its been nearly one year since asiana flight 214 crashed at sfo. today we will get the answer to crucial questions. what went wrong and why. stephen stock from our investigative unit has been leading our coverage since the beginning, he joins us live in washington, steve, the ntsb is going to focus on the pilots and on the computer systems in the cockpit. >> reporter: that's exactly right, scott, in fact all you really need to know about the day's hearing is read the title of it. it's kind of convoluted, here it is, dissent below visual flight path and flight with sea wall. that's a complicated way of saying that ash yab in a flight 214 was going way too slow and way too low as it made its final approach back on july 6th eventually clipping that sea wall and cart wheeling down runway 28 left. three people were killed as a result of that accident. dozens more injured. and as our investigative unit first uncovered in august, ntsb

investigators really want to examine the relationship between the automated cockpit, the add mags as its known and the three pilots, very experienced pilots in the cockpit. essentially the data recovered from the airplane shows the pilots did nothing, nothing, scott, for a full 26 seconds after the plane dropped way below the speed and altitude needed to land safely. ntsb investigators are trying to find out where they just relying on the computer to take over, did they not know what they were doing? and of course they will determine that today at today's proximate cause hearing. we'll -- probable cause hearing. we'll be covering it throughout the day, scott, laura. >> you've been covering this for years and years, do you have any suspicion as to whether they're going to talk about the firefighters as well and what happened there? >> reporter: well, from my sources within the ntsb, they are going to talk a little bit about that. their main focus is again

preventing a further crash like this. essentially changing the culture in the cockpit. they're going to talk two of the young girls who were out of their seats when that plane was in for final approach despite being told to put their seat belts on and they were thrown from the plane. one of the girls survived. she was knocked unconscious, then as we first reported on the day of the accident, she was then run over by a fire truck responding to the accident. all of those issues are going to be brought up, but the main focus is exactly what went wrong to cause this crash and how can they make sure it never happens again? >> so tragic, thank you very much stephen, we'll check back with you. and we will have continuing coverage on air all morning long. also head to our website, nbcbayarea.com starting at 6:30 we will live stream the ntsb hearing. and you can find a link to that stream on our home page. breaking news out of miami this morning.

right now crime scene tape blocking off an entire neighborhood. police searching for any possible suspects in a deadly mass shooting. two people are known dead as many as eight others wounded. one woman says her 17-year-old sister among those who was shot. this happening at an apartment complex in miami's liberty city neighborhood. as of now, police say they do not know why this happened, or even how many shooters they should be looking for. this morning audrie's law could pass a key test vote at the state capitol. it's a bill meant to close loopholes. "today in the bay's" reporter joins us live in sarah toga where audrie pott went to the school. lawmakers put off the vote last week. >> reporter: well that's right. the battle in sacramento is between groups that want to crack down on juvenile offenders who sexual assault an unconscious or disabled victim. versus opponents who say the tougher punishment goes too far. in 2012, audrie potts, 15 years old drank too much at a house

party and passed out. three boys admitted to the attack and to taking pictures which were later shared with class mates. as a result, audrie committed suicide. the teens were sentenced 30 to 45 days. as previously written, audrie's law proposes to increase the minimum sentence to two years, reduce the protection surrounding juvenile sex offenders, and impose bigger fines in cases where social media is used to share photos of the crime. >> we feel that what we're asking for in a two-year minimum sentence is completely reasonable, it's warranted. >> it takes away the discretion of the judges and probation officers to craft a rehabilitative program that truly works for kids. >> reporter: the assembly public safety committee will try again today to pass audrie's law. look for amendments to get more support. it was put off to today after it didn't get enough votes last

week. the big hurtle appears to be democrats who don't agree with mandatory sentencing laws that sometimes leads to overcrowding which could get california into trouble with the feds. live in sarah toga, "today in the bay." >> all right, one to watch, thanks. the owner of the castro valley senior facility where 19 people were left abandoned is not going to fight to keep her license to operate. according to the bay area news group, mary manuel withdrawn her attempt to defend herself against allegation she did not properly clear employees who worked at valley springs mannor. the home was ordered closed down last october for violating several other department mandates. now after it was shut down, all the please except a janitor and a cook simply left, leaving 19 elderly residents with no care. 6:06, crews in the south bay will be trying to rid the west

