from park police about that. park police and san francisco police cleared the scene here on vallejo a couple hours ago. does not seem any immediate danger but, of course, we'll continue to fall hoe this and see what they found inside that home. >> any notion why this man would have had dynamite, something related to work or something? any reezen? >> that's a great question. you can certainly infer things that the man was driving a

pickup truck, could have been related to his work. raised suspicion with san francisco police and bomb squad. >> the scene is safe on vallejo, as well. >> absolutely. >> thank you much. now the stow away from the south bay who made it all the way to hawaii allegedly tucked in a wheel well of an airborne plane may have been trying to get back to africa. bob redell live at the mineta san jose airport this morning. this is one of the stories that has many people saying, i don't know if this is possible. >> apparently it is if you look at the security footage, which we haven't seen yet. good morning to you, peggy. according to maui police, they believe that this 15-year-old stow away hopped the fence for that dangerous journey across the pacific in hopes to get to africa where his mother lives. apparently he's unhappy with his home situation here in the south bay. you can take a look at this video. he lives in this house in santa clara with his father and step

mom, who you can see denied our request for an interview. it is reportedly a crowded house, too many kids inside. he argued with his dad about this over the weekend and then ran away with the intent of flying back to aphfrica where h biological mother lives. security footage shows him scaling a fence around 1:00 in the morning sunday. about 12 minutes later showed him climbing into the wheel well of hawaiian flight 45. police believe he misunderstood the writing on that aircraft thinking it would get him to africa, instead, with no intention of going to maui. miraculously he survived the roughly five-hour flight at an extremely high altitude with little oxygen where the temps dipped well below zero. he did tell police he passed out and doesn't remember much of the flight, which makes sense according to medical experts we heard from. >> he was probably unconscious for most of the flight. you know, once he got up that high and that cold he went into a state of suspended animation which probably helped him in survival.

>> according to one aviation expert, it is possible for a person to barely fit into a wheel well without being crushed by the landing gear. also a thought that the tires heated up from takeoff might have kept him warm. the boy was found walking the tarmac in maui, disoriented having trouble with his hearing. he is in a hospital expected to be fine. they want to make sure he is in a safe environment before handing him back to his family. >> then, of course, bob is bringing up a lot of security issues, as well. we get pulled over for nail clippers and bottles of water and here is someone who hopped the fence. >> they are in line with the tsa and the faa regulations when it comes to that fence here behind me. so that maybe becomes the bigger question. does the faa or tsa need to up what they require of airports. indeed security certainly

cleansing. i can tell you as we head throughout the day today, temperatures will be chilly and you need your jacket and ditch the umbrella at this point. as the showers are clearing out of here, the wind is picking up, though, as the system moves out and unstable air mass behind it really represented here by the strong wind speeds. it's really cool when you have wind this strong, you can actually see the clouds courtesy of that storm system kind of moving out with the naked eye. that's what you get to see this morning when you take off for work and just keep in mind, it's slick out there. give yourself extra time. we're 52 at the east bay and say for san francisco, that's where the wind is the strongest right now, right at the immediate coast and through the east bay hills. by about 10:00 today, calm conditions will develop and we're going to see a really pretty sunset tonight. so, as we head through the next three days, this is what we're expecting. a few showers this morning, afternoon clearing and tomorrow

we'll see a lot of fog because of the moisture that's coming in this morning. low clouds and fog this morning and a nice, sunny finish to the day. cloudy conditions for tomorrow afternoon and then as we head through your thursday looking to warm you up just a touch but still going to be mild out there. only expegging the low 70s in places mrik s s like san jose. bringing in measurable precipitation and maybe a quarter of an inch in the east bay and maybe the same right here in san jose. keep that umbrella handy but ditch it for today and need to pull it back out by about friday. we'll keep you updated on this and seven-day forecast shows you that weekend, little bit more rain on the way. so, we're keeping things active and keeping things intrusting in the weather department. let's see if that's the case in the traffic department. >> very interesting on this tuesday. very different story from what it looked like yesterday. yesterday at this time metering lights were just turned on and the traffic was not nearly as

