fairgrounds on a festive sunday, june 22nd. good morning. thank you for joining us. i am sam brock. this past week has been one of the nicest weeks in recent memory. will it continue through your sunday? let's check our forecast with rob mayeda. >> sunshine. gorgeous conditions. 49 degrees. closer to liver more. fran, seeing low clouds and fog. and you could see mist with the fog around the golden gate bridge this morning. the low clouds sticking around through mid-morning in portions of the east bay. as we head throughout the afternoon, west of the golden gate into even thing and once again tomorrow morning we'll see the pattern repeat as the low clouds come in. temperatures on the south coast, 62 degrees with some drizzle. around monthry. yosemite getting up to 92 today.

temperatures in the 80s in the inland valleys. we're tracking bigger changes lurking in the seven-day forecast that could bring a rare chance of light rain to the bay area. we'll talk more about that in the seven-day forecast. >> some much needed rain. we begin with a developing story in the east bay. an investigation is under way into a plane crash in livermore. the plane went down near north livermore road. that occurred just before 5:00 yesterday evening. alameda there have deputies say the plane took off from liverport municipal airport. witnesses reported seeing the prean on fire and then watched it go down. the crash spark ald brush fire that scorched 1.5 acres. deputies say the pilot was the only person on board. his name has not yet been released. he was killed instantaneously. >> at some point he got out of the plane.

whether he jumped or was thrown out, we don't know. it was not in the plane when it crashed. he landed about 300 yards away from the plane crash. >> and that aircraft was a type of mustang, a kind of plane constructed from a kit and includes a wood fuselage and fabric cover. deputies say all that's left is a motor and small parts. the federal aviation administration and national safety board are investigationing the crash. a san leandro man is dead after attending the electric daisy carnival in las vegas. the coroner's office says 24-year-old montgomery tsang died yesterday morning. . authorities say he suffered a medical episode, but did not give further details. hundreds of thousands of people are attending that three-day event billed as the largest concert in north america. some say with so many attendees a tragedy like this is inevitab inevitable.

>> they way tonight say if something bad happens it's because of us. we have a gathering of 420,000 people. something is going to happen. >> tsang's death is the first since it moved to las vegas. in 2010 a 15-year-old girl died of a drug overdose when he was tell in los angeles. some homeowners are breathing easier after a brush fire came dangerously close to their homes. fire crews stayed on the scene watching for hot spots. we're in shock. i was out there with a garden hose. the plane jumped 30 feet in front of me. 15 feet away. it was like i was just overwhelmed. and our house is still here. we're still here. our pets are still here. >> yes, yes. >> but it's -- it's -- it's still -- i'm still kind of in

shock. >> understandable. some perspective from those neighbors. nobody was hurt. investigators don't yet know what started the fire. firefighters were up against difficult conditions, strong winds and heat. so many clues but still no sign of a southern california firefighter who has been missing for nine days now. dozens of searchers climbed through to look for michael herdman. he disappeared after trying to find his dog duke. he was only wearing a shirt and shorts, no shoes. crews are focusing on an area where footprints were believed to be seen. a trap was set up to try to catch duke who was seen twice running nearby. >> we used his bed from home, as well as blankets and toys brought from home and some of his owner's clothing. >> searchers hope if they can catch duke he will lead them to herdman. it's day two of the world

up to be another beautiful day in the bay. bay area boxing fans have a special thrill last night, cheering on a gilroy fighter who has earned respect in and out of the ring. robert "the ghost" guerrero hasn't been sparring since may of 2013. previously the welterweight champion gained national attention when he stopped competing to help his wife battle leukemia. she eventually received a clean bill of health. he won by decision after 12 rounds. >> he does a lot for the town. a lot of youth look up to him. the challenges he went through personally. he's a good role model. >> casey adams has pictures of guerroro on the wall at his salon. mavericks may get a

makeover. the big away contest has new ownership. a group has purchased the surf contest where the waves exceed 30 feet. the terms of the deal have not yet been disclosed. they will get a new logo, facebook page and website. the contest was held in january and streamed live online. the first contest was held back in 1999. 7:19 right now. let's check in with rob mayeda. i don't know how many people will be outside today. maybe in bars watching the soccer game. for those like brandi outside barbecuing, what can you tell them to expect? >> it should be quite nice. comfortable day thanks to the sea breeze. on the coast we'll see areas of low clouds. that's the view from oakland across the east bay.

