this is "today in the bay." well, good morning, everyone. thank you for joining us i'm scott mcgrew. >> i'm laura garcia-cannon. the situation in ukraine is growing this morning especially along the eastern portion of the country. peggy bunker joins us in-studio with more on this developing story. good morning, peggy. >> good morning, laura. a country torn apart at the seams. other steadfastly to remain an independent ukraine. now, the conflict remains centered in eastern ukraine with another helicopter was shot down, the third attack in less than a week. four ukrainian soldiers have been killed in battles with pro-russian separatists. the separatists lost 30 of their soldiers yesterday. 2,000 people stormed an office

as the country continues to divide over this conflict spreading south into the city of odess, a. did bring together the russian foreign minister as european leaders come together to address the situation there. speaking after his arrival the british foreign minister russia's strategy was to disrupt or prevent elections in ukraine later this month. take a listen to what he had to say. >> russia is cleary intent on disrupting or preventing those elections. i believe that is the strategy of russia at the moment. i think strong support among the nations here and ukraine being able to have an election. >> those elections are really critical. scheduled, of course, for may 25th and very hotly anticipated. ever since the ousting of the president and overthrown by protesters back in february. many ukrainians are holding on to this election like it's a lifeline. their future depends on it.

back to you. >> certainly one to watch, thank you, peggy. investigators looking into how long it took emergency crews to get to a plane that crashed an at air show in front of thousands of spectators at travis air force base. witnesses say it took more than two minutes before someone with a fire extinguisher got on scene. by then the aircraft was covered in flames. meanwhile, people in half moon bay are remembering the 77-year-old pilot who died in that crash. the mayor says eddy andreini was a friend of the community. friends say he was a very good pilot who practiced his stunt flying maneuvers countless times. the ntsb is still trying to figure out what caused that plane to crash. the teenage stow away back in the bay area, but not back at his santa clara home. the 15-year-old is in the custody of santa clara child protective services. san jose police want to question

him to see exactly how he scaled the fence at sjc and then hid in the wheel well of a plane bound for hawaii. he survived the below freezing temperatures on the five-hour flight last month. well, it has happened again. someone is leaving poison out for dogs in san francisco. "today in the bay" christie smith joins us. it appears whoever it is back again. >> good morning to you, scott. neighbors are upset about this and trying to get the word out through social media and stuffing notes in each other's mail boxes. someone appears to be trying to poison dogs, again. this time with meatballs. and then she said this is not the first time. in february, tainted meatballs were found in the bushes in the twin peeks area. a dog hate them but got to the vet in time to recover. now, in july a doxen died after

eating poisoned meatballs. they were found in the diamond heights area and also twin peaks. no animals injured this time but san francisco police did respond to the reservoir and collected the meatballs for testing. they are investigating a possible link here and there is a $5,000 reward for information leading to an arrest. but so far no one has been arrested and no suspect information given out. reporting live in san francisco, christie smith, "today in the bay." >> thank you. it is 5:04. pleasanton city council will consider declaring a stage three drought which would mean mandatory restrictions for residents. have to cut back by 25%. right now the city has voluntary cutbacks. the city will announce it will turn off all of its water play areas this summer in hopes of conserving water. dublin will only open two of its three splash parks and only when

it gets hotter than 90 degrees. livermore will remain open but for shorter periods of time every day. speaking of water and temperatures let's check in with meteorologist christina loren. >> goodmorning, it is tuesday. help you get up and get your day started on a good note. breezy to windy over the past few days and at this point some of our leimbs, tree limbs and branches have been battered and watch out for debris on the highway, especially this morning. 54 degrees to kick off the day in oakland and here is your wind. we're not even in the strongest part of the day just yet. that will occur between 12:00 and 4:00 p.m. you still have time to get any loose objects. this is what you can expect as you head throughout the day today. breezy to start you out in the south bay and meanwhile that wind is whipping through our higher elevations and at the immediate coast. but, really want to help you plan that day. this is what you can expect for your tuesday. nice, cool start and grab that

