day, thank you for joining us. i'm sam brock. dad should be pretty pleased about the weather today, especially if he's thinking about hitting the links. >> the weather will be perfect for that, not as hot as yesterday and this morning, the signs are out there that we're going to see a cooler afternoon as well. right now some low clouds across the east bay. you've got mostly cloudy skies over the oakland coliseum. we have got u duelling games. it should be about 70 degrees, also starting at 1:05. 60 degrees. you can see why there's a sea breeze moving the clouds around. today cooler temps out here in coast. 63 degrees in monterrey. you can see heading up towards the sierra today close to 72 in lake tahoe. temps cooling down today, they're going to cool down even more. happy resolution now to a

parents horrifying experience. a little girl wandered away from her campsite was gone all night long. she disappeared at samuel p. taylor state park. the family was visiting from new mexico. ida roth child was reunited with her parents. two cyclists familiar with the area spot -- 9-year-old ida was cold but unhurt. and her parents relieved and gracious. >> the incredible, the infrastructure that blossomed into this effort that brought our daughter home to us. i'm extremely grateful. it's been a life changing difficult experience.

i am extremely grateful this father's day that i did not -- that i continue to have my wonderful daughter, ida. >> can't ask for a better father's day present than that. the roth childs say ida is resting comfortably. all new this morning, all lanes are now back open on westbound i-80. this after a fatal overnight crash that you see video from right there. the chp tells us the person driving a toyota suv struck a pedestrian killing the person instantaneously. news of the crash came in reported around 1:00 this morning, the ramp was closed kno for about two hours. the identity of the victim has not been released. a man is behind bars after

he exposed himself to two girls. just before 5:00 yesterday evening, the man came up and exposed himself to the girls several times. one of the girls told her father who after hearing what happened started following the man. police quickly joined the pursuit and arrested him. he was taken to santa rita jail. a 16-acre brush fire broke out yesterday in san rafael. investigators explained that several fires broke out at the same time indicating the possibility of arson. firefighters still worked on the scene yesterday, checking for hot spots that may still be there. the blaze came dangerously close to about 100 residents locally. thankfully no structures were damaged and no injuries reported. a salinas man is behind bars for trying to sell $20,000

in illegal fireworks. the 33-year-old was arrested after selling the fireworks to an uncover officer. in the south bay, the owners of a health store had their health threatened this weekend when a car came crashing through their front wall. this happened yesterday in sunnyvale near homestead road. the owners say it was a typical business day, until that accident, of course. >> get up and go get it from the plaza. and i guess, you know, very -- it's really great. my husband sat in that chair and the car was right here. >> not what anyone was

accustomed too. the people in the car were not injured. the driver reportedly mistook the gas pedal for the brake ped pedal. mpls it's a deal, governor jerry brown and sacramento lawmakers have hammered out an agreement on the state budget. the big winners, programs supporting preschool, home care givers and welfare to work grants. legislators say they are focusing as well on paying down the debt. they also want to build up a rainy day fund. >> the governor is definitely going to have his frame work accepted by us. we have already acknowledged that we will be paying down debt. at at least the rate that we had agreed to last year. the governor wants to accelerate it a little bit more. >> a budget surplus has also helped out the situation in sacramento. it gave state leaders more

almost 7:11 on your father's day sunday, a beautiful day for all the dads in the bay area. you're looking right now at a live picture. this shot right here of foster city, a little bit of haze out there. expected to clear up quite shortly. fighting in northern iraq continues, the country's prime minister is vowing to rebuild the iraqi army and defeat an al qaeda linked militant group that seized several cities this week. violence in iraq has forced hundreds of thousands to flee mosul. defense secretary chuck hagel ordered the move to give president obama additional flexibility should such an

con. this is going to run from today through tuesday, guaranteed to give dad a thrill on his father's day. a unique football camp wrapped up in the south bay today with a big game, there were no helmets and pass but a whole lot of heart on the field. some 49er players came out to lend some advice to the athletes, all of whom have downing's syndrome. it's designed to give boy who is love football but don't make their high school teams an authentic experience. the two-day camp started almost a decade ago inspired by the long-time manager of valley's football team. >> i have loved the game of football, but has always been on the sidelines cheering the guys on. i want him to be on the field getting cheered on. i also do it for our football players. i want our guys to learn that you don't shy away from people with differences. >> good story here.

