>> i'm scott mcgrew. we begin with breaking news this morning. a crash in san francisco on the fifth street off ramp. a terrible fire of a bmw, as it fled the chp. stephanie chuang is live out in san francisco this morning. there's the map of the area. let's join stephanie. good morning. what happened? >> reporter: good morning to you, scott. active investigation into what happened. we do know that two people are dead from the crash. we don't know from where. their identities either. the chp saying they were in what you see now a wrecked older model, bmw convertible here on the fifth street off-ramp. this came up stolen. the chase started in oakland. we are on the fifth street off-ramp and there's an investigation happening. you can see the car burst into flames. san francisco firefighters able to put that car fire out. one firefighter says there's an accident at this off-ramp once every month or two.

the turn itself is okay but people take it extremely fast. this time extremely the fast the case. one of the chp officers involved in chase says it started around 3:00, that he and his partner ran the plates after it came up stolen. this was heading into the toll plaza area. the car didn't stop and then started to really speed up near the new bay bridge tower. the officer says he was going up to 120, 130 miles an hour giving suspects in that car some space. if you want to come back live. there are plenty of officers here. this is a chp oakland area investigation because it started over there. i want to take you up the offstreet ramp. investigating happening up there. we believe the car hit the k rail going more than 100 miles an hour and ended up here. the officer even saying he didn't see brake lights. so he and his partner allowed the car to take the turn. he and his partner slowed down their car and then of course

this is what happened. so this is the third crash, we're told in about a week and a half at this very area very dangerous. this of course tying up traffic. for that we go to mike inouye for all of the details. >> good morning, stephanie. right out to video -- this is the bay bridge, the span moves smoothly now. but we do have video that you may have seen with traffic if you're joining us for the traffic report. a major traffic area getting into san francisco. flames were put out after a crash. high speed pursuit, or at least a pursuit from oakland side chp chasing someone across the bridge. got off fifth street in san francisco where they crashed. this fire two are a result of the crash. a closure for the off-ramp. you see the traffic's not slowing at scene because it's very light right now. just the off-ramp closed and flashing lights and the closure, as folks hit the road a slowdown soon. there's a giants game this

afternoon. use b.a.r.t. or san mateo bridge. this morning, a veteran bay area firefighter is in critical condition after he was hurt during a training drill. live at highland hospital in oakland where the firefighter gave an encouraging sign we understand late last night. good morning. >> reporter: good morning. 55-year-old mitchell ow has had a steady stream of visitors here at highland hospital especially from fellow firefighters. family is also at his side as he's being treated in intensive care unit. the 28-year veteran was at the helm of an aircraft rescue firefighter rig when somehow lost control of the truck and tipped it. the accident happened yesterday at oakland airport, before noon, during a red alert training exercise to test emergency response timed to airport incidents. ow was not ejected. the truck was carrying 3,000 gallons of water and 420 gallons of foam. because it was a drill, the best

possible care was nearby for ow's life threatening injuries. ow transferred to the unit to try something different. his nearly three-decade career known for being talented athletic, kind polite. the characteristics co-workers say you want in a firefighter. >> he's ready to work very good at working on the truck company, heavy rescue the type of person that you want on your crew the type of person if you call 911, you want him in your house, you want him to respond. >> reporter: chp is investigating the crash. the fire department's not commenting on the event that led up to the accident until the probe is complete. one encouraging sign a firefighter was visiting ow and ow gave him a thumbs up. certainly a good encouraging sign. we're all hoping he recovers. >> all right. we do wish him well thanks a

lot. a new report says uc berkeley and three other schools in california are not equipped to help victims of sex um assault. the state auditor reports staff members are not educated enough to counsel victims and take too long to respond to allegations. auditors are not able to determine how many complaints were made on each campus because schools do not pull reports from various departments, like housing and counseling or police departments. officials say universities need to make changes. injured giants fan bryan stow will be in a los angeles courtroom this morning as the civil trial accusing the los angeles dodgers of negligence continues. a doctor highed by the dodgers testified that 45-year-old has, quote, plateaued in his recovery recovery, meaning doctors can work with him but he'll never improve. according to "the l.a. times" the doctor recommends stow stay at his parents' home but be cared for by an atent dan.