jacket and little patchy fog out there and that wind is really doing its job to clear everything out of here. we'll see a sustained breeze at 15 to 20 miles per hour and gusting to 45 miles per hour and once that sun starts to set this evening, temperatures nice and comfortable and on the cool side and 8:03 and the wind will start to relax. a big-time warm up coming up in my next report. right now let's say good morning to mike inouye. >> traffic moves smoothly and we'll show you the map and the sensors show you you're at speed and the posey tube overnight closure because of overnight maintenance you have to make sure that is watered tight. that will reopen any second now and also looking at afterward. post-work traffic where the a's are playing the mariners tonight at 0.co. plan on the slowing right past that area. a smooth drive for the rest of the bay and at speed for the

south bay freeways and same thing for the peninsula. in the north bay, looking at a build for the commute coming southbound and west 37 no slowing out of vallejo and looking over here where a crash is reported and we see slowing westbound 80 approaching the junction and the crash i'm hearing about now over on the shoulder is just off the junction for south 680. no major concern for those speeds and i'll track that fairfield slowing, as well, just to let you know. over towards our view of the san mateo bridge from the peninsula. shaking a bit there. watch the high rise here for the san mateo bridge. chp says hold on tight across the bay bridge and benicia bridge. that's generally speaking, guys. back to you. >> both hands on that wheel, thanks a lot, mike. 5:07. happening today, silicon valley is united to help local mom profit. >> called silicon valley gives 24 online fund-raiser benefiting more than 700 nonprofits in

santa clara and san mateo county. you can see the website here already because it only started like five hours ago. it's already made $2 million. it goes all day long. "today in the bay" bob redell live at the whole foods and volunteers keeping that fund-raiser running. good morning, bob. >> good morning, scott and lauren. what they're going to be doing is come to whole foods many here in the south bay participating you show up here and give you information how you can donate or go online and just google silicon valley gives. you can see they already raised just over $2 million. and what makes this fund-raising effort different than let's say other ones. it's 24 hours long and it takes all those nonprofits. we're talking about well over 600 from san mateo and santa clara county and put them together and go on and pick which nonprofit you want to donate to and corporations like

microsoft that will be doing matching gifts. with the help of the nonprofit helps people in the community, whether it's a food bank or, like you mentioned, more than, several hundred of them. so, anyway, it's five hours into it right now. we'll talk to the president of the silicon valley community foundation and it's his organization that came up with this. this is a one of a kind thing. the first time they've done that to commemorate 100 years of community foundations being in existence. we'll catch up with him in a little bit. but, anyways, if you want to go on donate anywhere from $1 to however much you want to give. scott, i know you're going to be doing 10k. what we refer to as your day's wages. so, one day. anyways, but it's, again, 24-hour effort. first time they're doing it and quite unique and already quite well under way. >> i like how you can pick out what you want to do. mental health and there's ethnic groups and all kinds of interesting stuff. theater group. that's cool.

welcome back, everyone. taking a live look outside. this is from the east bay over in oakland traffic is picking up. sometimes pretty busy on a tuesday morning. mike keeping tabs on all of that for us. it's 5:13. officials in colorado dealing with a somewhat unforeseen consequence of legalizing marijuana. they are seeing a shop rise in fiery explosions caused when people try to get oil out of pot plants. the oil can be extremely high in thc, which is the intoxicating chemical in marijuana. some people use at-home laboratories to try to extract the oil, but it is dangerous. officials say since legalizing marijuana, since they started in january, there have been at least 31 explosions in the state. last year there were just 11. today, the state supreme court will take on the issue of whether large store s should hae

defibbialerators. have the potentially life-saving devices both costly and unfair. some even claim it opens the door for companies to be liable in emergencies. people who want it in stores and only costing about $1,000. they also say the devices are easy to use, like a fire extenguisher. a big change coming to panera restaurants. ordering food will be a do it yourself experience. the chain is replacing cashiers with kiosks. according to bloomberg business week. officials hope the kiosk will give the customer control over the order and improve accuracy. cashiers, however, won't lose their jobs. they'll become servers and take food to customers. a san francisco landlord is making headlines this morning over a letter sent to tenants in its building. on a neighborhood blog a building owner in the fill more reportedly told residents they must prove they make at least

