up, other states a bit further east will watch the threat for more severe weather. willie and savannah, back to you. >> gabe gutierrez, thank you so much. let's turn to al. who is under fire today? >> it's already starting up at this hour this early in the morning, folks. in fact, our friends in the texas area just south of dallas, look at this, we've got some pretty good thunderstorms that are firing up with a decent amount of lightning with it. and then as we move back to the east, you're going to see more heavy thunderstorms pushing in. so here's what's happening. it's a very slow-moving cold front. this thing is taking its own sweet time. the difference with this week as opposed to last week, we've got an abundant gulf moisture coming up, so this gulf moisture coming in, you've also got warm air coming in, and then on top of that, you've got colder air and the jet stream is going to start twisting those winds. once you get all that going on, you're going to see the risk of strong storms. we do have the risk of showers and thunderstorms from minneapolis all the way to san antonio and back into western pennsylvania, but the slight risk of severe weather extends
7:05 am
all the way from indianapolis into texas, southern texas, and there's a lot of rain with this system. we're talking upwards of 2 to 3 inches as you get down into the lower gulf. so more heavy thunderstorms. we're not looking for tornados, but straight line winds and damaging hail can do almost as much damage as an ef-0 or ef-1 tornado. >> that is a huge swath of the country we're talking about. al, thanks so much. will the secretary of veterans affairs be forced to resign? those calls are growing this morning over a startling scandal at the v.a. hospital in phoenix. nbc's kelly o'donnell is there. kelly, good morning. >> reporter: good morning, willie. coming up today in a public town hall forum with senator john mccain, veterans and their families will add their voices to the controversy over what happened at the v.a. hospital, where officials are accused of creating a secret patient list in order to falsely show shorter waiting times, and today, the fallout is spreading. the crisis is personal for sandy pert, who says she lost james,

length of waiting times for thousands of patients. retired physician sam foote worked at the phoenix v.a. >> they took on a course to try to hide the numbers, to make the numbers look better. this was done by using a secret paperless, later electronic list. >> reporter: amid the crisis, the white house said thursday the president has complete confidence in secretary shinseki. a few republican senators have called on the secretary to resign, but not house speaker john boehner. >> and i don't believe that just changing someone at the top is going to actually get to the solutions that many of us are looking for. >> reporter: secretary shinseki is a former four-star general. he will testify before congress next week. he's also called for an audit and he's already put some top officials on leave. and there is an inspector general's report already under way. willie, savannah?

>> we, the jury, in the involved entitled action find the defendant not guilty of the crime of murder, a felony upon ron goldman. >> it was a defining moment. preceded by an infamous car chase, and that glove that didn't fit. >> if it doesn't fit, you must acquit. >> but for the family of ron goldman, o.j. simpson's not guilty verdict was a devastating blow in their fight for justice. >> juror number 11, is this your verdict? juror number 12, as to count two, is this your verdict? >> simpson was later found liable for wrongful death in a civil suit and today the former football star sits in a nevada prison cell, serving time for unrelated robbery and kidnapping charges. >> and unless you've experienced what we've gone through, you can't possibly begin to even understand. >> for ron goldman's sister kim, there is little escape from the pain or room for forgiveness.
7:42 am
kim goldman has now written a book called "can't forgive: my 20-year battle with o.j. simpson." kim, good morning, we're glad you're here. >> thanks, me, too. >> so many people identify you with the grief and sadness of these murders. what 20 years later to you was the unfinished business, the thing you wanted to say and write down in a book? >> you know, this book was really more about me kind of reclaiming my voice. for so long, i was fred's daughter, ron's sister, and now my son sam's mom, and i lost myself. i was derailed from my career, from my schooling, so this book was an opportunity for me to just get some control back and find my path. i was lost on it. >> the book is very, very candid. and you open with something that's a bit of a bombshell, that you actually saw o.j. simpson once after the acquittal in a strip mall parking lot. >> i did. >> and the thought crossed your mind, tell us what you went through. >> saw him in a strip mall and this figure walked in front of my car and i knew it was him. i was 100% confident. i studied him, i watched him, i

