7:20 am
let's talk about the forecast. you can see temperatures today near 70 degrees in san francio. we will see sunshine there once the fog burns off, if you will. there we can see in the east bay, 90 degrees, close to that in the trivalley. and a mix of upper 70s to low 80s and sunshine headed our way once we get past 11:00 in the city. south bay, really in front of it, the warmest locations from morgan hill, 89, belmont, at 80. palo alto, 82, and after low 60s in san francisco yesterday, you'll be in the low 70s. santa rosa, 85. walnut creek, 83, and again, our warmest spot, trivalley, near 90s in pleasanton, 88 in livermore. even though we do have warm conditions inland, that fog is still going to be with us through the next couple days because of a series of storm systems to our north. the first one is moving out, but the circulation around it will
7:21 am
continue to usher in the onshore wind and here comes the next system for tomorrow and tuesday, just to the north, and that's going to bring in another re-enforcing shot of fog and drizzle for tomorrow and for tuesday. in fact, some pretty impressive amounts when you're talking drizzle because, of course, that's not really rain. it's just kind of a mist, and look at the computer model. it's picking up mane a tenth of an inch in san francisco. even more than that up near point reyes. unfortunately, in the south bay, not expecting any measurable precipitation with the next go of drizzle and mist. but the last time we had any measurable precipitation, we couldn't actually put rain on here because on may 8th, we only gotust .03 inch of drizzle, but the last time we had any measurable precipitation goes back to april 25th where we had about a quarter inch. even though we're talking about drizzle and it's not a whole lot, this is really some good news. and it's really been dry across the bay area when we get excited
7:22 am
about drizzle. let's talk about the next five days. warm temps today. cooler for tomorrow and tuesday with the drizzle and fog returning. even in san francisco, after 74 today, low 60s for monday and tuesday. that will mean monday and tuesday, we're going to spend most of the day in san francisco in the 50s. jacket weather does return. hard to believe, after such a nice weekend, even today, the temperatures in the 80s in san jose. a little more chilly as we head through the upcoming work week. june gloom is officially here. >> don't get accustomed to the hot temperatures. much more ahead. coming up, pg, and e has spent a lot of money trying to improve its safety and reliability and image. but has it paid off? reality checks coming up next.

7:32 am
low 70s for today. the hottest will be the trivalley. wouldn't be surprised if places like pleasanton, livermore, danville, get close to 90 degrees. it will be hot, but we have changes around the corner. as soon as tomorrow. temperatures drop by about 10 degrees and the fog and drizzle is going to intensify. we could be talking about measurable precipitation by monday and tuesday. we'll talk more about that in a little bit. >> thank you very much, anthony. we shift now to a developing story out of san francisco with exclusive information about an fbi investigation this morning. the scene is now all clear after a raid that lasted more than 16 hours at an apartment building on russian hill. we have learned that agents removed a chemical from the building they have termed deadly if not handled correctly. you can see from the video some agents used hazmat gear in the raid that continues well past midnight. we also learned the chemical involved may have been purchased over the internet and is often used in assisted suicide

more than 100 offices and tax issues in the bay area alone. with this kind of reach, what should we be looking for to understand the outcomes? as we does every sunday, larry gerston joins us to really dig into this. larry, how do we make sense of all the races? we mentioned there's a couple. >> so much to think about. let's get beyond any particular race for a second. and let's think about the fact that there are -- and believe me, there are a lot of hot ones, but put that aside. there are three elements that we really want to think about to make sense out of this year's election results. one, voter turnout. second, the top two nominating system, which is used for the first time in statewide races, and third, the role of pension reform. that measure b in san jose passed two years ago. >> let's start with the first one, voter turnout. what are you expecting on a primary that probably isn't grabbing too many people's attention? >> low is going to be the word for the primary turnout, but there's the size of the turnout,
7:47 am
the size that tells a lot about what issues and in some cases what candidates are going to win and lose. the rule of thumb is this, the lower the turnout, the more trouble for tax proposals and candidates that's because conservative republicans tend to vote more often. regardless of the election. liberal democrats, well, a little more fuzzy. they tend to have more people of color with fewer resources and young voters. they're not as likely to come out at primary elections. the secretary of state, as we said a minute ago, predicts about a 30% turnout. you know what? it may be lower. 27%, 28%. and to the extent that turnout is higher or lower, that will affect the outcome of many races. >> 27% or 28 persh would be considered low? because that sounds like a high number to me? >> that would be below low. >> below low. okay, that's bad. next, you mentioned the top two situation dynamic in california.
7:48 am
not the first election we had that, but how will it play into the results this tuesday? >> the first -- it's not the first election. we had that in 2012 for all the other races, but this time, it includes the state-wide races as well. the top two system is used for the first time for those canddous in the races. it means, as with the congressional state legislative races that the two candidates with the most votes in each race go on to november. they could be a democrat and a republican. that's what we're used to seeing along with the minor party candidates. they could be two democrats, two republicans, two of anything. >> a crazy bonanza. we don't know what teexpect. >> exactly. so at least for now, the top two system, well, it seems to have a damaging affect on republicans in blue california. of the eight state-wide offices up for grabs, democrats look to dominate the outcomes in seven and they may even take both spots in two or three of the contests. that's going to leave
7:49 am
republicans on the outside looking in come november. >> the last thing that you mentioned was pension reform. why is that relevant to folks in the south bay and in the san jose mayoral race? >> you might even say relevant not statewide. san jose is really the epicenter for the pension reform issue. san jose has been suffering a major short' fall in police officers, ugly crime statistics, birthday t both the number and police response times. it's not good. many people blame the passage of measure b which they say overreached and caused a lot of officers to go anyplace but san jose. it the five leading candidates for mayor in san jose, four are city council members. they all supported measure b. a fifth candidate, he opposed measure b, not necessarily the pengsz reform, but he opposed measure b. let me tell you something, we'll get a good idea on the future of