$100,000 a year and have a credit score in the 700s in order to qualify to live there. the letter is generating so much buzz, city housing officials are weighing in. they say landlords cannot legally rescreen residents like that. people posting on the blog are cause ca calling the letter harassment. speaking of san francisco, a new app is hoping to make the task of parking in the city less daunting. the city is the only one in the u.s. testing a parking app called monkey parking. let people who are looking for parking bid on another spot that the user plans to leave. developers are still experimenting with how much people are willing to pay, but they are expecting the spots to go anywhere from $5 to about 20 bucks. monkey parking also being tested in rome. the company is based in italy. >> that's pretty interesting because when you need a parking spot, there never seems to be

one. would you pay for it? >> that's the question. now, free parking becomes something that somebody can afford. >> good timing, too. good karma. what about the karma when it comes to parking, too. let's check in with mete meteorologist christina loren. she joins us on set with a look at the forecast. >> it's tuesday, good-looking day shaping up. right off the bat, breezy to windy for today, but thanks for waking up with us on a tuesday. it's also a traffic tuesday. we're checking in with mike every 10 to 15 minutes. but we usually do see a higher than usual volume on a tuesday. it's kind of a funny pattern. we're checking in with him all morning long and we don't want you to have any unnecessary interruptions on your morning drive. this wind will likely play a factor if you drive a high-profile vehicle, as well. it's tuesday and temperatures this morning pretty comfortable. little on the chilly side. whenever we hit the low 50s, definitely one of those mornings

where you probably want to sleep in. as we head throughout the next couple days, our mornings are going to remain nice and cool and then we have nice, sunny finishes each and every afternoon. so, here's where we're headed as we get into today. the two systems compete and we're right, smack in the middle and a tight pressure gradient. that wind will increase as we head throughout the day today. not even in the windiest time frame just yet. this is what we are expecting as you head through your afternoon. you get the 30 to 40-mile-per-hour wind gusts. as we head throughout the day today, 12:00 to 5:00 p.m. and that's the time frame we're watching for you. the wind will start to drop off overnight and we'll talk about that coming up. check your drive, traffic tuesday and here's mike inouye. >> natern is, you know, i think more folks come in the week and tuesday is the day and we see that here, as well.

that's when we hit the roadways. looking at a nice, easy drive and nothing unpredictable for this time on a tuesday. 5:17 with an easy flow of traffic. let's zoom in to your slowest spots. this is the leading edge of the slow down right now for 580 westbound coming into livermore and by slow down i mean down to 60 or a little bit below and the only real slowing out of the altamont pass and coming in towards the livermore area. by the time you reach, you're back up at speed. watch that volume start to really build, though. we see a little slowing and a really, really late day and typical flow over there. a smooth drive coming off the walnut creek interchange. 680 through concord and coming off the benicia bridge and a warning from the chp and head towards the bay bridge, reported with gusty conditions at least by some officers across that span and no problems reported there and nice, easy drive reported towards the maze.

give you a live look outside for the folkess across the span and from time to time emeryville camera and we have the dwuss and i've seen them over the last half hour. crystal clear view that is great stuff in to and out of the city and from the peninsula and 101 through the area past willow and into san mateo and bay shore and 280 and north bay everything according to plan, so far. i love it when a plan comes together, back to you. a major win for walmart this morning. for that and the rest of the news before the bell, let's turn to courtney reagan. she's live at cnbc world headquarters. good morning. >> hi, good morning to you, as well. following a better than expected report on the nation's services sector. the dow avoiding a three-day losing streak. look for data today on the trade deficit and earnings from disney. the dow which had been down 136 points. the nasdaq rising 14 to 4138.

