well, good morning, everyone. 4:30 on this thursday morning. i'm scott mcgrew. >> i'm laura garcia-canno. the first, let's check that forecast. >> good morning laura, scott, everybody at home. some changes coming to your forecast. rain returning. but for today i think you can keep your umbrella at home or in your car because temperatures will be comfortable, we'll hit the 70s in most of your inland valleys and the rain really impacting the north bay as we head throughout the evening hours, then we all get that rain tomorrow. heads up, you probably want to turn your sprinklers on to help out with that drought situation. i'll time out those showers to

your doorstep in just moments. >> if your sprinklers are the reason for this drought, i want to have a word with you. for 880, kick off the morning no surprises here and we'll look at the map and a little slowing that does show up around marina boulevard taking you down one lane and that slow down cleared up and we look at ashby avenue and usually unusually slow through the area but freeways themselves moving slowly. i'll let you know if we find anything and the rest of the bay moving just fine. we'll send it back to you. 4:31, breaking news overseas where three american doctors are dead after an afghan security guard opened fire at a women and children's hospital. two of the dead were a father and son who were visiting the hospital from the u.s. investigators say the officer was assigned to guard the hospital when he turned his weapon on hospital staff and started shooting.

nbc news says the shooter then shot himself, but he didn't die. he was taken into custody. a woman was also hurt in that attack. one of the doctors who died served at the hospital helping afghan children for the past seven years. now, this is the second so-called insider attack by a member of afghan security forces this month. on april 4th an afghan police officer shot two staff members killing one. it is 4:32. new this morning an apartment complex near san jose state university went up in flames overnight sending one student to the hospital with burns and 11 other people forced from their homes and this happened about a block away from campus on east williams street and that's where christie smith is. any word on what started this fire? >> well, you know, it may have been something as simple as a match that was used to light a candle inside this apartment. i want to show you what it looks like this morning. the apartment building very

quiet. but it's the one that burned there on the third floor. neighbors told us they heard a commotion, yelling and screaming to get out. in the chaos they say they saw one person with flames on him running from that unit. that apartment fire caught on cell phone video flames from that third floor apartment right by san jose state. this started around 11:30 last night. that there was a report to investigators that one roommate who was in the living room lit a candle and then the match he used may have been discarded and landed on a couch. investigators say they're still looking into that, but it does seem to lineup with what they saw. this quickly turned into a second alarm fire as people got out on their own and a cell phone that may have made the real difference here. apparently the person who suffered burns got a call from a roommate made it out of the unit that was on fire and then neighbors saw him run by. >> i saw one guy probably like three minutes after i stepped out, he just ran outside and i

saw a little flame on his back, i hope he's all right. >> three apartments were affected by this fire. 11 adults displaced this morning, but we're told they are getting help from the red cross, so, again, that one person suffered second degree burns in this and another person suffered smoke inhalation. reporting live in san jose, chr christie smith. a new report shows the department may not be getting to those calls fast enough. set a goal of making it to all emergencies in a certain amount of time, 80% of the time. the report reveals the department fell short and only made it on time 70% of the time. now, a spokesperson says the department is going to make some changes. >> at the same time on getting to the rigs, getting out to the calls, putting in systems where we're changing lights, you know, when the apparatus and our

lights are on and they're changing the lights to green in our direction so that we can get through the intersections quicker. >> in february, santa clara county fined the department for failing to meet response times for 911 calls. an 84-year-old man faces attempted murder charges for reportedly opening fire in a medical building on the peninsula. police arrested raymond at his home last night for allegedly firing off a shot inside a medical center on southgate avenue. police were called out to that center yesterday afternoon after a doctor reported seeing a gunman and hearing a loud bang. the entire building was evacuated. officers say they found bullet fragments in the hallways, but they never found the gunman. they're not saying what led them to the gunman's house. a man claiming to be the biological father of audrey is suing the girl's legal parents. claims the girl's legal parents wrongfully claimed to be the

soul heirs in a lawsuit they filed after her suicide. the 15-year-old committed suicide in 2012 after she was sexually assaulted by three classmates. last year the family filed a wrongful death lawsuit against the suspect's parents for monetary damages. dozens of homeless people have reached an agreement with the city of albany. they'll leave a plot of land known as the bowl in exchange for thousands of dollars each. about 45 people live in that former landfill but the city wants to turn the area into a park. instead of kicking them out the law center forced the city to offer each person $3,000. about 28 people agreed to take that money and stay off the land for at least a year. the critics say the deal doesn't get to the heart of the homeless problem. >> people are being kicked out and already going to people's park in berkeley, they're going under the gilman underpass. it's exactly what we have been

