unveil plans for a major overhaul of air quality stop dards across the country. under the plan, existing power plants will need to slash carbon emissions by as much as 30% by 2030. the regulation hopes to prevent a staggering 430 million tons of carbon dioxide from being released into the air. if the new rules do pass legal and legislative hurdles, it will be the toughest course of action undertaken yet by the administration to combat climate change. but it is already facing growing opposition with house speaker john boehner saying it will raise costs and cause job losses. after being held five years in captivity by the taliban, army sergeant bowe bergdahl is now in american hands. the 28-year-old is getting medical care at a facility in land landstuhl, germany. in exchange, five detainees who used to be high ranking members of the former taliban government have been released from

guantanamo bay. for more on the p.o.w. release, and the criticism it is drawing in congress, let's go to nbc's ayman mohyeldin in landstuhl, germany. good morning, ayman. >> reporter: good morning. sergeant bowe bergdahl remains here at landstuhl regional medical center where he continues to undergo valuations by medical health officials. during the next several days and weeks there will be a lot of questions surrounding this prisoner swap that took place, that released sergeant bergdahl in exchange for five taliban officers. now the question and the concerns of military officials here have to focus on his health. there are all kinds of questions as to whether or not he's mentally, physically, psychologically capable of being reintegrated into society. they say that is going to take as long as it needs to make sure he does that in a smooth process. they're also going to be questions about his physical stamina as he begins to reorient himself to his surroundings, to people, to friends and ultimately to his family back in the u.s. and as we're talking earlier, there are going to be

controversial questions, exactly how did he disappear back in 2009? and also there are going to be some questions as to whether or not he was able to gather any information that could be of any value to the u.s. military during his time in captivity in afghanistan and perhaps even inside pakistan. but the major concern for the time being has to focus on his health and that's what military health officials here are doing at this time. back to you, dara. >> thank you, ayman. investigators are trying to determine why a private plane crashed during a routine takeoff in massachusetts. investigators say the gulf stream jet ran about 2,000 feet off the end of the runway at hanscom field and hit an antenna and plunged into a gully before bursting into flames. saturday's accident killed seven people, including 72-year-old louis katz, the owner of the philadelphia inquirer. katz also once owned the new jersey nets and devils. he made his fortune in the yes network. katz had invited his friend

at the sudden passing of the 88-year-old emmy award winning comedian. brady bunch co-star florence henderson tweeting i'm so shocked and saddened to learn my dear friend and colleague ann b. davis died today. i spoke with her a few months ago and she was doing great. pro golfer phil mickelson is the subject of an insider trading investigation. the three times master winner claims he did absolutely nothing wrong regarding several well timed stock trades of the brand clorox. they're investigating whether mickelson and his friend las vegas gamler billy walters traded based on nonpublic information provided by billionaire investor carl icahn. charges had yet to be levied against mickelson. he now continues on to memphis and that is the last stop before the start of the u.s. open next week. it was quite a show on the sun. images just released by nasa show a huge solar eruption a few weeks ago. according to nasa, it is 7 1/2

earths tall. it can exceed 1 million miles per hour. it was picked up by the nasa satellite iris that observes the sun. it is first time such an eruption was captured by that satellite. and we go from the sun eruption to, hey what's going on? i cannot fathom five times earth's, you know -- >> that size, yeah. like the size of jupiter, you can't relate to it, or what is happening on it. let's talk about what is happening here in the west. the heat really was on. we'll turn it up a degree or two. it was 106 in phoenix. that was a lot hotter than your friends in vegas or albuquerque or even san diego or l.a. by far one of the warmest spots in the country. the deserts are very much living up to their reputation. we have moved into our summer months, june, july and august and the heat is on. even overnight lows have only cooled off there, 79 to 81. excessive heat warning is off for the bottom third of arizona,

including the phoenix area and tucson. it will feel like 110 to 112 as we go throughout the afternoon hours today. telling people, don't stay outside for long extended periods of time. this is going to be a hot week. this is early. usually our first 110 degree day in phoenix isn't until about the third week of june. so the heat is building a little sooner than it normally should. least on average. rest of the west is looking just fine, by the way. not hot at all. typical average spring. that's your national forecast. >> looks like this weather pattern in the west is here to remain, at least the next five days. >> well, it's june. we should be getting some heat, right? >> some areas. >> june, summer, bring it on. >> it is. >> so close.

in the west, we talk dry. it is the beginning of our dry season. we don't expect a lot of rain. we're not going to see any. what is interesting is rarely will we see chances of rain even in the pacific northwest over the next five days. bearly any drips in the bucket out west. all the stormy weather will be in the central plains where they have a lot of problems with severe storms over the next week. but for the west, it is going to be actually relatively seasonably temperaturewise in the northwest, california about average to a little bit above average in areas of the desert southwest. well above average there in southern arizona today. even into tuesday, not a lot changes. we're not looking at anything too dramatic besides the very impressive heat in the phoenix tucson area. >> that being said, it is a good time to move to an air conditioned movie theater. >> yes, crank it up. >> crank it up. for our entertainment news today, maleficent reigned the weekend box office with $70 million. the most money for an angelina jolie movie. dropping to second place, x men

leading the news in usa today, fbi hunting san francisco man with explosives. the fbi says bombs were found in the apartment of 42-year-old ryan kelly chamberlain ii. he's considered armed and dangerous. from nbc 6 south florida, possible shark bite at intracoastal in ft. lauderdale. a 22-year-old woman was bit while inner tubing with a friend on sunday. she said she felt something on her leg and a fin hit her face before discovering a large bite mark. some other stories that we are keeping an eye on. a woman in sudan sentenced for death for converting to christianity is expected to be released. no official announcement from the sudanese government yet, but officials say they expect one soon. the 27-year-old was sentenced to 100 lashes and execution after
