we start with a story, a deadly shooting involving americans in the afghan capital. nbc foreign koempbt richard engel is joining us. >> good morning. this is a terrible attack. the surprised many people. this hospital has been operating in kabul a long time. a doctor is working seven years ago an american was there. he was greeting guest, other american, three other americans. as soon as these guests arrived, they entered the hospital grounds, then a hospital guard who had been assign bid the police, he had been assigned there just three weeks ago, turns his guns on the americans. he kills the doctor, he kills two of the guests, a father and son and he injuries another of the guests, a him who. then this police officer turned the gun on himself. he fired, shot himself in the chin. he survived that shooting. then the shooter and the woman who was injured were both taken pence the same hospital, where

he carried out the attack and are both are said to be in stable condition. >> there has been an increase on security forces, westerners, americans, civilians over the last several months. often the taliban will claim responsibility. from what i'm seeing, no such claims at this moment. >> no such claims yet. there was hasn't attack that happened a few weeks ago at the election, an american journalist an photographer were shot. the photographer was killed. >> thank you very much. we appreciate it. >> a big story there. thank you, richard. meantime, it is day two of president obama's trip to asia. he is attending a dinner at the imperial palace overnight. it included tough talks on the crisis in ukraine. nbc's chief correspondent chuck todd is traveling with the president. chuck, good morning. >> reporter: well, good morning. it's been a day filled with pageantry and diplomacy here with president obama in japan. it's happening, they're rolling

out the red carpet for mr. obama, including that steak dinner, asia is in the crisis if you crane. during his first full day in japan the president was filled with tough talks. on behalf of japan in support of their territorial disputes. he took on russia, vladmir putin would not abide by the geneva agreement and further punishment of russia is necessary. >> we have been preparing for the prospects we will have to engage if further sanctions. those are keyed up. there is a matter of days. they're in the loop. >> reporter: here the president is relying on one of his most famous supporters, ambassador caroline kennedy. nbc news sat down with the first time diplomat and she surprised by many by accepting the job. why this? >> i think this is such an important country and such an important region and i couldn't think of a more interesting place to serve. >> reporter: how much did you know before coming here, how much do you know? >> i knew a lot before i came. i still know not a lot.

there is a lot to learn. it's a complicated language. i hope i can be integrated into the culture. >> reporter: she angered some japanese with an attack of dolphin hunting. >> reporter: do you have regrets on that tweets? >> no, absolutely not. it's policy. >> reporter: you feel comfortable speaking your mind? >> i hope i'm an effective ambassador. sometimes that's behind the scenes and sometimes that's speaking out. >> reporter: kennedy considered running for the u.s. senate in 2009, says politics is not in her future. >> reporter: would you ever consider running after this experience? >> well, first of all, i wouldn't consider running in japan, no, i doubt i would ever run in the united states. >> reporter: i also asked caroline kennedy, whether she was ready to support hillary clinton in 2016 for president, given she did not do that in 28 and instead mr. obama. while she was hesitant to get involved in the campaign, ambassador kennedy says she was looking forward to hillary

clinton running and thought she would make a great candidate. >> chuck todd in japan, thank you. we are learning why a high ranking navy captain from the blue angels flight team was released of duty last week, jim miklazewski is at the pentagon. what do you want to tell us about this? >> the blue angels are supposed to be the top gun, a navy investigation is looking into allegations that one of its former commanders encouraged a boys will be boys culture of sexually explicit and rude behavior, putting a black mark on the blue angels. captain gregory mcohrter is a top gun graduate of the navy, who commanded the blue angels for two years. he is now being investigated for allowing lewd speech, inappropriate comments and sexually explicit humor among the blue angels. there are allegations that pornographic pictures were shared at the office and on the

internet t. five appeared to move swiftly after a former member of the blue aven gels filed a complaint last month with a navy inspector general, claiming the elite fleet of pilots with a hotbed of 68thing harass. and discrimination t. case is the latest involving a u.s. military commander investigated for sexual harassment and comes at a time when critics have accused the mill ter of not doing enough to address sex crimes and harassment targeting women. while serious, the oelgs allegations do not include any chargess of a sexual assault. the captain, in the meantime, has been relieved of his duties if coronado, california, pending the investigation. the blue angels air show in the meantime will continue on schedule. natalie, matt. >> all right. thanks so much. meantime the father of the california teenager who stowed away in the we'll well of a flight in hawaii is speaking out for the first time.

