correspondent. richard, good morning. >> reporter: good morning, savannah. u.s. military officials i have spoken to are delighted bergdahl was recovered but frankly, there is a lot of anger too. five years ago bergdahl wandered off of his base in eastern afghanistan, he was alone, he was unarmed, had a compass. he was reportedly disillusioned with the conduct of the war. it didn't take long before he was captured by militants who held him all these years. now he is here recovering on his way home. sergeant bowe bergdahl is being examined by american doctors at the land stool medical school in germany as the fire storm grows back in the u.s. >> he has been held for five years, and that's five years of very difficult living, and we don't know yet all the specifics and details. >> reporter: in idaho sunday, bergdahl's family members said

they had not yet spoken to their son. >> i'm so looking forward to seeing your face after these last 5 1/2 years. long, long years. >> reporter: the obama administration is standing by the decision to release five taliban leaders in a prisoner exchange. >> sergeant bergdahl is a prisoner of war. that's a normal process in getting your prisoners back. >> on sunday the >> reporter: on sunday, the reclusive taliban leader declared it a great victory. officials acknowledged the five prisoners were among the most dangerous captured after the 9/11 attacks. pentagon classified all as high risk likely threat to the united states and likely continued detention. >> these are the hardest of the hardcore. these are the highest high risk people. >> reporter: counterterrorism experts describe them as quote,

gray beards, and unlikely to go back to fighting. they will remain under government control in qatar for a year. susan rice said a key reason for the president to act now and without congressional support was bowe bergdahl's health at risk. >> given the acute health state and the constitutional responsibilities, it was determined necessary and appropriate not to adhere to the 30-day notification requirement. >> reporter: military officials tell us u.s. intelligence knew with a fairly high degree of certainty where bergdahl was being held in pakistan for at least part of the time. u.s. special forces considered repeatedly launching a rescue operation, but ultimately determined it was too risky, too high of a chance that the hostage would be killed. savannah, matt? >> all right, richard engel, thank you very much. >> let us bring in white house press secretary jay carney. jay, good morning to you.

>> good morning, matt. >> what was the acute urgency of bowe bergdahl's condition? that's what susan rice just said. what was the acute urgency of his health? >> well, matt, as you know, he was held for five years. and in those circumstances, not easy circumstances, his health had been deteriorating. i can't get into all the information that we had, but we know that his situation was worsening, and that made it all the more urgent to secure his release. in a situation like this, you have a prisoner of war, a uniformed military person who was detained and held, and it was absolutely the right thing to do because the united states does not leave our men and women behind in armed conflict. >> obviously you know there are a lot of people who feel differently. they're very concerned about the five guys who were released in exchange for sergeant bergdahl. i'm looking at the resume of these guys right now, jay, in classified documents released by wikileaks. these are guys who are

considered at very high risk to launch attacks against the u.s., if they were freed. so has the administration now, though, endangered the lives of all americans for the safety of one american? >> no, matt. the secretary of defense, chuck hagel, and the national security team, made a determination that because of the mitigation that we can engage in with a third country, qatar, that we believe that this is not a security threat to the united states and that there's sufficient mitigation to be comfortable with the transfer of those detainees to qatar. >> you talk about the talks were held with officials in qatar, however you knew the release would be on the part of the taliban. is this semantics, jay? are we calling it a prisoner swap when, in fact, it is negotiating with terrorists? >> we've made clear for years, matt, that we would aggressively engage in an effort to recover sergeant bergdahl. that's what we do when our men

and women are held as prisoners of war. and you know that direct talks with the taliban broke down in 2012, and they have not resumed. but we've made every effort we could in order to secure his release and we're extremely gratified that after five years he's now safe and beginning the process of reintegration into the united states. >> yeah, but the terrorists are celebrating this, jay. and in some ways, they now know there is a going rate, that one american in captivity can win the release of five terrorists being held by the united states. do you worry that that sets a very dangerous precedent? >> well, i'd caution anyone against buying the propaganda of terrorists, first of all. secondly, it is absolutely a situation with a long history and precedent where we engage in exchange of prisoners during armed conflict. sergeant bergdahl was a soldier in our military, and he was being held by the enemy, and that's a situation where you do

