well, good morning, everyone. it is 4:30 in the morning on this tuesday, i'm scott mcgrew. >> i'm laura garcia-cannon. lots to get to. let's first check the forecast with meteorologist christina loren. >> taking a live look where the fog is this morning, widespread. do take it easy. a lot of this is cloud cover and a little bit of clearing here in the south bay already. it's one of the mornings we'll see june gloom make away to a sunny day with temperatures in the 70s, yet again. you can see here san francisco

socked in with fog and extends across the bay to emeryville. when that will clear your city and big warming on the way. your forecast coming up. right now, traffic tuesday. here's mike inouye. >> low clouds from the emeryville side. the bridge itself is all right but we'll talk about that in a second. westbound is coming over to the left, 580 westbound. eastbound shows a little slowing and the construction clearing from the area and stall blocking one lane and that's enough to cause a stall. so, just keep that in mind if you travel countercommute. not much drama so you can get by without any delay. over here the rest of the bay moves very smoothly on your approaches out of the north bay and carquinez and benicia bridges. the bay bridge toll plaza itself looking really light right now and traffic tuesday and we'll see a heavier volume than yesterday. folks, yesterday, we also had muni issues. a lot of folks called in sick

and one-third of our buses on the roadway, bob. we're not sure what to look for today, bob. what do you have to expect for the muni system. >> hopefully we'll get a better idea in the next half hour when the buses here at sf start rolling out for their 5:00 a.m. routes. have been in touch with muni spokesperson and he tells me he doesn't know yet either if they're do another stakeout this morning. they have released this memo to their employees alerting them they need to get paid for monday's stake out. yesterday hundreds of muni workers called in sick causing long lines and major delays for san francisco workers. a contract that would pay them $32 an hour, the second highest rate in the country and one that would require workers to kick in an additional 7.5% of their pay

towards their pensions. >> real pay goes down when you have to pay $4.25 a gallon and commute two to three hours to get to your job in san francisco. you're going to be pretty angry. >> your neighbors have to go to work. it's everybody else. >> we spoke with another muni rider who reminded us the transit agency is asking to prove a $500,000 bond issue to improve muni. yesterday's stakeout will only antagonize voters and we did see a bus leave and that is just one that will not give us an indication like it was like yesterday. bob redell, mike? >> thanks, bob. yesterday, interesting enough with less muni buses on the road fewer vehicles on san francisco streets and a slower drive for a

lot of those folks, tracking this all morning long. updates every ten minutes and i'll check back with bob redell at 5:00. bob and laura, send it back to you. in just a few hours the fbi will hold a news conference to talk about a high-profile arrest of a san francisco fugitive wanted for having bombmaking chemicals. the arrest was caught here on cell phone video. ryan chamberlain being taken into custody after he was spotted at a bar. fbi agents have been searching for chamberlain since saturday when they found explosive materials in his russian hill apartment or so they say. while investigators were looking for him, someone posted a note from chamberlain's social media account talking about being depressed and what he considers his failures in personal life and career. >> when you read what he has written, it is a much more personal experience of

professional disappointment and personal loss that i think any one of us could have suffered. i read it and i was sad. >> before he was arrested, someone from chamberlain's tw twitter account tweeted the whole thing is a misunderstanding. chamberlain expected in court today. turning nowo decision 2014, the polls open in just a few hours across the bay area. the u.s. justice department keep a close eye on polling places in two counties. also watching a county in new mexico. federal observers will be making sure election workers are complying with a voter right's act based on discrimination or language. pot clubs giving away marijuana today, but there is a catch, you can only get the free or discounted pot once you prove you voted. ten clubs are taking part of the weed to vote campaign but not sure if it is legal or ethical. because there are candidates for federal office on the ballot,

the offer may violate 18 u.s. code section 597 and depending on how offer is administered it may violate california law. there are more than 100 issues and contests on the ballo ballots across the bay area this morning. in san francisco, voters will be asked to decide on measure b aimed at preventing condo. those against it worry the passage of b would ban everything from new transit stations to affordable housing. the big race in san jose is for mayor. five major candidates and today's vote will not decide who is mayor but will decide who moves on to november. escalating crime and deterrierating infrastructure in san jose. candidate and councilwoman rose herrera released from the

