big changes coming to your forecast turning cloudy as of this afternoon and showers on the way tomorrow and a big-time warm up and temperatures spike next week and so much to go over in your full forecast this morning. and as you're aware the early commute starts in the trivalley, but right now a slower than normal drive. we'll show you what is coming on as you go into livermore, coming up. the warriors back home for game three of their playoff series against the l.a. clippers. we're live inside oracle arena, coming up. a live look outside, as well, in san jose. today is thursday, april 24th and this is "today in the bay." a very good thursday morning to you, thank you for joining us. i'm laura garcia-cannon. >> i'm scott mcgrew. three americans were killed, all

of them doctors. >> it all happened that cure clinic in kabul. peggy bunker joins us with more. >> you know, just a terrible situation there and also seems to be a senseless act at this point, scott and laura. three americans killed in kabul. the cure hospital is a u.s.-run charity hospital that treats children and maternity patients. one of them a respected children's doctor who spent the last seven years at that facility stretreating afghan children. that is located in a secured walled compound right next to the university of afghanistan. he walked in and shot four americans there killing the doctor and two of his guests who were also doctor. now, those guests were a father and a son who were visiting there to observe his work with the afghani children. the fourth american that was shot was the son's wife. now, she was wounded and has undergone surgery. she has survived, according to

reports. the shooter then shot himself, but after the attack also survived. now, the hospital is a charitable organization that is 1 of 29 that is run in countries with dire need. this particular hospital in kabul helps to treat young victims of war. many of those victims are orthpeort orthopedic patients and kids who suffered from the violence and train afghanis to treat their own people. miraculous hospital and doing incredible work. this is an impressive organization. earlier reports we're seeing the doctor that was killed was entirely dedicated to this cause. the two people visiting him, father and son also doctors. he was showing them how he handles the hospital and treats these kids. a terrible situation in kabul. we'll bring you the latest coming up. >> so tragic there, thanks so much, peggy. a san jose state student is in the hospital recovering from burns suffered from an overnight apartment fire. this happened a block away from campus on east williams street.

christie smith joins us live with more detail on what could have sparked the flames. good morning. >> good morning to you, scott. one of those things you learn early on and that is to be careful with those matches. a report that firefighters are getting that one of the room mates may have lit a candle and then got a distracted and set that match on to racoua couch. this is what we're talking about near san jose state, that is the unit on the third floor and cell phone video this morning to show you of flames pouring from that apartment here on east williams. this started around 11:30 last night. a cell phone that may have played a key role in helping one person get out. he ran out and called his roommate who was still inside to warn him, get out, because the apartment was on fire. he did get out, but not without suffering second degree burns. neighbors who evacuated saw a terrible sight. that roommate ran by with small

flames on his back. >> ran right inside and i grabbed every single person that was in the building or inside the room and everyone was running out and then, unfortunate, one student that was affected and he was running out with the fire and he definitely got burnt and it wasn't a good sight to see. >> neighbors say that exterior hallway was bright red and all they heard was screaming and yelling to get out. three units damaged by flames or water and 11 people displaced and the red cros is helping them out. in addition to that one person who suffered the second degree burns another person did suffer smoke inhalation. reporting live in san jose, christie smith, "today in the bay." >> we believe these are all students or this apartment complex largely populated by students? >> that's the feeling we're getting. you know, we're seeing some of them streaming back in. they have a backpack on, that

gives the indication they may be students and the university is nearby. that's the impression that we're getting. >> christie smith, thank you. 5:04. the south bay teen who stowed away on a hawaiian airlines flight remains in the hospital on oahu this morning. the boy reportedly told san jose police he ran away because he was trying to find his mother in a refugee camp in somalia. our station in hawaii said he recently found out his mother was alive even though his father reportedly told him she died. in the meantime, the boy's father is finally speaking. the father says he thinks allah, his son survived his dangerous trip. he says his son quasi-"always talking about going back to africa where his grandparents live, we want to go back, but due to the current living conditions we can't go back."

he called his son a very quiet person. the sonoma police department are trying to find out how a body landed in a local landfill. employees think the 39-year-old man was dumped off by a transfer truck that originated and an autopsy will take place tomorrow and so far no signs of foul play. 5:06 right now. signs of change when it comes to that forecast. meteorologist christina loren tracking that forecast for us. >> you'll notice a storm system on its way especially because we're going to see two very different sides of the day. nice and clear to start you out and by the time you make your way home from work, mostly cloudy sky and, yeah, that wind. rather fierce through the inland valleys. that's where we're expecting the wind to really gust and that's where we're expecting the highest rainfall totals. i'll show you why the storm track looking really interesting every single time i check. mostly clear in san jose and

