thousands of soldiers march to their death, but will the massacre be enough to force the u.s. into action? and outrunning a wild fire. the massive flames forcing hundreds of people from their homes near bakersfield. meanwhile we're still getting that cool ocean air off the pacific bringing in the moisture, bringing in some doomer temperatures. i'll let you know how much cooler than yesterday we're expecting those numbers today and when they climb right back up in your microclimate weather forecast. and it is 6:00 on the dot on your monday, june 16th. this is "today in the bay." from nbc bay area, this is "today in the bay." and a very good monday morning you, thanks for joining us, i'm laura garcia cannon. >> and i'm sam brock. investigators are looking through two burned homes in san francisco this morning trying to figure out what caused them to go up in flames overnight.

homes are located in the crocker amazon neighborhood, that is near interstate 280. the fire started outside of the front door of a second story home and quickly spread, engulfing a neighborhood building. four people were evacuated and are currently getting help from the red cross. and a couple other people were treated for minor injuries. investigators have not figured out how that fire started, but they do say it is suspicious. developing story and disturbing new imaging -- images showing militants marching iraqi soldiers to their deaths. will the massacre force president obama to send u.s. forces into that conflict. "today in the bay's" kris sanchez joins us live. kris in the last half hour, the obama administration saying what might be the next step. >> reporter: we just heard in the last half hour, laura, from secretary of state john kerry who said u.s. drone strikes may be the option to stop the progress of al qaeda-linked isis which is claiming another town in northern iraq and claiming the massacres of hundreds of

iraqi soldiers. however the secretary of state considering another option. perhaps working with iran to get iraq under control. this as militants distributed these photos showing the execution of some iraqi soldiers and recruits. there are more graphic photos, but we're not showing you those this morning. they're not verified yet, but they are still powerful enough that other iraqi soldiers are now abandoning their military posts. in just the last few hours, al qaeda-linked terrorists in control of northern iraq, also claimed another town, this one tal afar about 250 miles north of baghdad. some of the town's 200,000 residents confirming its capture. now the u.s. embassy personnel and in baghdad, many being evacuated out of the area. u.s. citizens are being warned gerns travel to iraq and three u.s. warships are waiting for instruction in the persian gulf. in washington, lawmakers on both sides of the aisle are calling for action, though there is not agreement on what kind.

>> you attend to do harm to america or americans, we're going come after you. we're going to bring a ring of fire on you that you hope never happened. >> we need air power immediately to stop the advance towards baghdad. >> reporter: other lawmakers are hoping the president will not get involved. president obama strategizing with military leaders as he spent the father's day weekend in palm springs. the main question appears to be how to commit the u.s. without putting boots on the ground again. now nbc correspondent richmond engel is on the ground in baghdad where he reports that there are increased check points already and also an increase in the cost of food and other essentials as the instability there grows. laura. >> it's getting quite dramatic, thank you very much, kris. our coverage is just beginning. coming up in about ten minutes, we're going to get a firsthand look at conflict during a live report from iraq. again that's coming up in just about ten minutes. lawmakers have approved the

state budget, sigh of relief, just hours before the deadline it now goes to the governor's desk. it is a $108 billion spending plan for the 2014-2015 fiscal year sending billions to schools, paying down the massive debt and bolstering the high speed rail project also a suicide net for the golden gate bridge. "today in the bay" stephanie chuang joins us live from the golden great bridge, stephanie, it sounds like a carved out smaller amount. how much are we talking here? >> reporter: yeah, good morning, sam, it does sound small. it is $7 million to go towards what's a $76 million brojt here at the bridge, but it's kritd call founding we're talking about. now if you're been to the bridge here, you know that the sidewalk are open to the public and the railing in place is only four feet tall. this project could build stainless steel nets 20 feet below the sidewalk. now the golden gate bridge highway and transportation districts board of directors approved this project four years ago after years of testing this

barrier system. but construction not begin until funding is secured. according to the bridge rail foundation which is a group dedicated to preventing suicides at the golden gate, there've been 1600 suicides to date there which is more than any other place in the world with record 46 people dying after jumping off the bridge last year. bridge workers were able to stop 118 others. at least 10 fact of the funding for the suicide prevention nets would be secured if governor brown approves the state budget. now other programs that could get funding, we're talking about city college of san francisco could get critical help from the state in boosting funding levels back up to the levels before enrollment dropped. you remember that happened after the school's accreditation status was up in the air. just how much money it could get is still undetermined. also, $250 million could go to the high speed rail project and $9348 to grow welfare programs that helped people who've been convicted of drug felonies. lawmakers say that that will

