nbc bay area political analyst larry gerston joins us. we have three democrats, one republican, what gives? >> you begin to wonder what is going on here. in the case of a mudesho republican, he was assessed the $40,000 fine. why? for laundering that amount of muchy through two republican committees in his brother's 2008 state assembly campaign. that's all. according to the report, the money was laundered as a means of bypassing the campaign contribution limits. combined with the three democrats who have been suspended, suddenly, it appears california legislature is kind of a cesspool, it leaves a lot to be desired. >> right, so the question is, california, is this a new nation corruption capital? other states have that dubious distinction. >> you begin to wonder, what is going on here? i did some digging to see how do we rank here. there's a group called the center for public integrity.
7:47 am
a squeaky clean nonprofit that ranks states for their ability, the extebt to which they are scandal free. the center considered 14 categories that consider the integrity and grade each state. the categories are the big ones, include public access to information, government accountability of the branches, lobbying disclosures and the rules for ethics re-enforcement. you have good rules for deciding who's minding the store collectly and who isn't. >> i see we have a grade of b. what does that mean? >> it's not bad. according to the center, the public integrity, a mouthful, california is the fourth cleanest or fourth scandal free, best scandal free state in the union. take a look at the cleanest states. new jersey? >> wait, with chris christie? >> that blows your mind. overall, his toquically, to the present day, new jersey is
7:48 am
number one, yeah. a b-plus. connecticut, number two. washington state, number three. and here we are, california, number four. let's look at the other guys, the sleaziest states, georgia comes in 50th. 49th is south dakota. 48th, wyoming. 47th, a surprise for me, virginia. let's not get too excited here because even though new jersey is the cleanest state, as we noted, it gets a b-plus grade. meanwhile, seven states including four that we cited a moment ago, get f grades. another 18 gets d grades, so half are getting ds or fs. clearly, what we see is the states, you know, they have a lot to worry about. california may not be as bad as others, but you know, it's not a good thing. >> you want to be the best of the worst? >> yeah. >> really the question. what's the lesson here? do we as voters, do we fight for more transparency, more sunshine? what do we do? >> everywhere, no doubt about it.
7:49 am
it's nothing -- it shows we have a long way to go in terms of government integrity everywhere. we look to washington, a scandal here, a scandal there, look at the states and you have to admit, if california is one of the best, you can only shake your head about what's going on elsewhere. yes, we have a lot to learn. not just in washington, but across the country when it comes to ethics. we have a long way to go. >> maybe we should post that survey on our website, nbcbayarea.com. it would be interesting for folks to see. >> we still have more ahead on today in the bay, including tapping into the benefits of recycled water. that's as the state deals with the drought emergency, of course. we'll show you the milestone marked by one california plant. and the view right now in san jose still shows sunshine, but other parts of the bay area waking up to drizzle and light rain. a full look at the sunday forecast when we come right back.
