to you. thanks for joining us. i'm laura garcia-cannon. >> i'm scott mcgrew. following that breaking news this morning, firefighters battling a large wildfire in the north bay. more than 2700 acres have burned so far, nearly 200 homes evacuated. the fire is burning in rugged terrain in pope valley, that's near lake berryessa. team coverage of this breaking news. meteorologist christina loren is tracking conditions, firefighters are facing. but we start with "today in the bay's" bob redell, live in napa county. bob, you can see flames from where you are, right? >> reporter: that is correct. if you take a look over my shoulder, scott, look on the ridge there, some flames popping up. they've died down a bit. on the backside of the ridge where the majority of the fire is because the foreground, which you can't see, because the sun's not up, that area's burned. we believe it's going on the backside and to the right of your camera screen position there. the fire right now is 30% contained. those are numbers last night from cal fire.

once the sun comes up, they'll send a chopper or aircraft overhead and re-evaluate to figure out what the total number of acres burned. last count 2,700, most likely that number will grow because it's been some time since they took the count. i'm sure they're hoping to get a better containment figure. overnight it's been cooler, wind has certainly died down. this is the butts canyon fire because it started near butts canyon road not far from aetna springs. this is around noon yesterday. some young men clearing weeds with a metal blade accidently caused this fire to ignite. this area being in such the drought that it is, it just took off. >> a lot of that due to the fact of extremely dry fields, rugged terra terrain, not a lot of access to get engines and dozers in. >> reporter: this area's heavily wooded, which is not good if you're trying to prevent a

forest fire from starting. the fire's damaged five structures, not clear if those are barns, sleds or houses and forced mandatory evacuation of 200 homes, some from pope valley, many more from berryessa estates. they do have an evacuation center set up. they initially had a smaller school, they've now moved to a larger school, that's in middleton high school. you can see at dress in middleton, california. again, we are expecting an updade from cal fire perhaps around the 8:00 hour, when they will get a better idea of what the containment is and acreage. stands at 2,700 acres burned, 30% contained. no one has been hurt. reporting live, napa county, bob redell, "today in the bay." >> thank you, bob. just taking a look at live pictures coming in this morning, you can see the firefighters have quite a battle on their hands. right now, it's an opportune

time to take advantage of the weather conditions. this is what we're facing right now. overcast skies, 56 degrees. i can tell you, a bit of drizzle coming down in the area. the wind's light. humidity is at 90% and this is the best condition you're going to fine here for the remainder of the day. as you know, the sun will be out over the course of the next hour. as that sun comes out, temperature goes up, humidity goes down. an area we're watching closely today. one positive factor i can tell you about this morning is the fact that this is the calmest position right now up in the north bay. this is where we have the calmest wind speed. as we head throughout the day, that's where we're going to see the strongest wind later on. you can see from futurecast where you see reds, warmer colors, that's fierce wind on the way to the north bias we head throughout the day between 2:00 and 9:00. we are going to see strong wind in the area. so as much as they can get done right now, it will be beneficial for them later on today as wind

increases. we'll talk more about this coming up. back to you scott and laura. >> we'll follow this all morning long. bob will have another update live in 30 minutes. find more detail of course on our website, nbcbayarea.com. the public is invited to a meeting in newark to talk about what to do about a troublesome motel police say is a problem area. city officials say the e-z 8 motel is a hangout for gang members, prostitutes and criminals. police officers spend too much time at the motel to address serious crimes. today the city's planning commission will consider shutting it down. the owner of the motel says talk about the crime has been overblown and crime has dropped significantly since 2010. new issues with the a's coliseum deal, there is a new snag. oakland city council ordered its four members on the coliseum joint powers authority to reject a new deal.

a's owner has signed on to the deal. it was supposed to be approve by the eight-member panel tomorrow. the city's not happy with a number of proposals that leave lease extensions and says it will submit its own plan. one of the big issues the city's had to deal with, decreasing lease payments over the ten-year period. a's would start paying one and three quarters million dollars but it would drop by a half million at end of the term. the deal would have the a's make payments if they left town. the payments would be waived if the team moved to a new stadium in oakland. oakland was not happy with the terms. it dealt with sewage issues and blackouts. the a's experienced backups in the player locker room. the deal would require the authority to add to maintenance fund to deal with those issues. 5:06. want to bring back in meteorologist christina loren. a look at the forecast here in the bay area, cooler this

