can see from this video ryan chamberlain now in custody and he will soon be in court. why the san francisco man says it was all a big mistake. good tuesday morning to you, i'm meteorologist christina loren. another gorgeous day for your inland valleys. we'll take you through your microclimates in moments. reports of debris scattered around the bay and, of course, we're watching your transit situation through san francisco. a live look outside at the beautiful bay bridge. it's tuesday, get out there and vote, june 3rd. this is "today in the bay." a very good morning to you, thanks so much for joining us. i'm laura garcia-cannon. we'll learn more about the nationwide manhunt that came to an end in san francisco. the fbi arrested fugitive ryan chamberlain at christy field

yesterday after they say they found explosive material in his russian hill apartment. he had been in the city. "today in the bay" peggy bunker is here with video of the arrest and chamberlain was hauled away in handcuffs right in front of a lot of people. >> where he was arrested and witness video of that arrest shows chamberlain being led away somewhat painfully in cuffs hunched over looking very uncomfortable. despite the search for chamberlain, turns out he wasn't far from home at all. arrested right in front of the crowds, take a look. a crowd there gathering as the fbi found chamberlain spotting that 2008 white nissan altima in the parking lot at christy field. a witness filmed it on his phone. he could tell right away it was not a regular arrest. >> after a couple minutes of reporting it, it was something big. not regular police, homeland

security, fbi showed up really fast. >> chamberlain's apartment was searched on saturday, that's when it all began and the fbi discovered what they say to be explosives and potentially deadly chemicals. they have been looking for chamberlain every since and since a bartender told them they had seen him they used an atm there and officers started to zero in on his location. chamberlain considered armed and dangerous and a fellow colleague said he was disappointed in his career and depressed. >> when you read what he's written, a much more personal experience of professional disappointments and personal loss that i think any one of us could have suffered. i read it and i was sad. >> now, what he's talking about is how chamberlain spent part of his day making social media posts denying he was a danger to anyone and stating he was not armed. when fbi found chamberlain's car it was searched for guns and explosives and that car did come up clean.

a lot of questions left to be answered and hopefully we'll get some of those answers this morning when the fbi and san francisco police are holding a joint press conference to bring us up to date on the latest details that will take place at 8:30 this morning. of course, we'll be watching that closely. >> kind of interesting he wasn't hiding. he was out in a bar. >> out in a bar using an atm and the police can track the atm and looking at the view and watching the ocean. >> interesting. thanks a lot, peggy. muni riders being told to expect major delays this morning as they prepare for hundreds of workers to call in sick for a second day in a row. "today in the bay" bob redell live in san francisco. muni workers can't strike. stickouts are kind of the next best thing. they can't publicly declare don't come in, though. how will you figure out whether or not there is a stickout. >> we just heard from muni itself. we have been talking with them and they said that approximately

300 operators have called in sick this morning. the upside of that is about 100 fewer than yesterday. but it's no where near what they need to be at full capacity. running at roughly half the capacity. normally you'd have around 600 vehicles and say it's going to be around 300. the take away from muni to take major impacts to service starting this morning. the transit agency has also released this memo to its employees saying they need a doctor's note if they are calling in sick and any future stakeouts, if there are any more. yesterday about 400 muni workers called in sick causing lost time for san francisco commuters. the transit operators are proposing a contract with muni. one that would pay them $32 an hour. the second highest paid transit operators in the country and the contract would require these workers to kick in an additional

7.5% towards their pension. >> being part of the -- >> i was looking forward to the cable cars. my parents lived here and they talked about how great everything was. a great attraction to see the fact that it's not going on is kind of disappointing. >> back out here at the muni bus bar at sf, we are starting to see some of the buses roll out and they are expected to have around 300 vehicles on the streets today. that's about 100 more than they had yesterday. but as i mentioned, that's not capacity. on a normal day they would have around 600. you will want to plan appropriately. will it be as worse as yesterday? perhaps not. but not like a normal tuesday. reporting live here in sf, bob redell, "today in the bay." we want to also remind you about a light rail delay down in the south bay. the vta says allow 15 extra minutes because of the vienna

stations and reamwood would be closed. help to prepare for the expected increase in ridership when levi stadium opens in august. the june primaries start today and federal monitors in two bay area counties making sure no rules are broken. christie smith live in oakland this morning. what are they really watching out for? >> good morning to you. well, no doubt some of those monitors will be here at the polling place in the oakland hills later on where we are this morning. make sure the poll workers are in compliance which basically bans discrimination based on the person's race or the language they speak. the department of justice will monitor elections in alameda county, napa county and also one county in new mexico. this isn't entirely new, at least for almade meada county. the justice department actually sued on the grounds that the rights of certain voters were