trying to prevent happening. >> a spokeswoman for the city says officials have found accommodations for an additional 13 adults and one infant. those who accepted the buyout have to be out by tomorrow. those who didn't will likely be kicked out eventually. 4:37. officials at levi stadium still trying to find 900 positions before it opens in august. >> construction on the 49ers' new home almost finished, but still missing ticket takers, ushers and other workers. the boost in jobs may help out the local economy, but for some job seekers, working would mean a thrill. >> the whole south bay to have a team here dedicated for football. >> san jose earthquake building a new building and oakland a's and, of course, our awesome

sharks some say the south bay could be on its way to becoming sports central. >> for sure. let's check our weather with christina this morning. 4:37. >> hey, good morning to you. we have some rain on the way as of tonight. so, changes coming to your forecast. temperatures this morning pretty mild out there. we do have those low clouds at the immediate coastline and starting out mostly clear here in san jose let me show you this beautiful skyline here. you can actually still clearly see that moon and still have the low clouds settling in over emeryville hard to make off the city lights off in the distance. as we head throughout the day today, temperatures are going to be comfortable but you will notice the clouds increasing all day long. the showers, though, don't really arrive for most of the bay area until tomorrow morning, but that will likely impact your morning drive. keep that in mind and put that in your back pocket for now. temperatures today work like this. 71 degrees in the south bay and peninsula at straight up 70 degrees and 62 in san francisco and overcast conditions for you by about lunchtime today.

you'll hit 65 degrees out in the east bay and 72, sun and clouds today in the tri-valley and the north bay turning cloudy by around 10:00 a.m. and then you'll get your first showers by about 9:00 tonight. let me give you a little preview of this. continue your futurecast in my next report. right now, let's welcome back mike inouye. >> i'm okay. little earlier than i have been getting up the last few days. there's san francisco off in the distance and low clouds are hovering right around, but not a problem for the deck of the bay bridge either deck over on the san francisco side. we'll look at the overview of the bay and no major incidents. pick your path and pretty much at the speed limit. zoom in to one area showing some red and orange. one lane is still blocked and traveling westbound or approaching highway 84 through livermore out of the altamont pass. as well as when we had the closure between 580 and we don't

welcome back, everyone. a very good now thursday morning to you. taking a live look outside bay bridge. nice start to our morning. we're going to check in with christina and a look of that forecast coming up in just a bit. buildings rattled but no major damage reported following a strong earthquake in canada last night. the 6.6 magnitude quake happened just after 8:00 last night off

the northwest corner of vancouver island. no tsunami warning was issued and it did give some quite the scare. >> i looked up and saw my chandelier swinging back and forth. so, my kids got pretty freaked out with and they got underneath the table. >> the quake was the hardest, the strongest, actually, to hit that area in the past decade. president obama says before the u.s. imposes new sanctions on russia, it needs support from its allies to make sure they will work. speaking from tokyo, the president accused russia of not abiding by the spirit of an agreement reached last week aiming to ease tensions in ukraine. he made the comments after russian's foreign minister warned that interest would bring a firm response. this morning the food and drug administration will announce new rules to regulate e-cigarettes. the proposal will ban the sale of electronic smokes to minors and require makers to register

with the government so scientists can determine if e-cigarettes are safe. now, flavors like strawberry and mint, those against smoking fear the devices are being marketed to children. >> there's strong evidence to show that minors are using e-cigarettes extensively and, you know, an increasing fashion. >> we are absolutely 100% competing against the deadliest product on the planet, which is conventional tobacco cigarettes. >> the fda still has to hear from the public on the issue, it could take some time before the proposal becomes law. san francisco has already approved restrictions on e-cigarettes. they're in the process of similar bans. some hbo shows will be available on amazon prime instant video. the sopranos, "six feet under" and "true bloods" you'll have to subscribe to amazon but you

don't have to be hbo subscriber. apple investors are pleased and a big and controversial first step for a new kind of internet. for that and the rest of the news before the bell, let's turn to hampton pearson. good morning, hampton. >> thanks, scott, we'll start with the futures which are on the back of strong earnings and markets flipping yesterday and the nasdaq snapping the first-day winning streak and get data today later on unemployment and earnings from the like of caterpillar and gm and verizon. the dow falling 12 points and the nasdaq down 34 closing at 4126. now, apple's latest earning report easily beat wall street's forecast. the company selling nearly 44 million iphones in the most recent quarter thanks to a new sales partnership in china. investors are also cheering buy apple to return cash to shareholders by increasing stock

