breaking news. that breaking news right now in san francisco, investigators are on the scene of a horrific overnight crash. good morning, everyone. it's 4:30. i'm scott mcgrew. >> i'm laura garcia-cannon. that crash has shut down freeway on-ramp and the 5th street exist from west bind interstate 80 shut down after a car reportedly driving extremely fast crashed. steph, you learned officers were chasing that car? >> reporter: yes, good morning to you both. we spoke with one of the pursuing officers who said this began in oakland. i want to show you, you can see the wreckage here, that bmw, completely wrecked, bounced off

of k-rail off the off ramp, going at least 100 miles an hour. that stretch, by the way, exit supposed to be taken 35 miles an hour. this is video of the fire, the car on fire. firefighters able to take care of that. but they tell us offcamera, they've had to put out several of the kind of fires and have been here for this kind of accidents. we can confirm two people died in this crash. we don't know where these people are from. the chp officer said that it started in oakland, ran the plates, came up stolen, don't know from where, not revealing from where, that's when the chase began. right around the toll plaza they started chasing the car and said the car began to speed up with the new bay bridge tower is. coming off fifth street ramp incredibly fast and then crashing. we don't know the genders or identities or where these people

are from just that two people died. it started around 3:00. there are several chp officers waiting for major accident investigation team to come out here, coroner's office hasn't been out here. very preliminary. still trying to get information. but we do know this is the third crash in this area from this off-ramp in just a week and a half. last one a week and a half ago. that was a dui. but the pursuing officer, to give you an idea how severe this was, one point they may have been going up to 120, 130 miles an hour. but as soon as they saw this car trying to exit that fifth street off-ramp, they said forget it they gave it space, they kept going and slowed down and this is what happened. expect traffic to be tied up, the commute into the city's going to be pretty bad.

mike will have more on that later. but that's the latest from the scene. stephanie chuang, "today in the bay." >> thanks. >> we'll check in with mike right now for a look how that closure is going to impact traffic today. >> good morning. tragic story for the morning, two lives lost already. so many more impacted. going to be impacted by the traffic flow. right now the bay bridge itself, a live look on the oakland side, you see the incline moving up toward treasure island, where the speed started to increase for the car heading into san francisco, you can clearly see than the fog hovering above the deck of the bay bridge getting into san francisco. it's moving smoothly now. look at the maps, towards fifth, one of the first off-ramps into the city, things jam up. folks using ninth street and civic center past that. if fifth is not your off-ramp, that's the only net effect and slowing past the scene where the

closure, very early in the morning commute we'll see slowing and building traffic from treasure island into the area. early turn on for the metering lights, probably at the bay bridge. you can use b.a.r.t. under the bay bridge as your alternate to avoid that completely. also the rest of the bay looks smooth, look at san mateo bridge, another major alternate for folks southbound toward highway 92. live look at camera across the san mateo bridge, we should see a smooth drive. we'll end with this shot as we see. there's a glow to the light but was the high-rise across the span. i don't see phleroblems for her but it's drifting around. >> it's interesting about this morning, the fact the storm system brewing and making its way closer to the bay area. starting out in the upper 50s. widespread cloud cover. there is our weathermaker. i'll time the system out, let you know if we're expecting showers where you live. i've got to tell you, triple

digits returned to your extended forecast. back to you scott and laura. new details about the firefighter who was hurt in a training accident at oakland airport. 55-year-old mitchell ow in critical condition. he was driving a fire truck that overturned during a training drill yesterday. now, it is unclear why at this point the truck overturned. the truck was carrying 3,000 gallons of water at the time. ow, a 28-year veteran of the oakland fire department and those who know him, saying he's always willing to help somebody in need. >> ready to work. very good working on the truck company, heavy rescue. a type of person you want on your crew, a type of person you call 911, you want him to respond. >> the chief said ow gave him a thumbs up from the hospital bed last night. now to the ntsb the floor what caused the asiana airlines

plane to crash at sfo. after 11 months of investigate, testimony and paperwork, the ntsb released its finding yesterday what caused the 777 to go down. investigators call it crew mismanagement of descent and inadequate monitoring of speed. in other words, pilot error. the managing director listed 13 things contributed to the crash, all issues related in some way to the pilots. in fact, data from the black box shows the crew did nothing to address the loss of speed for 26 long seconds after the plane fell below the safe altitude and speed to land properly. >> automation performed as designed. did the pilots understand how it was designed to perform the board voted unanimously to agree with the ntsb staff's determination the probable cause was pilot error. ntsb made 27 safety recommendations to the faa,

boeing, asiana and sfo in the hopes of something that killed three teenagers never happens again. some of those recommendations include better training and communication for san francisco firefighters. yesterday's report praised them for helping to save lives, it also faulted them for assuming a young passenger laying on the runway was already dead. two firefighters saw the teenager before she was covered in firefighting foam and ran over by the fire truck. >> something happened that never should have. arff vehicles rolled over one of the victimed outside the burning plane. >> investigators are added that if she and the other teen who was also ejected from the plane had been wearing seat belts they probably would have survived. in addition, the ntsb said, not all higher-ups in the department had proper training and several responders could not communicate on the same radio frequency that day. much more on this report on other website, nbcbayarea.com.

there, find in-depth investigations into the crash from our own investigative reporter. former congresswoman gabby giffords and her husband will be in the bay area to accept awarder for their work preventing gun violence. awards given out at an annual event in san francisco marking 21 years since a gunman stormed a high-rise office building on the corner of market and california and killed eight people. the event honors those who work to end gun violence, including many survivors of the shooting and loved ones as well. several local groups will be honored. giffords was shot three years ago in the head during an assassination attempt. she survived but six other people were killed. four former san jose state students will be in court to face hate crime charges. three students, including a minor, have already been expelled for reportedly subjecting one of their african-american classmates to repeated racially motivated

abuse. the fourth is suspended until the end of next month. students reportedly harassed victims for weeks, calling derogatory names, displaying a confederate flag and putting a u-shaped bike lock around his neck. four pleaded not guilty. looking through soggy trash, hoping to figure out how it caught on fire overnight. the fire was between two buildings but crews managed to spray it down with water before flames spread. the fire's suspicion, they're looking into whether it was the work of a serial arsonist. police think they may have spotted the arsonist in this surveillance individual yoep they hope someone knows the man in tan shirt and giants baseball cap. they think he and possibly others have had a dozen or so others in the neighborhood. fires have been at construction sites, trash bins and buildings. 4:39. a check of your forecast on,

westbound 80 into san francisco. this closure, the flames are out, quite a spectacle with the flashing lights, let's take you out to the toll plaza where we'll expect a considerable backup. right now, it's light but look at the maps. we see traffic flowing in from all of the areas off the east shore freeway. use b.a.r.t. the closure at fifth as well as the giants playing a midday game today, this is going to make the morning commute heavier because people drive in for the mid day community at 10:00, getting in for the city. we don't expect this to open for a few hours. avoid the bay bridge by either using the san mateo bridge to the south, dumbarton bridge, and the rest of your bay you have alternates for the transit including b.a.r.t., which is moving smoothly right now. 4:41. ahead on "today in the bay," deliveries by drones, shot down.