help cut down on the number of these felons who go back to prison time and time again, again for these drug felonies. sop again, $7 million could be coming to this project here to install these suicide prevention nets, but the rest of the funding is still up in the air, and that's what's up for discussion when the district board members meet in about two weeks. live in san francisco, stephanie chuang, "today in the bay." >> a lot of numbers to keep track there have, stephanie, thank you very much. happening now, 6:06, crews in central california placed themselves between a small community near bakersfield and a wild fire that's been burning out of control since friday. nearly 500 homes near woomford heights have been -- woolford heights have been evacuated. sinces it started friday, the fire has burned more than 2,000 acres. it's only 10% contained this morning. the fires burned two buildings and threatens hundreds more. time to check your forecast now as we give you a live picture of downtown san jose. a lot of folks still riding the

high of father's day weekend, hopefully christina will be able to continue, elongate that weekend maybe one more day, how's it looking? >> it's going to be nice weather wise. we are going to keep that spoiling going for everybody across the bay area, good morning to you my friends. we have a really nice day in store, and temperatures don't usually hit this far below average in june. i'm talking about low 70s today in the south bay. typically we're in the 80s in the warmer cities across the bay area. taking a live look at where we are right now, temperature wise, it is crisp out there, it is comfortable out there. we have wind to deal with. the only thing that is keeping us from a perfect forecast, the only range is in fact we'll have to deal with the wind. at the coast is the most fierce. you can see the red on your contour map here. frequent gusts up to 45 miles per hour. we're getting those about every 15 minutes this morning. travel cautiously up there, otherwise, we're looking good. you can see all the blue down

here in san jose, calm conditions, and that's definitely reflected by the five mile per hour wind speed this morning nor mountain view. the temperatures are going to be so nice for outdoor plans. if you don't have to go to work or the kids just started summer break with you, today is great to go outdoors. it'll get on the warm side as we head into the midsection of the week. i know a lot of kids are at home with their families. 74 degrees in the east bay. 59, that's in san francisco. full sunshine today. pleasant conditions meanwhile here in the south bay, mike had the day off. he's going to enjoy that beautiful weather. but let's talk a little bit about your drive, because i'm pulling double duty this morning my friends. get those motors running. san jose, looking good, no delays, no major incidents, metering lights are on and that's typical for this time. i can tell you right now as we take you across the board. things are looking good as we take you northbound 101, 280, san jose, no problems here, serving free and clear.

you're watching "today in the bay." welcome back, monday morning, yeah, monday's can be tough, but the weather is on our side this morning in every single department, except for the wind. the wind will be strong today. i have to tell you that, but that wind is bringing in the cool ocean air all the way and keeping your temperatures down in the seven-day. just perfection there. meanwhile, double duty, taking a live look here at the bay bridge toll plaza. getting backed up here. i can tell you the metering lights have been on for a half

hour. no accidents across the bay area, but we are starting to see slow downs. we will show you where and give you the alternates coming up in just a minute. here are today's top stories, al qaeda-linked militants have captured yet another town as they try to take over that country. the fall of tal iowa far come -- tal afar comes a week after the second largest city was captured. additional military personnel have been sent to protect the u.s. embassy in baghdad. investigators are looking into a suspicious fire in san francisco's crocker amazon neighborhood. it broke out early this morning outside of front door of a home and it spread to another. red cross is helping four people displaced by the fire. retired race car driver michael shu maker is no longer in a coma -- schumacher is no longer in a coma. he was injured in a skiing accident back in december. schumacher's representatives say he'll continue rehabilitation

but didn't cite where. doz reasons dead in kenya, killed while they watched world cup matches at home on tv. somalian insurgents killed them. al shabaab, somalia's al qaeda-linked terror group is blamed. the top commander said the gunman ordered women to watch as they shot and killed the men. the attackers told the women that's what kenya troops are doing to men inside somalia. new video just in from brazil showing protesters blocking police cars with their bodies during demonstrations against the world cup. some protesters threw fireworks at riot police near the stadium in rio and it appears officers fired back with live rounds. in that video, you can see a police officer firing his pistol at the ground of protesters. it appears that nobody was hurt.