hospital before she begins her final push. hospitalized sunday night after feeling dizzy. she is expected to be released today. the big congressional race is the 17th district. democrats mike honda, the winner of each race moves on to november. our analysts says this comes down to the democrats in seats they held for a long time. so far this race is about old and new. honda held this seat since 2001. on the left says it's time for new blood. someone who is in touch with silicon valley. still could face a november challenge, as well. our election coverage continues on our website. click on the election box on the first pace and find details on where and how to vote. some people in the east bay say they felt a sharp, quick

jolt after an overnight quake rattled the san leandro area. struck two miles east just after 11:00 last night. usgs says the quake has a preliminary magnitude of it.7. only three miles underground which explains why a small quake was felt across much of the east bay. san jose city council could be close to making a decision about marijuana regulations last month they delayed a vote that would crack down on the number of dispensaries in san jose from 100 to 20. council members will take the issue up again this afternoon. the rules would add buffer zones around day cares and schools and limit the hours of operation. two years ago the city tried to put limits on clinics and those were overturned in a ballot initiative. the school board will make a decision on the controversial proposal that would reduce summer vacation to seven weeks. according to "mercury news" the plan lost steam because a lot of parents complained about that

idea. school leaders still want to modify the academic calendar. some board members are considering five options, all of which includes 180 days of break time per school year. the most extreme schedule would cut it to seven weeks. >> i think as a parent i like it all to be centralized. >> i remember not starting until the labor day, remember. >> 180 days no matter what, but it's weird when it's sprinkled. >> my mom is a teacher and she's like you, scott mcgrew, she likes all three consecutive month. 54 degrees in san francisco and 57 in mountain view. good morning bay area. we have another bay area stunner on tap. for your inland valleys another cool, cloudy day at the coast. this is it, as of tomorrow we lose that cloud cover and tomorrow your temperatures will climb. this morning patchy drizzle and

three to five degrees warmer and see more sunshine by lunchtime today and mostly clear conditions even around the inner bay and by this evening we'll see some of the fog roll back in between 7:00 and 8:00 cool ocean breeze and open up the windows and no ac necessary for today. your temperatures are looking really good. 76 degrees for the south bay and same for the peninsula and san francisco today is at 73 and 77 degrees in the north bay. as of tomorrow the warming trend begins and then we're going to peak over the weekend. just how hot it is going to get where you live coming up. let's check your drive and say good morning to mike inouye. >> right now the golden gate moves smoothly and the lights across the span getting into san francisco and in san francisco let's look at the full screen so clearly spell it out. we just got word from the muni system and tweeting out, expect major delays again today. they did say an additional 100 vehicles expected on the street today but major service impacts

will remain and we'll track that for you. bring you another report in the 5:00 hour. right now a look at the rest of the maps as far as your drive into and out of the city, freeways moving smoothly. more congestion at the bay bridge toll plaza. lighter flow around the bay and a very light flow right now as traffic is just getting started coming out of the altamont pass. the arrow points right to the eastbound direction where we had slowing for a disabled big rig and the slowing has recovered now and a smoother drive across the bay for the san mateo bridge. a crystal clear view right now and we'll watch as the low clouds drift around and bring us cool temperatures. the restaurant chain that is promising to go more natural. more and more teachers playing hooky. chronic absences among teachers and how the bay area stacks up. new details about what happened in the minutes after a south bay teen who stowed away on that plane's landing gear stumbled on to a maui runway.

welcome back, everyone. a beautiful tuesday morning. what a lovely look outside this morning before the sun comes up over the bay area. nice, blue skies. a look from the south bay. 4:45. we're now hearing from inside the cockpit on the day a south bay teenager stowed away in the wheel well of a hawaiian airlines flight. you remember this video of the teen climbing out of the well and then stumbling across the maui runway. the teen hid out on the flight out of san jose international and apparently lost consciousness in the air. today the faa will release audio of what happened in the cockpit of that same plane about an hour after the teen was discovered. telling air traffic control, we have a little gate delay here. a guy seemed to have stowed away in the landing gear from san jose to maui. we have security of the guy being up there for more than five minutes on the ground.