but around north livermore avenue, reports of -- well, 2 x 4s in the roadway, ten of them, slowing cropped up here. no word on the traffic. but i'm guessing if it's that size of lumber on the roadway they have to do something. watch for slowing. south bay overall looking good. but north 87 right around sky port and right around our station here. watching for reports of bricks on the roadway, that's where we have the mark north of 880. no traffic break scheduled. be careful passing by san jose airport. rest of the bay looks nice on the roads. on the rails as well. no delays for transit agencies. good flow of traffic around. and across the bay on the san mateo bridge, the same situation. also, busy stretch of northbound interstate 280 in san francisco's going to be closed for the next couple of days. >> better get ready for this one. crews repairing the roadway to make it more earthquake safe.

kris sanchez joins us live in san francisco. it's expected to last through the holiday weekend. >> reporter: yeah, it's nice to do it when it's not a normal morning commute but it's a busy weekend because folks who live in san francisco are here but plenty of folks who want to play tourist, come to a san francisco giants game tomorrow 12:45, flashing signs a bummer for them. signs are flashing up and down highway 280 and 101, warning people about that closure between highway 101 and king street near at&t park, where we are right now. construction crews working to change out a bridge hinge on northbound 280. and if this story sounds familiar to you, the same thing happened in the opposite direct during memorial weekend. here are the on-ramps that are affected northbound on-ramps include alameda boulevard, u.s. 101 connector to northbound 280

which caught me by surprise, indiana street which is 25th street on-ramp as well, 18th street. the northbound off-ramp that will be closed, caesar chavez street, mare pose 15 street, 6th street, king street and of course happening in time for that all-important san francisco giants game happening here at at&t park tomorrow afternoon. but caltrans will be flashing signs to help you get around. of course, photographer says you can always take the third street exit off of 101 headed from the south bay to the baseball game, or count on mass transit, always very popular adding extra trains as well. >> i love it, kris. you're headed up there to cover the story but it threw you. >> reporter: i panicked. i saw the sign flashing. i said you have to find me a detour. they're like, 9:00 p.m. >> you're helping people get there, too. >> living it.

the bay." >> welcome back, everyone. 5:13. more than a dozen people plan to scour the south bay this morning looking for a woman who disappeared a week and a half ago. our sister station is live in gilroy. we hear the group looking for the woman is actually associated with the sierra lamar search.

>> reporter: good morning, laura, that's right. sierra lamar's search team will be helping search for the woman who disappeared on june 22nd. also known as mimi. they will focus the search right here at the christmas hill park in gilroy, hoping to find her. dozens of people have gone out looking for her since her disappearance june 22nd. her family members say she walked out of her sister's house sunday morning around 7:00 but left without taking belongings including purse and cell phone. they say she has diabetes and was suffering from depression and that's why they're extremely concerned about her safety and are offering $5,000 reward to anyone who can give any information that will lead them to find her. to finding her. that's in 5'5", weighs 150 pounds, has brown hair, brown eyes, relatives say the last time they saw her she was wearing a tan baseball cap, sunglasses, dark blue jacket,

tan capri pants and light blue tennis shoes. the family's asking anyone who may have information about her whereabouts contact the police department as soon as possible. also asking for anyone who may be able to volunteer and help them in their search to contact them so they can help them in finding her. the sierra lamar search team will be here around 8:30, hoping to find any clues that will lead them to her whereabouts. new this morning, oscar pistorius is suffering from severe trauma and likely become suicidal if he does not get mental health care. his lawyer read from parts of the psychologist's report today at the murder trial. lawyers asking his friends and co-workers if the athlete was paranoid when he shot his girlfriend. pistorius claims he thought she was an intruder but the prosecution says he killed her after a fight. pistorius has pleaded not

guilty. after pressure from a federal agency, graco issued a recall for car seats. a faulty buckle can make it harder for a child during the emergency, it's the same buck that caused them to issue a recall of 4 million car seats for toddlers in february and march. they'll provide new buckles free of charge. another manufacturer, evenflow, uses that same buckle but has not yet issued a recall. the dow is flirflirting wit0 mark for the first time. morgan brennan live at cnbc world headquarters with more. good morning. >> good morning. futures are higher and that's after stocks rallied tuesday. doubt came within two points of 17,000 before pulling back. we'll be keeping an eye on that today. investors cheering a report showing u.s. manufacturing has grown for 13 months and new