stacked up as it is now. right now two earlier accidents one at hilltop and the other at sunol valley and both have cleared from the scene, but you can see stack up goes back to 4. the other thing i mentioned, the bay bridge approach and, in fact an accident on 880 near the embarcadero and that is keeping things slow near the oracle arena and take you back outside and show you what it is looking like. lots of clouds and the wind really going to remain an issue, as christina was mentioning over those area bridges. that's why we want to make sure you're aware of that. both hands on the wheel this morning. let's also show you what's happening through the altamont pass. red starting to build through livermore and even on sunol we're seeing speeds up to only 30 miles per hour. in dublin, though, once you get past livermore look outside steady stream of cars moving in without a problem and no accidents through this particular location and one final stop takes us down into the santa clara valley and see lots of green on the map, that

means things are good to go. a major development deal to sell the development center to san jose and santa clara school districts will take a step forward today. the city council expected to vote to buy the 81-acre plot of land from the state. santa clara unified school district will vote thursday. part of the land will be used to build new schools for ingrowing population in san jose. earth day today and that really helps out morgan hill as they're putting their bag band into effect today. people will need to bring reusable shop or pay 10 cents per recyclable paper bag. already banned single use plastic bags. 6:10 still ahead on "today in the bay" the supreme court case that could change the way you watch tv. plus -- >> these are words i never said hippety. never said hippety. >> really? ever, brian?

here are today's top stories. police have arrested a driver who they say handed them a stick of dynamite during a routine traffic stop in san francisco. the bomb squad called out to detonate the explosive. investigators also searched the man's home in the russian hill neighborhood and removed several bags of evidence. the teenage boy who flew

from san jose to hawaii may have been trying to get to africa, instead. investigators say the 15-year-old wanted to go back to his mother after a fight with his father in santa clara. the city council vote on whether turning their homes into mini dorms. petitioned the council after someone turn under to what was a two bedroom one bath house into a six bedroom two bath house and marketed it to students. apple announces it will recycle any of its old products for free. in addition, apple is going green in other ways. executives announcing a push to power all stores, offices and even possible data centers with solar and wind energy. they have also promised to send less electronic junk to landfills. apple debuted an entirely new section of its website dedicated to the environment. the palo alto-based telsa plans on making cars in fremont

for americans, but also says selling the electric cars in china is important for the future of tesla. not about cheap labor but all about taxes. the country can avoid the 25% import tariff tax. critics say the model s is far too expensive to become popular in china but encouraging energy efficient cars for years to cut down on pollution. at&t has announced plans to expand it super fast internet service in the area. supply oakland, san jose and oakland with one giga byte per seco minute soon. in connect competition with google's fiber that is being offered in parts of the bay area. later this morning, the supreme court will hear arguments about whether new technology is the future of television or piracy. several networks including nbc are battling against ario which

streams network shows paying subscribers without paying the networks. they say it's not stealing because it rents out thousands of tiny antennas to consumers who then decide themselves what to watch and when. it charges consumers as little as $8 a month for that service. >> a lot of money on the table there for that debate. that's for sure. our forecast taking a live look at san jose as you sort of map out your day here. look like a little cloud there. >> very representative of what a weak disturbance can do here in the bay area. good morning to you, scott, peggy, everybody at home. the clouds coming in and some really windy conditions at the immediate coast this morning. really want it watch out for that if you drive a high-profile vehicle. otherwise, we're looking pretty good. this picture of the shark tank shows you how crystal clear our air quality is thanks to that rain that came through. overall, the system is moving out, unstable air mass behind it

is the reason why we've got that wind this morning. and it will crank for the next couple hours and then things will start to calm down. even here in san jose, you can see the camera getting a little shaky next to the shark tank. temperatures this morning are pretty chilly, as well. pull out that winter coat and you can probably leave the umbrelu umbrella behind at this time. pushing into the sacramento valley. here's what we're working with in terms of your wind speeds. highest wind speed straight out of the west and bhmoving to the east and san francisco and that will impact your drive over the golden gate bridge and take it very easy over that bridge. otherwise we're looking okay. live picture at mccovey cove and show you all the microclimates. here windy on one side, the ocean side and then mccovey cove not getting any pickup from the flags from that wind. just kind of depends where you're headed this morning. be advised, there is weather in the area.

