turn hurricane arthur is making right now that has forecasts optimistic. making progress. firefighters containing the massive flames in fact wild fire burning in the north bay. we'll have update the numbers coming up next. cracking down on illegal fireworks, the peninsula city taking extreme measures to protect its park. meanwhile taking a live look at where we have low clouds this morning. you can see they span all the way inland. the big question, what can you expect tonight at about 9:30 when those fireworks are scheduled to light up the sky? i've got that answer in just moments. and a live look outside, it is friday, happy fourth of july, this is "today in the bay." from nbc bay area, this is "today in the bay." good morning and thanks for joining us, i'm kris sanchez in for laura garcia-cannon. >> and i'm scott mcgrew. another look at the window this morning, san francisco, san jose, both cities blasting off

booming fireworks come tonight, but will fog damper the celebration? let's check in with christina loren. she has a look at your microclimate holiday forecast. >> probably the toughest forecast of the entire year for me, kris and scott. and you know why, we have that iconic fog in the san francisco bay, over single year, it always comes down to what is going to the case right at fireworks time? i can tell you, we'll see a little bit of fog drifting around, but i would not cancel my plans if i made them to hit the city. you should have a clear shot, but the best view of the fireworks this evening from your inland valleys, and you know what, san jose brought back that big show 9:00 p.m. tonight, comfortable conditions out there. and nice and clear as well. we're going to let you know what's coming this weekend. big changes on the way to your microclimate, back to you scott and kris. >> thank you much. it is the fourth of july of course, and people across the bay area will be celebrating, but police and fire departments will also be busy today keeping an eye out for illegal

fireworks. >> "today in the bay's" stephanie chuang joins us live in san mateo, some popular parks stephanie not taking any of chances as far as fire. >> reporter: yeah, that's right. good morning scott and kris. and this is the first time ryder park here is closed. and it may ruin some tradition for families and for people who come here. the sign you see says closed, and then right there in the background, you see why its become so popular. a gorgeous view of the bay. and if we shift the shot to the right, you can see that small hill very popular for people to watch fireworks from. but it's also closed, the grass there cut, but dry, parks closed to keep people from setting off illegal fireworks here. now both ryder park and seal point parks along third avenue in san mateo are closed this year for fourth of july. in the area you do see a lot of dry grass, eyesore for some, but huge risk for firefighters who say that can easily turn into fuel for people to start a fire. something that has people who live in the area very concerned.

>> somebody throws a match or something out here when i'm walking, i worry about that. if it's a fire, it's going to burn up this beautiful area. >> reporter: and in the east bay, wednesday night, a reminder of that potential for that illegal fireworks danger when someone started a small brush fire in antioch on the park middle school campus. firefighters say it was set by illegal fireworks. and in fact, san jose firefighters say they responded to multiple fires that they say were started bile legal fireworks in just the last couple of weeks. the fire department added staffing today through sunday, additional engines and fire patrols statewide, already cal fire responded to more than 2700 fires, and that is 900 more than the average for this time of year in the last five years. definitely a lot of concern, police here in san mateo say should you come here to try and go around this closure, they

will be here too as they step enforcement of these park closures. live in san mateo this morning, stephanie chuang, "today in the bay." >> okay stephanie, thank you. authorities are concerned about illegal fireworks, there are plenty of places where you can catch spectacular shows safely. and they're probably better than the ones you can do on the street in front of your house. coming up in ten minutes, we'll walk you through some of the best places to see tonight's legal fireworks all around the bay area. even though firefighters only have about half the wild fire burning in napa county surrounded, most forced out are back at home in time for the holiday. the fire started tuesday, it's about 45% contained this morning. tough for firefighters to get to the flames because of the steep hillsides and the unstable land. they have made progress as temperatures cooled and the wind dies down a bit. the fires devourd 4300 acres, but fire officials don't think it'll spread much more. yesterday evacuation orders for hundreds of people were lifted allowing some people who spent

two nights sleeping on cots at the nearby high school to return home. but for one couple going home will never be the same again. the bennett's home was one of two that burned completely down in the fire. here's gary bennett. he built that house 35 years ago. he and his wife affectionately called it their little house on the prairie home. they were home when the fire started. >> got my wife out of there at 2:00, couple fire crews came in, engine 1498. oh man. 35 years yesterday you know. i don't like it. >> mr. bennett says he owes a lot to the engine company. wants to thank them for saving he and his wife. 150 acre wild fire in san diego forced one small town to call off its fourth of july parade and celebration. this fire started yesterday near the historic gold mining town of julianne destroying two homes,

threatening numerous others. some people evacuated, they were allowed to return home last night. that fire, 15% contained. no word on how it started. and now to a developing story. hurricane arthur battering much of the north carolina coastline this morning. the category two storm packing heavy rain and wind gusts of more than 100 miles an hour. but, there is good news this morning, it appears the path is shifting offshore. "today in the bay's" chris pallone is facing the storm, the winds are calming behind you now, earlier we saw more rain. >> reporter: yeah, scott and kris, it's really nice out here after the storm blew through. look over here, the surf is still rough, but the sky is bright. i can actually see the sun peeking through the clouds well above my left shoulder right now, and that's good news --