want to show you the difference over the bay, those low clouds are forming and head throughout the morning hours not to impact your drive here we'll check on that with mike, as you know, every ten minutes or so and i want to show you what it looks like as we head through 10:00 a.m. still partly cloudy here down in the south bay, those microclimates kind of making a big appearance for today. patchy, coastal low clouds all day long and that is the story of the day and then hit mostly cloudy skies by lunchtime today. everywhere. widespread cloud cover as you make your way home from work expecting a little bit of drizzle but shower activity will hold off auntil the overnight hours. not a bad day shaping up in the south bay. san francisco at 62 degrees today, so you'll likely need a jacket there, but, overall, you can ditch it right around 10:00 a.m. in the north bay and cloudy by 10:00. and looking pretty good today in the east bay, we want to really wish those warriors good luck tonight. 65 degrees as they take on l.a.

you know it's going to be jam packed when it comes to traffic out there tonight. let's see what's happening, here's mike inouye. >> the crowd getting over towards the warriors we all believe and we also believe it will be slow right there after work. before work and there's the area i showed you. with the camera, we were just west and things are moving slowly and you do slam down on speeds as you're approaching the interchange and a crash over in the slow lane right by the off ramp. looks like things are starting to smooth out a little bit, but ripple back and there's the rest of your bay and pick your path. moving pretty smoothly west 580 into livermore. west 92 starts to slow a bit. i told you about that earlier crash and sound like a tire in lanes and might be a traffic break for a couple minutes. looking over towards the bay bridge toll plaza and the flow of traffic, as well. very easy build coming out of the maze, no problem, you're at

speed. we talked about the warriors and their faithful getting ready for the first home playoff game of the season. this as the team works to move to the new arena. >> "today in the bay" bob redell live in oakland inside the oracle arena. we're going to be rowdy tonight. >> yeah, 7:30 tipoff. good morning to you, there, scott and laura. you might recall that earlier this week the warriors announced they would be ditching its plan to build its new arena on the san francisco waterfront because of concerns over traffic and blocked views of the bay bridge and instead building their new digs in mission bay in that neighborhood not far from at&t mark. on tuesday the team did announce 12 acres of land in that area to build 18-000 se,000-seat arena. reporting that thatove could cost alameda county taxpayers as much as $60 million.

here's why. attorneys for the team have reportedly told the board runs the coliseum and arena that it would stop paying down its bond debt on the oracle arena once it leaves these digs. cope doing so until 2027. the team told the paper it would continue to honor the terms of its lease. the warriors are 1-1 against the clippers and that was their first home game in this playoff series and tonight will be their first home game in this playoff series against the clippers here at the oracle arena. probably some of these, this will be the first time in 20 years the warriors have won 50 games in a single season, that's the 50th winning season that they've had in their 68-year history. and they qualified for playoffs in the consecutive season. this season and last season. that's the fifth time they made the playoffs in consecutive

the paper reports super microcomputer will build a 1.6 million square foot complex in north san jose. the new complex would include space for about 2,800 employees and some light manufacturing. the parent company of "mercury news" sold the site for just over 30 million. relocate offices to downtown san jose. keep an eye on shares of facebook after the company surpassed wall street expectations in its recent report. facebook saw an 82% increase in ad revenue compared to the same time last year. also says the number of monthly users was up sharply, in fact, by one way of measuring it, if you take all the people in the world who have internet access, half of them are on facebook. while the company continues to grow, it is losing a key part of its leadership team. step down as cfo in june. speaking of facebook want to give you a look at this madame

this story. we have a storm system coming in and an unstable air mass ahead of that system. so, the changes will progress as we head throughout the day. you'll notice those clouds increasing and the winds increasing, as well. temperatures will be comfortable out there because we're starting out so mild, but it will be overcast. 62 degrees in san francisco and 71 degrees sun and clouds for the south bay for today we'll see the most sunshine in the south bay and out in the tri-valley. clouding up pretty quickly around the san francisco bay and up in the north bay, as well. so, here's what you can expect when it comes to the showers moving in for tomorrow. as we head throughout the day today, mostly cloudy conditions and hold off on the rain until about 10:00 p.m. tonight. even at that point for the most part to the north of golden gate bridge and then tomorrow morning around 7:00 a.m. for the morning commute. expecting heavy downpours, especially over the santa cruz mountains through the peninsula and san jose getting some pretty decent rainfall and maybe

accumulating half an inch of rain and we'll take it, as you know, summer is just around the corner by this point. by noon most of that activity out of here and keep showers in the forecast through 5:00 and then by 10:00 p.m. things start to clear out and good-looking weekend shaping up. temperatures on the cool side, cooler than average, enjoy that because by monday into tuesday of next week, the climb is on and we could be talking about the 90s as of wednesday. i know. so, everything is going to change pretty quickly around here. if you like the cool weather, enjoy it, things will be changing rapidly. let's check your drive, that's always changing. no stability there, mike. >> at least we can show folks what to expect. always changing condition. over here looking that math and along the peninsula and other side of the bay moving pretty smoothly and slowest spot in the bay west 580 coming in through livermore and looking at slow down. the earlier issue, we had a break down. sounded like a near crash. car almost hit the wall and