each camp member is paired with a high school football player. coaches say the boys often stay in touch throughout the year. and while california used to be the only state with a program like this, it's now spread to four other states as well. whether you're watching it in person or on television, world cup fever is gripping the nation. >> the world cup is an event that everybody is waiting for four years, soccer is everything. >> reporter: even though san jose is -- fans are getting in on the action. >> i'm a hockey fan and i started watching soccer because it's like okay on grass to me. world cup brings everybody together. >> we're just having a good time. >> reporter: the biggest matches are being shown on a big screen in downtown san jose or in

nearby st. james park. >> those guys are awesome. >> reporter: these fans will join an estimated 700 million watching the world cup across the globe. san francisco is hosting similar watch parties in it's civic center plaza. >> it brings everyone together for one reason and that's to play sports and to root on your team. >> reporter: while soccer isn't nearly as popular in the u.s. has it is in other countries, fans say they hope it will inspire a bigger following. >> you see a lot of american people here so i think if they just start to support the sport they can love it even more than p football. >> the world plays it and i think the u.s. should follow in those footsteps. in brazil right now, 82

degrees and humid. we can love the world cup without loving the temperatures. >> we have humidity out there, but our temperatures in the 50s this morning, the low clouds and marine air. the moisture that's coming in with that sea breeze tends to come with fairly cool air. 55 degrees currently, 59 around the north bay where we have mainly clear skies right now and our temperatures, if you were to compare them to about 24 hours ago, in the locations around the north bay and san jose running a few degrees cooler and this will continue into the afternoon. temperatures will be running away from near 90 in livermore. you can see how strong this sea breeze is already this morning, into fairfield, those winds almost up to 20 miles an hour at times, it's going to be an all-day event that will keep our temperatures cooling off for the next couple of days. on the west coast, we have a weather system that will bring

high clouds our way, so partly cloudy skies today and it's going to -- we have got low clouds locally inland for the morning and over towards the dublin grade as we head through the afternoon, low clouds hanging out mainly west of the golden gate inland locations seeing sunshine. headi ining into tomorrow morni you can see that marine layer filling in around the coast. for monday morning, especially down highway 17 and highway 1 for tomorrow morning and a mist is possible for san francisco as well for tomorrow morning. so the trend from sunday through tuesday is going to look like this, the trough of low pressure is hung up across the west coast. wednesday to thursday, high pressure is going to try to build back, which temporarily will boost our temps back up. you see that on the seven-day forecast on the bottom of the screen, the numbers climbing up

towards wednesday and thursday. by friday this next area of low pressure approaches the coast. so cooler for now, midweek warmup and then trending cooler as we approach next weekend. 76 degrees today in san jose. trending a bit warmer as we head towards wednesday, same story too for san francisco as we approach the middle part of the week. a few father's day activities for you, if you're going to head up towards napa, we'll have the father's day auto show. should have those temperatures looking pretty comfortable around the mid 70s. we have the kite festival with temperatures looking pretty comfortable. low 70s and certainly enough wind out there to get the kites flying around pretty good. you might want to hang around berkeley for the afternoon. the trend for the north bay and the tri valley, seeing the same thing we saw in san francisco. monday should be the cool elson day of the week and then

instantly. that crash was reported at 1:09 a.m. the ramp was closed for about two hours after that, investigators still looking into the circumstances surrounding that crash and the identity of the victim at this point has not been released. a man is behind bars after police say he exposed himself to three girls. the girls were sitting on a bench in shadow cliff's regional recreation area. the man came up and exposed himself to the girls several times. one girl told her father who after hearing what happened started following the man. police quickly entered the search. he was take on the santa rita jail. fresh developments this morning on a 16-acre brush fire that broke out yesterday in scan rafael. investigators explained that several fires broke out simultaneously, providing possible evidence of arson. they are currently in the process of interviewing witnesses and combing through the burned area. firefighters still worked on the scene yesterday checking for hot

spots, that blaze came dangerously close to about 100 homes. when metal thiefs strike, police don't have the resources to fight back, but that soon may change. state lawmakers are working on new legislation that will create a special task force. catching those thieves who steal valuable city owned copper pipes and wires. >> what this bill tends to do is have a 1% fee on repsychled materiel to pay for law enforcement to investigate and prosecute metal theft. >> metal recycling companies are against the bill because they would lose money. the state assembly passed that bill last month, the state senate is now taking it up. governor jerry brown and lawmakers have settled on a budget. the big winners will be programs supporting preschool, home care workers and welfare to work

stay with nbc bay area and nbc news for continuing coverage of the violence unfolding in iraq. more than 1,000 demonstrators marched across the brooklyn bridge demanding stronger gun control laws. >> not one more! not one more! >> many who took part were directly impacted by the mass shooting at sandy hook elementary school back in 2012. the former mayor has become one of the nation's most staunch visible gun control advocates donating millions of his own 34u7b to that cause. volunteers in connecticut are working together this weekend to build a play ground in honor of one of the victims of the sandy hook school shooting. the group broke ground on friday. it's the 20th playground thigh have build. they plan to build 26, one in honor of each of the school shooting victims. this one is in memory of

welcome back. a little bit later today, the state legislature will be passing the 2014-2015 state budget we hope. for the second year in a row, the $108 billion documents will be passed in an air of calm and collective satisfaction. our political analyst larry gersten joining us to give us highlights of this expansive document. what is the take away here? >> the take away is, you said calm, this is so unusual in sacramento when it comes to the budget. it's down to the fact that when times are good, there's few arguments in sacramento. because all of the various areas in need, public education,