nile virus. ground fogging will take place. the job is expected to last several hours. that fogging comes after some adult mosquitos infected with west nile were discovered in the area last week. 6:06, let's check your forecast as we give you a live look at san francisco and the san francisco bay doesn't get prettier with that. let's check in our microclimate forecast with christina loren, good morning. >> hey good morning, scott, laura, happy tuesday to you at home, beautiful start to the day, we have temperatures mostly in the 50s, you probably don't need a jacket out there, actually, at 60 straight up in concord right now. 54 in half-moon bay, and 57 degrees out in livermore. now we have limited cloud cover out there this morning, as a result, our temperatures, they are going to be warmer for today. let me show you what we are working with in terms of cloud cover right now. you see them clinging to the coast and as we head throughout the day today, that's really where they're going to stay. we're actually going to see the cloud cover, a lot of it burn off as we head throughout the

next couple hours. and we've got some wind out there as well. and that's going to keep that fog from settling right to the surface. it mixes up our atmosphere, mostly clear jib land, let me show you what it looks like in beautiful san jose. haze here, but nice, clear start to the day. meanwhile san francisco just lost the shot of at&t park. i can tell you right now, the seagulls are having a hay day throughout, comfortable conditions far game. that's tonight at 7:15, we'll talk about that coming up, pods again, 78 degrees along the pence last today. 82 degrees in the south bay and 66 degrees in san francisco. sunny and hot meanwhile in the north bay at 89 degrees today. 73 for the east shore. tri-valley is at 86 degrees, that's fair weather for the fair in town. the alameda county fair is in town for the next two weeks. and i can tell you it's going to be out there, but comfortable for the fair. i know a guy who can get into a fair, you like the animals out there, the livestock, right mike? >> love it.

you're watching "today in the bay." welcome back. now we have limited cooling clouds out there for you this tuesday and as a result, temperatures today are going to end up quite a bit warmer than where we hit yesterday. i can tell you we have showers in the forecast as well as something you don't typically associate with the month of june, but that is in fact the case.

we'll show you where and when in your microclimate weather forecast. and over here we're looking at the san mateo bridge which is moving smoothly. sunshine there, the sun on your right, it's telling you about 280, the closure over the fourth of the july weekend and that's quite a ways off. we'll give you plenty of reminders, and it's just the short section in san francisco we'll talk about the drive coming up. at 6:14, here's a look at today's top stories, in about 15 minutes, federal investigators are expected to tell us exactly what caused asiana flight 214 to crash while trying to land nearly one year ago. preliminary reports show the plane was flying too low and too slow when it slammed into the sea wall. investigative reporter stephen stock is in washington, d.c. he will join us at 6:30. right now miami police on the hunt for suspects in an overnight shooting rampage. two people dead, several others hurt as of now, police don't know why this happened, or even

how many shooters they should be looking for. san jose family asking for your help identifying the driver who ran over a loved one leaving for him dead. on father's day, he was hit by a car near the corner of capitol expressway at silver grove. he remains in a coma. saving water never really a sexy message. that's exactly what san francisco's hoping to do in its water conservation campaign. the hope is turning some heads and hoping that people of will remember to turn off their water. >> "today in the bay's" stephanie chuang live in san francisco where these ads just launched yesterday. they catch your eye. >> oh yeah. >> reporter: oh yeah, like scott just said right there. that sums it up pretty much. you know this morning at muni bus stops like this one is where you can get a look at the ads. we've seen a few on the buses, that's where you can see the ads. we have fresh video where you can see for yourself, jig it will ad and quickie ads.

how's that for attention grabbing? jiggle it is about jiggling or shaking a toilet handle will not fix a leak and encourages full repairs on plumbing leaks at home. a move that could save hundreds of gallons of water a day. quickie is another one, as in quick showers. it talks about saving two and a half gallons per minute cutting down the time you spend in the shower. one that we haven't seen in salesperson doing it. this one references replacing your old toilet that could qualify you for a rebate, but it's not just messages in writing. there's a low smooth and dare i say seductive voice that asks you to conserve water in a tv ad set to run next week. >> get off the faucet, while oh, soaping those dirty hand. yeah. fix the leak, oh, don't jiggle

it. >> reporter: and san francisco isn't alone in these kinds of moovs. other bay area cities are working on these kinds of messages. launching them full scale. pleasanton told water users to cut down 25%. the city council numbers approved spending up to $200,000 to pay a pr contractor to help explain its water conservation campaign over there, not as racy as in san francisco where notion laumpbling the ads, the san francisco public utility's commission yesterday gave an update and said that the people have so far saved 1.4 billion gallons of water, that's 17% of the goal that they're trying to reach by end of this year. so, again, a lot of light heartedness with these ads, but still a curious message here. the pc general manager says water consumption went down then went back up again. so mandatory rationing is still on the table. live in san francisco this morning, stephanie chuang, "today in the bay." >> that's one way to talk about it. >> it certainlily is. >> thanks a lot, steph.