7:44 am
i wondered if you look at that as some measure of justice, not satisfying, i'm sure, because of your brother ron, but do you think that's justice? >> it's justice for different reasons. there's a little part of me that thinks finally, he's locked away. i mean, but for me having him behind bars maintains some control in my life. i was able to breathe again that he wasn't raising havoc and i was always a little nervous that he was going to pop up. i like that he's locked up. i'm thrilled with that. >> and you wrote him a card. what did it say? >> welcome to your new digs. congratulations on your new home. >> you even wrote him a letter trying to visit him. did you really want to visit him? what was the plan? >> i needed to see him small. you know, for so long, he had taken up so much space in my life and in my head and i needed to diminish him in size and see him in shackles and see him in

>> all right, willard, thanks a lot. now to an nbc news investigation, when deadly tornados and severe storms hit like the ones we saw across the south last week, millions of homeowners count on the national weather service for warnings. but this morning, serious questions are being raised about staffing at its offices across the country. scott freed man, an investigative reporter for our dallas station kxas has more from norman, oklahoma. scott, good morning. >> reporter: guys, good morning. we've obtained a list showing just how bad the situation is. hundreds of vacant jobs at weather service offices, leaving some forecasters concerned about their ability to issue timely warnings. all of this after a hiring freeze brought on by federally mandated budget cuts. >> get in the car! >> reporter: severe storms. violent tornados. >> it's moving to the right! >> reporter: critical moments forecasters at the national weather service have to make split-second decisions, issuing warnings to take cover.
8:35 am
>> the worst could have happened if we hadn't had that lead time. >> reporter: lead time some fear may be jeopardized by budget cuts. brooke barnes knows how important weather warnings can be. >> this is something i have never seen before. >> reporter: when more than a dozen tornados struck the dallas-fort worth area in one day in 2012, warnings convinced her to take shelter with pillows and her son's bike helmet in a bathtub. they hit there and survived. as a tornado ripped the house away. so you're living proof that early warning makes a difference. >> absolutely. i fully believe in it. >> reporter: but documents obtained by nbc news from the union that represents weather service forecasters show many of their offices are shorthanded. as many as 500 vacant positions nationwide. nearly 200 front line meteorologists positions. and many of the cities affected are in the central and southern u.s., including tornado alley. >> i just really hope something really bad doesn't happen.
8:36 am
>> reporter: meteorologist dan sobian leads the union. they keep those records tracking vacant jobs. sobian says staff shortages have not caused them to miss any critical storm warnings, but he worries about fatigue as forecasters are forced to cover extra shifts. >> you can only stretch a rubber band so far before it breaks. >> reporter: the weather service insists the current staffing situation would have no impact on safety. a spokesman told us it's clear by the actual performance of our forecasters that they more than meet our mission. all else is speculation. the weather service says it's trying to hire at least 190 people right now, including 43 meteorologists they hope to have at local offices soon. meanwhile, forecasters on the front line are feeling the bite. >> we're basically staffed at the minimum levels to cover shifts. >> reporter: a concern for many that fewer people watching the skies could increase the risk on the ground. >> it makes you really nervous because having that lead time and knowing what we were looking
8:37 am
at, i think it saved us that day. >> reporter: here at the national storm prediction center where they track tornado threats across the country, forecasters tell us staff shortages are also making it harder for them to work on advances in forecasting tornados. back to you in new york. >> scott friedman, thanks a lot. we're lucky to have al roker with us. how serious is this problem? >> it is serious. i talked with the noaa administrator katherine sullivan on tuesday. she said basically this is because of sequestration. it's a backlog. they acknowledge it. but any critical positions, they have worked on filling those first. so they know it and they're trying to fill those positions. >> takes some time. >> good news for meteorologists looking for a job. you know where to send your resume. coming up next, jenna bush hager is going to share the story of a mother-daughter reunion 77 years in the make. plus, the cast of the broadway hit "mamma mia!" performs live on our plaza.

