nbc bay area news begin with breaking news. >> breaking news is a wildfire growing by the second in napa county. good morning, everyone. 4:30 in the morning. i'm scott mcgrew. >> i'm laura garcia-cannon. crews struggling to gain ground against the massive flames some burning 30 feet high. so far, more than 2700 acres have burned, it's about 30 trser% contained and hundreds are evacuating the area. the fire burning in rugged terrain in poke valley, we have team coverage. meteorologist christina loren monitoring the weather conditions in that area. but let's begin with "today in

the bay's" bob redell, live from the command post. good morning, bob. >> reporter: good morning to you, laura. you can't see behind me, but a mile behind me on a rigid where the fire's burning in napa county. we expect numbers that you mentioned earlier to change, that they probably changed overnight. we'll get a better sense when the sun comes up and they fly over the fire and get a better sense of how much it's grown. even at 2700 acres, this is one of the largest fires state has seen in several weeks. it's believed the fire started around noon yesterday, near butts canyon road, aetna springs. some young men clearing weeds using a metal blade and that accidentally caused the fire to ignite. with this area being in a drought it just took off. the area so dry, you don't normally see dry conditions until august or september. here we are already seeing them

at the very beginning of july. what's difficult for firefighters, their main challenge this area is rugged, heavily wooded, hard to access with dozers and trucks. the fire's damaged five structures, not clear if those are barns, sheds or houses and forced evacuation of 200 homes, some from poke valley. >> about to where you start crying because everything i own is in the house up there and my daughter's dpfiance is up there he can't get out, fire trucks won't go in because it's so smoky because of the highway patrol. >> reporter: we assume her daughter's fiance is okay, there have been no reports of injuries so far. if you are affected, the evacuation center moved to middle town high school, it's much larger, going to accommodate more people. you can see it on the screen, it's on big canyon road, 209032.

that's in middleton, california. live here from the line near the line here in napa county, along butts canyon road, bob redell, "today in the bay." let's bring in christina. firefighters not only battling flames, bob talked about the heat but wind out there as well. >> yeah. this is an opportune time now went conditions are on the side of firefighters. let me tell you what i'm talking about. 56 degrees, that's the temperature, it's overcast. we also have pockets of drizzle now because low clouds are thick. and the wind has really relaxed overnight. we're down to three miles per hour. your humidity overnight recovered as well, 90% now. i can tell you conditions are going to change quickly, as that sun comes out. we'll talk about what's to come later today. another beneficial point for firefighters is the fact that we

moving nicely. a giants game tonight 7:15, that's fine. but getting out of the game, you have an issue on the roadways for 280 might affect you folks after the giants game. right. as you well know, happening today, huge chunk of northbound interstate 280 in san francisco will be closed for several days for repair work. same kind of work they did when they did the southbound lanes in may. crews are repairing hinges on the interstate to make it earthquake ready north bound between 101 and downtown closed tonight at 9:00. it's scheduled to reopen monday morning. more than 24 hours later, police are looking for one of the suspects who broke into an elderly couple's home and sex umly assaulted an 85-year-old woman. we first told you about this yesterday as breaking news. it happened at a home near the corner of sun shadow land and cornwall drive in east san jose.

police say a young man and a teen broke into the home at 4:00 a.m. yesterday and sexually assaulted a woman and beat up her husband. the suspects took off in the couple's suv. chp officer tried to pull them over for a traffic violation and they crashed into i home the driver ran off but police caught the 15-year-old passenger. >> there's not even words to describe. it's evil. plain evil. >> it's somebody's grandma. that's not right. >> investigators say they found graffiti on the backyard shed on the elderly couple's home. they're not saying if it's gang related. a south bay dad struck by a hit-and-run driver father's day has died and the person behint wheel still on the run. the sister told the mercury news her brother died sunday. hit by a car june 15th near silver creek road. the crash put him into a coma. he was able to donate his heart,

liver and other organs. he was hit by a black suv but little other information. new this morning, the san francisco 49ers stadium in santa clara not mountain view but the mountain view city council worried how many will park and ride the train from mountain view to santa clara. the city approved a pilot program it hopes will help the city deal with traffic when the stadium opens. the program will limit parking at 11 structures and lots to three hours during the events at the stadium. the city wanted to give people enough time to visit downtown mountain view but not enough time to get to and from the game. people park in mountain view and ride caltrain to giants game. they are worried the same thing will happen. last night the city council voted unanimously to let voters decide on the taxes. council members had plenty of support.

>> dozens of people gathered on the steps of berkeley city hall. almost all in favor of a 1 cent per ounce tax proposal for sugary drinks like sodas, sports drinks and sweet teas. >> if we can do anything to decrease the attractiveness of it and making it accessible in terms of making it cheap, that it does affect behavior. >> beverage taxes are the wrong solution. if your trying to change lifestyle or change behavior, taxes aren't the way to do it. >> right now, no u.s. city taxes sugary drinks. richmond, el monte, a city in southern california tried to do it but voters rejected that measure two years ago. developing story off the coast of florida. that's where tropical storm arthur is churning. forecasters think it will become a hurricane by tomorrow. right now the storm about 95 miles off the coast of cape

canaveral. the storm producing winds of 60 miles an hour. they have issued tropical storm watches for the east coast. >> 'tis the season, i suppose. christina loren. >> good morning. laura, scott, everybody at home, you made it to wednesday. you know what? we'll see significant cooling today. if you don't like the heat, we're basically done with it at least for a while. 59 in san francisco. here's the deal. onshore flow going to strengthen for today. we're going to see 60s and 70s and that cool ocean air all day long especially at the immediate coast, really comfortable conditions. you know we'll fall back into the 80s here in inland valleys spot. good looking conditions for us. san francisco, plenty of low clouds overhead. i want to show you this awesome shot coming in from emeryville. just spectacular here. you can see those low clouds and that's significant for us because it's going to keep our hillsides nice and moist.