the crowds are protesting the multibillion dollar cost of hosting that international event. now back to the developing story, escalating violence as the crisis deep nns iraq. this morning -- deepens in iraq this morning. nbc's amon moquadine joins us live with the latest details. >> reporter: good morning, that's right the u.s. embassy is reducing its staff and moving personnel to various consulates across the renal. it's also beefing up security by deploying troops to shore up the compound security. now in addition to that, the u.s. is insisting that normal operations will continue at embassy as the u.s. considers what its next options are to shore up support for the embattled prime minister. now over the weekend, there were some disturbing images that came out of the northwest part of iraq, particularly in tikrit.

al qaeda-linked militants posted on their websites pictures of mass execution of iraqi soldiers they had captured in those pictures also had very derogatory comments in reference to the community here in iraq. nbc has not independently verified those, but a military spokesperson says they believe they are credible. but it gives you a sense of the kind of tensions that are now being inflamed across the country. in fact also over the weekend, thousands of my that men answered the calls of the religious leaders to join myly thats and join the country in the wake of this terrorist offensive by the group known as isis, laura. >> it seems to be developing and changing rapidly as well. >> reporter: that's correct. the situation on the ground is constantly evolving after losing a lot of territory, the iraqi military now is trying to regain momentum and launch a

counteroffensive. right now they haven't mobilized a lot of ground forces into the northwest part of the country, but they have over the past several days launched what they are calling precision air strikes on the hideouts. they believe softening the targets could pave the way for a ground invasion of sorts if you will. now there are questions though about the capability of the iraqi army, nearly 30,000 of its members completely militaried -- melted away in the wake of these clashes that happened and the onslaught that happened by the al qaeda-linked militants that by some estimates only numbered a few thousand. now questions surrounding whether or not the iraqi army that has been trained to the tunes of billions of by the american military and equipped by the american military whether or not they are up for this fight. certainly the iraqi government insists they are up for it. >> it'll billion interesting. one we're closely watching, thank you very much. live from iraq this morning. elsewhere in the world, russia has cut gas supplies to ukraine this morning. overnight a payment deadline

passed and negotiators failed to reach a deal on gas prices and unpaid bills amid continued fighting in eastern ukraine. the decision does not immediately impact the gas flow to europe, but it could long term disrupt the energy supply to the region if the issue is not resolved. let's take a peek outside at san francisco this. morning. looks like the camera is moving with the wind out there. we were talking about that earlier with christina, she joins us here on set. >> does that pose a risk for wild fires? we're hearing about fires breaking out now? >> we have the moisture coming off the pacific, the moist air is helpful for us, but that wind is never favorable, if anything does break out, it could become problematic. of course you want to stay on high alert here in the bay area. if you ever see a brush fire or anything break out, hillsides are dry, make sure you can pull over safely, then you want to report that as fast as you can. help keep this beautiful bay area that we live in a nice place. as we head throughout the day today.

i can tell you right now that wind is going to be fierce only at the coast. but we're going to get a strong enough safe breeze that it'll extend all the way out into the tri-valley. your temperatures, even in livermore today will end up in the 70s and that is a treat for you. now let me show you where we do have onshore flow. you can sthee over the east shore, we're starting to see the clouds roll in. the metering lights are here, they're definitely on the bay bridge toll plaza. we'll get to the those specifics in just a minute. right now today, temps in the 50s, 56 in san francisco, we're at 57 right now along the peninsula headed towards really pleasant conditions. 71 degrees, i don't like to overdwlus word, pleasant, but 71, we'll hit that today. nice day shaping up in san jose. 59 meanwhile, cool, deceptive sunshine out there in san francisco and warmer days ahead. we'll be back in the 80s as of wednesday. we'll cool you off to the lower 70s here in the south bay as we head towards the end of the

there, bill and melinda gates revealed their geeky side. does he need to? yesterday at stanford, that couple delivered the commencement speech. they pushed them to go big and help fix global problems. >> i like they did it as a couple, very cool. discount coffee not the only perk. the company will announce a new program to help workers earn college degrees online. coffee chain is teaming up with arizona state. the goal is to help workers earn a bachelor's degree with full tuition reimbursement for juniors and seniors. the program will be offered to employees who work at least 20 hours a week. companies say workers don't have to stay with starbucks after they earn those degrees. the place where one of the most historic meetings in u.s. history took place is being torn down. the garage where fbi official mark felt secretly met with bob

