6:00 am
jose pot clubs handing out free samples to members with an i voted sticker. and we have a gorgeous day shaping up. whether you're headed out to vote, work, maybe finishing up school. temperatures will climb by three to five degrees and gradual clearing today and then that fog will roll right back in. your forecast just moments away. they call it traffic tuesday, but things aren't quite your standard for that. the metering lights on at the bay bridge toll plaza and in san francisco we have the delays laura was talking about. more about that, coming up. taking a live look outside. san francisco. beautiful city by the bay this morning. just one of the greatest places in the world to live. lucky us. 6:00 on this tuesday, june 3rd. this is "today in the bay." good morning, thank you for joining us. i'm laura garcia-cannon.
6:01 am
>> i'm scott mcgrew. hundreds of cable cars and trains are sitting empty as workers call in sick for the second day in a row. bob redell live in san franci o francisco. bob, muni workers can't legally strike. that's not allowed. sickouts are the next best thing. but even the protest leaders can't publicly say don't come in. the union representing didn't organize yesterday's sickout, it appears that was something done on behalf of the workers. a proposed labor contract and they are doing it again today. the second day in a row. this according to muni they're telling us that about 300 transit operators have called in sick for today. that is fewer than who called in yesterday. yesterday around 400 and today around 300. that still not enough to get the transit back to full service because they typically have around 600 transit operators in the bay. so, be running around half
6:02 am
capacity. so, you do have some buses leaving here from the bus barn here at mariposa and bryant but not the complete number you'd have on a tuesday morning. as a result, the muni is telling you that there will be a major impact to service today again. in an effort to discourage the sickout, they did release this memo to its employees alerting them they need a doctor's note if they need to get paid for yesterday's sickout and today and any possible future sickouts. yesterday about 400 workers called in sick causing long lines and major delays and forcing them to get packed into these buses. a lot more tighter corridors than normal. the transit operators a contract with muni that would pay them $32 the second highest rate in the country. require the workers to kick in an additional 7.5% towards their pension.
6:03 am
>> i was looking forward to the cable cars. my parents used to live here and they talked about how great everything was. that would have been a great attraction to city see the fact that it's not going on is kind of disappointing. >> muni also tweeted out this morning that they will be supplementing cable car lines with shuttle bus service but they put the caveat that they recommend that you try to find an alternate mode of transportation. again, about 300 people, workers have called in sick today. on a normal day, roughly 600 operators in and today is about half and they are expecting, unfortunately, major delays and major impact on service. reporting here, bob redell, "today in the bay." >> make for a tough one and mike joins us with a look at how traffic is going so far. >> surface street traffic and muni riders have to find some sort of way around this. major delays reported by the system and b.a.r.t. is trying to
6:04 am
help. along some of those lines market street area where b.a.r.t. runs along the same stretch. b.a.r.t. system honoring the fares and into the downtown san francisco area. keep that in mind as one of your alternates and cal tran into the city eand have delays for muni. surface streets affected by the slower commute for the riders and so far the golden gate bridge and the bay bridge move pretty smoothly getting into san francisco. on the east bay the approach towards the maze and no real problems and look at the bay bridge toll plaza and this is traffic tuesday and we have the metering lights on before 6:00 and all lanes are filled and all visibly moving and we're talking about the possible shift to the summer schedule and looking over towards oakland, as well. a live look past the coliseum and shows you traffic moves nicely on the northbound side and good burst of traffic through oakland and through san leandro. speed sensors flowing smoothly
6:05 am
through that area and off walnut creek, danville not a problem. northbound and southbound direction and there's the rest of your bay with a little slowing northbound and, of course, the tri-valley. back to you. >> thanks, mike. decision 2014 this morning primary races heating up across the country, including right here in california. >> voter turnout is expected to be low here in the bay area despite a number of important issues. kris sanchez will join us in a moment with a look at the controversial weed for votes campaign but let's kick off our coverage with christie smith live in oakland. christie, the feds will be monitoring the polls in alameda and napa counties today. interesting. >> that's right, good morning to you. voters in two counties here in california are going to have extra company when they head to the polls this morning and that's because the feds say they're going to be keeping an eye out and making sure that poll workers are in compliance with the voting rights act. that bans discrimination based on a person's race or the
6:06 am
language that they speak. the department of justice says they will monitor actually three counties nationwide. alameda and napa county and then one other county in new mexico. we shot new video this morning of firefighters helping to set up at a polling place here in oakland. these federal monitors not entirely new. in 2011, the justice department sued claiming that voters re who needed help who spoke spanish, cantuneez or mandarin had their rights violated. alameda county is required to provide bilingual help and translated ballots for voters. outreach efforts are paying off. 1,300 bilingual workers are on for today when those polls open up. meantime, governor jerry brown holds a commanding lead in his bid for another term and also be voting here in oakland a little bit later this morning. reporting live in oakland, christie smith, "today in the
6:07 am
bay." >> thank you. one of today's key races is for sheriff in santa clara county. laurie smith is up against her captain kevin jensen. >> in the state assembly, two of those david campos and david chu. experts say it's likely voters will face the same choice in november because of the top two primary. nearly a dozen pot clubs will be passing out free weed to their numbers today as part of a very unusual campaign, one that really has the attention of the santa clara county attorney, as well. >> kris sanchez is live where they're rewarding voters cannabis friendly. >> this is not exactly ea free for all. these people had to register to vote months ago and even when they show up, they have to have
6:08 am
a legal medical marijuana card to take advantage of some of the offers today. but on a day where there is no pot-related issue on the ballot, it could be a show of force to see how much political muscle these medical marijuana folks have. now, this is something put together by the silicon valley cannabis coalition that weed for votes campaign and ten dispensaries are offering things like discounts and free pot for people who show up with a ballot stub or even one of those i voted stickers. over and over again voters have said yes to medical marijuana when it has shown up on the ballot and it passed overwhelmingly in 2010. medical marijuana advocates are hoping that they can rally their supporters to vote for cannabis-friendly candidates by offering up that free pot. is it legal? "because there are candidates for federal office on the ballot, the offer may violate section 597 and depending on how the offer is administered."
6:09 am
in plain language, it could violate laws. now, this offer may have less to do with the election today and more to do with rallying medical marijuana supporters to show up at san jose city hall where they are expected to vote on a marijuana ordinance that would cut the number of dispensaries from about 1,000 right now to just 20, as well as the limit the hours of operation and places where the dispensaries could set up shop and let's not forget several of the council members at san jose city hall are running for mayor. you can find more information about the collectives that are participating in the weed for votes campaign today. also find out everything you need to know about election day on our website. in san jose, kris sanchez, "today in the bay." our election coverage continues on our website, nbcbayarea.com and click on the election box on the first page and find election blog and a link to results from all over the bay area county as they come in. across the bay area, good day to get out to vote and time to check the forecast as we look