violated who needed help in spanish, mandarin. the county is required to provide translation assistance in several languages. but as they are saying that they've done their part, the county now saying they have 1,300 bilingual poll workers ready to go when the polls open up this morning at 7:00. reporting live in oakland, christie smith, "today in the bay." there are more than 100 races on ballots across the bay area. one of the big ones is the race for santa clara county sheriff. sheriff laurie smith is running for re-election. enforced her former captain kevin jensen. cast a vote of no confidence against smith. in san francisco, two democrats are fighting for the 17th assembly district seat. board of supervisors president david chu and david campos. in the east bay, 16th assembly district is a battle over

kicking off the day at 55 degrees in oakland. good morning, san francisco, at 54 degrees and 54 in san jose, as well. take it right to your futurecast. we saw the clock for you at 7:00 a.m. and widespread clouds and drizzle around the inner bay and at the immediate coast, as well. you might have to use your windshield wipers this morning, but watch what happens as we progress throughout the day. all the cloud cover clears out of here and full sunshine in your inland valleys. by 9:30 this morning wait until noon today and more sun for you sin s in san francisco and livermore temperature 83 degrees out in the east bay today and kind of warm versus 63 at the coast. our microclimates are starting to make an appearance. it is that time of year. we do have some changes and big warming on the way and we'll talk about that in my next report. let's check your drive, here's mike inouye. >> 5:09 so very early in the commute for most. peninsula, south, you pick your

path around the bay and you're fine. zoom into a couple spots. south bay nice flow of traffic and 280 over at 85 reports of a little bit of debris in the roadway and another stall right around the connector. the connector is open but approaching. watch for activity over on the shoulder and now a little blip coming through cupertino and not a major concern. sounds like they had to slow down as they cleared some piece, a ladder it sounded like, off of the roadway. the dublin interchange moves nicely and predictable slowing out of the altamont pass and by the time you hit, at speed towards 680 which is down sunol and the south bay. no major issues, we do have reports of a fender bender and whether or not it's actually on the freeway or affecting one of your onramps here. southbound 880. and stalled big rig and the slowing we saw, the slowing is cleared up and i will say the big rig is off to the shoulder and still waiting for confirmation from chp.

new this morning, moments ago president obama spoke out about the prisoner swap that freed bowe bergdahl from the taliban. >> regardless of the circumstances. whatever those circumstances may turn out to be. we still get an american soldier back if he is held in captivity, period. >> bergdahl freed in exchange for five senior taliban leaders. several republican lawmakers have criticized this exchange saying it puts a price on the lives of u.s. soldiers. 5:14. brazil is set to start the world cup in less than two weeks, but one of the stadiums isn't even complete. tomorrow the fire department will go out to the stadium to do a weight stress test to make sure the stands can even support the more than 65,000 people expected to attend each game. the construction of that stadium

has had a number of issues. three workers were killed in separate construction accidents. bay area soccer fans heading to the world cup games in brazil may have to be extra cautious. the u.s. department of state is warning travelers to avoid protests aimed at the world cup. protesters are upset at the government claiming brazil spent millions of dollars on the world cup. they want money to improve education or health care. amid the education, most say they're not worried. >> brazil wants to be seen as a safe tourist place. of course, they'll increase their security. so, yeah, with that, i'll definitely feel even more secure. >> bay area fans will head to brazil to cheer on the san jose earthquake players. the action kicks off june 12th. the world cup trophy has finally landed in brazil. fifa president handed off the trophy to brazil's president early this week. trophy only touched by state leaders and world champions.

