>> announcer: nbc bay area news starts now. trying to win as many super bowls as i can. i think that's a good goal as a player. >> the future looks very bright and green for colin kaepernick. at 4:00, the history making announcement. and then there were two. and the race for san jose mayor. the hot button issue the two remaining candidates agree on as they set their sights on november. we begin with an officer on the wrong side of the law. what investigators found inside of a storage locker that land pd one of their own behind bars. >> a veteran san jose police officer arrested by his own fellow officers. detectives uncovered a large

stash of marijuana inside a storage unit he rented. we're live at police headquarters with reaction. >> reporter: this it has not been a good year for the san jose police department, the second officer arrested this year alone. this time sources tell me the officer was caught with roughly 20 pounds of marijuana. this is a storage facility where police say the officer was keeping the pot. when told it was roughly 20 pounds, one narcotics expert told me, quote, that's a lot of dope. this storage customer says she's not surprised by the hidden drugs but was surprised at who was allegedly doing it. >> police officer? >> i'm not surprised. people can do anything they want. >> reporter: but a police officer. >> no. police officer? oh, my god, i don't know. >> reporter: police say the manager opened the storage unit of a customer who wasn't paying

rent. when he smelled the marijuana in the neighboring unit. he called police who discovered the large quantities of pot and found out the customer was one of their own. >> the officers along with our internal affairs division and district attorney's office felt comfortable that items and amount of marijuana within the storage bin was enough to dharg the officer. >> reporter: the arrest is more bad news with the department reeling with another officer charged with rape. >> it's unfortunate when we see one of our own doing this. >> tonight the officer is out on bail. officer vue faces charges of sale and cultivation of marijuana. sources tell me he was arrested right here at police headquarters. just into our newsroom, colin kaepernick becomes one of

sam liccardo and dave for tasy. both agree on one thing. they want san jose to reclaim its title as the safest big city in the nation. the question is how. >> it's not just about cops. we'll restore police officers. we'll restore safety. but we're going to be innovative, not just by spending money. >> reporter: liccardo says he wants the city to rely on community policing and crowd sourcing video cameras. >> we could put a police officer on every corner and it wouldn't change dmess tick violence inside the homes of so many families where children are terr terrorized. >> >> reporter: dave kortezi wants more to join the force. >> there's no 140 funded positions. they're ready to go. we need morale back, pride back, trust back and start filling

these academies up. having 22 cadets in an academy that holds 60 persons is not good enough. >> reporter: cortese says he would focus on city parks and crumbling roads and aging infrastructure. liccardo says he would make environmental issues a priority and work to tackle the homeless issue. for now, both agree, for both voters the issue, is how are they going to handle crime concerns? cortese has support of many yups and liccardo says he has the support of more than 100 ceos. the final decision will be made in november. >> a fascinating five months of campaigning. thank you. here is aif twist. suspended state senator leland ye received nearly 300,000 votes. he finished third in the vote.

yee will not advance to the november election. yee quit the race in march after he was caught up in a scandal with money laundering and conspiracy to traffic firearms. thousands of californians who voted for him yesterday either didn't know or simply didn't care. >> there's a lot of folks including myself saying, how does a guy like leland yee get almost 250,000 votes? that question has yet to be answered. i've heard people saying it was a protest vote. some people just saying boo hoo on the entire bureaucracy on the process. >> results show yee got solid support across much of the state with some of his highest backing in and around his san francisco district. as predicted, voter turnout was exceptionally low. in santa clara county alone, only 20% of registered voters cast ballots. coming up in ten minutes,

sam brock looks at voter turnout across our state. the numbers and the impact, tonight's reality check. the family of a special needs teenager is it demanding answers tonight. they say their 911 call for medical help ended in this girl's death. jodi hernandez joins us with the latest on this investigation. >> reporter: the san mateo county sheriff's department says they haven't had a deadly officer-involved shooting since 2008. it's tragic how the case ended but insisted the deputy had to protect himself. but tonight the girl's family said the officer did not need to shoot. >> she was really loving and caring, really sweet with my parents. i still can't believe this happened to my sister. >> reporter: lorenzo it serrano says he's devastated and angry that his family's 911 call for help led to a sheriff less deputy shooting and killing his