busted a tire over there. that is all moved right off of the shoulder. the slowing on the approach now starting to move a little better and all the folks coming out of the altamont pass and things are still nice over here towards dublin because they are held up back over there. smooth drive through the dublin interchange and no major issues as you come over here and we'll give you a quick look at 880 through oakland and a nice, easy drive. warriors playing first home game of the playoffs tonight and game time 7:30 but crowds will start much before then. back to the maps a smooth drive. west 92 slows and the earlier crash, though, completely cleared from the roadway and so is that tire that is here, as well. we'll look to the north bay and a smooth, easy drive southbound and not a lot of traffic and not a lot of problems for here. back to you. >> thank you very much, mike. he fell, he hit his head and was knocked unconscious this morning we learned the daring rescue of an arizona mountain climber was caught on tape.

a chopper flew over the scenes making it difficult to navigate the terrain and heavy rain challenged those rescuers. the man was eventually lifted out of the canyon more than 100 feet down. crew husband s had to hike and to get him to safety. a southern california city declared a two-week cooling off period in the fight between neighbors and the makers of a popular hot sauce. irwindale residents asked the city council to step in because they said the air around the sriracha plant was just too spicy to bear. two weeks ago council members ruled the 2-year-old plant was a public nuisance but last night they decided to delay the final decision to shut it down for two weeks. if declared a nuisance, the factory would have to stop releasing the spicy smell or leave town. 5:20 the nbc bay area investigative unit looking into

uberx. but do you really know what you're signing up for when you get into a car? we've discovered cases of uber-x drivers with criminal records. couples say they have been victimized. their driver took off with their belongings after driving them home from the airport. uber still hasn't responded. >> we haven't gotten any response from them. three e-mails is nothing. i haven't spoken to one single person. you know, we're out $2,500 worth of things. i have never been dealt, i've never been treated so badly by a company ever. >> watch the full investigation tonight at 11:00 and hear more about drivers. the investigative unit found across the country with criminal records that could include burglary, domestic assault and drug trafficking and find out why you may be left paying the bill if you were involved in an

accident with an uber driver. new this morning, the uc children's hospital will launch a $100 million global initiative it hopes will prevent premature births. organizers say premature birth is the leading cause of death for newborns and hope to reduce the number of babies born and help care for those who are. the program will focus on california and africa and in the last ten years funded by the bill and melinda gates foundation. mountainview allowing people to walk with their dogs off leash at some city parks. the one-year program would apply to six parks on your screen there. happen only during very specific morning and evening hours and each park has different hours. the city also considering to plan to dispatch an animal control officer to patrol those parks to make sure people are following the rules.

grand slam. giants went on to win it, 12-10. 22-time olympic medalist michael phelps make his first step towards another olympics today. phelps is competing in a meet in arizona this week along with fellow olympian ryan lochte. hoping to make the 2016 rio olympics. he is the most decorated athlete in olympic history. 18 of the 22 are the gold kind. >> 22, that's amazing at only 29. check the forecast right now. temperatures not that low, but we're going to see some rain in the forecast. >> we certainly are. which is a really good reminder to those of you who have sprinklers on a timed system, good idea to turn them off for tomorrow. good way to conserve water in this drought. temperatures today comfortable. we'll hold off on that rain until tonight, 70s on the way to the south bay. the peninsula, 72 for the east bay today and 62 in san francisco and the north bay, right around 68 degrees and

>> i'm scott mcgrew. three americans have been killed, all of them doctors. one of them a well-respected children's doctor. it all happened that cure clinic in kabul. "today in the bay" peggy bunker live with new information just in to the newsroom. peggy? >> this seems to be a senseless act at this point. three american doctors killed at this hospital in kabul. the cure hospital is a pennsylvania-based hospital. one of the doctors killed spent the past seven years of his life treating afghani children. a rogue cop or security officer of some kind that had access to the cure hospital. it's located in a secure wall compound right next to the american university of afgh afghanist afghanistan. he allegedly walked in and shot four americans there killing the doctor and two of his guests who happen to be a father and son doctor team. they were visiting that hospital to observe the other doctors work with afghani children.

the fourth american shot was the wife. she was wounded and had to undergo surgery. the health minister gave us an update on her condition. the condition of the wounded woman who is also an american national and is a nurse she is recovering and in stable condition and she is out of danger now. as she mentioned, she is a nurse. that entire group has a medical background and the hospital is really an incredible hospital. one of 29 run in countries with dire need for medical assistance. it helps to treat young victims of war and many orthopedic patients, as you might imagine. and they also train local afghans who treat their own people. a very well respected organization there. this is the latest in a string of deadly attacks. a very famous war photographer was shot dead by a police officer. this time a father, son and daughter-in-law all from one family is affected. terrible situation in kabul.