for the first time in a decade, data shows walmart internet sales are growing faster than amazon, the rate that is. amazon total sales still six times bigger than the next ten competitors combined. boost its presence online and buying up smaller companies and testing same-day delivery. back to you. >> all right, courtney, thank you very much. my big thermos of coffee away. happening now, other than just my coffee, crews are working to surround the last 10% of that deadly fire in oklahoma. look at that thick, black smoke. sweeping through that parched land since sunday. this morning the fire is 90% contained. crews were helped overnight by a drop in the wind. the fire, however, has burned 3,500 acres since it began on sunday as a controlled burn that just went awry. the fire chief has said at least ten homes burned to the ground, four more than the day before. and on sunday, one man was

killed after officials say he refused to evacuate. southern california's main connector to sin city will be closed for up to two days because of a bridge fire. it is happening 80 miles east of los angeles. a worker accidentally set the fire at a bridge that is undergoing construction. the workers blow torch reportedly caught the bridge's wooden supports on fire. more than 60 firefighters trying to put it out and battling wind gusts of up to 35 miles per hour. the pilot of a small plane made a miraculous escape after he crashed into a home in colorado. nobody home when the plane hit the back of the house, setting the house on fire. the plane was towing an advertising banner when it went down. not clear what caused it to crash. the pilot walked away with only minor injuries. today marks one year since three women managed to escape from a cleveland home after years of captivity. aba amanda berry, michelle knight and gina dejesus have grown in

many ways since they left the home of ariel castro. he ckip. theed the women separately. knight has a book due out today. the man credited with rescuing the women, charles ramsey, has also written a book. investigators looking for the man accused of robbing scotty mcquekerry at gunpoint. three men came inside and took their wallets, money and electronics from the victims. nobody hurt. about five miles from the north carolina state campus where he goes to school. on twitter, he thanked everyone for their prayers and support and the raleigh police department for their quick response. it's 5:22. may bring you bad breath but wait until we tell you the health benefits of eating garlic.

welcome back to you as we take a live look outside this morning. you see that flag blowing in the breeze. christina says it's going to be blustery. 5:24. gilroy you're going to be happy about this. a new study out this morning says a specific type of garlic may reverse or prevent heart disease. they think kyolic garlic has a positive effect on our blood. a unique form of garlic that you see sold at health food stores. dozens of patients were given the pills and after a year, build up within arteries was reduced and in some cases cholesterol and blood pressure sd. >> causes some regression. the soft, vulnerable plaque we have in our arteries went away a little bit. >> more work still need to be done to see how much garlic

christie smith joins us. the same thing happened just a couple months ago. >> good morning to you. this is not the first time and neighbors are understandably upset and, again, someone left out these tainted meatballs in this area right here and you can see this is a trail here. this is a really popular area for dog walkers to use. we're talking about raw meat. this is something dogs would just go for. some people are keeping their dogs on a very short leash to keep them safe. this time a dog walker found a few of the meatballs on a paper plate at 24th and ortegga in the sunset district and they were stuffed with what appeared to be pills. san francisco police are investigating. they took the meatballs and are testing them to find out exactly what it is and they're looking at whether this is related to other similar incidents. in february, a dog in the twin peaks neighborhood ate a susp t suspected poison meatball but got to the vet in time to recover. hundreds of meatballs laced were

found in the diamond heights and twin peaks area. a dockson died after eating one. a $5,000 reward has been offered, but so far no arrests or suspect information. neighbors say they're just trying to do their best to protect each other and get the word out using social media and stuffing notes in each other's mailboxes. reporting live in san francisco, christie smith, "today in the bay." >> thank you. 5:31. detectives in san jose is finding out what led up to the deaths of two men inside a home it happened in south san jose. the bodies were discovered late afternoon and the two men knew each other and they both died of gunshot wounds. too early to rule murder/suicide, however, police do m do not believe a gunman is on the loose. >> we've been here for 30 years in the same neighborhood and we

become neighbors. we've become family. >> neighbors say they heard popping noises the night before, but brushed it off as kids playing with fire crackers. now they think it could have actually been the shooting. we're getting our first look at the sketch of a man police say robbed an elderly couple in their sunnyvale home. they say this man broke into an elderly couple's home and robbed them at gunpoint. the victim said he demanded cash and jewelry and yanked rings right off their fingers. this robbery happened saturday afternoon, but dorothy says the man came by the house the day before. he seemed frantic and she said she could not understand him, so she shut the door. he returned the next day and robbed them. new developments this morning in the case of missing oakland baby daphne webb. the 20-month-old vanished in oakland in july of last year. her family now says her father, john webb, committed suicide friday. police initially arrested webb

