good morning. coming up on "early today" president obama is warning americans of a new terror threat right here on u.s. soil. meet bob mcdonald. he ran one of the world's largest companies. now he's the administration's choice to tackle the v.a. mess. the white house wants $2 billion to care for border crossers, but the president has a stern message. >> do not send your children to the borders. if they do make it, they'll get sent back. more importantly, they may not make it. plus, major weather systems having a big impact across the country. a wild weekend of world cup drama and much, much more. it's monday, june 30th. good morning. i'm dara brown. breaking news in the oscar pistorius murder trial. it resumed this morning after the double amputee olympic athlete underwent a month of psychiatric exams to assess his mental health when he shot and killed his girlfriend, reeva steenkamp, last year. new this morning according to the official report from the panel psychiatrist there, pistorius did not suffer from mental disease or defect that affected his ability to know right from wrong at the time of the shooting. we'll be following this development to see how it affects the course of the trial this morning. rumblings that are out there that there could be a major hang on the way for the troubled department of veterans affairs. today president obama is expected to nominate robert mcdonald to take over. mcdonald graduated in the top 2% of his class at west point and served as ceo of corporate giant procter & gamble. john boehner issued a statement calling mcdonald a good man and saying, quote, he's the kind of person who is capable of implementing the kind of

dramatic systemic change badly needed and long overdue at the v.a. the chief executive of iraq and afghanistan veterans of america called the pick surprising. he said mcdonald will have to move quickly to show he is committed to and understands the post-9/11 generation of veterans. this is the file day of the supreme court on the last scheduled day that they're expected to make several rulings today. one involves coverage under the affordable care act. hobby lobby has a claim that they shouldn't haveco cover contraception as part of their health care plan. a major ruling involves labor unions. justices could decide whether unions -- today president obama plans to ask congress as well for more than $2 billion in emergency funds. to deal with the significant rise in people flooding across the u.s. border with mexico including thousands of unaccompanied children. >> we have to house these kids and take care of them until the

machinery under current law allows us to send them back. do not send your children to the borders. if they do make it, they'll get sent back. >> the president also wants congress to grant homeland security authority to fast track the screening and deportation of all immigrant children traveling without their parents. he also wants harsher penalties for those who smuggle children across the border. the president also warning of a potential new threat to u.s. security. he explained that hardened militants who have fought in iraq and syria could be able to enter the u.s. >> we've seen europeans who are sympathetic to their cause traveling into syria and now may travel into iraq, getting battle hardened, then they come back, they've got european passports, they don't need a visa to get into the united states. >> the president saying the u.s. must improve intelligence, surveillance and reconnaissance in war zones to minimize risks.

proceed festivals have extra meaning. the community celebrated a year of victories for same-sex marriage. in new york, thousands marching down fifth avenue. the city marking 45 years since the stonewall riots which helped spark the gay rights movement. in an historic move, the parade was led by a float of past and present members of the boy scouts of america. take you to chicago. the celebration there had a marriage theme to it. it was the first parade since same-sex marriage became legal in illinois. in san francisco, the parade theme was color our world with pride. more than 1 million people attended weekend festivities in san francisco alone. there's a new nbc news/"wall street journal" poll that finds most people believe hillary clinton can relate to the average american. 55% saying the former secretary of state can relate to and understand the problems of ordinary people. 37% disagreed. the numbers come after clinton declared she and her husband were dead broke after leaving the white house in 2001. well, how about that

knockout time at the world cup. four more teams sent packing. let's start with netherlands/mexico for you. a scoreless first half but a hot one. refs calling a water break for the players with temperatures feeling like it was in the 100s. second half goes better. both teams finding the net. it's tied 1-1 late in the match when a penalty is called against mexico for that, a controversial call. netherlands takes advantage, taking the penalty, and taking the win. netherlands advances unexpectedly here. mexico sent packing. next, greece and costa rica. boy, what a thriller this one was. costa rica scores first with this seemingly effortless attempt. defense, anyone? not there. costa rica forced to play a man down for most of the game because of a red card. the pressure is on greece. just over the 90th minute, they net one in stoppage time. yeah, a lot of people happy about that one. a lot of people not happy. bring on the penalty kicks. costa rica up 3-4. greece needs to make this one to tie. keylor navas says nope. great save. costa rica needs this one to win. umana with the kick and finds