on and off showers aur s early. by about 10:00 a.m. in your valleys clouds will cling to the coastline and over the mountains at that point and all clear out by about noon and 5:00 p.m. nice finish to your day. sun will set at 7:48 and notice here, more rain on the way as we head into the end of the week. temperatures will stay cool, as well. we'll sandwich between storm systems at this point. 65 degrees for the south bay today and 66 degrees in the east bay and 59 degrees, that's it for you in san francisco for today. as we head throughout the mid-section of the week with more cool air on the way as this next system comes through and temperatures unseasonably cool and keep that jacket handy. more rain expected on sunday. we need it so it's good news. let's check that drive and see if there is any good news there. sometimes it is, anthony. what's the truth? we want to keep it real. >> on a traffic tuesday, not so much. we mentioned early, a serious accident. the good news that has cleared. you can see coming through

richmond and even el cerito no problems and an accident at hilltop that was a car fire and keeping things very slow. in fact, three miles stop and go. take you outside and look at the bay bridge approach and metering lights on for 20 minutes and things are slow headed through this particular location. on 880, you'll notice at 16th street there is an accident right near the embarcadero, more of a stall as folks are trying to get around that causing some slowing and also keep in mind an a's game later this evening. slowing there. let's take you a little further down and in fremont, cars moving smoothly on 880 southbound without a problem and even on the northbound side, no problems anywhere really from fremont, hayward all the way. let's show you what's happening as we get you down through the area. as we take you into the south bay, moving without a problem and we'll show you what's happening as you look outside.

101 starting to bog down just a bit, but no accidents moving through this area here. back to you guys. >> all right, anthony, thank you. new this morning, prince william and his wife, kate, spent some time in the australian outback. look at that. interestingly, this is repeating a trip that prince charles and princess diana took about 31 years ago. they watched a traditional welcome ceremony. now, prince george did not make that trip, staying with his nanny. they say it was only the second night that the couple has spent apart from george. >> notice how well they stand in front of a rock. they're just standing there and they look gorgeous. >> it's a good backdrop. >> and the sunlight. well, "tonight show" mixing up another rap featuring brian williams last night. >> this time the crew jumbled together "gin and juice." we did manage to find this tiny little clip. ♪

all right. let's talk sharks and their quest for their first stanley cup. looking to take a really commanding lead in their series against the l.a. kings tonight. puck drops at the staples center in l.a. 7:00 on csn california. the sharks lead the best of seven series 2-0. now to the warriors. looking to bounce back at oracle arena after a pretty tough loss to the clippers last night. this one never even close to span their 40 points losing 98 to 138. that series at 1-1. game three is in oakland on thursday. the raiders saying good-bye to quarterback terrell pryor traded to the super bowl champs seattle seahawks for seventh round pick in next month's draft. started nine games for the raiders and reportedly asked to be traded when he realized he was not in the team's long-term plan. the silver and black signed matt last month.

now, many incredible story lines from the boston marathon. there's one, though, that really is catching our eye. >> that's right, for a little while, a guy from utah held the lead in that race to head up most of the elite runners in the world. look here at seth finding his way to the front of the pack. finished with an official time of 2:43 good enough to place 927th when you consider out of 36,000 runners, not bad. he tells the local paper, it was great in to get a solid workout with the best runners in the world. i slowed down and loved seeing the top guys speed away. it was one of the most memorable experiences of my running life. >> good for him. >> cool, very cool. 6:26. still ahead, we'll look at your morning forecast and the commute with anthony and christina. dynamite found in the back of a pickup truck and now a house is also being searched. turning water into vodka in a matter of second.

the dow future is calling for a pretty solid open this morning. the nasdaq finally upped yesterday. here's a look at the nyse on the opening bell. over on the nasdaq in times square. pdc energy and a bunch of kids. that's a good sign. today is tuesday, april 22nd this is "today in the bay." well, good morning to you, everyone. i'm scott mcgrew. >> i'm peggy bunker. laura is off this morning. a developing story to tell you about after a routine traffic stop turned out to a bomb squad being called out last night. pulled over at 10:00 p.m. and he told officers, by the way, he had fireworks in the cab of hispihis pickup truck. they called in the bomb squad to deal with the explosive. this happened on mason street near marina boulevard. officials closed the area so they could investigate the device and ended up blowing it up.