everything you can to secure his release, and that's what we did. >> changing subjects, kind of, i guess, jay, here. we're sitting here talking and you are talking about another controversial topic as you have over the last several years, supporting and in some cases defending the president of the united states. you announced just at the end of last week that you're leaving your post in the coming weeks. are you going to miss all this fun? >> you know, i am, matt. this has been the most incredible experience. i feel so fortunate to have landed here in the white house, having covered the white house as a reporter, as you know, for "time" magazine. first i worked for the vice president for two years, and then president obama asked me to be his press secretary almost three and a half years ago, and every day has been thrilling and an honor and a privilege. and people say that's the hardest job having to get up there and take questions and respond at the podium. it's the best job i could have ever had and i'm so grateful to the president and the vice president for the opportunity. >> i know a lot of members of the media will miss you, jay. good luck to you and thanks for joining us this morning.

>> thank you, sir. meantime, since the announcement of sergeant bergdahl's release, it has been nonstop smiles and tears and joy in his hometown of hailey, idaho. nbc's janet shamlian is there this morning. janet, good morning. >> reporter: savannah, good morning. the questions about how sergeant bergdahl was released seem very far away here in hailey. this is a community that has rallied around and supported his family from day one, and this morning they are planning a joyous homecoming. >> woohoo! i'm hooting and hollering. >> reporter: they're on a high here in hailey. everyone in this town of 8,000 seems to know the bergdahl family and joy is overflowing. >> bob and jani bergdahl. >> reporter: the bergdahls haven't talked to their son directly yet, but they know it will be a long road yet. even speaking english after nearly five years might be a challenge for bowe. his father who immersed himself in the taliban culture during bowe's captivity, spoke to his son in the afghan language of

pashtu. >> can you speak english still? >> reporter: and his mother urged him to take things slowly. >> and give yourself all of the time you need to recover and decompress. >> reporter: reuters reporter david roe knows what it's like to be held by the taliban. he was a prisoner for seven months before he escaped. >> he's been isolated for a very long time, but i do think he'll recover and live a full and wonderful life. >> reporter: friends and neighbors in hailey are ready to help. already planning a huge party for bowe's return. >> we need bowe back here. because he is part of our community. >> reporter: but bob and jani bergdahl know it will take time. >> in many ways, it's just beginning for jani and i and our family. there's a long process here. >> reporter: still, to a mother who will soon be getting her son back, all that seems secondary. >> you are free. freedom is yours. i will see you soon, my beloved son. i love you, bowe. >> reporter: but no word on how soon.

after germany, bergdahl is said to be headed to brook army medical center in san antonio. people here are just hoping that he will be back for the celebration at the end of the month. savannah and matt. >> all right, janet shamlian in bowe bergdahl's hometown. it is a busy news morning. there's a manhunt under way following a chilling discovery out in san francisco. fbi agents uncovering powerful explosives in a man's apartment there. nbc's justice correspondent pete williams has the latest on this. pete, what can you tell us? >> reporter: matt, good morning. the search is on after police and federal agents found these explosives in the man's apartment and now authorities say he's missing. they're eager to find him to figure out what he may have been up to. the fbi is asking for help in finding a 42-year-old public relations specialist, ryan kelly chamberlain ii. he's wanted for possessing explosives at his apartment in san francisco. fbi agents along with local police, fire crews and a hazardous materials team searched his apartment over the weekend. officials say they also found

other hazardous chemicals. the fbi says chamberlain was last seen south of san francisco on sunday driving a white 2008 nissan altima like this one with either california or texas license plates. he was wearing a dark blue hooded sweatshirt and blue jeans. >> if you have any sort of sightings or if you know him, please just let us know so we can help apprehend him, and again, bring him in so people are safe. >> reporter: chamberlain has described himself as a media junkie with a background in san francisco politics and as a public relations and social media expert. >> the only thing menacing about ryan is the fact that he starts each day being 6'3". >> to have the explosives and all that, it's just totally mind boggling. >> reporter: officials emphasize this morning that they have so far found no indication that he planned any kind of attack. nothing to indicate what he intended to do with the materials he had been gathering. they want to find him to get those questions answered. back to you all.