the back of the net. costa rica plays the netherlands on saturday. they advance along with colombia and france and nigeria battle it out and germany faces algeria as the group of 16 play continues today. more severe weather to tell you about on this day in the midwest where they've been struggling for days with some of the worst flooding in decades. this is the picture we've been seeing over the weekend. minneapolis-st. paul, a line of storms sweeping west to east triggering flash flood warnings in nearly every county in the region. and historic flooding in memphis, tennessee, as well. flash floods sent rushing water down residential streets. over in wisconsin an ef-1 tornado touching down in colfax on friday. captured in this newly released security video. you can see the debris flying as the twister moves through at i don't know how fast but plenty scary. bill karins, nbc meteorologist, >> the flooding has caused the most damage. the memphis area was incredible. six inches of rain in literally

three hours. then in minnesota just rainfall after rainfall. i read somewhere someone said it's the land of 10,000 lakes, it's the land of one lake. from nebraska to iowa, more thunderstorms this morning. this will be the last day of it, but more flash flooding throughout this region. we still have major mrooding coming down from minneapolis. i showed you the pictures of st. paul. to the quad cities. better on the missouri river. as far as the west coast, we're wrapping it up today with almost nothing m bucket from l.a. to phoenix and vegas to san francisco. it wasn't even that rain where i of a june in seattle. a little more about a week ago. you got that little dose that seattle did not. yesterday it was hot, as expected. all that pink shading from areas in california, southern arizona, all in about 105 to 110 range. we're still at 90 at this hour in phoenix. when the sun comes up, the temperature is going to

a plane made an emergency landing near a texas highway. it slammed into a pickup during rush hour traffic. the plane remains mostly intact but not the tail, as you can see. police say the pilot and driver are okay. this four-foot shark got hooked by a south carolina fisherman. no reaching into its mouth to pull out the hook. after a line was clipped, by the tail, she's dragged back into the sea. time to get down to business. in 2012, facebook evidently studied the emotions of thousands of users without their knowledge. the social media website did an experiment in which their news about on% view their phone as more important than their deodorant or toothbrush. zirjts a site conducted an experiment in 2012 manipulating what they saw in their news

before shooting in iraq a warning on blackwater. the 2007, 17 people were fatal lil injured in baghdad in a shooting. newly disclosed documents show the state department's chief investigator warned american officials of the operations in iraq that were dangerous prior to the incident. and in the associated press, mars flying saucer splashes down after nasa test. nasa is one step closer to their mission to mars. their low-density supersonic decelerator vehicle test landing was a success over the weekend. some other stories we're following. stranded. 320 feet in the air, 48 people were trapped aboard a seaworld san diego ride for four hours. officials say a power failure was to blame.

they say no one was ever in danger. one person was treated for anxiety at a local hospital. unfit for service, the pentagon says seven in ten young adults in america would not qualify for the military. the defense department tells "the wall street journal" large portions of 17 to 24-year-olds have physical, behavioral or educational shortcomings. and after two months in rehab, toronto mayor rob ford is expected to return to city hall today. a press release says he'll speak to the public this afternoon. councilman doug ford says his brother is a changed and slimmer man. he's reportedly dropped eight pants sizes. a wine battle tradition continues honoring st. peter. in a northern town in spain, over 10,000 participants in white shirts climbing up a mountain to soak one another in wine from head to toe. they wore white at one point. over 3,000 gallons of wine was used as ammunition. the celebrations began from night until dawn.