several businesses were evacuated just as a precaution and the driver was arrested. however, the story doesn't end there. officers just finished searching the suspect's house in this russian hill neighborhood to make sure that there were no more explosives. you can see from this picture here, rather quiet right now. chase cain is in san francisco getting more information on the story and ean update coming up n 15 minutes. very few officers on the city's force willing to report colleagues that misbehave or break the law. the department conducted 83% fewer investigations into employees last year that were based on evidence submitted by other officers. the chief says complaints are key in deciding whether an officer needs to be retrained or disciplined. he does note it is possible complaints are down because new training programs have helped officers behave better in the field. the city council will address those new numbers at their meeting next week. time to take a look at your

forecast here as we show you three different angles of what we might find outside. san jose with cloud cover and san francisco looking really nice and the san mateo bridge looking busy, as always. wind this morning, christina, and a few raindrops. >> we certainly did. show you this live picture of san rafael where you can actually see the cloud moving with the naked eye this morning. take a look at how fast we have movement in the upper levels of the atmosphere. this is a storm system pulling out and pulling out quickly. we're clearing out so nicely at the immediate coast but still all clouded up overcast sky in san jose. at least for the time being. however, a little breezy out there and the wind is starting to relax a touch. it's going to remain breezy for the next couple hours. we're talking about clear conditions throughout your inland valleys and meanwhile those clouds will kind of cling to the coastline and up to the mountains, as well. we'll see those clouds kind of clinging to your mountainsides and that's where you have the moisture.

completely clear conditions for the greater bay area and the rain returns as we head through late week which is great news for those of you suffering from the allergies of the season. whenever we get the rain lays down the particulate matter. temperatures are going to be cool all the way across the board and then we bring in that next round of rain as we head into your friday. so, we'll talk more about this coming up. right now, let's check your drive and say good morning to anthony slaughter. >> good morning to you at home. the good news is we had serious accidents earlier and those are cleared from the board and give you an update as to what is happening. the first one right on 80 westbound at hilltop and cleared from the scene, but you can see all the orange and yellow. that denotes that things are very slow coming through this area because not only one accident but three accidents at one time during this separate or during this particular area. now, let's show you what's happening outside and coming in from the east shore freeway here are all the cars that were stuck behind that accident. in fact, only two lanes were

getting through at one point. so, the good news i mentioned, that's open now, but still bogged down because all the cars are trying to get through. let's show you what's happening as we switch gears and take you further down into oakland. camera shaking around and both hands on the wheel this morning and 880 southbound really heavy. northbound moving without a problem and no accidents to report of here and did have a stall here at the embarcadero accident that was off to the shoulder. right now further south takes you into fremont. 880 southbound still lots of cars on the road and no problems here and not only through fremont, but hayward, as well. switching gears and taking you over to the peninsula side. showing palo alto some love this morning. southbound coming in, metering lights are on and, again, no accidents to report on, not only in palo alto but through san jose, as well. good news. seems like we're recovering quite well from those earlier accidents. peggy, back to you. the fda is considering proposing rules for e-cigarettes as early as this month. this comes as members of

congress and public health groups are raising their concerns over the safety of the popular device. now, many have questioned marketing strategies saying e-cigarettes marketed to be amour appealing to young adults. several cities have already voted to ban the devices. turning wattner to rum or even vodka in an instant. powdered alcohol making mixed drinks as easy as adding water and attracting new controversy on capitol hill. tracie potts joins us from washington. the makers of powdered alcohol thought they had government approval to put this in stores, but all of a sudden that is not the case. >> right. well, overnight we learned that approval took a bit of a twist. the substance itself, the powdered drinks literally comes in the little packets like lemonade or iced tea has been approved but the labeling on the package is not approved. the companies have to go back and do some tweaking on the amount of powder in that package and how they labeled it. the company said, no problem, we