>> they do say that if your drought lasts more than four years, you should consult a climatologist. microclimate forecast this morning as we check out san jose and christina loren, good morning to you. >> little weather humor, huh scott mcgrew, i appreciate that the. good morning to you, 6:18 now. i think they should do one called fast hands, when you're done with the happy birthday song, you turn off the faucet. i can't do the voice like it. you know who, mike inouye. we'll get to him in a moment. 57 degrees right now, it's comfortable out thereto, and yeah, we've launched a campaign here at nbc bay area where we have merged with a lot of the water agencies across the entire bay area, urging you, our viewers to please conserve that water. just cutting down your shower by five minutes saves gallons of water. and we find that people are using it mostly outdoors. so if you can cut back out there, you're really going to do

a service to the bay area. right now we have a low cloud cover out there. we have moisture coming off the nask morning. you can see that here in san jose. not enough to keep our temperatures in the 70s for today, we're going to hit the 80s, but not a bad day shaping up. here's the shot of at&t park, i promised you where the seagulls are having a hay day. i saw one round there. we have a good looking bay shaping up in san francisco. night game, 7:15, and wind is likely going to play a factor. what else the wind is going to do is help to clear our coastline. you're going to see a little bit of cloud cover out there today, not much, mostly you'll have the low clouds banked up against the county side of the golden gate bridge. and that has to do with the wind direction. 78 for the peninsula today. 82 for the south bay, and hey, 89 degrees, not too hot out there in the north bay. let's talk about the changes coming your way. showers in the forecast as we head deeper into the week. so, here's where we're headed. low 90s for today, maybe out in antioch you're going to get closer to 89 degrees.

for tomorrow, temps fall by five to ten degrees and we bring in the drizzle as we get into your thursday, mostly for areas to be south, excuse me the north of the golden gate bridge, to the south, not a lot of activity. watch what your future cast does at about lunchtime on friday, showers on the radar. we'll keep tracking that for you. here's mike inouye. >> i'm trying to find a decent camera shot. the angle right into our lens, well here you can see, with the headlights still on all of these cars westbound 80 ounds beneath the university avenue bridge. there's berkeley. look at the speed sensors, shows you as well, traffic just flow well. we're still above 45 in most of the areas as you travel from university avenue down in towards emeryville. west 580, that's the worst. towards the toll plaza. that straightaway stretch, that is a tough one coming out of oakland, also moving very nicely. the whole quadrant there, we

have debris reported for west 80 around hercules. it sounds like all lanes are open, just walking -- watching for a potential of a traffic break. we're okay so far. again, that lighter volume of traffic held up until they can clear that four-car crash on west 580. the slower drive comes into livermore, but nothing dramatic. now starts the slowdown as you're heading out, typical pattern for that portion of the tri-valley. northbound through san jose all looking nice. trash, 101 at capitol expressway, don't do that, i'll tell you that. we have it out of lanes now and north 101 slows a bit now towards 880. light volume here as well. that'll kick in over the next half hour and then that moves the next hour. 280 and 85 as well. the peninsula smooth on the sensors, live look from the camera, an easy drive north from university past willow and in towards san francisco and the golden gate bridge as you come in from the north bay, look at

that, clearer drive and clearer view, so much sunshine and clearer view than yesterday. that's good flow. no major delays, down in towards the golden gate bridge, back to you. here's something to think about before pouring that cereal for your kids this morning. adult vitamin doses in some kid's cereal may be unhealthy for your child. >> new report found that children who eat too much fortified cereal could be getting unhealthy amounts of vitamins. that's because of the amounts in the ingredients, in those cereals are calculated for adults and the portions were set by the fda in 1968 when they were kind of smaller, and they haven't been changed since. health experts say getting enough is of course important, but getting too much can actually cause liver damage and bone problems. 6:22, still ahead on "today in the bay." blocking intersections and shutting down the interstate.