baghdad. those staffers are moved to more stable areas of iraq and also to jordan. 100 soldiers and marines are helping to secure that embassy now. it comes as islamic militant website shows what appears to be thousands of iraqi soldiers marching to their deaths. nbc news has not been able to verify those claims. but in the men time, video from iraq's defense ministry shows an air strike north of baghdad. iraq says the air strike targeted radical sunni militants. nbc news is verifying the date or exact location of those air strikes. we'll have a live report coming up in just about 20 minutes. today court hearing for the san francisco men who -- man who led fbi agents on a nationwide man hunt. a federal grand jury handed down an indictment against ryan chamberlain. so far charged with possession of an illegal device. charge which carries a maximum

sentence of ten years in prison. federal magistrate order chamberlain undergo a psychiatric educational. two people wanted in a deadly road rage shooting in san jose are now in jail. "today in the bay's" bob redell joins us live where detectives, bob, tracked down those suspects in the central valley. >> reporter: and they were actually arrested last month. good morning to you, sam. not clear why san jose police making the announcement now, look at these mug shots. these are the two suspects we're talking about, they're both men, both from san jose, on the left side, his name is ortiz, he's a 17-year-old who the district attorney plans to charge as an adult. on the right-hand side, 23-year-old reyes. police arrested them in may in the central valley cities of tracy and oakdale. investigators do not believe they knew the man they allegedly murdered. that man was shot multiple times, killed on may 6th near the intersection of center and tolle and san jose.

few blocks from his home, what happened prior to the shooting? apparently lam almost collided with the suspect's car. when he got out to speak with the suspects, he was shot. he left behind a wife and two children. the story did receive a lot of national attention, as a result, a lot of support for the lam family. since his death, san jose police helped raise more than $100,000 for his wife and two children he leaves behind. reporting live here at san jose, bob redell, "today in the bay." >> thank you very much bob, we'll check back in shortly. it is 6:3e6 right now. i want to check the forecast as we look live outside. overlooking san jose, these start out our day across the bay area, but it should be mild out there. and a good day to get out and enjoy it, love a bay area morning. >> it's breezy, it could have a little wind, both of those descriptions on christina's seven-day forecast. not sure what the difference is, but i have a feeling she's going to explain it to us. >> it's about 10 to maybe 20

miles per hour, breezy to windy throughout the day today. we're looking good. that wind is our friend here in the bay area. the reason why is because it's keeping our air quality nice and pure, also it's keeping our temperatures cool. and i know i was out there yesterday at the beach, and those kite surfers were having a blast. i promise you, this is going to be jam-packed for today because of this wind. so what i can tell you is, we're going to keep. going for another couple days, and then we're going to turn it off, as a result, temperatures will creep up. let's focus on the weather story of the day. and that is the low clouds coupled with that ocean breeze keeping our temperatures down really impressive numbers. you're just joining us, wait until you see what i have in store for you today. 71 degrees in the sloult bay. that's not a bad day, 73 along the peninsula. 74 for the east bay, 59 deceptive sunshine in san francisco today. make sure you bring your coat with you. see a lot of foot traffic out here as we head throughout the

hours, people still in town for father's day which also might be the reason why we have a lighter than normal drive out there. look at that the, few commuters out thereto this morning taking a wide look at the entire bay area. we are slowing down in the usual hot spots, but i have to tell you, i watch these maps with mike every single day and it's definitely lighter out there. we are seeing that school, those schools out for summer really being reflected in our speed sensors here. that's the great news. you're going to get a nice drive and beautiful day. one issue, it's clearing, northbound 680. it's actually kbens the commute direction for they are morning, but we are getting a little bit of an onlooker delay on the southbound side. so keep that in mind, otherwise whereby we're looking good. also slowing down this morning, usual hot spots, metering lights are on, look at this, you're waiting under a beautiful sky, back to you guys. >> i love the optimism, thanks christina. still ahead, girl forced to leave a restaurant during one of her first meals out of the hospital. coming up. what an employee said about the

on your monday morning. a live picture there of the transamerica building in san francisco. striking imtooj start your day that might feel a little sluggish. little girl injured in a dog mauling, she was asked to leave a kfc restaurant, and now the chain is launching an investigation. these are photos from a facebook page for three-year-old victoria wilcher. she survived a pit bull attack in april. an employee asked the girl to leave a restaurant in jackson, mississippi, because her facial injuries disturbed other customers. kfc says it'll give $30,000 to the girl to use towards medical bills. >> cute kid. sky diver was forced to make his first jump. he was on his fourth run of the day, nearly 12,000 feet above the ground when the trouble started near the missouri-illinois border. the last sky diver to jump from