beaten outside the stadium three years. the family saying there was not stuff stadium security to keep him face. the father of oscar grant iii took the stand in the suit against the former b.a.r.t. officer responsible for his son's death. oscar grant junior testified that he thinks the former officer killed his son on purpose. messerly said he meant to use his taser on grant but accidentally pulled out his gun and shot grant at the fruitville b.a.r.t. station 2009. grant jr. suing because he says the actions deprived him of a relationship with his son. mehserlely mehserle mehserle's attorney will argue that grant jr. deprived himself of the relationship with his son when convicted of murder in 1985. police are asking for your help to find a missing man that may be disoriented. last seen driving away from his

house around 9:00 yesterday morning. he has a medical condition which may have him unsettled. he was wearing a beige jacket brown pants, 5'7" african-american with gray hair. you see his photo. last seen driving blue 2008 mercury milan, license 6bah063. if you know anything call police. the ymca says it will be closing a popular location on the peninsula when its lease expires this fall. site in palo alto will close october 1st. the location's just to small and the organization decided to close it allow members to go to any other bay area location. that location serves about 3,000 people. >> it's 5:08. unusual distress call issued in south bay waterway. the drought is drying up ponds that overfill gardens park in san jose. people have illegally dumped pet

turtles there for decades. in a normal year the water district would fill the evaporateing ponds, but because of the drought, the pond are a low priority. there's a push to display more signed in the area showing visitors it's illegal to dump animals there. should seem like the way we could help save them. >> save the turtles. give them to kids who want turtles. meteorologist christina loren, chances of any kind of rain for the turtles? >> little bit of rain for the turtles. the best way to avoid that is always make sure you absolutely want that pet. you will be keeping that pet before you go to pet shop. 58 degrees in oakland. i learned the hard way. 59 mountain view. 55 degrees in half moon bay. i can tell you we have a chance for showers in the forecast very rare very unusual to see this in late june. but that's exactly what we're picking now now. the jet stream has taken a significant drop to the south and as a result it's bringing

that storm track into the bay area and whatever does develop as far as low pressure systems go they're going to ride that jet and end up here. a weak disturbance on the way as of tonight. 77 degrees as a result in the south bay today. 72, room temperature for the peninsula. it will be chilly out there in the east bay. and that also goes today for places like san francisco. only expecting upper 50s there, right at the coast a chilly day. what a difference a day makes. stop the clock at 8:00 and that's when we get a better chance for rain especially as we meet back here tomorrow morning. i'm taking you through the forecast. i'll let you know if you'll see any activity as far as measurable precipitation goes in my next report. right now, over to mike inouye. he's tracking that traffic alert. >> we have a couple. one in san francisco, we talked about that. i showed you the dramatic video of the car crash, the fire right here. that's the reason for the fifth street off-ramp that is closed right now getting off of the bay

bridge, that's westbound 80. major commute route, we don't have a lot of slowing yet but this will be closed for a couple of hours. stephanie chuang follows that scene. giants playing midday game that adds to the late warning traffic flow. so far, easy drive. we look at bay bridge toll plaza, nothing out of the ordinary right now for our live look there. you see more folks starting to hit the cash lanes. back to the maps use the san mateo bridge or b.a.r.t. because there are no delays for the systems no delays for mass transit. watching b.a.r.t. into san francisco. you might use that as alternate to the bay bridge if you travel later into the city. look at all of the folks funnel over to the area. so far smooth. san mateo bridge alternate. avoid 880 at warren because there's a crash blocking four lanes until we can get four tow trucks to clear the crash. 5:11 the federal know fly list deemed unconstitutioning but a federal judge.

santa clara count taye proved a temporary ban on potshots. county officials were worried san jose's crackdown would send medical marijuana clinics into unincorporated parts of the city. they passed a ban. two weeks ago, san jose passed tough restrictions where clinics could operate. a federal judge says government's no fly list is

unconstitutional. the oregon judge has ruled air travel is a liberty, protected by the u.s. constitution. and while it's okay to make a list of people who are too dangerous to allow on a plane, she wants the u.s. to give people notice when included on the list and give them a reason why. that person must then have the ability to submit evidence and challenge the decision. the u.s. justice department is reviewing the ruling. the government has previously argued because there are other ways to travel there's no right to travel by air, and therefore you don't have a right to know why you're on the list or even that you are on the lisp. whole foods being ordered to pay $800,000 in fines for overcharging customers in california. investigators say the chain did not subtract the weight of the containers when selling food from the salad and food bar. the weight of the packaged foods less than what was on the label. prepared food deli items sold by the piece rather than by the

we speak. and if you're going to be leaving san jose by 7:00 a.m. cloudy conditions at that point with stronger onshore flow. air quality forecast shows you with the storm system coming in we'll hold on to good air quality for the next couple of days. temperatures really hard to beat late june. 77 degrees in the south bay. 72 that's room temperature for today along the peninsula. one thing to deal with the clouds. but hey, that's not bad. typically we see the clouds this time of year. very, very normal to see the june gloom. 65 degrees in san francisco. what's not normal are the showers that we're expecting. actually organized system on its way. futurecast coming up. i'll show you exactly where we are pinpointing that chance. we actually do have a slight chance in the south bay. stick around. 78 degrees here in the south bay for friday. temperatures will start to climb. look at difference between saturday and sunday. next week, triple digit heat