nbc is in santa clara with the latest. joe, good morning. >> reporter: good morning, natalie. some have called it a miracle the boy survived a five-hour flight in the wheel well of a jet. he has not returned home here. for the first time, we are hearing from his father, who is thmpgful his son survived. can you talk about your son? until now the family has said nothing about the 15-year-old boy who hitched a 2,000 plane ride to hawaii. in an interview with voice of america, the boy's father says he learned his son was in hawaii when officials there called him. >> they told me that they were holding his son there on this plane and explained what happened. >> reporter: the father says he was as surprised as anyone when he heard about his son's harrowing flight pence the wheel well. obviously, a cab driver

originally from somalia, described his son as a small person with academic troubles. since we came here, he had learning challenges in school. i think he had a lot of education problems bothering him. another possible factor in the sudden dangerous departure the boy missed his family in africa. he was always talking about going back to africa, where his grandparents still live. we want to go back, but due to the current living conditions, we can't go back. the even to was home sick. >> it seemed like he didn't want to be here. >> reporter: none could have guessed the extreme measures he'd take to get out. the father said officials told him once doctors finish examineing and treating his sons, he can return home. no word yet on when that might be. matt, natalie. >> all right, thank you. there are some new developments in that tragic disaster, the ferry disaster, we have been following that now.

office of the maritime safety agency today and for those 16 and 17-year-olds who didn't take the vacation, didn't take the ferry, it was back to school today, but so many empty classrooms and so many missing friends. it's very tough for them. cameron. >> it's still so hard to believe. thank you very much. five people have been charged in a massive identity theft ring that defrauded the u.s. treasury of more than $10 million. officials say the suspect filed at least 2400 fake tax returns seeking $21 million in fraudulent refunds. before the scam was discovered the irs had to pay out nearly $10 million of the refund the suspects allegedly spent some of the money and sent some to nigeria. a frightening moment in china, an 85-year-old man is run over by a cement truck t. man, yes, was attempting to cross, is that unbelievable? he was trying to cross several

lanes of traffic the truck plowed right over him, ket going. a high school student saw what happened and rushed over to help, several other passersby helped carry that man off the street. he suffered serious leg injuries. listen to this, though, police say the driver may not be charged because he simply didn't see the man. and fool you once, shame on you, fool me twice, shame on me, for the second time this is so crazy, in less than two weeks, new york yankee's pitcher michael pineda was caught using a sticky substance pine tar, it helps pitch es get a better grip on the ball and it is against the rules. he can see the pine tar, and he checked it out for himself, he ejected the pitcher in the game, earlier, you might recall pineda was seen with what was believed to be pine tar on his hand, only

bush is testing the presidential waters, he told a private fundraising bunp wednesday, quote, i am thinking about running for president. jeb, the son of one president and younger brother of another then jokingly asked, would you call and tell my mom? that was a direct reference to what barbara bush told matt last year. >> there's other people out there that are very qualified. we've had enough bushes. >> can a candidate run with a hopeful optimistic message? in my case, can one do it joyfully? >> reporter: bush showed in in nevada for the primary, meeting with a las vegas billionaire and gop donor, although conservative, bush is often at odds with his party's base. he endorsed the obama's common core education curriculum and he is passionate about the human side of immigration reform. >> yes, they broke the law, but it's not a felony. it's kind of, it's an act of love. it's an act of commitment to your family.