the secretary-general is calling allegations of the winning bid for the 2022 world cup. senior football officials apparently received over $5 million in bribes to secure the bid. the secretary-general declined to comment. >> well, speaking of money, 5:16. a check of the markets and bertha coombs live at cnbc world headquarters. good morning. >> hey, good morning, scott. investors taking a little bit of a breather this morning. the futures pointing to a lower start. stocks started off june with a bang. the dow and the s&p 500 rising for the third straight session setting new records for the third straight session. the nasdaq slipped. look for data today in just a few minutes on factory orders and throughout the day we're going to be getting may sales reports from the automakers. we are expecting to see the likes of nissan with a 13% increase and even gm, despite all the recall troubles is likely to show an increase, as well. we'll start the dow at 16,743

after adding 26 points yesterday. the nasdaq at 4237 after losing five points. back over to you. >> thank you, bertha. seattle has knocked off san francisco as the city with the highest minimum wage in the entire country. seattle city council unanimously passed an ordinance yesterday that increases the minimum wage to $15 an hour. the measure is expected to take effect april 1st of next year. wages would then increase over several years. the process would be slower for small businesses. >> oh, but, seattle, you don't have our weather now, do you? >> not at all. what are we in store for today? >> a lovely day shaping up for us. rains 300 days out of the year in seattle. we are in a drought and getting to our dry season. as we head through the next few month, it does look like it will be very hot. a couple strong heat waves and looking at the three-month climate data for right now and prepare yourself for what could be a very hot and dry summer.

now, for today, not going to happen. that onshore flow firmly in place and a little drizzle out there and use your windshield wipers and show you your various microclimates as we kick off your tuesday and south bay turning cloudy at this point and show you what it looks like over the north bay and low clouds and same cloudy sky over the east bay and low clouds spanning inland and this is what you can expect as you make your way out your front door especially up to 280 along the peninsula as you get closer and closer to half moon bay and might have to use windshield wipers for five minute as a time. overall temps are going to climb about three to five degrees from yesterday's high. and you notice as the sun starts to set, the days are getting longer, 8:23 is your sunset. as we head throughout the day, temperatures one more comfortable day. 77 for the north bay and 83 degrees, warmest spot will be the tri-valley and temperatures

westbound commute slowing right now and the early commute picks up there and over here the interchange very smoothly south 680 no issues as you get down towards the south bay and pick your path, 520 on a tuesday and look at the north bay and see more traffic flow yesterday at this time and we talked about this yesterday as we approach summer months a shift in the lighter traffic flow eand san francisco your muni system will have the delays and bob redell only half the drivers reporting for service. fewer buses to take you to work. back to you. >> thank you, mike. we know the identities of the wo workers killed in a construction accident in sacramento last week. they fell from the crane at a work site. it happened last friday. the two workers were riding in a basket over a new bridge span

when that basket suddenly fell nearly eight stories. cal osha investigators say a hook that secured the lift failed causing the basket to fall. they have been working on the bridge since september. people living on one san jose street will petition the city today to change the name of that street. located near the saratoga avenue/stevens creek boulevard intersection. there you see it. the people living on the court say the name is causing a lot of problems. they tell the "mercury news" that is hard to spell and pronounce. six families living there came together and signed a petition to change the name. today the planning commission is expected to approve the new name, joy lane. >> happy place. san francisco's oldest active firehouse is reopened after undergoing a major renovation. fire station number 44 reopened this week after a million dollar upgrade that began last fall.

repair crews restored windows and roofers to make it safer for firefighters. allow fire crews to quickly respond when there is a major earthquake or disaster. fire station 44 is 100 years old. >> has a facelift. dozens of people camped outside the shark tank in hopes of making it into the monster pit. >> the little monsteres. the lady gaga fanatics who hope spending the night out in the cold will get them to the front row at tonight's concert. fans know the area closest to the stage is the monster pit because lady gaga calls her fans little monsteres. getting a front row seat isn't the only appeal. some made the preconcert camp out a traditional. >> i came by myself the last time i came and i made a lot of friends so i came back, again. >> just her and the music and it's always worth it. >> some people camping out since

welcome back, 5:25. hall of fame quarterback the latest football player to time a concussion-related lawsuit against the nfl. dan marino claims the nfl did not warn players about the long-term dangers of concussion. merino and 14 former players filed that lawsuit last week. the fight brought on by nearly 4,000 retired players who want compensation for the medical bills. last year the nfl and retired players agreed on the settlement, but that settlement was rejected. the judge said she needs more information from both sides. a minnesota pro-football

for the latest. >> commuters getting into san francisco we want to know what is going on and slowing over in dublin and i do want to show 580 and the volume coming in out of the altamont pass. slower drive but anywhere west looks like you're closer to the 55-mile-per-hour mark and that's not that bad for a tuesday. earlier start to the slowing there. watching north 880 an earlier crash involving a big rig and sounds like the big rig and passenger vehicle over on the shoulder and spectator slowing and that's the build for the southbound side which should start about now. south bay watch around sap center and we're talking about bob redell in san francisco because we have been in touch with muni's spokesperson. what details do you have out there? >> muni is telling us to expect major disruption to service today. muni telling us that approximately 300 of its transit