orders at highs not seen since last year. the dow rising 129 points to 16956. the nasdaq up 50 to 4458. >> morgan, thank you much. 5:17, following breaking news this morning. hundreds of firefighters in napa county battling a large and fast-moving wildfire. evacuation orders in effect in butts canyon road and berryessa estates area. that fire so far is just 30% contained. 2,700 akers have burned. bob redell getting the latest information. he'll join us with a live update in 15 minutes. >> those firefighters are going to deal with more heat and wind today. >> yeah. you know what? it's very interesting, let me show you what i'm talk about. take a look at your wind speeds now. across the bay area, even here in san jose, where we don't traditionally get any wind at this time of the morning, we've got a sustained speed of 8 miles

per hour. take a look at santa rosa, that area in napa county as well also seeing calm conditions at this point. right now, firefighters actually have a good opportunity to get real progress made on knocking down that fire in addition to the calm wind speed up there, we have moisture coming in off the pacific this morning and that water temperature's chilly out there but the air temperature is what i want to draw your attention to. it's 55 degrees over the pacific. we get onshore flow, cool ocean air, and, yeah, keeps hillsides moist. we were lacking that the past couple of days. 59 in san francisco. mild start to the day in oakland you're at 58. live look at a sunrise here in pleasanton, beautiful day. hayes valley, fog settling into san francisco. san jose, welcome sight this morning, those low clouds have returned. this is going to keep temperatures comfortable later today.

77 degrees, how does that sound, along the peninsula? pretty nice. 82 for the south bay. 86 degrees, pretty warm out there in the extreme east bay. as we head throughout your fourth of july weekend, a lot of people like to come to down and go to san francisco to see fireworks. you know there's a lot of other things happening in the city. temperatures this year, going to be spectacular. on the fourth of july, 66 degrees. saturday 68. 71 degrees staying warm sunday. overall, comfortable, no extreme changes or swings in your temperatures in the near future. let's check your drive. >> you mentioned fireworks in san francisco, if you're planning heading out there, keep in -- i'll give it to you at the end of the report. here 880, it's a smooth drive through traffic. coliseum, standard flow approaching the bay bridge toll plaza. we have slowing through dublin. bigger deal approaching north livermore for west 580. earlier report, pieces of lumber

in the roadway. still on the chp report. i'm guessing they're running a traffic break. we see slowing sensors kicking in, too much for the volume of traffic to be causing that backup. san jose north 87, by the airport, past 880, slowing. bricks in the lane, only two, but takes one to ruin your day or windshield. watch for that. maybe activity as they clear that from the roadway. rest of the freeway smooth for the northbound commute through the south bay. along either side of the peninsula, nicely as well. across the san mateo and dumbarton bridges no delays. talked about getting into san francisco, head there for work, plan on this tomorrow an issue getting into the city for the fourth of july fireworks, watch 280 from 101 up to at&t park, kris sanchez continues to report, closure starting at 9:00. plan your alt night. 101 north alternate, get off at 16th, vermont, take 7th that will get you in the same vis

isn'ty where 280 get you. golden gate bridge smooth, no problems for visibility or the flow. soon encounters with hayward police officers will be caught on camera. the city spending $220,000 to buy body cameras to clip on officers' uniforms and glasses. according to the "mercury news" it will cost $130,000 to store the recordings but the city attorney expects a number of lawsuits alleging excessive force will be cut in half. >> 5:21. crews in the east bay fogging for mosquitoes trying to get rid of the west nile virus, taking place in martinez. it comes after a large number of adult mosquitoes and dead birds infected where found in that area. 10:00, the mayor expected to announce harding park home to the 2020 pga championship. just five year ago the course was used for the presidents cup.

new this morning, a new investigation launched into facebook after the company revealed users were part of a large research experiment. good morning, thank you for joining us. i'm scott mcgrew. >> i'm laura garcia-cannon. we will get to that story in a moment. but first, firefighters have been digging fire lines and

trying to protect homes all night from the biggest fire in the state in weeks. the fire is burning in rugged land in pope valley near lake berryessa and the terrain is making it difficult for crews to make ground. "today in the bay's" bob redell live near pope valley this morning. the sun is up, crews able to tell how much they've done overnight. >> reporter: in a few hours, during my conversation with cal fire early this morning, laura, they indicated between the 7:00, 8:00 hour, time frame, sending up an aircraft to survey the area to get a better estimate on the acreage burned. right now 2,700 acres, 30% contained, we expect acreage to have grown and containment as well. now that we're starting to see the light, here, appears where the fire started and it started in that area and moved to the right part of your screen. if you move to the right, you can see where it's burning, you see smoke. if you go over the ridge line, that's where the fire appears to be at this moment.