this measure when we see just how the votes fall in the mayor's race. which no doubt, by the way, will require a run-out because of the inability of any candidates to get a majority on tuesday. but this will be something, the canary in the mine. >> it could be a referendum. is it possible one of the candidates could earn 51% or more of the vote? >> highly unlikely. i'll do somersaults if that happens. >> now had t has to happen. let me peg one other question. i have the official larry gerston crib sheet from the bible of larry gerston elections. you write jerry brown in the governor's race may have his hands full with neel kashkari ahead of tim donnelly. why is he an interesting figure to pay attention to? what could he mean for the race, or donnelly, for a matter, in a showdown with brown? >> it's one of the nuggets of the election. the fight for the second spot in november among it seems to be

two republicans. t tim donnelly, very conservative republican, and neel kashkari, a moderate conservative. fairly liberal on social issues. the republican party in the state has been withering, we know that, and donnelly is -- i should say his allegiance is from that sector. kashkari is trying to get out the middle, the moderates and the independents. we'll see if he has enough reach to get there. good he does, he's going to be closer to the middle and more of a problem for jerry brown. >> faces a huge financial disadvantage, but yeah, he could definitely create some attention there. thank you very much. good to have you on. still ahead on today in the bay, the online scavenger hunt for cash, headed south after it started in the bay area. we'll show you where, hint hint, coming up. and while we're seeing sunshine in the south bay, still looking at faush fog in san francisco and across the inner bay. we'll break down the sunday forecast and get you into the next work week.
7:54 am
welcome back. 7:53, the time right now. we're looking at the fog starting to burn off. in the last two hours, you can really see improvements through the inner bay. look how it falls apart. the fog dissipates and the inner bay looking at a lot of fog from san bruno into san francisco and the north bay coming through san rafael and the golden gate bridge. we are starting to clear out, as i mentioned. in palo alto, kind of a different look from what we saw just about 30 minutes ago where we're starting to see the sun come through, and really, the clearing will be a slow process in san francisco. but you'll notice in the south bay, already clear. crystal clear skies. a little bit hazy there across some of the mountains, but nonetheless, looking at sunshine and that's going to mean for a warmer day today across the south bay, after only low to mid-70s yesterday. low 80s for today.
7:55 am
and the warmest location will be off toward the try valley. that's where we're expecting temperatures close to 90 degrees. san francisco today close to 70. san jose, you'll be at 84 later on today. saratoga at 86. morgan hill at 89. paulo alto you'll top out at 82 after being in 79 yesterday. san francisco, low 60s yesterday. low 70s from hayes valley, and right near 70 in the marina district. in the north bay, 80s in santa rosa, over to walnut creek, low 80s and the warmest by far will be the trivalley. danville, 87. pleasanton, 93 degrees, and livermore, 88. those microclimates all over the place today, but because we have an area of low pressure to our north that's keeping in the onshore wind, but we have an area of high pressure just to our south, that's going to continue to pump in the warm air across our inland valleys, but the thing about this is we're going to continue to see that onshore wind be re-enforced not only for today, but for tomorrow
7:56 am
and tuesday as well. that's going to mean for foggy mornings like we're looking at this morning. however, tomorrow and tuesday, the fog will be a little more intense. we may get measurable precipitation along the coastline. in fact, the computer model is picking up on a few hundredths of inch from morgan hill to half moon bay. but look at this, point reyes could get up to a tenth of an inch, even san francisco. we haven't had a whole lot of rain this past year. we have been telling you about it all year long. the last time we had measurable precipitation was may 8th and we only had .03 inch in san francisco. before that, we had about a quarter of an inch on april 25th so we're desperately in need of shower activity. unfortunately, it's only going to come in the form of drizzle in the next few days. while today will be warm and bright, tomorrow, temperatures go down, jacket weather in san jose, and in san francisco tomorrow and tuesday, low 60s. that will mean, sam, we're climbing through the 50s tomorrow through most of the

day. again, there fog will hug the coastline, hoping for some measurable precipitation because this now is our last month before we can actually make up on the deficit for that water year, which of course, begins on july 1st. >> thanks. not sure if we'll stave off the droult with that, but we have to see. >> the hidden cash craze that started in the bay area is moving to southern california. you can see people at the beach, and they are crawling on all fours, using their hands to claw through the sand or tools. the anonymous donor tweeted clues about the location yesterday. just before noon. and within minutes, the area was jam packed. >> i thought it was a rock. i thought, you can't be too sure. so i dug down a little bit. found a bird. it's pretty cool. >> i came all the way from riverside. i'm checking to see if there's anything else. >> i think it was something different and fun to do with them in the morning. >> people will do the darnedest things when you promise them free money. the hidden cash craze has now

next on "meet the press," the nightmare is over for america's last prisoner of the afghanistan war. bowe bergdahl, he's a free man after nearly five years in taliban captivity. but despite the obvious good news, there are concerns over the fact he was released in exchange for five taliban prisoners from the prison at guantanamo bay. has a dangerous precedent been set? i'll ask defense secretary chuck hagel who joins me exclusively from afghanistan. and following his exclusive interview with brian williams, edward snowden has been called a traitor and a coward by secretary of state john kerry, but after hearing him speak, does the american public agre
