know that they are upset that a student accused of sexual assault is not being expelled. after a five-month investigation the student is not a threat to the campus and allow him to finish his senior year. the school administrators will withhold his degree for two years and until then he cannot enroll in grad school. the alleged victim says stanford is dragging its feet. >> he is walking away from his undergraduate career with almost a complete lack of consequence for forcibly another student. >> over the last week hundreds of students rallied behind francis and demanding better services for assault victims and mandatory expulsion for sexual assault attackers. perry is facing criticism for comments he made during a speech at common wealth club. stephanie chuang joins us with more on what the governor said. good morning, stephanie. >> good morning, kris.

right here is the commonwealth building here on market street and here is where governor perry spoke last night. he was really focused on energy independence, but it was what he said compared to alcoholism to being gay. that drew the gaf-- thank you commonwealth for attending and all those attended who tonight. the interviewer asked governor perry if he believes homosexuality is a disorder to which he replied whether or not you compelled to follow a particular lifestyle or not, you have the ability to decide not to do that. i may have the genetic coding that i'm inclined to be an alcoholic, but i have the desire not to do that and i look at the homosexual issue the same way. again, that did reportedly draw an audible response from the audience. governor perry made that comment after he was asked about therapy, which is intended to

change sexual orientation. the texas republican party supported lack eed language th give people access to the therapy. perry didn't know if the therapy actually worked. in addition to the commonwealth club he visited stanford where he spent time with condoleezza rice, he tweeted out a picture of that. governor perry in sacramento spending time driving around tesla on twitter tuesday he posted, the only way to make this car faster is to make it in texas. really, that's the kind of language we're used to hearing from governor perry here in california during his previous visits. trying to get tech companies to move to texas. live in san francisco this morning, stephanie chuang, "today in the bay." california ride sharing companies have two weeks to stop giving rides to and from airports or risk being shut down. "today in the bay" bob redell is live outside san jose international airport, these

companies are not playing by the same rules as the taxi companies. >> and the rules, good morning to you, kris, say you must have permission from the airport. this is something that is required of conventional taxi and limo services. as our investigative unit reported last night mobile on demand companies are skirting those regulations, picking up and dropping off fares at sfo without paying the required permit fees and without permission from that airport. now the california public utilities commission told several transportation companies they have two weeks to knock it off or shut down their businesses. they've also received complaints about this happening at airports in los angeles and san diego. in many instances they don't have the proper signage on the side of their car and some don't have proper insurance.

in a statement to the "chronicle" uber said it spent a lot of time trying to secure whatever is needed to operate at the airports and disappointed that they're not letting the process take its course. again, the state giving ride sharing services two weeks to comply or else. reporting live here, bob redell, "today in the bay." we do have breaking news at 5:05 and a police standoff this morning. s.w.a.t teams are out at the intersection of ward and girad right next to highway 101. live at the scene, what are you learning out there this morning? >> good morning, laura. we are out here in san francisco where police are negotiating with a suspect who is barricaded right up the hill in the 100 block of ward street. officers tell us that the man in his 30s is barricaded inside his home. apparently he was involved in a domestic violence dispute earlier this morning.

officers came out to this home where he is barricaded. they are also using a lot of different resources. the fire department is here, the s.w.a.t team is also out here. so, there is a lot of police activity going on in the 100 block of ward street. police have asked us to stay right below the hill and they told us they will come out here and give us more information and we'll continue to gather more information to bring you the latest. all day long, my friends. let's dive into your forecast for this thursday, after all, oh, so close to father's day weekend and also a lot of world cup events happening right here in the bay area absolutely free. we'll go over the forecast in just a moment. right now the south bay nice, clear start to the day and same clear start over the golden gate bridge. we are expecting low cloud cover to move in as we head throughout the next couple hours and it's not able to settle in because of the wind out there. another light round of fog and a beautiful, sunny day with cool conditions as the ocean air keeps pumping onshore. that is the weather story i want to tell you. turning windy at the coast by 3:00 to 5:00 and then a comfortable evening coming your way. 8:32 is our sunset time and that's when you make your way home from work getting ready to enjoy the friday and weekend temperatures. trade these numbers in for the 80s as of tomorrow and we'll keep you warming you up as we get into the all-important

weekend. mike can help you get out that ont door on time. good morning, mike. >> here's what works in our house, let's get going. what works in your house? the cash lanes were backed up, but all the cash lanes are open now and a smooth drive. we'll look at your map and this is your approach down the east shore freeway and both directions 880 and 580 both coming through oakland are at the limit and good flow of traffic. in the city, looking at this. just off of ward street and it's just off of 101. this does not affect a third or bay shore boulevard that is getting off the freeway. that is the closest interchange to 101 and police activity where we continue to follow that standoff in san francisco. across the bay northbound 880 and the earlier slow down we saw has cleared and still a crash at the off ramp and freeway moves up towards the san mateo bridge which across the bay moves very nicely, as well. approaching dixon landing and