>> all right, pete williams, thanks. when's the last time we used media consultant and armed and dangerous. >> it's not something you see every day, thankfully. natalie's got some surprising news out of spain this morning. >> that's right. tied to the royal family. spain's king juan carlos plans to abdicate after almost four decades on the throne. his son prince felipe will take over as spain's next king. the country's prime minister made the announcement today. 76-year-old king juan carlos oversaw spain's transition from dictatorship to democracy. in recent years, he has suffered from repeated health problems and his popularity has dipped after royal scandals. family and friends are mourning the loss of philanthropist and billionaire lewis katz this morning. katz was one of seven people killed when a private jet crashed during takeoff from an airfield near boston on saturday. the 72-year-old katz just won a bitter battle to control "the philadelphia inquirer" newspaper, but his legacy of charity to organizations and schools extends way beyond his latest acquisition. katz was also the former owner

of the new jersey nets and new jersey devils. the environmental protection agency unveils today a sweeping proposal to limit carbon dioxide emissions from power plants. as part of the obama administration's climate change agenda, the goal is to cut emissions 30% by 2030 with a rule expected to be final next year. the administration hopes the step will get other countries to act when negotiations on a new international treaty resume next year. a 14-year-old boy leads police on a wild chase through a city park while children were playing. this happened in syracuse, new york. take a look. you can see the suspect speeding across the grass in a stolen car. parents yelled at their kids to get out of the way. police backed off due to safety concerns. and the chase ended when an off duty officer slammed his pickup into the car. the teen is now facing a list of charges. and the most impressive shot of the soccer game in england didn't come from the playing

field, but from the stands. take a look at a fan launched a paper airplane from the very top of wembley stadium in london and fans cheered as it flew all the way, all over the field. it stayed in the air for what seemed like an eternity, finally coming to a stop when it hit a peru defender. clearly just one of the dangers of playing soccer. not! england went on to beat peru 3-0. >> it was a header. >> that's what i was going for. >> take out peru. >> natalie, thank you. how's the weather looking? >> bad stuff up in the upper midwest there. >> that's right. we've got some flood watches. this isn't even the worst of it. tomorrow is going to be worse. we're looking at thunderstorms firing up. we have flood watches right now up through the northern parts of minnesota on into north dakota where we're expecting to see more of those thunderstorms, cities like duluth, superior under flood watches. rainfall amounts from half an inch to over an inch of rain.

latest on this. keir, good morning. >> reporter: savannah, good morning. police have been at this site behind me since dawn. so far, what we've seen is them unpacking equipment. but as a parent, can you imagine seeing detectives searching an area like this for your missing daughter, and doing it seven years after she disappeared? searching for madeleine mccann seven years later. detectives sealed off a field amid reports they may be looking for her body. a happy, outgoing 3-year-old girl. loving and mischievous, full of energy. her parents kate and gerry have waited years without answers, campaigning around the world, even meeting the pope. at one point, they were arrested. now people here are braced for more news. >> because we were here that year, we've got an interest in it and we would like it to be resolved. >> i think hope is probably long gone.

trading investigation. >> i have done absolutely nothing wrong. and that's why i've been fully cooperating with the fbi agents, and i'm happy to do so in the future. >> mickelson's lawyer told "the wall street journal," phil is not the target of any investigation, period. at issue, according to cnbc, is whether or not mickelson, business mogul carl icahn, and vegas gambler and golf course owner william walters exchanged private information about icahn's planned 2011 takeover bid for clorox, a bid which when later announced drove up shares of the company's stock. >> there's no indication that phil mickelson is a target here. it certainly sounds as if he's being asked questions and is at least trying to answer them. >> icahn acknowledged knowing walters and released a statement saying, while i have obviously heard of phil mickelson, i have never spoken to him or met him. i am very proud of my 50-year unblemished record and i have never given out inside information.