part of the problem with the fire is that this area's very dry. as you can imagine, we're in a drought, it's so dry cal fire says they don't normally see these dry conditions until august or september. obviously, we're in july. a good month or two ahead of schedule, which is not good when it comes to fighting fires. the other issue for firefighters here, which you alluded to, it's rugged here. we're in a remote area west of lake berryessa, it's steep, hilly, wooded, a lot of fuel out here. it's hard to get trucks in there because access is very limited. now it's right now they're telling us the fire has damaged five structures, not clear if those are barns, sheds, or houses and forced a mandatory evacuation of 200 homes, some from pope valley, many from berryessa estates. >> start crying because everything i own is in the house up there in berryessa estates

and my daughter's fiance is up there, he can't get out and fire trucks won't go in because it's so smoky, according to the highway patrol. >> reporter: we assume her daughter's fiance's okay, as there have been no reports of injuries in the fire so far. want to show you a quick address pop up on the screen. this is the address of the evacuation center, middletown high school, you can see the address there on big canyon road in middletown, california, not far from where we're at. the fire started around noon yesterday. according to one report, the thought is there were young men clearing weeds, using a metal blade. whatever happened with the blade, maybe it sparked something, hit a stone, whatever it was, it dit d ignite the fir. >> while it has been a rough night in the north bay the state is doing okay. this is a map that cal fire put together on google. as you can see, only this one

red spot here on the screen and that is up in napa county. it's the only active incident cal fire's working which means they can dedicate all of their resources to getting that fire put out quickly. but let's take a look at current conditions now that firefighters on the ground will actually face today. meteorologist christina loren. >> it's easier when resources are not being spread thin. that's a really good note. also, this morning you saw that live picture out there and what you were looking at a mixture of fog and smoke out there. it's a combination of two this morning. the fog, of course, is going to keep that area nice and moist, at least for the next few hours. but we're going to lose that rapidly. now the sun is out, we've got a warm day ahead in the north bay. now this is what we're working with currently. humidity's at 90%. we get the best humidity levels in the morning hours. also numbers are going to decrease as we head throughout the day today. dropping to 30% between 4:00 and 5:00. my greatest concern, when it

comes to the fire and the weather is the wind on the way later on. right now the calmest conditions up in the north bay, that's good news for you. but look what's headed your way throughout the remainder of the day. that wind is going to intensify, where you see warmer colors here on the key, that's 30 to 40-mile-per-hour wind gusts in the area later today. we'll talk more about this. heat will back off. moisture out there. hopefully making significant progress this morning. back to you. >> we'll be able to tell later when they take aerial surveys. coverage of the wildfire conditions online nbcbayarea.com. we've also posted more fire video and slide show of the pictures. of course, we'll continue to update the situation for you throughout the morning. also new this morning facebook under investigation in the united kingdom. the country's information commissioners office announced it's launched a probe into the menlo park company. this stemming from a psychological experiment facebook did with about 700,000 unknowing users in 2012, done

without specific permission. the study looked at whether facebook was capable of altering the mood of a user causing the person to post either positive or negative content. britain's ico looks to how personal data was used. it does have power to force companies to change policies and levy fines if necessary, any fine imposed would be spare change to a company like facebook. the "financial times" reports two early to tell which law facebook may have violated if it did violate a law. europe stricter to the u.s. when it comes to internet. last week google began removing search results from its sites in european union wants to comply with the ruling there. the ruling that would have found that people had the right to keep objectionle personal information hid friend search engines like google. facebook admitted in 2012 when the study was conducted its

terms and conditions did not specify research as a way members' information could be used. the company contends research fell under a broader language in the member agreement. no word if the u.s. will start its own investigation. 5:36. starting today, caltrans will shut down a popular stretch of interstate 280 for seismic retrofitting. kris sanchez with details how it could impact your fourth of july weekend. good morning. >> reporter: lawyer ra it's going to affect people who don't have the fourth of july weekend off. folks headed into san francisco for work, but also the people who are hoping to catch a daytime baseball game, perhaps as early as tomorrow. giants play at 12:45. these closures will affect folks coming from the south. let's take a look at the map. talking about 280 northbound from the highway 101 junction to king street near at&t park where we are this morning. construction crews will be