buy-back program. apple also announcing a 7-1 stock split. these would appease shareholders to put more of its cash to use as we all wait for apple's next big product line. the sec set to propose new rules today that could give internet providers more say over how fast content moves on the web. this would signal a retreat from the agency's previous stantser stance on net neutrality. internet providers won't be able to slow access to websites, but might give content companies like netflix special treatment in exchange for a payment. back to you, have a great day. >> all right, hampton pearson, thank you much. i think it is going it be a great day. let's check the forecast with christina loren. >> we are close to friday at this point and that always makes for a better day. temperatures are mild out there this morning, anywhere from 2 to 5 degrees milder than this time

this morning and plenty of mid-50s out there and 55 in san francisco and 53 in concord and 52 degrees to kick off the day in san jose. so, if you have outdoor activities you need to take care of, today is a good day to do so. showers coming in tomorrow. we're talking about widespread activity. heading out and about for today, let me give you a general idea of what to expect. plenty of low clouds in san francisco by 10:00 a.m., overcast in the north bay at that point, as well. then we're really going to cloud up by lunchtime all across the bay area and wind speeds will also pick up as that system moves in. as you head home tonight for that evening commute, so much closer to that friday, we are expecting a little bit of drizzle, especially at the coast, but, overall, just mostly cloudy conditions and then those showers arrive as we meet back here tomorrow morning. so, for today, temperatures in the 70s, not bad there. 62 degrees in san francisco and that will be nice and cool for you at the coast. meanwhile, 70 for your inland

valleys and even in the east bay today oakland hitting the 70s. great news for that warriors game out there tonight. we'll have more on that coming up. here's what you can expect from that rainfall. we stopped that clock for you at 11:00 a.m. today. you'll see here the storm track is just to our north at that point. little activity in sonoma county, but, overall, stay to the north for today. bulk of the moisture comes through tomorrow morning and south bay getting some pretty rich moisture at that point. we'll continue the showers all the way through lunchtime and then start to clear out for the evening commute. we're looking really good to possibly accumulate maybe a half an inch of rain. here's where it gets interesting monday and tuesday into next week, we're talking about the 80s and the 90s. so more weather whip lash coming our way. back to you now, scott, and we're so happy you're back, laura. 4:49 right now. after closely examining photos of debris washed ashore on an

australian beach the metal object is not from missing malaysia airline flight 370. that debris was found in augusta 200 miles south of perth where the search is headquartered. this morning we learned a robotic submarine is almost finished scanning a 120-mile square patch of the indian ocean and so far it has found nothing and more powerful sonar equipment will be brought in. malaysian airlines flight 370 vanished 48 days ago with nearly 250 people onboard. this morning relatives of victims of the sunken ferry took a boat to the very spot the ship went under last week. as of now, the number of people confirmed dead is 171. more than 130 others are still missing. today officials say divers were able to make their way further into the ferry to search the fourth floor. most of the 300 passengers onboard the ship were high school students and today their classmates went back to class

for the first time since that tragedy last wednesday. their campuses are covered in yellow ribbons, flowers and photos just to remember the victims. a mountain climber from northern california headed home after surviving that deadly avalanche on. mt. everest last week. he was making his second attempt to climb the world's highest peak before the avalanche killed 16 sherpas. the deadliest disaster on mt. everest and led to the remaining sherpas packing up and leaving camp. with the climbing season in doubt, he is heading home. tourism officials should arrive today to negotiate with sherpas who want to walk off the job. three erpas still missing and those who want to boycott can't possibly climb knowing the bodies of their friends are still on the mountain. 800 rechargeable batteries used in a popular brand of infant video monitors are being recalled. the battery in the summer infant

welcome back to you with a live look at oracle arena tonight. thousands of fans will pack the seats for the warriors first home playoff game this season. tipoff tonight at 7:30 and in an anticipation of tonight's game, oakland showing its warrior pride. ac transit buses say go warriors and the tribune building adorned with golden state flags and oakland city hall is shining a beautiful blue and gold. >> very nice. from the court to the ice, playoff action for the sharks tonight, as well. team teal has a chance to sweep the kings in los angeles to advance to the second round of the stanley cup playoffs. the puck drops at 7:30 tonight, as well. so, there will be one last football game at candle stick