social developments programs, transportation and all of the big guys, they're always addressed. but basically satisfied. and this is really one of those rare moments. so unlike many previous years, when massive cuts have taken place, big fights over scarce resources. well this year's budget reflects a relative -- >> larry, how does this budget, this version match up what governor brown had initially outlined back in january? >> not near as much drama as you think, it's pretty close. whatever you might say about co-equal branchs of government. it sounds so good, in fact the governor is first among equals. still the governor made some congress sessions, he made some concessions to the legislature. $2.5 billion is flowing into the state's coffers. again, bautecause of this

rebounding economy, those are the kbask changes here. >> were there compromises made between the party and perhaps the democratic matter? >> yes, there were. a prekindergarten education for one, for about 3,000 low income kids. finally even after the governor opposed the program, he sort of gave in. again, almost a pilot program, but because of the financial imp indication. >> that's that something the president has been talking up nationally. >> you'll begin to see that that's the beginning of something. high-paid rail, about $250 million an yal going to the state's new cap and trade program. >> you said quiet in an air of satisfaction. there are a lot of people that are not thrilled about a cap and trade revenue going to a project

that may or may not come to life. >> the governor is moving on it very forcely. and he wanted $400 million. they compromised at $250 million over year. so you can begin to see long-term how that money is going to be pumping in as a source to high-speed trail. over time, for health care givers t overtime that they had been giving, that the governor didn't want to give them. here's another area where the state said we're going to go along with this. the governor blocked it saying we can't afford it. you get that $2.5 billion in there and it's a bit of money. so you can see these kinds of compromises. these are the things that happen when the money flows in. that's when you can accommodate each other versus short falls and that's when things get ugly. >> the restore ration of key services there, eld early services, preschool you mentioned. larry, we have problems, we have

tons of debt when it comes to teacher's pensions, are they going to do anything to address that? >> $75 billion that state teachers, that's a lot of money. they've got a 30-year program here. so the good news is that the state's embarking on this long-term plan to wipe out the pension debt. the state also has a $500 million reserve fund this year with another 1.6 million set aside. this way the state will be covering sort of like an insurance policy. there's some bad news, people need to understand this. the bad news is that the governor and the legislature, they dodged a bullet. they failed to address california's lopsided tax system. you know, these days 1%, 1% of the state's income earners pay

half of all income taxes. >> they dodged it or they evaded it? >> that implies they are able to work around this issue. they're saying they need to address it? >> when i say dodge, they ran away from it, and they run away from it every year. and one of these days they're going to have to do something, because it just isn't sustainable. it's not sustainable over time. especially when the state go into recession. california's got to come up with a more diversified tax collection program that doesn't rely excessively on one source. the governor nor the legislature, they talk about it every year but they have not been willing to bite that bullet and until they do, the state will always be on the verge of economic calamity. >> everybody's going to move to texas. happy father's day, you're a father of three, one daughter, very lucky man. what's your daughter doing for

mainly in the mid 50s with the low clouds spilling over the coastal hill tops over to san francisco right now. temperatures in the low 50s, we should see these numbers about only 10 degrees warmer for the afternoon, thanks to the sea breeze which will be running stronger today. numbers near 58 in dublin, there you see some of the 40s around santa rosa. 49 degrees on our way to some 70s as we head through the afternoon. so short-term, you got the low clouds and misty skies, even in parts of the east bay this morning. the fog kind of sticking around the coast from pillar point south. the low clouds filling in heading towards tomorrow morning where drizzle and some mist will be another thing to encounter as we head through the monday morning commute as well. the culprit is this big dip in the jet stream anchored across the west coast, high clouds passing on by and this pattern locked until tuesday. this is going to keep our temperatures down.

this is the pattern we'll see likely through about tuesday, then for wednesday and thursday, this high is going to move back through the california coastline. cooling through tomorrow into tuesday and then by wednesday, could briefly see highs in the upper 80s, maybe close to 90 on thursday. and then this next area of low pressure approaches the coast and that's going to cool things off as we head towards next weekend. so cooler for now, and we'll see breezy conditions heading into the afternoon. temperatures around san jose today 73 degrees. fairly cool today and that sea breeze is probably going to make things feel even cooler than that. 70 around san mateo, some father's day plans in the north bay. we'll see those temps in the mid 70s for the afternoon and staying cooler than the mid to upper 8 0s we saw to kick off the weekend. oakland and around berkeley, those temperatures in the low 70s with some patchy low clouds

at times, you see the numbers here around the tri valley. the trend will be a little bit cooler into monday, the cooling that we're seeing takes place today, really bringing the coolest day of the week in tomorrow. by thursday afternoon, that sea breeze will start to pick up again, so livermore likely seeing it's warm es day and santa rosa and then cooling once again into the weekend. so that coaster con we're seeing in the south bay, your five-day forecast, and seven-day forecast seeing those temps on the rise toward the middle of the week. >> congratulations is on order for san francisco, it's just been named the priceyest city in the u.s. for summer travel. the city by the bay beats out new york city in the trip adviser survey. san francisco came in at $508 a day. new york city was second, as we mentioned came in at $501 a day.