returns to the forecast. right now, let's check your drive. a traffic alert. we have two alerts, mike? >> right. very early for this much to be going on. first, focus on getting into san francisco. right now the maps show you an easy drive. no backup at bay bridge toll plaza. smooth drive across the span. the fifth street off-ramp is closed. video, i'll step out of the screen. this is the reason why it's closed. a crash at fifth street off-ramp, two people are dead after a result of this. there is an investigation continuing. stephanie chuang follows up on why, what started that. this is the reason for the closure. back to the maps we talk about the closure, a distraction, expected to be there for a few hours this morning, well into the morning commute at the very least than will cause the big backup across the span. and giants game 12:45, if that closure lasts long enough folks heading into the city for theants game midday. so that will be a big issue. if you travel through the area consider richmond or san mateo

mark triple digits on the line. the time line for microclimate changes. >> a live look at the golden gate bridge. good morning. it wednesday, june 25th. this is "today in the bay." >> this is "today in the bay." >> happy wednesday to you as well. thank you for joining us. i'm scott mcgrew. >> i'm laura garcia-cannon. update to breaking news where a police chase ended in a horrific fiery crash. officers say they were trying to catch a stolen car when it slammed into a barrier, killing two people. it happened a few hours ago in san francisco. the fifth street off-ramp from westbound interstate 80 is shut down, as investigators gather evidence. stephanie chuang live at the scene. could be hours before they reopen the road? >> reporter: that's right. good morning to you. could be hours. the investigation very active right now.

the medical examiner's office arrived 15 20 minutes ago. the two bodies are still here actually. you see the car is wrecked, the bmw convertible. one person ejected six feet to the left the other remains inside the car. to the right, josh the investigation is happening also on this off-ramp with caltrans and chp investigators. we are told by one of the officers in the original pursuit that the car was going incredibly fast more than 100 miles an hour as it came down this off-ramp taking what is supposed to be a slow turn, maybe four times too fast. the car hit the k rail ended up here near harrison, and burst into flames. we have video of that. san francisco firefighters were able to put that car fire out within an hour or so. one firefighter telling me that there's an accident at this off-ramp once every month or two. this turn itself okay but people taking it too quickly. extremely fast. again, officer involved in the

chase says he and his partner ran the plates of the bmw in oakland. it came up stolen and this was heading into the toll plaza area. the car started to speed up near the new bay bridge tower. the officer says he was go so fast, up to 120, 130 miles an hour giving the suspects in the car room as is protocol. saw that the car wasn't stepping didn't the people the driver wasn't stepping on the brakes and took the turn. the chp officer kept going. and then this happened. there are officers here to the left waiting for other folks to arrive to -- for the investigation, i should say. the officer telling me that this is actually the third crash in about a week and a half. in addition to what is going to be bad traffic mess here on 80 heading into the city harrison, between 4th and 5th, also closed. but we'll have the latest with

the traffic part of the story with mike inouye throughout the show. stephanie chuang "today in the bay." >> we'll check in with him right now. he's got a look how this could possibly impact the morning commute. >> good morning. thanks to stephanie, we heard about the harrison closure as well. closed between 4th and 5th. 4th and harrison to or from the freeway, a huge issue. fifth street off of west 80. the bay bridge closed. toll plaza has a mild backup starting but expect heavier backup across that section. as we look at video, this is a crash, fiery crash, happened closing the fifth street off-ramp after a chase from the oakland side into san francisco. the off-ramp is closed the fire's out, but the investigation continues at scene. look at the map. off-ramp closed and slowing. folks trying to see what's going

on. you know, continue safely into the lane past the scene. smooth drive once you get to treasure island but past that slows into san francisco. avoid the bay bridge from now on until the rest of the clearing happens, maybe hours from now. use the b.a.r.t. system, if you can, toward alternate. consider the san mateo bridge. no delays across b.a.r.t. or the other mass transit systems like ac across the dumbarton and the san mateo smoothly. avoid bay bridge if you company look at 92 across the bay. okay so far. also mike will be tracking the situation all morning long for us. another update in a few minutes. get live traffic information on our website as well, nbcbayarea.com. click on the traffic tab. also new, arson investigators in san francisco spending part of the night looking through a pile of soggy trash, trying figure out how it caught fire the fire was between two buildings.