responsibility, you can make it here in america. and that starts with helping businesses create new jobs. one of the biggest factor in bringing jobs back to america has been our commitment to energy. when i took office, we set out to break our dependence on foreign oil. today america is closer to energy independence than we have been in decades. we generate more renewable energy than ever, with tens of thousands of good american jobs to show for it. we produce more natural gas than anyone, and nearly everybody's energy bill is lower because of it. so are our carbon emissions that cause climate change. we set new full standards for our cars and trucks, so that they'll go twice as far on a gallon of gas by the middle of the next decade. that saves the typical family about $8,000 at the pump. and for the first time in nearly 20 years, america produces more oil here at home than we buy from other countries.
9:52 am
so we're producing more traditional energy, but we're also becoming a leader in the energy sources of the future. we're becoming a global leader in solar, thanks in part to the investments we made in the recovery act. over the past few years, the cost of solar panels have fallen by 60%. solar installations have increased by 500%. every four minutes, another american home or business goes solar. and every panel is pounded into place by a worker whose job cannot be shipped overseas. so today, no matter where you live, or where you do business, solar is getting cheaper and easier to use than before. and with more businesses and rural cooperatives and homes choosing solar, prices keep coming down. manufacturers keep getting more innovative and more jobs are created. last year jobs in the solar
9:53 am
industry increased by 20%. but we've got more work to do. and i want to work with congress to do it. unfortunately, congress has not always been as visionary on these issues as we would like. it can be a little frustrating. but in this year of action, wherever i can go ahead and create my own opportunities for new jobs, i'm going to take it. and so far, i've taken more than 20 executive actions, from launching new hubs to attracting more high-tech manufacturing jobs to america, to make sure more americans are getting the skills they need to get the jobs that exist right now. and so today, here at walmart, i want to announce a few more steps that we're taking, that are going to be good for job growth and good for our economy, and that we don't have to wait for congress to do. they are going to be steps that generate more clean energy,
9:54 am
waste less energy overall, and leave our kids and our grandkids with a cleaner, safer planet in the process. so let me list these out. number one, we know that making buildings more energy efficient is one of the easiest, cheapest ways to create jobs, save money, and cut down on harmful pollution that causes climate change. it can save our businesses tens of billions of dollars a year on their energy bills. and they can then use that money to grow and hire more folks. it would put construction workers back to work, installing new systems and technologies. so this is what you call a win-win-win. so that's why three years ago, i announced what we called the better buildings initiative. it's an ambitious plan to improve the energy efficiency of america's commercial buildings by 20% by the year 2020. and already, we've got 190 businesses and organizations that have signed on. on average, they're on track to meet their goal, cutting energy use by 2.5%, every single year.
9:55 am
together they've already saved $300 million in energy costs. so we know it works! and that's why over the past few months, i've been picking up the phone and reaching out to more leaders to get them on board. and today they're stepping up, from cities, school districts, businesses, universities. you're seeing folks move on energy efficiency. gm is pledging to improve energy efficiency in 31 plants. university of virgin is doing the same thing in its buildings, cities like little rock, kansas city and detroit are replacing regular street lights with more efficient l.e.d.s. and at walmart, you've committed to reducing energy consumption across 850 million square feet of space. that's a lot. that's enough to cover more than half of the city of san francisco. taken together, this is going to make a difference. and it's the right thing to do
9:56 am
for the planet, but also the right thing to do for the bottom line. because when you save that money, you can pass that money back to consumers in the form of lower prices or you can use it to create more jobs. so folks in the private sector are doing their part to create jobs and reduce pollution and cut waste. i'm making sure the federal government does its part. two years ago, i ordered $2 billion in energy upgrades to federal buildings. today, i'm ordering an additional $2 billion in upgrades over the next three years. and these upgrades will create tens of thousands of construction jobs and save taxpayers billions of dollars. the department of energy is putting a new efficiency standard, set of efficiency standards in place that could save businesses billions of dollars in energy costs and cut carbon pollution and it's the equivalent of taking about $80 million cars off the road. and i want to thank our secretary of energy and
9:57 am
secretary donovan, shaun donovan of hud, who are here today, because they've shown extraordinary leadership on these issues. it's worth applauding. so, that's the first announcement. cities, schools, businesses, federal government, we're all going to pledge to waste less energy and we've got concrete strategies that we know work. second announcement is about more americans coming together to use clean energy. last month i cleaned up leaders from a whole range of industries and made the economic case for why solar is a good idea. and they listened. and today, more than 300 organizations, from home builders to affordable housing owners to companies like home depot and apple announced that they are going to expand the use of solar energy, thereby creating more jobs and cutting carbon pollution. we've got public banks, like connecticut's green bank, and private banks, like grandkioldm
9:58 am
sachs, ready to invest billions of dollars in renewable energy. the treasury department and irs are making it easier for renewable energy companies to operate and attract investment. and we're going to attract training programs at community colleges across the country that will help 50,000 workers earn the skills that solar companies are looking for right now. walmart's already got the most installed on-site solar capacity of any company in america. and now you've announced plans to double that capacity. and it's all part of your goal to buy or produce 7 billion kilowatt hours of renewable energy by 2020. something that could save a walmart $1 billion a year in energy costs. so we know that generating more clean energy, using less dirty energy, wasting less energy overall, can be good for business and consumers. and it's also good for the world that believe for our children. so, together the commitments