for child endangerment but never faced charges in connection with her disappearance. webb told oakland police someone took the girl out of his car while he was inside a store on international boulevard. daphne's grandfather says whatever webb knew is gone. >> he didn't fix any problems. we're no closer from this standpoint on knowing where she is. >> the oakland police department did not respond to our request for an update on that. tensions in ukraine growing and the conflict there continues to claim lives. a large airport in eastern ukraine that was just shut down in order to maintain control of the region. peggy bunker joins us in the studio with new developments. peggy? >> this is a country just being torn apart at the scene. certain cities and villages wanting to join russia and other steadfastly fighting for an independent ukraine. a conflict many are holding --

another ukrainian helicopter was shut down today. the third attack in less than a week. four ukrainian soldiers and now 30 pro-russian separatists were killed yesterday. now over 2,000 people also stormed a military office and the country continues to divide over the conflict. it is now spreading south into the city of odesa. in a possible attempt to keep proseparatists the city has now been closed to arriving and departing flights. the conflict did bring together, however, the russian foreign minister and ukraine's foreign minister as they sat down at a meeting to address ukraine. the increase in conflict was russia's attempt to disrupt the upcoming ukrainian elections. >> russia is clearly intent on disrupting or preventing those elections and i believe that is the strategy of russia at the moment. strong support among the nations

here for ukraine being able to have elections. >> now, those elections in ukraine are scheduled for may 25th. they have been hotly anticipated ever since former president was pushed out in february. now, the elections are the lifeline that many ukrainians are holding on to to stabilize the country and stand up to russia. back to you. >> peggy, thank you. turning now to a microclimate forecast. let's take a live look outside from palo alto along the peninsula. it is grooing to be a windy, breezy day. you expect this across the bay area? >> oh, yeah. it's already pretty windy to breezy out there right now. the wind is going to strengthen as we progress throughout your tuesday. so, yeah, not a great change to spend a lot of day on your hair this morning. i can tell you right now, we are going to see that wind rather strong and then it drops off and we get into this beautiful stretch of weather as we head throughout wednesday into friday. so, we're going to get some days

that are right on par with average for this time of year. want to show you the two different skies over san jose versus san francisco. this morning both nice and clear, courtesy of that wind. you might find a little bit of patchy fog right at the immediate coast, but the chance is getting more and more unlikely as the chance increases as we head throughout the morning. thanks for waking up with us. if you take the little ones to school, might be one of their final weeks of school and temperatures nice and mild. as we zoom in here for you on the bay bridge, nice, clear conditions out there this morning. that's the good news, but you notice our cameras are shaking out there. so, want to talk about your futurecast and the wind we're expecting as we head throughout the day today. where you see the warmer colors, fierce wind. no one is going to be spared. the entire bay area gearing up for a wind event. everything starts to relax as we head into the overnight hours. you'll notice, though, warm days ahead on your seven-day forecast. let's check your drive, here's mike. >> 580 westbound coming in through dublin out of livermore

and volume continuing to build up and the construction crews, i showed you have cleared from overnight road work in the eastbound direction and that's great news. congrajilations on that anyway. look at the map. looking at the commute direction in through livermore and at the dublin interchange, but farther back, i've circled an incident westbound 580 at springtime, that's the first street off ramp there and that is causing some additional slowing. it sounds like everything is now off to is the shoethe shoulder. a distraction come the crowds are still backed up over there. northbound 101 shows signs of that early burst kicking in right now just north of 680 and nothing dramatic and we'll watch this pattern as it continues to build for that south bay portion and the peninsula an easy flow of traffic and looking at the bridges. dumbarton and san mateo bridge. talk about those in a second. show you a live look outside and traffic across that bay bridge and the camera is shaking and a