a dress codes? we are talking about the moms and dads, npc's kerry sanders is in ft. lauderdale, good morning to you. >> reporter: good morning the schools here in broward county is getting under way, some of the parents are dropping their kids off, once they get on campus, that i have a whole set of rules, including a dress code. but now some school officials in south florida as you noted are asking whether, perhaps the parents should also live by a new set of rules? the school board is thinking about dress codes. what do you think about dress codes? >> i love dress codes. >> reporter: what about dress codes for parents? dress codes for kids at school, sure, but for parents? >> did you tell the parents that? to pick their kids up? >> reporter: not so much. it started in broward county, florida, when a school board member got sick of schools parents looking sloppy. >> i want to heighten our

awareness and have us taken to a whole other level. >> reporter: some of the biggest offenses, parents in jeans, low cut top, short shorts, women in hair curlers, even parents wearing pajamas. >> i don't like to see the women's butt cheeks hanging out and the men's boxers hanging out of the shorts. >> reporter: all of this prompted for us to call for a dress code for parents. >> we got to make it a definite. what we do makes a major impact on our children. >> reporter: on youtube, the idea of a dress code for parents got some people hot under the collar. >> you have a blank blank, what about the respect for the parents? >> reporter: still, word spread to monita palm beach county, where school board members met with parents on wednesday. >> overwhelmingly, i have not had anybody say something to me that they were against this. >> reporter: the issue didn't wear well with the school board. >> i want to make sure every school has invited the parents. whatever they're wearing, that

7:30 now on a thursday morning, april 24th, 2014. that's what we want to see. beautiful sunrise in ft. myers, florida. hope it's nice for your waking up as well. we're back here in new york taking a look at some of the headlines. these three americans were killed overnight at a hospital in kabul, afghanistan. a guard who was on duty suddenly pulled out a gun and started shooting. two other people were wounded in the same attack. president obama spoke out about the crisis in ukraine overnight during a news conference in tokyo. he accused russia of failing to follow an agreement aimed to ease tension and said new

morning. prince charles and camilla are in scotland right now. they issued a statement saying she is devastated. her brother was one of those who could move effortlessly among british and american royalty. he was friends with the kennedys and for example the queen's granddaughter was at that very party in that new york prior to his unexpected death. he was camilla's fun loving younger brother. while you may not have heard on him on new york and london's party scene he was renowned. a dashing young man in the 1970s romantically linked to caroline kennedy, friends with the super models of that era. but it was in india he found his life's passion, elephants, campaigning through the rest of his life to protect them. he hosted an auction at sotheby's tuesday raising nearly $2 million for his elephant charity. while celebrating at new york's fashionable rose bar he went out for a cigarette at 3:00 a.m., slipped, and sustained a fatal head injury. he died at manhattan's bellevue

hospital. william and kate in us an trail said they were saddened by the news. he was fiercely protective of his sister camilla and never spoke of her relationship with prince charles. >> he was deeply loyal to her. she always went to him with her problems. i think what really helped was that prince charles also valued his opinions. >> reporter: in a statement they said the duchess and prince of wales and all her family members are utterly devastated by the sudden and tragic loss. he was a tireless campaigner and conservationist. this morning the photographer bruce weber described him as an amazing guy. he was like the premier rebel bad boy of england, he said, who just happened to love elephants and beautiful women. and everyone in turn loved him. he was something of a playboy and a gossip but he never gossiped about his sister even during those very, very difficult years, those diana years where camilla was effectively the other woman he

janet shamlian is there. good morning. >> reporter: he is calling himself the grandfather of today's games and downplaying expectations of how well he'll do. that is a tough sell for michael phelps. after all, this is a guy who has 18 gold medals. it's been almost two years since he famously hung up his goggles after london, but as of today, phelps is officially back. testing the waters. retired swimmer michael phelps, the most decorated olympian ever, 22 medals is as of today now unretired i just miss being back in the water. >> reporter: phelps said he was finished two years ago after a spectacular finish in london. >> michael phelps is going to win gold! >> reporter: but like basketball's michael jordan and football's brett favre, swimming superstar has decided to lay it on the line and go for the hollywood style ending, a return to greatness. >> michael has never been, is not now, never was, never will be afraid to fail. he's like, let's bring it on