working to change out a bridge hinge on northbound 280. if this sounds familiar, it's because we reported on the same thing that happened in the opposite direction during our last major holiday, that was of course memorial weekend. here are the on-ramps affected. you won't be able to get on to northbound 280 from alemany boulevard, interstate 101 to 280. indiana street as well as the 18th street on-ramp. off-ramps, you won't be able to get off northbound 280 at cesar chavez, at mare pose 15 street, 6th street or king street. caltrans will put up detour signs to help you around this part of the city, or avoid the area altogether by taking mass transit. that worked out for a lot of baseball fans the laugh time we saw this closure happen. folks headed to at&t park said they found that the cars were roomy and ride was pleasant and didn't have to worry about parking or getting around this

mess. there will be another similar detour, expect that one on labor day weekend. then we should be good to go for an earthquake, should one strike. kris sanchez, "today in the bay." >> that's your traffic forecast for the fourth of july. check your weather forecast for the all-important fourth of july holiday. good morning to christina again. >> good morning. this year you have your pick, you can stay down in the south bay or head to the city. they're going to have fantastic displays. you know what? the weather is on our side this year, even in san francisco, notorious for fog. 8:00 p.m., 61 degrees in the city. by 9:00 p.m., a lot of those fireworks light up the sky, we'll be at 60, comfortable conditions, cloud cover. 10:00 p.m., starting to make your way home 58 and traffic. temperatures right now mostly 50s and 60s. we're at 61 degrees in mountain view. waking up with 55. a comfortable day in half moon

the bay." >> welcome back. tensions rising at the border after proettesters in southern california blocked a bus of undocumented immigrants yesterday. the people on board were women and children from central america. they got caught trying to enter the country illegally. they were flown from california from an overflowing holding facility in texas. meanwhile, secretary of state john kerry asked central american leaders to tell parents it's not safe to send children across the border alone. now the obama administration's trying to figure out what to do with the hundreds of women and children. tracie potts is tracking the story from washington, d.c. good morning. >> reporter: scott, good morning. we're getting a ground level view there in california with those dramatic protests. they did find a place for those immigrant women and children to stay last night. here in washington, not a lot

the 4 niners stadium. >> reporter: good morning. that decision came last night by the mountain view city council unanimously, it would have an affect on a number of parking structures here in mountain view, including the one behind me on brian street. the purpose of the new parking limits to discourage people from leaving cars here in mountain view and hopping on vta or getting a ride to events at the new levi's stadium in santa clara. in order to do that, they are limiting how long a car can stay in one place during those events. the pilot program will establish three-hour parking limits at 11 of the 15 lots in the downtown area when there are weekday events cars not allowed to stay any longer than three hours from 5:00 to 10:00 p.m. the same limit in place for weekend events but the time frame longer from 8:00 to 10:00

information soon. 56 degrees out there right now, you saw from the live picture the chopper, it's overcast. fog has settled in. wind very light at 3 miles per hour. humidity, because of the low clouds, up there, it's at 90% now. i wanted to show you the wide view because everywhere else across the bay area right now, getting double digit wind speed for the most part, look at concord, 20 miles per hour sustained and that's a strong wind speed. just down the road from where this fire is burning. so right now conditions are on their side and as much progress as they're able to make over the next couple of hours is going to be significant because wind will strengthen today. bull's-eyeing the window of 3:00 p.m. to 9:00 p.m. for the wind to pick up. your futurecast agrees. looking here on the key, notice where you get the reds, oranges, warmer colors, that's gusty wind to the tune of 30 to 40 miles per hour. the strongest wind later today

good morning. thanks for joining us. i'm laura garcia-cannon. >> i'm scott mcgrew. hundreds of firefighters out on the fire lines this morning trying to keep flames from spreading. the flames have torn through five buildings along butts canyon in napa county near pope valley and middletown. this is near the heart of wine country and the flames are threatening dozens of homes as well as vineyards and wineries. "today in the bay's" bob redell joins us live in napa county at the fire command post. bob, we are expecting an update from firefighters any minute now. >> reporter: well, within the next couple of hours, good morning to you, scott. now that the sun's up, you get a pretty good sense where we believe the fire started. over here, outside butts canyon road, a remote area, berryessa. the burn continues to the right side of the screen. look where it's smoky down that canyon, that's where we believe a lot of the fire's headed