"today in the bay" tracie potts live on capitol hill with more. hi, tracie. >> good morning, everyone. new national assessment on climate change which some scientists still say isn't even real but the white house insists that it is. they brought together scientists. today they're bringing together meteorologists at the white house. our own alroker to address this

assessment and looking hard at climate change on weather patterns. we've seen the drought out west and we've seen the hurricanes down south and the flooding here in the northeast. all of that, they will argue, is tied to the warming of the globe. and the other argument is, what are we going to do about it. the president introduced his own action plan last summer. we'll see if he will add to that after that assessment comes out later today. laura. >> thanks so much, tracie. new details about an ocean rescue. the greek coast guard rescued 24 immigrants found floating in the water. the rescue happened in the same area where at least 22 people died in a separate incident yesterday. those 22 were on a yacht that capsized in the strait commonly used by human traffickers. carrying up to 65 immigrants when it went under. several are still missing. another sad twist out of south korea this morning. one of the divers died while searching for victims of the

ferry accident. the diver went under to look for victims but lost consciousness about five minutes after he started searching. he died later. the man was a civilian and the first fatality among divers. there are still 40 people missing in that disaster. oscar pistorius' neighbor took the stand to talk about what he heard the night of the killing. the neighbor said he heard a man cry loudly from next door and called security for help. he testified on behalf of pistorius' defense team which contend he mistook his girlfriend for an intruder and shot her. court is adjourned for the day and won't be in session tomorrow because it's selection day in south africa. the trial will resume on thursday. one of pay pal top executives is out of a job after a bizarre twitter rant in which he targeted co-workers. hired as director of strategy at pay pal just two months ago. but on saturday he started trash talking his workers online saying the company's vice president of global

and as we head throughout the rest of the week, we're going to start to see this ridge of high pressure start to take control. the reason for the wind are the two competing air masses. the area of low pressure that brought the showers in yesterday, that's racing off to the east. for us today, high pressure will start to build in, but that jet stream is right on top of us. the two systems competing create a pressure gradient. let's talk about what we're expecting as we head throughout your tuesday. we have that clock for you. at 5:00 p.m. and you can see even here in the south bay where we don't traditionally get the strong wind, 30 to 40 miles per hour sustained speeds and gusting to about 50 miles per hour from time to time. as we head through the overnight hours temperature s cool, again we'll start off nice and clear and by thursday and into friday the onshore flow returns and the warm up is on as we get into the weekend. more changes coming your way. right now let's see how your commute is doing on a traffic tuesday.

here's mike inouye. >> we have all these lanes and suddenly over the last five minutes we've seen this all start to fill in. that usually indicates the metering lights are on and turned the camera over towards the metering lights and you can see that the traffic just now in the last 30 seconds has changed and now everybody is waiting right under this. so it doesn't mean they just turned it on seconds ago. how is that for updates real time and a smoother flow on the span and you'll see separation from the folks heading up the incline. you'll see backup for the folks waiting over here on the approach to the bay bridge toll plaza. east shore freeway and the maze northbound 880 all moving very smoothly approaching the area and that tuesday commute will kick in in full force and see the backups kicking in in the next hour. north bay moves smoothly. westbound 37, that's a little slow as you are passing by the speedway, but then a nice, easy drive over towards the 101. that is my concern right here. 37 at 101 and reports of a small grass fire and not afwekting your commute and fire crew is

heading there. reports of gusty condition that could kick that grass fire up. we're tracking that in the newsroom. 101 smoothly through san rafael and in towards the golden gate bridge and in towards the city, as well. here's a look at your slowest drive right now coming out of the altamont pass. watch for the gusts, as well. a crash cleared to the shoulder as you pass by grant line road and another one over here at springtown still sound like a distraction and westbound holed up traffic a bit making things lighter towards the dublin interchange. south 680 no changes and into the south bay for 680 itself. northbound 101 you have this burst of traffic and pretty slow here. i'll show you the rest of the bay real quickly and show you the live shot first. that slow down where we have a northbound 101 really jammed up and no incidents reported in the area and move more smoothly up towards the airport and hold up for the next half hour or so. looking back to the map and the rest of the bay including the peninsula and 101 and 280 you're