crews managed to spray it down before flames spread. the fire is suspicious. police think they may have spotted the arsonist in the video. now they hope someone will know this man in the tan shirt and giants baseball cap. there he is. they think he possibly he and possibly others have set a dozen or so fires in the soma neighborhood. fires have been at construction sites, trash bins and buildings. why an obama fire truck flipped over critically injuring the driver. the crash happened during a training exercise. the firefighter remains in critical condition. good morning, nanette. >> reporter: good morning, firefighter visiting mitchell ow at highland hospital said ow gave him an encouraging sign thumbs up. people are feeling a little bit of relief here. he has more to go because the 55-year-old sustained

life-threatening injuries when he tipped the firefighting rig he was driving yesterday during a training exercise. the drill test emergency response times to airport incidents. the accident happened before noon. the rig had 3,000 gallons of water and 420 gallons of foam. the 28-year veteran transferred to the airport unit because they wanted to try something different. you can imagine he developed many admirers during his long career. >> everyone has nothing but the kindest things to say about him and the contributions that he made to the organization and his service delivery within the city of oakland. we're really hoping that this turns out okay. >> reporter: ow has had a steady stream of visitors here. we're told his sister and wife are at his bedside in the intensive care unit. chp is investigating this accident.

until that investigation is complete the fire department will not comment on the events leading up to the crash. live in oakland, nanette miranda, "today in the bay." follow-up now. bill known as audrey's law headed to assembly after a watered down version passed a major hurdle yesterday. the law's named after audrey potts a high school teen sexually assaulted and photographed by three of her own classmates while unconscious. she later committed suicide. the attackers were sentenced to 30 to 45 days behind bars. the law originally called for a two-year mandatory sentence for juveniles found guilty of sexual sexually assaulting unconscious person, that's changed to mandatory counseling treatment. jail sentences in future cases are possible but that will remain up to the judge. former secretary of state clinton will be in the bay area today, she'll be in san francisco tonight discussing her new book "hard choices" the

appearance at orpheum theater nearly sold out. tomorrow at book passage in the ferry building to sign copies. the book focuses on her four years serving as secretary of state. with supporters activists say they will greet mrs. clinton at the orpheum theater urging her to oppose construction of the keystone xl pipeline. let's collect in with meteorologist christina loren today with a forecast a little bit of moisture ahead. >> a little bit of moisture. you know what? it feels good out there. it's refreshing. you know what happens? when we get that onshore flow that cool ocean air transported all the way inland, we have good air quality as a result. good morning. temperatures in the 50s. you can go sans jacket in san francisco but we're going to see a cool day right at the immediate coast with this storm approaching. right now you can see working its way into northern california. it is going to make its way into the bay area as we head

commuters. the blast took place in central and northern cairo caused by home made explosive devices. these are the first casualties in egypt's capital since the country elected the new president last month. emotional day for students who survived the south korean sunken ferry disaster. they returned to school this morning. it has been over two months since the disaster. around 70 students were greeted by parents of classmates among more than 300 dead or missing. some wearing white and black uniforms bowed their highs walking into the high school. the return to school comes a day after the crew members appeared in court for the start of the trial. prosecutor as excusing them of plotting to abandon the ship while trapped passengers were fighting to get out of the sinking ship. after 11 months of ago, hours of testimony, hundreds of pages of paperwork the ntsb released findings what caused the asiana crash at sfo.

investigators called it crude mismanagement of descent and inadequate monitoring of speed. in other words pilot error. after the hearing ntsb listed 13 things the report found contributed to the crash. among the issues all of them related to the pilots. data from the black box show the crew did nothing to address loss of speed for 26 seconds after the plane fell below the safe altitude and speed to land properly. while the report praised firefighters for helping to save lives it also criticized them for inadequate training and poor communication. the ntsb faulted firefighters for assuming a young passenger on the runway was already dead when they should have checked her for a pulse. moments later the victim was covered in firefighting foam and then run over by a fire truck. ntsb said if she and one of the other deceased victims wearing a

meet back here. check your drive. >> rain's not hitting the bay right now, because we'd have additional problems. dry roads are not the issue. backup at bay bridge has started because metering lights are on turned on early likely to help with slowing caused by this. look at the video. we had this crash and fire. this is at fifth street off-ramp off of the bay bridge into san francisco. that's the reason why they've closed that off-ramp because of the deadly crash. two people have died. the investigation that continues closing that off-ramp for the next couple of hours. the commute will be a mess. this is a slower drive developing as you get off of the bay bridge into the san francisco off-ramp. fifth is closed. the backup starting. metering lights are on. giants game is at 12:45 today. if this lasts well into the morning commute and the late commute, that's when we see folks head across the bay bridge into the city than could mean additional congestion. the maze starts to build.

died in the crash, one person ejected six feet to the left of the car, the other still inside the bmw which the chp says came up stolen out of san francisco. if we shift to the right it's an active scene now. advanced investigative team, multi disciplinearydisciplinary accident investigation team with chp arrived in last half hour or so. the team trained in studying things like how tire friction works, determining speed. they are here just getting started. we're just told by chp the preliminary estimate for when the team will be done is 10:00 this morning, then the coroner has to come out and get the bodies and so this is going to be a pretty long time before this reopens. now, san francisco firefighters were able to put the car fire out be the car burst into flames after hitting a barrier coming down 5