you're watching "today in the bay." the suspected ring leader in the attack that killed four americans in benghazi in 2012 is scheduled to appear in a federal courtroom today. khattala was captured this month and brought to the united states. he's charged with the deadly attack on the u.s. consulate that killed chris stevens and three others. he's pleaded not guilty.

new video of a bus carrying undocumented immigrants leaving station within the last hour, but it's still unclear where the bus is going. women and children aboard the bus were flown to california from an overflowing holding facility in texas yesterday. after being caught trying to enter the country illegally. yesterday the buss were blocked by protesters. they spent much of the night being cared for by a faith-based organization somewhere else. secretary of state kerry asked central american leaders to tell parents it's not safe to send children across the border alone. >> there's false information that's being spread about benefits that might be available to these young people, lives of children cannot be put at risk this way. >> president obama admits he can only do so much without congress and says he cannot if a broken immigration system alone. this morning federal regulators urging t-mobile

customers to double-check their phone bill. the company accused of cramming, charging customers for things they did not buy. lawsuit says the customers found phone bill charges from third party services like flirting tips and horoscopes. >> the telephone company should be the one that's responsible for making sure those charges that come from a third party are legitimate. >> charges started back in 2009 and continued through the end of last year. as many as 40% of t-mobile customers have been affected this lawsuit comes as t-mobile is in the process of finalizing a $32 million merger with sprint. the deal would make both combined phone companies comparable in size to verizon and at&t. google snatching up a music streaming app that competes with companies like pandora. let's turn to morgan brennan live at cnbc world headquarters.

good morning. >> good morning. futures are higher, that's after stocks rallied on tuesday. doubt came within two points of 17,000 before pulling back. investors cheering a report showing u.s. manufacturing has grown for 13 months and new orders are at highs not seen since late last year. today, we're getting data on private sector job growth and factory orders. the dow rising 129 points to 16956. the nasdaq up 50 to 4458. google beefing up its music lineup striking a deal to buy a music streaming service. the app has 5.5 million users versus 7 million for pandora. it's best known for using things like time of day and user's location to create customized play lists. back to you. >> thank you much. right over to christina. a look at the forecast for today. cooler. >> it's going to be really nice. good morning we have a lovely

day for you. you made it through some pretty impressive heat at the start of the week. i can tell you today we're back down to the low 80s. cooler than average for some spots across the bay area. right now in the upper 50s for the most part. concord at 58. livermore at 58 degrees. 59 to start the day in san francisco with changes ahead as we get into your weekend. but nothing significant. we don't have extremes to tell you about. onshore flow's going to strengthen today. this means cooler temperatures and stronger wind. and that is not a good thing when it comes to that fire up in napa. we'll talk about conditions, coming up. that's in napa. i'll show you where it's a bad one. 86 east shore. 82 for the south bay. north bay's at 86. that's a cooler temperature in the north bay. as i told you before, that wind's going increase. notice as you head into the weekend, temperatures are going to stay comfortable. let's talk about that fire, switching gears here. conditions now, temps at 56,

it's overcast out there. wind right now, very light at three miles per hour. humidity has really increased overflight. 90%. but let's get details from bob redell, he's live out there in pope valley this morning. what are firefighters working with this morning? >> reporter: well, fortunately overnight, good morning to you, it's been very cool, as you can imagine the wind has died down. the question will be, hopefully the answer we'll find out in the next few hours how much that helped them last night. as of now, the fire's burning a mile behind me, it's burned roughly 2700 acres. it's 30% contained. those numbers are from last night. they'll get a better idea when cal fire's able to send up aircraft to survey the situation and see if they made -- if they were able to make any progress last night. as you were alluding to, the weather, it's been during the day very hot, very dry, and of course you have the wind. we are, don't forget, in the middle of a drought.

here like you can see the dry conditions we're talking about. you've got dry brush. in the area that's burning, it's not only dry brush, it's heavily forested. you've got a lot of fuel. they're saying conditions are so dry, they don't see this type of dry conditions until august or september. here we are in the first week of july, already seeing it because of the drought. live near napa county, bob redell, "today in the bay." >> such a good point, bob, showing that dry brush. it's probably a good time, even if you cleared out the space around your home, probably a good time to clear it out again. i do want to talk about the wind. as you can see right now up in the north bay, it's calm. i want to take it to futurecast and show you what's coming later today between 2:00 and 9:00 p.m. at night, you can see from the key, expecting strong wind gusts to the tune of 30 to 40 miles per hour potentially. we'll talk more about this. but it's not looking very good in terms of wind we're expecting

later on today. back to you. >> thanks so much. we will continue to follow this breaking story all morning long. anytime we're not on the air, go to our website nbcbayarea.com. two people recovering from serious burns after a propane tank on a food truck exploded in philadelphia. here's that explosion on a security camera capturing flames shooting out and shaking nearby homes and businesses. the blast hurt a total of 12 people, a mother and daughter inside that food truck at the time of the blast. they were the ones severely burned. new this morning, about 90 minutes ago, nasa successfully launched a satellite used to study greenhouse gases. >> engine start. lift-off of the delta ii rocket. >> the rocket carrying the satellite was originally scheduled to lift off yesterday from vandenberg air force base north of santa barbara. no problems this morning.