18-year-old special needs sister outside the family's half moon bay apartment. >> she didn't want to take her medication, and we called the medical dispatch. but instead they decided to send a deputy. >> reporter: but the san mateo count yy sheriff less departmen said she was armed with a knife. >> we had depp ittied responding with the seen with information we have smblg acting in a psychotic manner with a life. >> reporter: it's unclear whether the veteran had mental illness issues but the department says he was faced with a life threatening situation within 20 seconds of arriving to the scene. >> this was honestly an individual coming toward our deputy with a knife. in that instance, he should be

allowed to protect himself. otherwise, we may be doing interviews about a deputy not going home to his kids. >> we want justice, to know what happened basically. >> reporter: tonight the officer has been identified by the department as men true, a nine year veteran. the family plans to hold a press conference at our lady of pillar church in half moon bay. the mental health of the san francisco fugitive could play an important role in his legal kprens dprens. ryan chamberlain was caught after an intense man hunt. a judge today agreed that chamberlain should undergo a mental health evaluation. he's charged with having bomb making materials in his apartment. he has yet to enter a plea.

good news for businesspeople. san jose is about to get a wi-fi upgrade. your computers and smartphones will work faster and scott budman is live where one of the upgrades has been installed.

scott? >> that would be here at san jose international airport, which along with the downtown corridor and the convention center will get the wi-fi upgrade. san jose has been working with ruckus wireless to upgrade the city's network. so the service you see now will get faster and will become free. it's a six-figure upgrade the city says it needs to give its residents and visit arors, local businesspeople say it's about time. >> you need internet connectivity. we are like one of those people, even if it you don't do anything, you need internet all the time. if you don't have it, you start krogsing your palms, what is going on? it's like having no air. >> the new wi-fi is already in place at the airport. you'll be able to jack in at the convention center and downtown starting july 1st. ruck uts tells us the speeds will be four times faster, good news for san jose which had to

be jealous with all the wi-fi mountain view has been getting from google. scott budman, nbc bay area news. back to our election coverage, a closely watched race in the south bay, santa clara county sheriff lori smith will stay on the job. she was elected a fifth term. she beat out her opponent kevin jensen by 20% of the vote. smith's reelection comes at the time when her union representing her deputies backed her opponent and gave her a vote of no confidence. the union says she respect the voters union but worry about morale. >> change is going to be happen regardless. this has bp a very public event, public campaign. there's been a lot of grieve achbss aired. they have to be addressed. >> the deputy sheriff's association has criticized the sheriff about her lack of transparen transparency. primary elections aren't

usually known for high voter turnout, especially this election which didn't have a lot of high measures. >> was it the worst showing ever? in tonight's rolity truck, sam brock tells us. >> raj and janelle, to be clear, the books aren't closed just yet. some votes are squeaking in by mail. but this ranks among california's lowest turnout ever. doesn't lock like it went far enough. the morning had all the trappings of a normal day for san franciscafranciscan. he did something he hasn't done once. vote. >> it's an honor to be a citizen of this country i love so much. >> reporter: not everyone in this primary season felt the same way as the native argentinean who documented the entire process from the prevote

euphoria to filling out the ballot and finally casting his vote. some pundits have claimed this election have really low turnouts, but the worst ever? we contacted the secretary of state's office. they say right now voter turnout is sitting around 18.3%. then we scrolled through cal kl's primary voting history to see how it stacks up. 2012's provide marry was 31%. 2010, 33%, 2008, 28%. that was the previous low by a healthy margin. these records date all the way back to 1916 when 44% of voters turned out. so to answer the original question, yes, this year claims california's title for lowest voter turnout ever. >> we did ask the secretary of state's office how much of a bump in voter turnout they're expecting once all of those votes are counted and certified. spokesperson says she's not sure but the results would become official in mid-july.