new details about the asiana airlines crash. we're minutes away from uncovering what happened in the cockpit moments before the plane went down at sfo. and it's the first tuesday of the new season. we're going to get a taste of summer-like weather for today, by tomorrow, cloudy, cooler, and then we're tracking a rare chance for showers in the forecast on thursday. i'll show you your future cast coming up. and being tuesday, we're looking for the traffic, found it. here's san jose, we have a sudden slowdown for 101, we'll

track that. capitol of capitolism in morning, the nyse, dow broke a six-day winning streak. there's the opening bell, nasdaq at a 14 year high. today it tuesday, june 24th, this is "today in the bay." from nbc bay area, this is "today in the bay." good morning everyone, i'm scott mcgrew. >> and i'm laura garcia-cannon. what went wrong on asiana airlines flight 214 before it crashed at sfo and who is responsible? today we'll finally get the answers to the questions nearly one year after that plane went down. stephen stock from our investigative unit has been leading our coverage since the beginning. he joins us live from washington, d.c. this morning, and stephen, federal investigators will release the report any moment now. >> reporter: that's exactly right, laura. in fact they begin their hearing in just about a minute and a half, let's take a live look inside the ntsb board hearing

room. i see a witness list of about 17 people. they may not all testify, they are experts in various things, crash analysis, survivability and essentially cockpit, what goes on inside a cockpit. and that's really the focus of this hearing. exactly what did go wrong inside that cockpit and why asiana flight 214 essentially crashed back on july 6th at sfo. one of the major focuses is whether these pilots were overreliant on automation inside the cockpit and why they did not react for a full 26 seconds while the plane essentially fell below the minimum speed and the minimum altitude to land safely? the ntsb spent the last year or so combing through all of the details, all of the data from the black boxes, getting information from asiana from the pilots, they've interviewed people who survived the crash. three people did die, but dozens

people in the bay area. as of now, the agency will hold off mandatory water rationing restrictions in san francisco. 6:32 right now. time to take a peek outside this morning and a look at the microclimate forecast. this is looking droos emeryville this morning, let's check that forecast with meteorologist christina loren. >> hey good morning to you, what's interesting about the reservoir is as it granite basin, that water does not need to be treated like plenty of our water does here in the bay area. what you're getting in san francisco is qualified, definitely done surveys and search as the best drinking water in the united states. so we do not to want see that source run dry. remember, you can conserve easily just by shortening your shower by three to five minutes, and i know nobody really wants to take a shorter shower, other things you can do is get a low flow faucet. we'll talk about that. i'm going to give you the updates on my facebook page as well. i like to keep you updated as to what's going on. we have clouds clinging to the

coastline. this is good news for the local hillside. they will remain nice and moist with the moisture coming off of the pacific. at least through the the next few days. we have a storm system on the way to the bay area that could generate some shower activity areas to the north of the golden gate bridge. best chance looks like thursday, but you could see the soupy conditions develop as of this time tomorrow morning. so for today, the weather story of the day, bright sunshine and a building breeze. we're going to see the breezy to windy conditions intensify as we head throughout this evening, especially around the bay and at the coast. so keep that in mind, it's one of the nights you probably to want tie down loose objects in your backyard if you live in the higher elevations where we look that friction or the immediate coast where the wind will be the strongest, but the the temperatures, hard to beat. 78 degrees for the peninsula. the east bay's at 86 and 89 degrees. out in the north, i'm going to show you the chance for showers coming up on your future cast, but first, let's check your traffic tuesday drive, here's mike inouye. >> yeah, we were looking at a

light drive around the bay. let's look at the south bay first of all, southbound northbound 101, we have the slowing and the pattern shows the burst and slow down as we have traffic flowing here north of 680 and this is the same stretch. yellow and orange at want top of your screen. we do see a slower drive for 101 in patches for tolly all the way up towards the airport. same thing for 87. the build just starting there as well as 85. that'll change over the next half hour. of course, through the cut-ins, we're looking at south 680 off the dublin interchange. the earlier crash the west 580, that has cleared and let more folks that were originally distracted through the area. this is actually isn't bad for a tuesday through the tri-valley. the slower drive now develops south through the area. alameda county fair in town as christina's been telling you. additional traffic in the offramp. east shore freeway, we have slowing now, richmond into

berkeley, speeds below 45 at times. 40s at worst as you pass due to volume. 580 is the worst of the slower drive towards the bay bridge toll plaza. here's the smooth flow, the san mateo bridge off 238, typical slow pattern developing on the south side. as we look at the rest of the bay, no problems. south bay just kicking in with the flow of traffic. the rails are reporting no delays for your transit systems, we're watching those as well of course, cal trans, are report nothing problems on the tracks. and we'll get a live look at palo alto, north of university, very light flowing traffic here and even lighter for 280. peninsula drive's great unless you have to drive on the east bay. then that would be a long way for you to go. >> yeah, then you need a nap -- map. 6:36, still ahead, black and orange update. what the giants need to do to stop it, coming up next.