operators have called in sick for today. yesterday was roughly 400. today is around 300. so, we're going to have about 100 more vehicles out there on the roads. not near full capacity. a typical tuesday and there wasn't a sick out, there would be around 600 vehicles out there. today they're looking at half that. 300. reiterating. expect this to have a major impact on service. some of the buses are starting to go in operation here in san francisco. now, in an attempt to try to deter another sick out, the transit agency did release this memr memo to its employees alerting them they will need a doctor's note if they want to get paid for today's sick out or yesterday's sick out or any future sickouts. yesterday hundreds of muni workers called in sick causing long lines and major delays for san francisco commuters and the transit operators a proposed

labor contract with muni, one that would pay them $32 an hour. the second highest rate in the country, but a contract that would also require them to kick in an additional 7.5% towards their pension. >> your pay keeps going down. real pay keeps going down when you have to pay $4.25 a gallon and commute to get to your job in san francisco, what are you going to do? you're going to be pretty angry. >> your neighbors have to go to work. muni corporation board of members. it's everybody else. >> we spoke with another muni rider and approve a full $500 million bond bond issue to improve muni and his feeling was that yesterday's sick out and today's, as well, won't antagonize those voters. muni telling us another partial sickout today, not as bad as yesterday, but bad enough that they are expecting major impact to service. reporting live here in san

francisco, bob redell, "today in the bay." >> thanks a lot, bob. also got word via twitter that muni is reporting that they're going to have b.a.r.t. honoring their fares from daly city into the downtown san francisco area. just like yesterday, b.a.r.t. is offering some kind of help if they can consider the delays for the b.a.r.t. system and for the muni system. we'll check back with bob redell later this hour. the other big story of the day, decision 2014. hot clubs around san jose giving away marijuana to members today. nothing for free, though. there is a catch. "today in the bay" kris sanchez live in san francisco. nearly a dozen pot clubs taking part in a weed for votes campaign, kris. >> yes, as we all know over and over again voters have said yes to medical marijuana items passed it overwhelmingly back in 2012.

>> you know what, kris, we are having a little trouble with your audio. i will interrupt you and have you get that fixed and we'll check back with you this morning. >> pretty windy out there, as well, this morning. we'll get that worked out. 4:35. more than 100 issues and contests on the ballot this morning. look at some of those hot button issues. in san francisco voters will be asked to decide a measure b aimed at preventing condo and hotel development along the bay front. they worry the measure against passage b to affordable housing. big race in san jose is for mayor. five major candidates. today's vote will decide who will be mayor, but will decide who moves on to november. issues including the future of pension reform, escalating crime and a deterrierating infrastructure in san jose. rose herrera will have to be released from the hospital before she begins her final push for san jose mayor.

hospitalized sunday night after feeling dizzy during a mayoral candidate's forum. she is expected to be released today. the big congressional races for the 17th district. republican republicans singh and the top two move on to november. this will come down to the democrats, the seat they held for a very long time. so far this race about new and old. honda is the incumbent and held the seat since 2001. under the old system that dates back hundreds of years the winning democrat would face the winner of the republican primary. this time for the first time in the two top vote getters will move on. it's entirely possible that

khanna and honda will face off again. let's check back in with kris, good morning. >> can you hear me now, scott? >> yes. >> there are no pot-related items on the ballot for voters today but they want to rally supporters to now focus on cannabis-friendly candidate. that's the reason for the weed for votes campaign that was started up by the silicon valley distribution. ten dispensaries are offering things up like discounts and free marijuana to their clients who show up with a ballot, even one of those simple i voted stickers that they give to the kids. it is too late to register to vote and even then voters must have a valid medical marijuana card. we checked with the santa clara county district attorney's office whether or not this is legal and jeff rosen said in a statement, "because there are candidates for federal office on the ballot, the offer may

violate 18 u.s. code section 597, depending on how the offer is administered. violate california law. what it means is may influence the outcome of the election. the offer may have less to do with today's election day and more to do with rallying marijuana supporters to show up at san jose city hall today where the council is expected to vote on a marijuana ordinance that would cut the number of dispensaries from about 1,000 right now to just 20, as well as limit hours of operation and places where the dispensaries could set up shop and, of course, there are several mayoral candidates who will vote as city council people today. you can find out more information about the collectives that are participating in this weed for votes today or if you're a regular voter find more information about election day on our website, nbcbayarea.com. in san jose, kris sanchez. >> only in california, kris, thank you. our election coverage continues on our website, as