dangerous these bouncers can be. all it took was a gust of wind to send these children tumbling. this morning, we have it all covered for you, from the dramatic moments caught on tape to the simple tips that could save your kids. mayhem in colorado saturday. this bouncy house in the wind, literally. >> there's not a kid in there, is there? >> reporter: yes, there is. two young kids trapped inside, a boy and a girl. cell phone girl capturing it all as parents panicked. >> all of a sudden, it picks up and there's a girl going down the slide. she flies out about eight feet in the air. >> as the wind picked up, it would tumble and just -- like a bag in the wind. >> reporter: winds were gusting near 30 miles per hour. the bouncy house traveled nearly 300 feet. the 10-year-old boy was rushed to the hospital. doctors say he'll be okay. the young girl was treated at the scene. >> it was pretty horrific and scary and you just kind of freeze in the moment and you're

good morning, everyone. 7:56. i'm scott mcgrew. a nationwide manhunt under way for a bay area man. federal agents say 42-year-old ryan chamberlain of san francisco is armed and dangerous. police and hazmat crews swarmed his russian hill apartment taking out more than a dozen bags of evidence, though it is not this morning entirely clear what he will be charged with. chamberlain described as a 6'3" man, 225 pounds last seen driving a white 2008 nissan altima with california or possibly texas plates. the fbi does say he is a dangerous man. makeup ap tests will begin this morning. at amador. 400 students had a week to cram for makeup tests. the testing service invalidated their scores because of what they called seating irregularities. makeup testing takes place throughout the week. let's check our weather with

much you wanted to help the afghan people. and what you were willing to do to go to that length. i'll say it again, i am so proud of how far you were willing to go to help the afghan people. and i think you have succeeded. >> bob grew out his beard in solidarity with his son until he was released. u.s. military officials acknowledged the five prisoners swapped for bergdahl were considered the most dangerous captured after the attacks of september 11th. the pentagon classified all five as high risk to the united states and recommended them for continued detention. some counterterrorism experts describe them, though, as gray beards unlikely to go back to active fighting, although there's no way to know that at this point. early this morn, matt talked to white house press secretary jay carney about the controversial exchange. >> the terrorists are celebrating this, jay, and in some ways, they now know there is a going rate that one

american in captivity can win the release of five terrorists being held by the united states. do you worry that that sets a very dangerous precedent? >> well, i'd caution anyone against buying the propaganda of terrorists, first of all. secondly, it is absolutely a situation with a long history and precedent where we engage in exchange of prisoners during an armed conflict. sergeant bergdahl was a soldier in our military and he was being held by the enemy, and that's a situation where you do everything you can to secure his release and that's what we did. >> on sunday, the reclusive taliban leader mullah omar declared the trade a great victory for the taliban. speaking on "meet the press," chuck hagel did not respond directly to questions on whether or not he believed bergdahl was trying to desert the army or why he was struggling to speak english. there has been some talk, including members of bergdahl's own platoon saying hold on on the story. we're glad he's home safely, but

we'll learn down the line about how exactly he left his group in afghanistan. >> which is when his father in afghanistan said the length that you would go to to help people of afghanistan. reports have been that's a code, trying to explain what his son was doing, and that we'll see more explanation from him. but those two lines that he deliberately repeated. it's believed setting the stage to explain why his son left his post that night. >> yeah. a lot of speculation right now. we'll learn more details as they fill in, but for now, we're glad he's home with his family. >> the people of idaho, they've covered this story. they've said many times they felt it was forgotten. they continued to have ribbons tied around trees within that state. i'm going to talk with a worker, he was boss at a coffee shop who says he was the greatest guy. and they see it very differently than a lot of people who are focused on the national conversation of what our policy is. in idaho, their policy was to bring back their hometown boy. it's interesting the contrast there. >> absolutely. it's to be continued on this