"today in the bay's" reporter joins us live and you anticipate changes in this law? >> reporter: that's right, audrie's law faces another key vote today after it was delayed last week due to the lack of support. amendments, if any, are meant to gain more votes. the proposal as originally written increases the minimum sentence of sexual assaulting an unconscious or disabled victim to the two years for juveniles. reduces the confidentiality and imposes bigger fines in cases where social media is used to share photos of the crime. audrie's parents are pushing the tougher punishment after their daughter committed suicide. she expressed her life was ruined. the then 15-year-old drank too much at a house party in 2012, three boys admitted to attacking her and take pictures which was later sent to classmates. they got 30 to have 45 days for that. opponents say the justice system needs to have flexibility.

the reason why, two reasons, high pressure strengthened a little bit, also the wind is intensifying. we can't get a dense air settling to the surface when you're getting that mixing up in the atmosphere. 82 degrees, building breeze in the south bay, 78 degrees for the peninsula and 66 degrees in san francisco. not as hot in the north bay for today. 89 degrees, turning windy, 73 degrees for the east shore. and hot and sunny out in the tri-valley, but the good news is we're holding on to this good air quality, and it looks like we're going continue to do so as we head throughout the next couple days as well. so right now we have moderate air quality for the north bay, the peninsula, meanwhile we're in the good range everywhere else. when it comes to showers, we bring those in wednesday into thursday. looks like areas to the north of the golden gate bridge. here's mike and the traffic tuesday drive. we're looking towards the area and pattern pretty typical, the volume a little bit lighter for a tuesday. look at this the, the south bay just starting to kick in for the

slower speeds. north 101 knew from capitol expressway, we have patches where there's orange, speeds in the 40s, right around 40 at their worst, north 87, sudden slowing over the last 15 minutes. still from 85 all the way up into downtown, we have the slower stretch northbound 87, southbound, there is still one lane closed from overnight construction. at least what i'm told and we will see at least a little slower driving if it happens to be your commute which is counter to most of your traffic. north 85 starts slowing as well. typical pattern for that portion of the bay. 238 down towards union city and hayward in patches you're into the 35 area. that's because of the volume of traffic there. build for 580 westbound, not bad, it's 680 southly it pleasanton. smoother drive getting towards oakland and the approach to the bay bridge, 580 towards the toll plaza and same for westbound 80. slow from highway 4 in hercules

down to berkeley and towards the bervegly curve. the rest of your approach moves nicely there, the bridge or west 37, smoother flow of traffic and only flowing for 101 south into nevado. then san rafael moves very sniesly here. a little slowing as you approach that golden gate bridge into san francisco and across the san mateo bridge. the volume of traffic westbound just starting to build right now. no problems off the toll plaza, back to you. new this morning, mike, witnesses say islamic extremists abducted more than 60 girls and women, nearly 40 boys from villages in northeast nigeria. security forces deny the kidnapping. the members of the anti-obama harm groups say it happened over the weekend nb an attack where four villagers were killed. now in the men time, families are losing faith that hundreds of nigerian schoolgirls kidnapped by obama harm will be rescued. last month the u.s. sent drones to help those missing girls.

u.s. military officials say america's limited experience in nigeria's countryside is a big obstacle. last week obama harm burned down a village where the girls were first abducted back in april. we're about 20 minutes into a hearing about why flight 214 crashed at san francisco international airport last july. we all want to know why the plane crashed and whether there's a way to prevent something similar in the future. here's a live look going on right now in washington, d.c. former ntsb chairwoman said repeatedly so far the search for answers is not about pinning blame, but about improving safety in the air and on the ground. northbound bay area's kris sanchez has been monitoring the hearing for us, what have you heard so far? >> reporter: there is a lot of technicality and a lot of, you know, talk right now, not a lot of the evidence of the presentation, but already there has been mention of the overreliance on that automated

landing system and the experience of the pilots with that technology. this is of course an important day for the families of the three girls who died because of that crash. but it's also an important day for the flying public as well, as the national transportation safety board pinpoints why the plane crashed seemingly without warning. we already know that experts say asiana flight 214 was flying too low we had it slammed into the sea wall at san francisco international airport last july. the boeing 777 flipped, slid across the tarmac and burst into flames after coming in too low and too slow to land safely. among the other preliminary findings, the skill of the pilots and their understanding of boeing automated throttle system. in addition to the three girls from china who died in the crash, 180 other people were injured, but already the acting chair, christopher hart said that it's amazing that more people did not parish, 300 people survived and that is one of the victories of that day.