over to san francisco you can see the low clouds. and temperatures not too chilly. 55 currently in san jose with mostly clear skies. up in the north bay, 28 degrees. and we have the nascar event going on this weekend. looking at those temperatures for the toyota save more 350 in the upper 70s. close to 80. a little bit hotter on the track as we see the temperatures climbing as we go through the afternoon. but things turn breezy, which will help keep our temperatures down. the sea breeze is already at work this mormg. the onshore winds reaching fairfield at times. winds up to 20 miles per hour for you this morning. winds out of the west hinting at temperatures not getting too hot for most of the bay area. we'll see certainly a lot of low clouds. part of the weather picture for the coast. again tomorrow morning, too. around myth day we see the clouds clear.

by 6:30 spreading back to the bay. we will see the areas of mist and drizzle at times. especially as we head to monday morning's compute. right now you have the high pressure over the west coast. notice the system off to the west. but later this week, we could see interesting changes as the high moves out of the way and the trough brings changes for wednesday and thursday. temperatures will warm a couple more degrees. here's the interesting part of the weather story. you're seeing it come wednesday and thursday. an unusually strong trough of low pressure bring a chance of showers to the bay area. especially for the north bay. this is late wednesday into 30s. then as we approach next weekend, high pressure builds in once again. like we're seeing right now. temperatures not too hot, but temperatures climbing towards friday and saturday. stay tuned to that forecast.

if you have ever been to the maker fair r, you know what a spectacle it is. creative people showing off their inventions and contraptions. garvin thomas has the full stor story. >> dan is a tinkerer at heart. he's also a tinkerer with a heart. one who has made a hand. >> this is basically where we're at. you can see it moves very nicely sblchlt this all began about a year ago when dan who runs an outsourced it form from san francisco heard about people creating hands with a 3d printer. >> and i thought, that is so incredibly cool. i can do that. so dan got the plan and the

fireworks. >> the council member reminds people there are two big fireworks show in the south bay one downtown. both events are free. south bay leaders gathered to remember john vasconcellos. he represented the silicon valley, serving for 30 years in the the assembly and another eight in the senate. he was well known for his advocacy of self esteem and social responsibility in california politics. it is one of the fastest growing crimes if the u.s., and anybody can be a victim of identity theft. that is why the san jose police department cosponsored an identity theft forum being held this weekend. it addressed ways to prevent identity theft and recover from it if you become a victim. organizers say it's getting easier to become a victim.

snchts lost in california's massive budget deliberations was a bill to dramatically increase the authority of the california coastal commission. larry gerston is joining us to shed light on the new law. and what is it, larry. >> there are 5,000 bills introduced every year. then one was signed by governor jerry brown on friday.

since the creation in 1976, all beaches are considered open to the public. but we know a lot of property owners have denied access and gotten away with it until now. nearly 30% of which, focused on just this one issue to block access. another 27%, by the way, sam, concern ill reel alterations of a land building structures and things that people kwsh their own ownership on a public beach. >> how is this law going to work? is it a he said/she said thing? >> well, it's going to give to toet to the commission. 80-76 gives the california

coastal commission real power to find people who intentionally violate the law by denying people access to the beaches. until now they had no authority, other than the lengthy court battles and even then few resources to wage them. now the bird shifts to the property owners, which was the intent of the california voter commission when the voters established it way back in 1976. what does that mean? >> that's correct. to show that they have not gotten in the way. >> this is perfect. what is going on with the beaches here? >> you bet. you bet. that's near half-moon bay. that's where the owner has been accused of installing a locked gate to deny access. presumably he could be fined and forced to open the gates so people could go to the beaches.

>> we have heard so much about the martins beach incident. my question to you is, do you think that spurred this new law or is this a problem going on all over california? >> this hoob going on for a long time, as a matter of fact. malibu is the case in point here. but there's something interesting that comes out of this. why now? why now? a good story from san diego. she introduced the same identity bill last year. failed to get enough votes to pass. now this year the assembly speaker tony adkins. not assembly member. assembly speaker. >> different title. brought same bill back in. voila, it passed. cl in congress, the stiff council, leaders have more powers than others to work their will.

now you can see the numbers cool off towards thursday. that will be high pressure holding its ground koochlt keep things warm for three days. valley temperatures in the mid to upper 80s inland approaching tuesday. and a rare chance to see the highs cooling hauf in the low 70s. high pressure building back in towards next weekend. that will allow temperatures to rebound approaching next saturday and sunday. f so a little bit of a roller coaster ride ahead in your seven-day forecast. highs around san jose should be close to 78. 80s in saratoga. san francisco with lows in the 60s. we'll see temperatures climbing through tuesday over the next five days. san jose and san francisco, the main effect will be bringing temperatures down as we pass the