we're back with e-cigarettes which are booming in popularity. the fda says it is taking the first steps toward regulating. tom costello is in washington with the details. hi, tom. >> reporter: hi, matt. good morning. a lot of people think e-cigarettes provide a much healthier alternative for people trying to quit smoking tobacco, but the fda says it simply doesn't know enough about these cigarettes to know if that's true. now it's proposing the first regulations for e cigarettes. it's the latest fad for anyone looking to get a nicotine fix. those are battery powered water vapors not tobacco smoke kband with a massive celebrity marketing blitz. >> i love being single but here is what i don't love, a kiss that tastes like an ashtray. >> reporter: e-cigarette sales have caught fire. $2 billion last year and growing, all of it without government oversight. but now the fda's proposed regulations would put e-cigarettes in the same class as tobacco, prohibiting sales to

anyone under 18, requiring clear health warning labels and no vending machine sales. >> at the present time the fda does not have the authority to regulate e-cigarettes, and some characterized it frequently as the wild, wild west. certainly, we feel that at the present time it is, let the buyer beware. >> reporter: health experts are especially concerned that 2 million middle and high school kids have already tried e-cigarettes, including joshua short, who switched from smoking tobacco. >> it's a nice feeling compared to a cigarette, because a cigarette when you're smoking it you feel dirty. >> reporter: e-cigarette makers insist they don't market to young people and claim this is an attractive option to smokers looking to quit. >> smokers historically have looked for alternatives, whether it is smokeless tobacco, cigars, or patches or gum and electronic cigarettes, you know, really satisfied many of the four points of addiction. >> reporter: the question for the fda, what health risks, if any, e-cigarettes actually pose. it could take months, maybe even

a year for these initial rules to take effect. importantly, they do not ban flavored e-cigarettes, which many believe only are meant to attract young people. they do not ban online sales or tv commercials, but the fda again says it still has a lot to learn about e-cigarettes. back to you. >> tom costello, thank you very much. dr. nancy snyderman is nbc's chief medical editor. good morning you to. >> matt. >> just proposals. they're not implementing them now but clearly they want e-cigarettes in the same category or class as tobacco products. do you think it is the right course of action? >> it's ironic the fda protects this overseas, something where we know used as directed cigarettes clearly kill us. the problem is the e-cigarette is really is the wild west as was said. over 250 manufacturers. when you buy one, you can't know if it has a -- the real question is the vapor. there are chemicals that help

make the vapor. the safety issue of those ingredients -- >> are you looking at e-cigarettes as something that can help you kick the habit of a real cigarette addiction or are you looking at them as more of a gateway product that might actually introduce young people to tobacco products? >> i have heard from so many people since we did this last segment saying, look. if it hadn't been. >> so have i. >> we've been inundated. a lot of people said i got off cigarettes since i had this. how is it different from the gum, my patch, everything else? those products are regulated. i think there is a valid question about getting off cigarettes with the carcinogens. nicotine is addicting. you can argue so is caffeine. it's the carcinogens in tobacco that kill you, and that's why cigarettes are such a problem. >> real quickly, by their own admission the fda says we don't know a lot about this product. >> they've never studied it.

this is a globalization of medicine. >> we'll look at some of the herbal remedies. rules for use? if you're using prescription drugs do you have to check with a doctor first? >> one of the biggest complications is they do affect pharmaceuticals. these things are powerful. you need to talk to someone knowledgeable in this area. not all doctors are. >> cinnamon. i say good on apple sauce. you say every diabetic should be using this. >> diabetics and prediabetics. one in three people can hear our voice right now are in that category. cinnamon helps the liver deal with insulin better. it is very natural and straight forward. it was in the bible. this stuff is effective. >> mint. >> wonderful for bellies. moms know that. it helps gastric secretions, helps intestines relax a bit. you can take it in a tea form. it is easy to do every day. another major benefit of herbs you don't have to take a pill. >> do you need massive quantities to have a real effect? >> not with mint. however, talking about rosemary and sage which are both valuable for the brain, you do need higher doses than normally in an

now back to new york. >> all right, willard. thank you very much. now to our special series, one day, one deed. in honor of national volunteer month. today our contributing correspondent jenna bush hagar is hereway compelling story about one volunteer. good morning. >> good morning. that's right, matt. when he walked into her life 20 years ago at big brothers big sisters here in new york he had no effect he would have changing the course of one life forever. >> i grew up actually not having a clue who my father was. i was still trying to find my place in life so my mom decided to sign me up with big brothers and big sisters. that's when i was fortunate enough to meet jeff. >> reporter: he was 12 when he met jeff, the big brother little brother teaming was a good match. they've been close for nearly 20 years, but the relationship evolved slowly. >> a lot of trust i think he needed to see. >> reporter: it took some time just to really form a