rights by relying on an illegal recording of his remarks. league owners expect to approve the deal next month. now a look at a weather. we're on early because we have the stanley cup finals at 5:00. >> we are looking at some changes, guys in that weather forecast. you can see in san francisco, yes, we do have some of that cooling fog. but the thing you want to notice is it's movie ining alcatraz. it's suppressed, helping to squish out the fog. live look right now outside of the sky network, we had plenty of 80s on the board, starting to cool off but comfortable. the north bay check ping in at 77, the east bay 69 angd dry air, 23% humidity and warm across the south bay and 79 degrees. a lot of blue sky for the south bay. we've going to see plenty of repeat performances of this as we head throughout the next couple of days.

really the biggest miracled change in that forecast as we head throughout the next 72 hours is this huge atmospheric ridge of high pressure that's providing a major blocking pattern. it's not unusual to see the storm track this time of year head this far to the north, but what is unusual is the strength of this high pressure. it's something we shouldn't see until about july and also august. high pressure, then combining in some very hot desert air from the southwest. it's going to move right into the bay area. that will give a temperature spread of 70s at our coastline to mid to upper 90s inland. with this near 100 degree heat expected, we have heat tips for you. seems like common sense, but even when it comes to being dehighway draited, most already are before they roles it. when you become thirtty, you are already dehydrated. some of the first signs, a dry mounl, fatigue and also feeling overheated.

water of course is crucial, up to eight glasses a day is the minimum. and you want to remember that spf 30 or higher, skin damage starts in less than ten minutes. so not quite the hottest day of the week as we head throughout tomorrow's forecast, but a lot of these areas will go anywhere from 3 to 5 degrees warmer. for thursday's forecast, right in between, not too hot, not too cal cool in san jose, 87 and sunny skies, 76 in san mateo, mid-80s across palo alto, san francisco will pop up to 70 and also sunny skies. on this next page, the north bay, east bay and tri-valley, this is likely where we'll find the hottest temperatures, not in napa or santa rosa, mid-80s there, tri-valley, 92 in danville, some of the hottest air with walnut creek at 94 degrees. as you look ahead towards the weekend and it comes to beach weather, looks like we'll have the mix, half moon bay will stay

bergdahl. new it video released by the taliban showing when bowe bergdahl was released. there is a brief hand shake you can see with members of the taliban standing with the white flag. they pat down bergdahl to make sure he's not armed or wearing a bomb and then take off. meantime, mounting criticism

against bergdahl who left his afghan post in 2009. chuck hagel responded to the claims that bergdahl is a desserter and six died searching for him. >> a bit unfair to sergeant bergdahl's family and to him to presume anything. >> lawmakers continue to complain that the u.s. got a bad deal for having to give up five taliban prisoners for bergdahl. with all this cklash, bergdahl's hometown announced it's canceling the celebration citing security concerns. prosecutors man to file more charges against pg&e for the 2010 bruno. the prosecutors notified pg&e of these plans on monday. apparently they plan to file a superseding indictment. that means the previous indictment would be thrown out and a new one with more criminal charges would be filed. the you might recall in april

pg&e was zieted that it repeatedly and knowingly violated laws. day three of a sick-out. more than 70% of the muni fleet is running. cable car service is still out. since muni operators cant strike, the sick-out is their way of opposing a labor contract. if they don't have a doctor's note, they have been told they'll face discipline. they're set to go into arbitration saturday. let's head outside, a live look at the oakland coliseum. the a's making news regarding their uncertain future in oakland. the team's co-owner lou wolf telling bloomberg television this morning that the a's are close to signing a ten-year lease renewal. it expects it to be done soon. the team has been unsuccessful in trying to build a new ballpark in downtown san jose.