can do that still on track to make that available to people by fall. but there is certainly some controversy about it. madd, for example, mothers against drunk driving, saying making it so easily accessible is not a good thing for children and they're concerned that this is probably not something that the government should approve. but, frankly, it looks like it's already in that direction moving in that direction. >> now, tracie, a lot of concerns here. parents could name about 1,000, but one they're talking about is somebody might snort the powder and then, obviously, you can sneak it into maybe inwhere you could never sneak a bottle of alcohol. >> the company now on their website, initially told it wasn't there but now on its website it says, no, you should not snort it. that's not the purpose for it. it's literally, you know, sort of like you make the lemonade and put it in the bottle and shake it and poof, you have a drink. in terms of where it could be used, that is a big concern. the company says there is a lot

of misreporting going on out there. the manufacturer, but, frankly, with it being so easily accessible, can people just sneak it in their pockt and not have to worry about taking a bottle? the whole idea was convenience. you don't have to take a heavy, bulky bottle of something with you. yes, going to the theater, going to the stadium, you don't have to buy drinks there and spend a lot of money. you could just take them with you and completely undetected. you get a bottle of water or some other drink, a soda once you get there and all of a sudden you have an alcoholic beverage. >> science getting far ahead of the law, we'll continue to watch this tracie potts in washington, thank you much. 6:37 right now. 46 days and still no sign of that missing malaysian airlines plane. we'll tellwhy victims' families can file lawsuits in the u.s., even if the airline is based overseas. got a story for nbc investigative unit? call the tip line at

>> i wish they were here. oh, we're looking good. we're looking good. you know what i mean, this is the type of bay area weather that some people enjoy, some people don't love the clouds. if you lived here for any duration of time, you know the low clouds come with the territory. temperatures today pretty chilly. what happened is all this moisture that you're looking at on your screen from san jose, part of a storm system that is exiting right now. although we did have a pretty good reinforcing shot of rain overnight and highways are still slick in spots. take it easy out there. gorgeous start othe day. little overcast here in san hosway and meanwhile clearing out nicely in the east bay. look at sunol and i love watching these live cameras. just a beautiful start to the day. you can really see that here from san francisco, although our camera is shaking from time to time, little windy out there. take it easy, especially at the immediate coast where our winds are sustained 15 to 20 miles per hour. and that is strong enough to kind of buffet you if you drive

a high-profile vehicle. you could get buffeted this morning. 64 for the north bay and a gorgeous day shaping up. especially because we need this moisture. afternoon clearing, we're going to have perfect air quality and that always happens whenever we get the moisture, but what always happens, as well, low clouds settle in. tomorrow morning that is the case and little bit of fog on thursday morning. cool air mass remains and then we get some showers on friday. look at this, maybe up to quarter of an inch. overall sunday, as well, another round of rain. >> kind of crazy, where did our winter go? right here. let's talk about some action happening on those roadways. 80 westbound through the maze and serious accidents. one at sunol valley and hilltop. all the clouds were behind and only two lanes getting through. this is going to remain a very cool spot once you get to the

bay bridge approach and the fog and really stop and go traffic and let's show you what is happening on your traffic maps. again, the reds and yellows and once you get past this if you're coming in from fremont, hayward and southbound slows through hayward approaching 92 and picks up through 84 and picks up once you get past the dumbarton bridge and lots of red from livermore through dublin and that shows that speeds are only up to 30 to 40 miles per hour. you can see as we take you outside from our sky cam. a little bit of a break here, but, again, as we were mentioning traffic kind of stop and go at times moving through this particular location. takes us down into the silicon valley and 101 starting to slow approaching 280 and starts to slow once you get into the santa clara valley and 85 slow, as well. let's show you what is happening outside on the 101 and steady stream of cars moving in and see how it is stop and go in certain

lanes, again, on 101 coming through in san jose. peggy, back to you. >> all right, anthony, thanks so much. an update to developing news in san francisco where a routine stop landed a driver in jail this morning after police found explosives inside his pickup truck. the driver was pulled over last night. >> chase cain joins us live at the suspect's home with the latest on this investigation. good morning, chase. >> good morning, scott. they wrapped up the search here at vallejo street a little over two hours ago. around 10:00, u.s. park police made what they thought was a routine traffic stop on a red pickup truck. they thought the driver may have had had some marijuana in the vehicle, but turned out he had fireworks in the vehicle and handed explosive to u.s. park police and according to them it turned out that that was a stick of dynamite. they called in the san francisco bomb squad who detonated the