china's government taking extra action this morning as it prepares for the 25th anniversary at tiananmen square. 25 years ago protesters camped out in the square for days to push for democracy. chinese tanks and soldiers slaughtering hundreds of protesters and onlookers. meantime, reports this morning china is blocking google. the chinese government targeting google and search engine and g mail and google says nothing is wrong on its end. a quick look at the markets this morning. bertha coombs is live at cnbc headquarters this morning. good morning, bertha. >> futures pointing to a lower stock and you expect stocks to take a breather after starting june on a positive note. the dow and the s&p 500 rising for a third straight day on monday and a third straight day hitting record highs. it's kind of a broken record at

this point. the nasdaq slipped for a second day. we're going to get some data this morning in just a few minutes on factory orders. also throughout the day, we'll hear from the numbers. gm despite all the troubles expected to post some gains. the dow starts at 16,743 after adding 26 points and the nasdaq at 4237 after losing five points. panera bread is getting real swearing off artificial ingredients. plans to remove artificial colors, flavors and preservatives from its menu by 2016. the company is expected to unveil today and comes as the chain faces slowing sales growth. big move to be much more natural and in some place like california, that's a big issue. >> i'll put on my sandals and get out there and get natural bread. >> they're getting rid of their

checkers, too. >> they are. >> exactly. >> oh, the sights we see in here, christina. >> a year and a half to make that transition. pretty quick, as well. good morning to you, bay area. start with a live look here at a mostly cloudy sky over emeryville. this is a general sky for most of the bay area. let me show you what it looks like from space. widespread low cloud cover with the thickest consenerated right now over the inner bay and by the city by the bay. san francisco socked in this morning and likely the case where you see the clouds clinging to the coastline yet again today. i can tell you, more sunshine is on the way and temperatures will creep up by three to five degrees as a result. little drizzle this morning, might have to use your windshield wipers. that's good news. our hillsides will remain nice for the next couple days because of this onshore flow and we stop that clock for you at 11:00 a.m.

on may 23rd, rodger stabbed his three room mates before going on that shooting spree. he killed three more people and injured 13 others. new this morning, president obama arrived in war saw today to meet with the president of poland. the two leaders discussed security concerns, particularly the crisis in ukraine. poland is the nato member and ukraine on its eastern border. president obama says the u.s. plans to send more soldiers to europe. hopes more troops near ukraine will discourage russia from expanding. a new report finds 16% of teachers in some of the largest school districts are considered chronically absent. according to the study, those teachers were out of the classroom 18 days or more last year. 28% of teachers were what the study calls frequently absent. they missed 11 to 17 days last year. in the state's capital more than 51% of teachers were absent last

year. in san francisco, nearly 42% also fit that criteria and in san jose, just over 45% of teachers were frequently absent. the study found most schools across the country have good teacher attendance rate but the teachers who called in sick called in sick a lot. the faa is thinking about allowing moviemakers to use drones to film parts of movies and tv shows. if this happened, this could open the door for other uses. use drones for commercial purposes and here we see military drones. in a statement the faa says working with the motion picture association of america to get that request. to get the exemption the company has to prove they're safe and operating in the public interest. rumors flying. the bay area home to an outdoor hockey game. >> we'll show you what at&t park could look like with a hockey rink running down through left field. >> over here on the peninsula, moving nicely. traffic moving without a problem. we'll show you the east bay and

leave the yard. our best meter for what's going on out there. we are getting notified about delays. we'll talk about that in one second. oakland travels nicely past the oakland coliseum and the oakland arena and a good volume of traffic. at the map a little north of there. north 880 and 23rd avenue. reports of a big rig that busted up a tire being scattered across the roadway. saw a lot of slowing and kind of settled down and let you know maybe a truck that has to head through and have a sweeper. southbound 880 and davis out of the area reports of a stalled big rig but sounds like it is getting out of the slow lane and just stay over to your left, if you can as you head down towards 238. the rest of the drives on the freeway pretty predictable. slowing westbound 580 and as we just mentioned at the top, muni, still warning about delays and more buses on the roadways more than they had reported. but watching for major delays system wide because they don't have enough drivers to get buses out there.