his plane damaged the piece that controls the aircraft's ability to go up and down. that was problematic. for the next ten minutes, he fought to control are the cesna when he realized he was not going to make it. he decided to bail. luckily he was wearing a parachute thanks to company policy. >> the aircraft, it was at 2,000 feet, i only had 1,500 feet left until the ground. when i jumped out, the plane spiralled and crashed. the wind carried me and i landed in the soybean field over here. >> ken martin was not hurt amazingly. the plane on the other hand, destroyed on impact. it crashed into an empty field. >> so frightening for him though. >> absolutely, they say that the folks that build their house with bricks do the best. he built it with bricks, he wore a parachute. coming up we do have an update to breaking news, smoke and sirens overnight as a fire starts at one home and spreads to another. we're going to tell you

the arsonist set two fires at loma vista elementary school last month. one of them you see engulfed an entire playground. that was only a couple years old. caused about $15,000 in damage. this morning two people including a teenager are under arrest, wanted in a recent deadly road rage shooting in the south bay. "today in the bay's" bob redell joins us live by police headquarters where detectives tracked down the suspects in the central valley, good morning, bob. >> reporter: yes, good morning, lauren, and made the arrests last month. two men, it's not clear why san jose police waited now to announce the arrest, but the two men arrested, we have their mug shots, you're taking a look at them. the one on the left side of your screen, his -- he's 17 years old. district attorney does plan on charging him as an adult, and on the right side, 23-year-old daniel reyes also from san jose. police arrested them in may in the central valley cities of tracy and oakdale. investigators do not believe

they knew the man they allegedly murdered. that man was shot and killed. he was shot multiple times on may 6th andday. this was in san jose, not far from where he lived. what happened prior to the shooting, lam almost collided with the car. lam got out of the car to speak with the suspects and was shot. he leaves behind a wife and two children. earlier this month, we spoke with his wife about the shooting. >> want people to know that her husband is a good husband, good father. her husband is the only breadwinner in the family. he's the one that bring in the financial support for the entire family. >> reporter: because of the tremendous national attention that this story received, a lot of support poured in for lam's family. san jose police have helped raise his family over $100,000. reporting live here at san jose police, bob redell, "today in the bay." >> thank you very much, bob.

security guard caught on surveillance video striking a student in a wheelchair heads to court today. this is the video that shows marshall mitchell slap lg and knocking 17-year-old san francisco, francisco martinez out of his wheelchair last month at oakland high. mitchell was wheeling martinez to class when martinez reportedly resisted. investigators say that that's when the security guard handcuffed martinez and hit him before dumping him on the floor. mitchell was arrested and charged with a child abuse. 6:52 today the mexico will -- medical examiner will perform an autopsy on a man found in a dorm room. he was found near levinfield campus yesterday afternoon. someone called 911 when they found the man unconscious. he was declared dead at the scene. it's unclear whether he lived in the dorm or was just visiting. investigators have not released his identity and working to determine the cause of his death. put on your accounting caps,

lawmakers have approved a state budget hours before the deadline. it now goes to the governor. it is a $108 billion piece of legislation, suspending plan for the 2014-20156 fiscal year. $264 million for expanding early education programs, $250 million for the high speed rail project, $9 million going to expanding welfare programs for drug felons. the new budget also includes money for suicide nets on the golden gate bridge as we give you a live look at that span and that is where we find "today in the bay's" stephanie chuang live at bridge this morning, stephanie, how much money exactly are they going to be dolling out for the suicide nets? >> reporter: yeah, good question sam, good morning to you. we're talking about 10%. $7 million roughly to $76 million of the final price tag that would build stainless steel nets about 20 feet below the sidewalks here. there've been debates for

decades on the debate on whether to install barrier. supporters say it would save lives, opponents say people would find another way to commit suicides and the nets that would be visible from all angles would take away from the beauty of this international icon. if you've been here before, you know that the sidewalks are open to the public with only a four foot railing in place. four foot tall railing in place. the highway and transportation districts board of districts gaye -- directors gave final approval four years ago. and that was after years of testing the suicide barrier system. however, construction could not begin until funding was secure. until the bridge rail foundation. a group dedicated to preventing suicides at the golden gate bridge, there've been about 1600 suicide deaths there. 46 people dying after jumping off the bridge last year. bridge workers were able to stop