relationship. >> yes. that is a very common thing for kids who, you know, get an adult plopped down in front of them and say hi. here is your mentor. >> i've always seen the bigger picture. i'm here. i need you to show me a way to get out of this situation. i need to find a way. i'm willing to do whatever it takes. the first couple of years, we were probably following the normal script of the program. as i started to turn a teenager, he kind of stepped up and took a huge role, because i did have some troubles in high school. then also he sat down and had guy talks with me. >> reporter: once your relationship evolved he talked to you about his dreams. >> one of the things we worked on and talked about was him dreaming big. >> he set me on a path, found out i really love cooking, and actually helped me find the school that i went to. >> does it make you so proud? >> i am very proud. i am prouder of him. >> i do definitely think if i didn't meet jeff things might have been very bad for my.

>> reporter: he said he could have gone down one of two paths. he could have gone down a much darker path. >> i definitely wonder whether i was going to get a call one day saying he was in the wrong place at the wrong time. >> i very well could have ended up in prison, on the streets. more than anything, him giving me an opportunity to escape that might be the biggest gift of all. >> i never in a million years thought that 20 years later he would have graduated from high school, graduated from college, gotten married, had a baby, a wonderful career. >> he is more than just a brother. he is a father to me. >> reporter: valerie stark is the social worker who 18 years ago selected jeff to be lindell's big brother. valerie made this all happen. >> it's all valerie. >> well thank you. >> reporter: you played this role of something that maybe you didn't know you were going to play. you know, maybe you just wanted to volunteer but instead you filled this void.

try and move this forward. we've got our red flag warning from delaware up into parts of albany, new york, hartford, and southern maine looking at the possibility for any fire that developed to spread very quickly. it's dry, windy, and those are perfect conditions to spread fires. that is something we'll watch out for today. on the flip side we have heavy rain. minneapolis right now moving into parts of western wisconsin and even into northwestern missouri, an area where we'll focus today just for the possibility of some stronger storms as this area of low pressure gets its act together and starts moving eastward. you can see by friday, tomorrow morning we are looking at some of those showers to weaken a little bit. today there is the possibility of showers all the way from the upper midwest right down into texas and into parts of louisiana but our slight risk of strong storms will be right in this area in red from st. louis right over into jackson, mississippi. the biggest threat, damaging wind gusts, and some hail. any tornadoes would 9:10.

center for holistic and integrative medicine. good morning to you both. >> good morning. >> first, before we get to the theories, where do they all come from and how do they take on a life of their own? >> i think a couple reasons. number one, in the age of social media and the internet it is so easy to disseminate any theory you may have and you'll find some people that will promote it and spread the word. also, there has been a real erosion in the doctor-patient relationship and the trust there. unfortunately these days doctors don't have as much time to talk to their patients and answer their questions so people are seeking answers elsewhere. >> i would add to that for a second. patients are super frustrated and really think they don't have options. >> right. >> and that lack of options sends them to the internet, sends them on discussion blogs to find answers on their own. >> let's dig into some of these. let's start with this one that's been out there for a long time since ever got a cell phone basically and it says cell phones can lead to cancer. >> right. we hear this a lot. there have been some studies looking at this issue and basically they have not shown a health risk yet.

