7:46 am
for years the proposed high speed rail project has been attacked by republicans, but now governor jerry brown's $68 billion project is catching flak from a key democrat. larry gerston joins us with the latest wrinkle in the controversial program. boy, is there anything more controversial going on in california than this high speed rail? >> that one and maybe the peripheral tunnel. those two have everybody talking. this is weird. it's one thing for critics to

say this is a bad thing. it's another thing when the opposition comes for a close ally that you're counting on. it's not just a disgruntled republican ranting, but it's kevin de leon. he will be the most powerful person in that body. and in his leadership commission, de leon can cause a lot of problems for brown. particularly when it comes to funding this massive $68 million project. >> for critics there's a lot not to like about the rail project. they feel it was disingenuous. there are a lot of issues. it won't live up to promise. what is his concern in particular? are is it all of them? >> no, no, no. he doesn't like where it will start. going to extend 130 miles.
7:48 am
he claims this segment will go from nowhere to nowhere. you know. and in the process, it's going to serve no one. instead the best way to use the early funds to complete electrify kags of the union station as well as the line to ultimately head north along the rail corridor. in the politics mix strange bedfellows department that we know so well in california, de leon has key allies. the lieutenant governor, if r one, who opposes the rail system because of high cost. we've heard that. and house of representatives majority leader, kevin mccarthy, who opposes any more spending for the federal project. >> it is nowhere to nowhere. why are they starting there? >> okay. two answers there.
7:49 am
there's nobody in the way, so to speak, and so a lot of the kinks could get ironed out there, where nobody can get hurt. # that's the official answer. now there's the backside. the backstory. the unofficial answer. the unofficial answers vary. f some say the best start is to pay back congressman jim costa for his key vote on the affordable care act. >> yeah. others are a strategic way to ensure it will end in both northern and central california. build 130 miles of track. you got to put it somewhere. >> and the argument as well. that's the easiest place to start. and if we get rail down, it's harder to turn back. once the rail is in the ground and you start spending the money, can't turn back now.
7:50 am
absolutely. >> what do you think? do you this think this is enough to derail it? >> it's hard to tell. they have their own momentum. one thing we know about governor jerry brown, when he sets his mind to something, he is firm. he has doubled down again and again. he's not walking away from it. he sees this as not only the best way to move people in the years ahead, but a crucial way to protect the environment and reduce pollution. >> and the legacy issue for him. great minds think big. we push through the doubters. he sees this as a lasting legacy. >> and for he and his father, it was the central valley project. the water project. boy, without that, where would we be? for jerry brown, it's this one.
7:51 am
to keep the wheels rolling. and the only way people are going to feel good about this in the end, especially reporters, is if they see something done. the start has been delayed again and again and again. >> just one last question. if this fails. if the high speed rail goes away, does it go away from opposition in california or opposition in washington? the opposition collapses from both sides and before you know it, you're stuck in the middle. nowhere to breathe. more interesting to me is what will happen with the rest of the $10 billion bond? they've spent some of it. what will happen to the rest of sn it? >> you can fast forward and either riding in the beautiful train or going to random bit of history. hey, there's an interesting
