dead has quickened, too. by night, by day, every day, the search goes on. the number of bodies recovered exceeding 100 for the first time. but investigators are still in the dark about why exactly this disaster happened. nine of the ship's crew have now either been arrested or charged. one has tried to kill himself. investigators now say the first emergency call was made not by the crew, but within minutes by a very frightened boy onboard saying save us, we're sinking. the focus is shifting from the captain, who had ultimate responsibility, to the mistakes of several crew in the first crucial minutes. at 8:48, the ship is suddenly steered right. it loses balance, tilting. seven minutes later, the first distress call, please come quickly, but the ship is listing fast. the crew tell passengers to stay

bill, thank you very much. well, there are serious questions this morning about the 15-year-old stowaway who flew from california to hawaii in the wheel well of a commercial airplane. nbc's joe fryer is in san jose where it all started. joe, good morning. >> reporter: good morning, tamron. san jose airport is reviewing security measures and trying to figure out how a teenager breached the perimeter, apparently climbing over a fence before hitching a ride on the plane. some security experts are concerned it could happen at other airports. in the wake of a death-defying adventure, the city of san jose says it has no plans to file charges against the 15-year-old stowaway, but airline passengers have serious questions. >> you go over a fence, and then without being checked while the passengers go through the metal detectors. maybe there's some lapse. >> reporter: airport officials say surveillance video shows the boy crawling into the wheel well of a hawaiian airlines boeing 767 after possibly scaling an
7:06 am
airport fence. security expert jonathan tall says there are nearly six miles of fencing around the perimeter of san jose's airport, much of it topped with barbed wire and monitored by surveillance cameras. >> the cameras are not a security tool. they're an investigative tool, that after the fact, you go and look. >> reporter: as for the teenage stowaway, the boy told authorities he remained in the plane's wheel well throughout the five-hour flight to maui, losing consciousness while dealing with sub-zero temps and limited oxygen, experiencing what some are calling a type of hibernation. at his home in santa clara, california, relatives did not want to talk to nbc affiliate kntv. now the congressman for this district wants a nationwide study of the security surrounding airports. >> perhaps what we'll find is that most of the airports do not have perimeters that could easily be breached, but certainly at san jose, something went wrong and it can't happen
7:07 am
again. >> reporter: the teen told authorities he ran away after a family argument. because he's a juvenile, we don't know his exact location right now. but social workers in hawaii are working to get him back to california. >> all right, joe, thank you very much. >> let's bring in greg feith. he's a former investigator with the ntsb. good morning. >> good morning. >> it's one thing to scale a fence. although we don't want to see that happen. it's another thing to walk across a tarmac and climb in the wheel well of a flight that's being prepared to take off. who's in charge of securitwho's that area of the airport? >> well, on the tarmac, really, it's self-policed. there is airport officials. there is the operations department of the airport. but the employees have to be aware of who's on the ramp. they're looking for specific i.d. tags and uniforms and that kind of stuff. so to have a 16-year-old kid wandering around, he sticks out. and so the question is how he was able to move so freely for that period of time, because he
7:08 am
was out there for quite a long time before that airport took off. >> yeah, it's remarkable, though. he climbs up into the wheel well. i've seen footage, greg, of those wheels, the landing gear being retracted after takeoff. the tires and wheels are spinning. what's that space like? >> you have to make yourself real small, matt. that wheel tucks up into that wheel well, there's a lot of hydraulic lines. there's electronic or electrical cables in that area. he would have had to get way up into that wheel well either one direction or another, left and right as well as up and down. because you've got 3,000 psi of pushing that gear up and closing the gear doors on top of it, and they come up pretty quick. and like you said, those wheels are spinning. >> and so then the conditions once you get to altitude, very little oxygen. ridiculously cold temperatures. do you buy this story that he stayed in that wheel well the whole time and went into kind of a hibernating state? >> i have a real hard problem
7:09 am
with that, matt. only because two months ago, there was a guy that stowed away on a south african airways airplane, and on the way into dulles when the landing gear came down, unfortunately he was deceased and he fell out. it's very rare. and given the fact that normally people that are outside in the snowstorm die of hypothermia and exposure and get frostbite, how he survived at 50 below zero-plus without any kind of effects of hypothermia and frostbite. and the fact that we talked about hypoxia even with mh-370 and how fast the crew would pass out. i find it real difficult. >> just ten seconds left. what are you thinking happened? he maybe made it into a luggage compartment? a baggage compartment? >> that's happened before, where there was somebody in a baggage compartment. it is heated. it is pressurized so. you can breathe. he may have scurried out of there and then got into the wheel well in trying to keep, you know, hidden, if you will, once the airplane landed. because i would have expected
7:10 am
him -- he would have had to have been entwined in those hydraulic lines not to fall out of the landing gear unconscious when they landed in maui. >> a lot more questions than answers. greg, thanks very much. >> you're welcome. now to the crisis in ukraine, and key meetings this morning between vice president joe biden and political leaders there. nbc's chief foreign correspondent richard engel is here with more for us. richard, good morning. >> good morning. strong words from joe biden. he says that russia must withdraw all of its troops from ukraine's border, and says the time has come for russia to act. >> good morning. >> reporter: in ukraine, vice president joe biden said washington would stand with the government in kiev despite what washington says are russia's attempts to undermine it. ukraine, which toppled its pro-russian president earlier this year, setting off the crisis with moscow, is scheduled to hold elections in may. vice president biden said the
7:11 am
vote should go ahead. >> the people of ukraine should have the right to choose their own future. >> reporter: but ukraine is set to hold that vote, even as its territory is being lost to men in masks. moscow and washington have both agreed that militias in ukraine should be disarmed, but the militias continued to occupy buildings in eastern ukraine. the ukrainian government says the militias aren't standing down because they are russian troops and gave european monitors these photographs to prove it. kiev claims the photos show that some of the militiamen in the east are the very same men moscow used to take over crimea and other territory. take a look at the big man with the beard photographed in eastern ukraine last week. kiev says six years ago, he was with russian special forces in a war with georgia. moscow denies it controls the militias.
7:12 am
ukraine says they are part of a first wave, a russian takeover in disguise. >> well, richard, i've got to ask you about these drone attacks in yemen. they started over the weekend, and as i understand, this has continued and we have new details here. >> we have some new details. remember last week, we aired on this program a video from al qaeda in yemen, a very brazen video, about 100 militants out in the open, apparently unconcerned that they could be attacked. that video embarrass the yemeni government and annoyed many antiterrorist officials and seems weekend there was retribution. a sustained campaign against al qaeda, more than 60 militants killed in air strikes and drone strikes. as operations continue, u.s. officials say they got amazingly good cooperation from yemeni authorities. >> thank you very much, richard. natalie is here with the latest in the search for that missing malaysia airlines flight. >> tropical cyclone jack