bomb and no one was hurt, but a few hours later they showed up at the home on vallejo around 2:30 this morning to search the home where the man lives. apparently a woman inside the house gave them permission to go inside. they were in there for about an hour and a half and came out with about a half dozen bags. not sure yet what were in those bags. we are still waiting to hear back from u.s. park police. what happened there in the pickup truck and what they found in the pickup truck gave them enough concern and search the area here. u.s. park police and san francisco police cleared out of here a couple hours ago. we're still waiting to hear back from them this morning and no evacuations in the neighborhood. it does not appear that there was anything too dangerous inside the home and we'll continue to follow this ask keep you guys updated. scott and peggy? >> all right, thank you very much, chase. also new details this morning about a south bay stow away who survived a flight to hawaii all while allegedly clinging to a wheel well. we are learning that the boy may

have been trying to hop aboard a flight to africa and maybe misread the wording on the plane. the boy has been moved off of maui to another island. bob redell live at san francisco international airplane. why was this young boy trying to get back to africa? >> he was trying to get to africa to meet with his biological mother, but as you mentioned, he misinterpreted the writing on the hawaiian airlines jet. that plane that he stowed away in over the weekend not realizing its final destination was, in fact, maui. two very separate locations. you can see in this video here, this is the home where he lives in santa clara. police believe he was unhappy with his home situation there where he lives with his father, stepmom and he argued about how crowded the house is and then ran away with the intent of escaping to africa where his biological mother lives. shows him scaling a fence around 1:00 in the morning sunday and

eric sawell is calling for a review. he is member of homeland security committee. he says the committee has been asking for an in-epth review of airport security for years. so far the boy's family hasn't commented publicly. we did knock at the family's home and no answer. one woman who lived nearby said she sees the family in the morning, they're very quiet. many are shaukd by what happened. >> i was like, oh, my god. you know, a kid surviving that. >> again, the charges not expected to be filed this morning against the boy. that van. a woman and a boy inside the van were taken to the hospital, but the 8-year-old girl in the van believed to be the driver's daughter was killed. the driver of the jeep also has major injuries. investigators don't think that alcohol or drugs were a factor. it's 6:54. a bay area rock climber in the hospital after falling more than 30 feet from a granite wall in yosemite. a palo alto man climbing the spire on the south end of the valley when he fell on monday. the chp flew a helicopter out to airlift him to the hospital. he is expected to survive. prosecutors will turn evidence over to pg and e. during a brief appearance in court lawyers for the utility pleaded not guilty to 12 criminal charges all stemming from the 2010 explosion. pg&e is knowing and willfully violating legal requirements when it comes to the gas line and two other pipelines.

killed eight people and injured dozens of others. so far no trial date has been set. a state commission could decide today whether to save san jose's iconic dome theater. the century 21 theater by santana row set to be torn down. last month the city council approved a motion to ask the state historical resources commission to designate the theater as a historical landmark. the commission scheduled to vote on that today. also today, the santa clara city council will vote on whether to stop people from turning their homes into mini dorms. people from one santa clara neighborhood petitioned the council after someone turned a o two bedroom, one bath house into six bedroom, two bath house to markt to students. the person who owns that home has not violated any zoning laws. the national park service is considering imposing new if the

plan is approved, you'd have to put out your bonfire at ocean beach by 9:00 at night until 10:00. the current cutoff. officials who work the golden gate national rerecreation area late night fires have caused problems on the beach. the new curfew could go into effect as soon as memorial weekend. raising the price of water all in hopes of getting people to use less of it. talk about raising rates and like to cut the city's water use by 38%. a typical household bill could go up by 10 bucks per month. livermore will consider a similar plan next week. that plan has imposed mandatory water restrictions but they hope increasing rates will get people to conserve even more. pleasanton leaders will meet about the issue next month. we had a little rain on our drive in but will you? let's check in with christina. >> we're done with the rain at this point, but it is earth day and, you know what, that might prompt you to conserve water, even more so today than you