the earlier crash completely off to the shoulder, no slowing and that blip will likely clear and we'll track that for you, as well. across the san mateo and dumbarton bridge. slowing off of the altamont a live look at the dublin approach and westbound does show you typical pattern of traffic moouving very smoothly. those headlights in the screen, dpis. send it back to you. >> thanks so much, mike. city college of san francisco may get more time to turn the school around and keep its accreditation. the school got a negative evaluation back in 2012 and since then a long legal battle over deadlines to fix the problems there. an education commission proposed a 24-month restoration period that would give the school more time to comply with creditation standards. 5:09. santa clara university issued an apology in response to questions about a controversial job

posting within the school's english department. the job posting listed very specific requirements. according to yahoo! news, the department wanted applicants to publish 25 books on specific topics. know a lot about water conservation. but it turns out the school already employs someone with all those qualifications and he is being considered for that position. the position was mocked on twitter and removed from the job site. the school responded in e-mail to the website inside higher ed. in part it read "scu is an equal opportunity employer and every application is reviewed. the goal of this particular ad was to make it clear as possible to all applicants that the bar for this particular position is very high." the school goes on to say "we apologize if this attempt at clarity caused anguish for any of our applicants." >> you're staying here for now.

testified he accidentally grabbed his gun instead of his taser and shot grant back in 2009. yesterday in court, he also said he thought grant was reaching for a gun. lawyers for grant's father said the shooting was intentional. a huge chinatown was denied bail yesterday and will stay in custody until his trial. accused of money laundering and plotting to to steal stolen goods. ch he got awards for his work from mayor ed lee. a corrective solution to the expensive housing market it is a group called hip housing and putting unlikely room mates under the same roof. 72-year-old could not afford to live alone, but had extra space. 21-year-old salina cannot afford to pay $2,1 a month.

don't have to use tennison, you're just fine. a predictable build with a little slowing through livermore and no surprises and north bay southbound 101 coming through san rafael and morning commute, the north bay is moving at speed, guys. no big drama. we'll get that easy drive. >> thank you very mump. one of the police officers who was killed in sunday's deadly rampage in las vegas will be laid to rest today. he was having lunch with his partner when the couple burst into the diner and shot them at point blank. they moved to the united states from war-torn bosnia when he was just 13 years old and his family members say he always wanted to be a police officer ever since he was a boy. he was married in 2009 and has a son who will turn 1 in july. the funeral for his partner will be on saturday. 5:20, lance armstrong will be forced to testify under oath today about his use of performance enhancing drugs. armstrong will give videotape

testimony about what he did or did not use when he won the tour de france seven times. suing the cyclist for $12 million it paid in performance bonuses. last year armstrong gave sworn testimony and it provided the names of the people he says helped in his doping. how's this for living on the edge. take a look at what's happening on a lake in texas. foundation barely keeping this home from tumbling into the water below. you can see straight into the bedrooms. the ceiling fans still spinning. luckily no one was living at the home at the time that this started to collapse. but the home was condemned months ago. the cliff below has been deterrierating ever since. check this out, an elderly driver has a medical emergency and smashed right into a gas pump in new york city. the other driver just manages to get out of the way in the nick of time. he happened to be an off-duty police officer so he rushed back to the disaster to pull the

he made about homosexuality. stephanie chuang joins us live from san francisco and he compared homosexuality to alcoholism and folks were pretty shocked to hear that. >> yeah, good morning to you, kris. the governor speaking at the commonwealth of california here on market street and supposed to focus on economics and energy independence and drew the most attention when he made the remarks compared to being alcoholic to being gay. that was just last week when the texas republican party adopted a platform language that would give people access to reparative therapy, reparative therapy is intended to change someone's sexual orientation from gay to straight. governor perry said he didn't know if the therapy worked. here is the picture from his twitter, if you can take a look at that, showing him front and center at the commonwealth club in the city. according to the chronicle, the interview asked him if he

protesters will be at stanford to express their anger over the administration's handling of a student accused of sexual assault. after a five-month investigation, the school decided the student is not a threat to the campus and will allow him to finish his senior year. school administrators will withhold his degree for two years delaying his grad school plans. hundreds of students have rallied behind the victim demanding better services for sexual assault victims and mandatory expulsion for sex assault attackers. the man accused of beating and carjacking an elderly woman in el cerrito is under arrest this morning. tips led investigators to oakland where they found terrance hardy and took him into custody without incident. stealing a woman's car over the weekend. the woman was treated for a broken collar bone, broken ribs and injuries to her face, but she should be okay. her car, however, still has not been found. 5:33. firefighters spent the night

camped out in livermore to make sure a stubborn brush fire didn't burn up. in a creek bed near a housing development here sunset park. it started just before 8:00 last night burning four acres. it was the second time firefighters were called out to that area yesterday alone. >> we came earlier for a fire today and we put it out and when we came back to check on it, it was all out and as we left, we noticed that we had a smoke column and this thing had taken off. >> a lot of people were coming out kind of scared of it hopping investigators still trying to figure out how it started. after an overnight crash wrecked several lanes. 880 north of 98th avenue in oakland. it's unclear exactly what happened there or how many cars were involved, but we do know that at least one car flipped. investigators say everyone is expected to be okay.