story for sure. we're just beginning to see, it's just developing now. another story. i can't believe this has happened again. but it has. a bounce house on the run, in the air. terrifying. two children were injured on saturday when this bounce house went flying through the air at a colorado park. a 10-year-old boy was rushed to the hospital. doctors say he'll be okay. a young girl was treated at the scene there. so the winds, al, since you're the expert on this, gusting nearly 30 miles per hour. >> which is too high. should have come down at like 20. >> the bounce house traveled a distance of nearly 300 feet. now, airbound, that's the company responsible for saturday's bounce house, tells nbc -- they say, listen to this, that that house was properly secured. they call it a freak accident. they say the wind came out of nowhere and that the house was properly staked with a staffer tending to it. that's what they said. as you recall, a similar incident just last month in upstate new york. two kids seriously hurt when

high winds september their bounce house airborne. another child received minor injuries. one of those kids, a 5-year-old little boy, was still in the hospital. so the warning was to make sure it's properly secure. now you have a company saying it was, and it was staked down and they had someone watching. >> to the best of their knowledge it was properly staked. >> and these are big kids. a 10-year-old that was inside the bounce house, once again. >> we had one of those years ago and the kids were much smaller, and we had not quite the same experience, but it was getting windy. and i realized, i couldn't stake it down properly. i thought, you know what? this isn't working. we got rid of it. >> and that was in littleton, colorado. so an open field like that in the park, there's nothing to block those wind gusts. so it's just coming in. >> what is the wind rule? >> 15 to 20. >> if you can see trees moving, the tops of trees move, get them out. >> that's a good tip to have. if you see the trees moving. >> we have those bounce houses on our block, we do a block party every year, and it's

always tied on to the truck. and that seems to hold it down. but still, now i think we're going to think twice about the bounce house this year. >> those pictures are terrifying. you see the parents running across the field hoping somehow they'll catch it. >> i mean, look at that. there is just no way. >> and look at the parents coming from everywhere. that's terrifying. >> kids being tossed the whole way down. unbelievable. looks like they're going to be okay. here is a story of inspiration i think you're going to love. if you're looking for a little inspiration this morning. this shows you that age is just a number. yesterday morning, a 91-year-old harriet thompson finished the san diego marathon in seven hours, seven minutes, 42 seconds, setting a new u.s. single age group record. that's for the 90 plus age group. thompson said she wasn't able to train as much as she liked, since she recently just finished treatment for carcinoma, radiation for her carcinoma on her leg.

taking a look at the headlines, all eyes are on san francisco today as apple kicks off its annual worldwide developers conference. apple is expected to announce it is getting into smart home devices, which could allow your iphone to control your lights and your security system. the company may also announce a health app that could eventually connect to a smart watch that apple is expected to unveil later this year. science is one step closer to developing a breath test to detect lung cancer. a device developed at the university of colorado cancer center examines organic compounds found in exhaled breath. scientists say the device can distinguish patients with copd from those who have lung cancer. it could offer a noninvasive way to screen for lung cancer and find out how patients are responding to treatments. experts say it's very early in the process and further studies are needed. if you're looking to get in shape for the summer, now may be the best time to join a gym. new memberships hit a low from june through august, so there

good monday morning to you. it's 9:26. this morning extra police officers are on happened at lafayette elementary school in oakland after a 9-year-old girl was attacked with a hammer last week. the mother of another student who is a volunteer on campus lured that girl into a bathroom during recess. she then hit the girl with a hammer. it may be related to an ongoing family feud. the 9-year-old girl was taken to the hospital. she will be okay. muni is scrambling to patch together service after workers followed through with a sickout call this morning. the cable car system is not running. instead, buses are being used for those routes. the agency said it's only running a third of its early morning service. it's over a dispute over contract talks.