>> just awful. >> thank you. it's 5:32. new this morning san jose fire investigators looking into the cause of an apartment fire which left one san jose state student suffering from burns. happened about a block away from campus on east william street. christie smith joins us live with more on the phone call that could have saved one student's life. >> certainly when you're on a cell phone, you have to give it 100% of your attention, especially when you're dealing with matches. as the that's the report that came into firefighters this morning. one of the room mates was talking on his cell phone, lighting a candle with a match and got distracted and walked out and may have flicked that match thinking it was safe, but may have landed on a couch and caught fire. we're talking about the apartment there on the third floor. we have some cell phone video of how quickly that fire grew at 11:30 last night on east william street near san jose university. this quickly grew into a two-alarm fire. the roommate tried to put the fire out and his roommate

apparently sleeping inside. so, he couldn't get it out, he ran outside and woke up the neighbors and at the same time called his roommate on a cell phone to get that sleeping roommate up and out. he did answer the phone, jumped out of bed and ran through the flames to escape. >> three minutes after i stepped out he just ran outside of the burning fire. i saw little flames on his back. i hope he's all right. >> crews did go into that unit checking because the initial reports were that four people may have been inside. turns out it was just two. they did make it out. so everyone very rattled by this whole thing. they heard screaming and yelling and took about an hour to knock this fire down. one apartment a total loss and two others suffered water damage. the red cross, we are told, 11 displaced people and most of them appear to be san jose state students. that person who was injured suffered second degree burns.

reporting live in san jose, christie smith, "today in the bay." so, speaking of the san jose fire department a new report shows the department might not be getting to the calls fast enough. last year the department set a goal of making it to all emergencies in a certain amount of time and do that 80% of the time. the report reveals the department fell short and only made it on time 70% of the time. now, a spokesperson says the department will make changes. >> at the same time on getting to the rigs, getting out to the calls, putting in systems where we're changing lights, you know, when the apparatus lights are on and they're changing the lights to green in our direction so that we can get through the intersections quicker. >> in february, santa clara county fined the department for failing to meet response times for 911 calls. an 84-year-old man faces attempted murder charges for reportedly opening fire on the peninsula.

police arrested the 84-year-old at his home last night for allegedly firing off inside the medical center on southgate avenue. police were called out to the center yesterday afternoon after a doctor reported seeing a gunman and hearing a loud bang. the entire building was evacuated. officers say they found bullet fragments in the hallways, but they didn't find the gunman. they're not saying what eventually led them to the suspected gunman's house. repothey will try to save t ice rink facility. the ice center has been closed if years, but used to be where kristi yamaguchi and debbie thomas practiced before they received their olympic medals. the owner wants to tear it down and replace it with retail stores. >> history made there. >> indeed. time to check with in meteorologist christina loren. she has a look at that forecast. this is an interesting one. just the way it changes over the next several days.

>> there's a little something for everybody. big-time warm up as of next week but not before we get more april showers and that comes in as we head through tomorrow morning. those microclimates making a big difference. for today you'll cloud up, for instance, in the north bay by around 10:00 a.m. and then we'll have to wait until 1:00 p.m. to see the mostly cloudy sky here in the south bay and wait for tomorrow morning for any sort of showers, as well, so, enjoy the 70s for ftoday. temperatures drop off as we head into the weekend and then they soar next week. so, we're talking about 70 degrees for the peninsula and 71 degrees in the south bay and nice, comfortable day shaping up here. widespread showers on and off just about all day long and clear you out by tomorrow evening and as we get into the weekend, sun and clouds cool conditions, cooler than average but a little bit warmer on sunday. if you're trying to make outdoor plans and okay to do so, it's thursday after all. sunday looking a touch warmer and see more sunshine, as well. next week, we're talking about

odorless type of mist, often flavored because they're sold in different flavors. different than the type of smoke and ash and by-products you get from a cigarette. for that reason, the industry says they're much safer alternative. but the fda wants to know for sure. they're proposing that these companies have to register with the food and drug administration, which would require them to produce a list of ingredients and how these things are made. the fda would then be able to issue warning labels if necessary or tests to see whether or not they think the devices are safe. it would not initially regulate advertising or internet sales. speaking of sales, we're talking about a $2 billion industry here. it's something that has been around since the '60s although more popular in the last decade. there are questions about whether with so many flavors out there, hundreds of them, the industry is marketing to kids and whether that sort of a gateway to get into other types of tobacco products. it's a big issue that the fda wants to deal with now with it just being a proposal announced