i say yet because cell phones are relatively new. when we were in college we didn't really have these and people are using them more than ever. so what i take away is no we don't have evidence right now that it's dangerous, which is a good thing, but for children especially whose brains are rapidly developing, they have rapid cell turnover, they're much more susceptible to radiation damage. i certainly recommend for children but even for adults limit your use. be prudent about it. try not to keep it near your head often. if it is starting to get warm you know that is a sign you're using it too much. >> and there are studies under way currently involving children as well so perhaps we'll know more as the years go on. we should say the ctia, wireless association provided this statement saying the peer reviewed scientific evidence has overwhelmingly indicated that wireless devices within the limits established by the fcc do not pose a public health risk or cause any adverse health effects. anything else you think we should be thinking of especially when children are involved? >> i think the bottom line, cell phones and the radio energy or

radio frequency waves, we really don't know the long-term consequences just like the effect of electronics on a child's developing brain. so i think the safest bet is to keep those away from children. minimize their use. and really just those should be used for emergencies. even as adults we shouldn't be on them quite as much as we are. we are using them much more than ever before. that is also concerning. >> let's move on. the next theory, that the fda is actually working with the pharmaceutical industry, pushing more prescription medication. true or false? >> well, i think that, i don't think it's true, but it is true that it is very expensive to get a drug passed by the fda. it requires a lot of extremely expensive clinical research, which the natural medicine world really doesn't have those kinds of resources. yes, we definitely see more prescription drugs getting through the fda than natural remedies. we have to remember the fda is one of those thankless jobs. okay if they don't pass enough medications for us, we say they're dragging their feet or not doing what they -- if they do push things through, then we have safety concerns, we blame

them for not keeping us safe. ultimately their first priority is to keep us safe and when it comes to a lot of the natural remedies we don't have the large scale research we need to prove they're safe and effective. >> and to speak from my perspective as an integrate if doctor and seeing over 5,000 patients, i know my patients are frustrated. they want the information and to know what their options and they don't want the side effects profile and want things that will work with the body rather than against the body. do we blame the fda? i'm not so sure. we really want the research there so we can justify using some of these remedies i know work because i've seen them work over and over. the fda issued a statement using the best possible sigh nesn evaluating new drugs for approval before they can be sold not only prevents products with potentially fraudulent or unproven claims from reaching the american public but provides doctors and patients the information they need to use medicine wisely. our next one is very controversial. we hear a lot about it in the media. that is vaccines cause autism.

there is a definitive study a few years ago that said this is not the case. >> right. >> yet that theory is still out there and pretty pervasive. >> this is probably the most troubling for me because the fact that people believe in this theory, they don't vaccinate their kids, and we are seeing a resurgence of diseases like measles, mumn pleaps, whooping which can be deadly. so it is very clear research has disproven this theory but i understand why it has come about. we are seeing a real increase in the diagnosis of autism. the thing is when autism is diagnosed around 18 or 24 months is when kids are getting those vaccines. this is more of a coincidence if there's been no proof autism is caused by vaccines. there are probably some environmental factors. unfortunately we don't know what those are yet. but there is also a genetic component. >> i have to weigh in on this one. again, seeing my patients over and over again autism is core. when you talk to people in the country it is an inflammatory

bowel disease, a gut disease. what is happening is there a tipping point for each patient. that story is very unique. some of it is genetic. some of it is food. some is other factors we don't really know. vaccines may play a role for those kids. that's the part that is very confusing for all of us as physicians and parents and everyone to really decide what the right thing is to do. >> to be clear, it hasn't been proven that it's an inflammatory bowel disease. that is a theory. i think we all want to see more research on what is causing autism. however, right now there is no proof that vaccines are playing a role. >> we should read the statement of the american academy of pediatrics on this. they say additional research is supported to investigate genetic and environmental factors that may affect the developing brain. while it is likely there are many environmental factors that influence the development of autism vaccines are not the cause of autism. this has been proven through many careful and repeated studies.

love. cats show love in predictable ways, nose to nose contact. the cat i love you is this thing where cats will blink at you, to show you i'm vulnerable to you, i'm comfortable. and you can blink right back at them. and they'll do a little blinking and it is like our little way in with them. just a slow blink. >> so you say you do something called play therapy. is that what we're doing here? >> we're doing play therapy right now. >> i don't know about the cats but i'm having fun. >> these cats are 3 months old, maybe 4 months old. this is a primetime for them to learn how to hunt. they're natural born hunters. >> they're hunting. >> prey therapy. that's what it is about. we teach them to be confident little hunters and they will be confident big cats, you know? >> some people, they have a cat in their home and want another cat so they don't feel alone. you introduce a second cat and all hell breaks loose. >> it is a bad thing?