children age s 1 to 4. nearly 400 pool and spa drownings involving children under the age of 15 take place each year in the united states. in a recent parenting blog gone viral, a mother detailed her son's near death experience that resulted in what she says was a diagnosis of secondary drowning, a much less common type of drowning that for some can be fatal. but not everyone gets second chances. in fact, this cdc reports that about ten people drown every day in the united states. kathy and blake collinsworth still feel the loss of their 2-year-old son joshua. >> he was perfect. in every way. >> i was sitting on the pool steps with josh. and he, you know, exceptionally cute that day. i said i haven't been clicking enough pictures lately. i said to kathy, i'm going to go get the camera, i'll be right back. >> it's when i looked out the back door and i saw him in the pool and i just remember screaming out his name. >> i just said, he's breathing

but he's not here, here. >> we were able to take him off all the tubes so we could hold him and he died about 45 minutes aft afterwards. but he was able to give life to other kids. so we were really proud of that. really, through our family and our friends and our faith had been able to continue on, and grow out of this and really take something that was so tragic and hopefully bring something triumphant. >> and we are joined now by blake and kathy collinsworth, who started the joshua collinsworth memorial in honor of their son. and dr. julie capiola, pediatrician at langone medical center. thank you so much for being here. i know it's not easy to share your story. i know that's difficult to watch as a parent. my heart goes out to you.

how are you feeling six years on now after the death of joshua? how are you coping? >> well, every day -- this is the anniversary, it was yesterday. so he actually passed away on the 4th. but the drowning was on the 1st. so every day, we miss him desperately. >> blake, what do you hope people take away from this? what good do you want to come out of the death of your young son? >> well, you've heard the statistics. i didn't know the statistics were that drastic until after we started researching the problem. and we felt like we had to get involved and try to create more awareness, get more people involved, get children in the swimming pool as early as possible and educate kids as early as possible that water is fun, we all have to have it to survive, to drink, to bathe, but it can also be deadly and we want people to be aware of that fact. >> and you've done an amazing job of that. doctor, part of your role is educating people as well. there's something called secondary drowning, as willie

mentioned in his piece, that's gotten a lot of attention. you're crying. this is emotional. we want to teach people so that it doesn't happen. secondary drowning, what is it? >> so, it's actually a term we're trying to get away from in the medical literature just because it's so confusing. there are so many terms that talk about drowning, near drowning, dry, wet, secondary, primary. the bottom line is there's drowning and that's an i vent of breathing impairment after a submersion in water. and then there's nonfatal drowning, which is when there's been an event in water, and the child's fine, at least for a time afterward. most of the time, this is very obvious. a child is sputtering for air, coughing, gagging, they may even require some cpr. and then they're transferred immediately to the emergency room. >> if a child is choking, though, what do you do? >> so if there's difficulty

breathing but the child is breathing on his or her own, you allow them to do that. you put them in a position of comfort, raise them up, and allow them to cough and clear the water. if the child is unconscious, we need to move on to cpr, which i'm going to go through. >> the thing that strikes me is how quickly it can happen. i mean, you were responsible parents. we all like to think we're responsible parents. you turn your back for a second, though, and tragedy really can strike. >> it's really crazy that in less than a half an inch of water and in less than 30 seconds, we can lose a child to a drowning and that's something that we need to have more education on, how quickly children get away from us, and if they can learn the boundaries of being safe around water, we can actually have them being beside the pool instead of being in the pool. >> holding their hand in the parking lot. tell them to look both ways before crossing the street. don't touch the stove. it's hot. and we need to start talking to children about water safety. >> doctor, you're going to show

us -- we're going to step over here. show us what to do in the event a child is choking, and we need to, as you said in those critical seconds do something. what do we do? >> so first, we're going to see if the child is responsive. are you okay? are you okay? in an infant, you'd flick feet to get them crying. if they don't, you have to get someone to call 911 right away. so designate someone in particular. this is very important. to activate ems. then we look, listen, and feel for breathing. less than ten seconds, guys. and then if there's no breathing, we go straight into chest compressions. and this is according to the american heart association newest guidelines, go straight to 30 chest compressions. this is for infants, for children, and that's children under 8 as well as adults. we're going to use midline between the two nipples, one heel of the hand, two heels in an adult.