"today in the bay" tracie potts live in washington, d.c., with more on this controversial prisoner swap. good morning. >> good morning. let's start with poland because the president made it very clear from the time he got on the ground this morning that is his focus, protecting our allies in eastern europe. he is asking congress now for $1 billion to do that. for military training and exercises to expand our own navy in that region and to help some of those countries along russia's border strengthen their forces, as well . also this morning we heard from the president the first time on the prisoner swap that released our own p.o.w. sergeant, bowe bergdahl. the president said we do not leave our men and women behind defending a swap that has been criticized because congress wasn't notified and because five top taliban leaders were released. we heard from the chair of the

joint chiefs who said separately they will deal with whether or not there was misconduct when bergdahl walked off that base. >> a lot of controversy surrounding that one. >> for sure. time to check in with meteorologist christina loren. a look at that microclimate forecast. >> that sun starting to make an appearance and a really good-looking day shaping up. overcast skies across the bay area and clearing, though, by about lunchtime for most of the bay area. see the fog clinging to the coastline for most of the day and overall our natural coolant and now in the month of june. you know temperatures much cooler this time of year. a repeat performance. yeah, another gorgeous day, ie, inland for today. about three to five degrees warmer. your sun will set 5:23 but this is really hard to beat. when we're talking about temperatures in mid-june we are the envy of the nation. full-on sunshine and good air

we may have the metering lights turned on in the next couple. expecting a good volume there. send it back to you. >> thank you very much, mike. 5:37. in just a few hours the fbi will release more information about the nationwide manhunt that came to an end in san francisco. agents arrested future ryan chamberlain yesterday three days after they say they found explosive material in his russian hill apartment. "today in the bay" peggy bunker joins us with video of that arrest. he was hauled away in handcuffs in front of a lot of people. >> absolutely right, laura. police arresting a man that has been the subject of a national manhunt but that is exactly what happened 6:30 p.m. last night. watched the arrest go down right in front of their eyes. witnesses captured the arrest on their phones reportedly hearing chamberlain complain he couldn't get his arms behind his back. you see him hunched over and not resuissing arrest and you could

tell not comfortable. semi dragged over to a police car and found here at christy field after the white nissan altima was parked in the parking lot. a witness filmed this arrest on his phone. he could tell right away this was not a regular arrest. bistanders say they were shocked. >> no way. >> we were just talking about him earlier. >> that's scary, man. >> wondering if he just got pulled over but then he had guns on him. >> that car is full of explosives, too. >> it is? >> yeah. >> they are talking about how the car is full of explosives and it turned out not to be true at all. the bomb squad was called in to examine the car and a robotic arm went in to search the car. nothing was found there. a lot of questions left to be answered all starting on saturday when chamberlain's apartment was searched. many are saying, though, he wasn't armed and dangerous and just had professional setbacks

and was depressed. chamberlain sent part of yesterday sending out a social media tweet. look at this tweet he sent out. a panicked update to my letter that should have been posted by now. nothing that reporting is true. and no "stashes" not "armed" we assume he meant to say dangerous. he himself saying, hey, everybody has it wrong and some colleagues believe that to be true, as well. this morning at 8:30 hear from san francisco police and the fbi and they're going to hold a joint press conference to give us an update on this conference because a lot of questions was this guy a little bit depressed or a danger to people around him. didn't seem to stray too far, laura and scott. staying pretty local. >> what was he doing inside that apartment. >> or christy field there where so many people saw that go down. a new report finds about 16% of teachers in some of the country's largest public school districts are considered chronically absent.

that's one in six teachers. according to the study, those teachers were out of the classroom 18 days or more last year. 28% of the teachers were what the study calls frequently absent, meaning they missed 11 to 17 days last year. in the state's capital, more than 51% of teachers were frequently absent last year. in san francisco, nearly 42% fit that criteria. in san jose, 45, almost half of all teachers in san jose are frequently absent. the study found most schools across the country have good teacher attendance rates. but those teachers who do call in sick call in sick a lot. the pleasanton school board is scheduled to make a decision tonight on a controversial proposal that would reduce summer vacation to seven weeks. according to "mercury news" a lot of parents complained about the idea. the school leaders still want to modify the academic calendar somehow. board members are considering five options all of which