we're announcing today froouf that there are cost-effective ways to tackle climate change and create jobs at the same time. so often, when we hear about how we're going to deal with this really serious issue, people say, we can't afford to do it, won't be good for the economy. it will be good for the economy long-term, and if we don't, that will be bad for the economy. rising sea levels, droughts, more wildfires, more severe storms, those are bad for the economy. so we can't afford to wait. and there's no reason why we can't even go further than we are so far, by working with states and utilities and other organizations to change the way we power our economy. climate change is real. and we have to act now. you know, earlier this week, i issued -- or we issued a report that was years in the making called the national climate

assessment. hundreds of scientists, experts in businesses, not for profits, local communities, all contributed over the course of four years. what they found was u unequivocal unequivocally, climate change was not some far off problem in the future. it's happening now, it's causing hardship now, it's affecting every sector of our economy and our society. more severe floods, more violent wildfires. it's already costing cities and states and families and businesses money. here in california, you've seen the effects firsthand. you know what's happening. and increasingly, more and more americans do, including, by the way, many republicans outside of washington. so, unfortunately, inside of washington, we've still got some climate deniers who shout loud, but they're wasting everybody's time on a settled debate. climate change is a fact. and while we know the shift to clean energy won't happen overnight, we've got to make
10:01 am
some tough choices along the way. and we know that if we do, it's going to save us ultimately money and create jobs over the long-term. that's what walmart understands. and walmart's pretty good at counting its pennies. so that's why this fight is so important. that's why the sooner we work together to adapt the economy to our, to this reality of climate change, the more likely it is that we do right by our kids and leave them a more stable world. and ultimately, that's what, you know, motivates a whole lot of us. you know, as americans, we don't look backwards, we look forward. we don't fear the future, we seize it, we shape it. and when it comes to energy, we have a chance to shape that sector that is probably going to have more to do with how well our economy succeeds than just about any other.
10:02 am
we are blessed when it comes to energy, but we're much more blessed when it comes to the innovation and the dynamism and the creativity of our economy. and if we do our part right now to rebuild an economy and transition to a clean energy future, we will create new jobs, we'll reduce our dependence on foreign oil, we will leave our children with a better america and a better future. so thank you very much, everybody! god bless you! thanks to all the companies who are doing the great work and the not-for-profits. we appreciate your leadership! thank you, guys! happy mother's day, moms! >> and there you have just been listening -- you've just been listening there to the president, obviously, at walmart, discussing energy efficiency and how walmart's taking a leading role in that with cooling cases, charging stations for electric cars, focusing on walmart, because it is the world's, of course, largest retailer. didn't waste time, though, with a punch list of his recent successes, talking about lower unemployment rates, healthcare.gov, and then sort of