police say they're still not sure what caused a deadly car crash in the neighborhood of san jose. this happened around 9:00 last night near parma park. investigators say the driver was thrown from the car when it smashed into a tree. no one else was in the car at the time and no other vehicles were involved. investigators are looking into the driver, only identified as an adult male was drinking or doing drugs prior to that crash. san francisco police are trying to negotiate with a suspect who barricaded himself inside his home. s.w.a.t teams are out at the intersection of ward and girard right next to highway 101. so is lucerno benitez who is live at the scene. what are you learning so far? >> good morning, laura. learning more information about the standoff happening in san francisco right now. we do hear that the man may be inside the home with some children, but we're still

waiting to learn more details from police. we have been asked to stay at the intersection, but right up the hill on the 100 block of ward street that is where there is all the police activity in the 100 block of ward street. right now officers are still negotiating with the barricaded suspects. apparently they're dealing with a man in his 30s who was involved in a domestic dispute somewhere else a few hours ago. not clear on when police arrived at the home and if the man lived at this home, but using several resources like the s.w.a.t team and the fire department, hopefully to end this in a peaceful way. police tell us that they will be giving us more information later on this morning, we will continue on the scene to bring you the latest details. live in san francisco, lucero benitez, "today in the bay." >> thank you very much. 5:36 and lucky we can turn off the air conditions and spending a lot of money the last couple days. >> fresh air in the bay area is fantastic. >> the wind is helping to get that air moving inside your

house. now, today the wind is going to be fierce. i love what the fashion world did for the word fierce, it makes it sound so awesome that this wind is coming in like tyra banks is going to come arolling through or something. it will impact that giants' game out there. it is a day game. we'll get into that forecast in just a second. start with the wind speeds coming straight out of the south and relatively strong sustained at 22 miles per hour, for example, in concord. 15 miles per hour in oakland and strengthening throughout the day and what will happen is that wind is going to be really, really strong today at at&t park. 12:45. 56 degrees and going to be cold and keep the clear sky, but cold conditions and then you couple in that wind and you're talking about a wind chill factor of 50 degrees. if you're headed out there, bring your shades and your jacket. cool conditions and we're expecting the wind to potentially pick up and carry that ball out towards center field. if you don't have tickets yet

and want to catch a pop up, that is your best chance for today. 74 in the south bay and beautiful conditions here and always about a give and take in the bay area. cool at the coast means nice and comfortable in the summertime and the late spring, oh, your inland valley spot and 77 degrees. what a great day in the north bay and 71 for the east shore. just days away from the official kickoff of summer. the 21st of the month. talk about the warming trend to accommodate that kickoff. right now, though, let's talk to mike about your drive. >> christina, i want you to look at the screen right here. our chopper is over this. the overcrossing. chp vehicles are at the, well, the fence right here. a car came off the freeway going a little too fast and made its loop around and reportedly hit this fence right here. this overcrossing and the freeway below it. this railing hanging over the edge and that's why they closed the collector road affecting the on and off ramps and a slower drive across the bridge there. also one of your northbound lanes closed and that's at the

will vote on who will replace eric cantor as majority leader. the top three two texans and a congressman from central california. tracie potts is live on capitol hill this morning and what are folks saying about who has the lead? >> kevin mccarthy is certainly a favorite from california because he already has the number three position and he is the majority whip and has the support of eric cantor. cantor said in his news conference yesterday that he thinks mccarthy would make an outstanding majority leader but two others very interested in that position. pete sessions want to replace

eric cantor. pete sessions who land against mccarthy for that number three position. this is a rematch for them. the vote is scheduled to happen one week from today on the 19th of june, next thursday. trying to get this done fairly quickly so that the focus going into the elections won't be a party that's been split. the tea party, the conservatives and the moderates and the focus will be on trying to get those candidates to win and hold on to their majority in congress. >> will be interesting to see what happens. thank you very much, tracie. new this morning for the second day in a row police in south korea are raiding a religious compound looking for the man they think owns the ferry that sunk in april killing more than 300 people. they are looking for the church's co-founder who is wanted on embezzlement, tax evision. investigators think his corruption contributed to its sinking. police in phoenix are scrambling this morning trying

to track down the gunman who broke into a church and killed a priest. phoenix police say they got a burglary call at the mother of mercy mission just after 9:00 last night. when officers arrived they found a priest shot to death. a second priest is also attacked and in critical condition. it is unclear if he is also shot. one of the cars reported stolen was found nearby and no arrests have been made. safety officials in cupertino are putting together a plan to protect the city from a floodriggered by an earthquake. they say an earthquake could easily cause the stevens creek reservoir to fail. this weekend volunteers will knock on 2,500 doors in the danger zone and ask permission to put people's cell phone numbers into an alert system. this map shows what would be the path of destruction from up in the mountains through town all the way down to interstate 280. city leaders say the plan is to send a mass text message to everyone in the alert system if that reservoir ever failed. >> the worse case scenario water