outside and things are warming up as the sun is out this morning. things are certainly going to warm up by the end of the week. christina has a look at the microclimate forecast. >> good morning to you scott, laura, everybody at home. second day of the workweek and more of the same. repeat performance basically. maybe about three to five degrees warmer with more sunshine but that's about it. we're going to hold on to the 70s inland. really comfortable day shaping up for us, especially in the south bay. 54 degrees down here to kick off the day. look at your temperatures. just about uniform this morning and i can show you the reasons why. we have the blanket of low clouds over the entire bay area. it's going to stay put, at least for the next couple hours and as a result our temperatures will stay down for today. but you can see little bit of clearing already taking place here in the south bay. want to show you the various skies over the bay area right now. mostly cloudy in the south bay and same cloudy sky in san rafael and really looking good out there in the tri-valley, wind mills getting a little bit of a breeze out there. gorgeous day shaping up.
6:11 am

6:17 am
homeland security and fbi showed up really fast. >> now, back to the car. that bomb squad was called into the parking lot to search the white car. no guns or explosives were found. while police and the fbi say that chamberlain was considered to be armed and dangerous, fellow colleagues say he did seem to be disappointed in his career and depressed. >> when you read, i think, what he's written it's a much more personal experience of disappointment and personal loss that i think any one of us could have suffered. i read it and i was sad. >> referring to a letter there that chamberlain reportedly posted that sounded like a farewell letter. he also tweeted out yesterday, nothing they're saying is true reportedly alleging about media reports of what kind of person he was and also that he was armed and dangerous. now, interestingly a campaign to raise money for his legal defense fund and several friends donated money and expressed sympathy for a tough year that

6:34 am
morning and as a result we're talking about the 70s. we'll trade the 70s in for the 90s, though, once we lose all this cloud cover. i want to show you what the bay area looks like from space this morning. widespread low clouds with the thickest consenerated right now over the north bay and the peninsula. keep that in mind, travel cautiously. might have to use your windshield wipers for five minutes at a time and we'll see this fog clear pretty rapidly in your inland valleys by 9:00 a.m. and wait for that clearing at the coastline potentially until about 1:30. but weather headlines tells a story. low clouds making way to beautiful sunshine later on today. as we get into tomorrow, that warming trend kicks in and we'll trade those 70s in for widespread 80s and then we're talking about triple-digit heat potentially as we get into this weekend. we'll take you to those changes coming up in my next report. for today and into the next few days temperatures will be warmer. who will see the century mark. mike, back to you.

at 6:44. happening now. many muni employees scheduled to work today have called in sick for the second day in a row. their absence is a form of protests. bob redell live in san francisco this morning. bob, muni workers can't strike,
6:45 am
that's allowed. these sickouts are what they call the next best thing. >> that is correct. good morning to you, laura. they're doing it again for the second day in a row. you can see some of the muni buses are leaving the bus barn, but i'm only emphasizing the word some, not all of them will be leaving so this morning muni tells us about 300 transit operators have called in sick for today. they say that as a result, there will be a major delay. a service you can expect crowded buses and delays of up to 60 minutes. so, around 300 have called in sick. on a normal day you would have roughly 600 transit operators to do the math. that means half the level of service. that is an improvement from yesterday. yesterday 400 call in sick. 400 more vehicles on the road this morning. the transit agency did try to discourage workers from doing a second day of a sickout. they released this memo to their employees last night alerting
6:46 am
them that they will need a doctor's note if they want to get paid for yesterday's sickout and any other sickouts that might be happening, including today's. yesterday about 400 muni workers called in sick causing long lines, major delays for san francisco commuters. the transit operators are protesting a transposed labor contract with muni, one that would pay them $32 an hour. the second highest paid transit workers in the country. but the contract would also require these workers to kick in an additional 7.5% towards their pension. >> your pay keeps going down, real pay keeps going down when you have to pay $4.25 a gallon and commute two to three hours to get to your job in san francisco. what are you going to do? you are going to be pretty angry. >> the muni corporation, board of members or whatever. it's everybody else. >> we spoke with another muni rider yesterday who reminded us that the transit agency is asking this november to approve
6:47 am