>> and though the conditions seem to be improving just a bit, it is clearly affecting our signal from kill devil hills, but suffice to say, chris tells us that we may be seeing the shoreline opening up. it is a lucrative time of year for the folks there in north carolina. let's look at the hurricane's path right now, you can see the eye of the storm moving along the east coast, for more on that and a look at your fourth of july forecast, let's go to christina loren. >> yeah, hey, good morning to you, kris. . looks like arthur is actually losing steam already. let me show you the future track and intensity. as we head throughout the next 48 hours, arthur is going to continue to weaken, and as we head through about saturday, 2:00 a.m., starting the eastern sea board, but really not making a direct impact. as you can see, we can see the outer band brush against it in new england states. overall the new england state should be okay. we'll see high surf, we'll see

rip current, but everybody out there should be aok. when you talk about hurricanes and tropical systems, category three is considered a major hurricane. this is the first hurricane of the season, but the good news is the worst part is already over and it'll continue to hook out to sea as we head throughout the next 48 hours and intensify. as it moving over cooler water, hurricanes need the warm water for fuel. now this is what we're working with. this is the only problem that we may encounter as we head throughout your fantastic fourth of july, low clouds. really? that's all we have to tell you about. mostly clear conditions right now, we have that fog starting to settle in. especially around the bay and at the immediate coast. that's what's going to keep you cool today at the coast near the water. you'll see comfortable conditions. it'll be a little bit hot later on today in your inland valley spots. you want to keep that in mind. overall looking really good. you can see the low clouds in just about all your microclimate cameras here with the exclusion of the south bay. highs today are going to be a little warm in your inland

valley spots because of that. 83 in the south bay. getting into this weekend, temperatures are going to be pretty warm. so here's a deal, you want to hit the beach, sunday is going to be your day to do so. you have to consider the fact that a lot of people are in town for the fourth of july holiday. your best beaches might be those that are kind of hidden out there. i'm not going to say them, you know which ones to get out to, locals. that's a good one to hit if you want to be all to yourself. as i can tell you, temperatures will be warm as we kick off next week and cut off this low cloud cover. more on that coming up. good news for the east coast and for us. looks like we're going to see a pretty calm, pretty calm fourth of july across the entire nation. back to you guys. if you want to visit that beach tourists, head straight east. it'll be, you can't miss it, keep going east. reminder, parts of interstate 280 closed this morning, northbound lanes closed from 101 interchange to near at&t park. so this is going to be closed

you're watching "today in the bay." good morning to you. and happy independence day, taking a live look at antioch, completely cleared to start. sunrise over san jose looking good. little haze out there, but mostly clear, and we're already getting a clear sky over hayes valley, san francisco. now i can tell you, change to your forecast for today. i've got your fireworks update and we're going to tell you about heat coming your way over the course of the weekend. so stick around, your microclimate weather forecast is up in just moments. and here are today's top stories. the man known as the pillow case rapist will not be released

until later this month. christopher hubbard was supposed to be released on monday, but because of a norovirus outbreak at the prison, he will be quarantined at the hospital for three weeks. hubbard admitted to raping dozens of women, including some in the bay area. hurricane arthur began moving back out to sea early this morning after hitting the barrier islands overnight and causing flooding there. arthur strengthened to a category two storm last night, but now has been downgraded to a category one storm. foster farms once again recalling chicken products, 170 of them from its fresno facilities. this is back in march, the recall is the first since last year when the company was linked to a salmonella outbreak that made hundreds of people sick for more than a year. go to nbcbayarea.com and you'll have more detail on that recall. get ready for the boom after six years of silence, one of the biggest fireworks shows in the south bay is back. >> the rotary club of san jose

sponsoring a supersized show tonight. the city's first really in years. "today in the bay's" bob redell live in san jose getting an up close look at how clue crews are preparing this morning. i love it, good morning, bob. >> reporter: yeah, good morning to you and scott you're going to love this fencing. that's all they have right now. perimeter fencing here in downtown san jose. the pyrotechnics crew we expect to be showing up later in that general direction over there by the discovery museum between the discovery museum and the guadalupe river will be setting up the fireworks for the big show tonight. and of course the expectation is that this field in front of you, the meadow going to be packed tonight. especially if it's anything like years past when they used to have the show here, it'll be quite a crowd, you want to show up early. as you mention, this is the first time san jose will have its own fireworks show in six years. the last one was in 2008, and he did it for a number of years leading up to then, but they stopped because it was getting

too expensive for the city. as you're well aware, the they went through budget cuts, they stopped doing the show. the rotary club of san jose is bringing it back this year, calling it the rotary centennial fireworks show. they're doing this as a gift to the citizens of the city and to celebrate their 100th anniversary. again first come, first serve seating out here on the meadow. it is free and open to the public. as i mention before, it is a friday, it's the fourth of july, they are expecting quite a crowd. you want to the show up early. and they are urging that you take public transportation, especially since vta is here and they will be running a special schedule for the fourth. the fireworks here are expected to start at 9:30, and sheer video of what's happening at san francisco tonight again their show also at 9:30. along the water front. the pyrotechnics crew yesterday starting their set up. little bit different this year, usually they have one location of fireworks launching from a municipal here. another one off a barge this year up in san francisco, launching them, both locations

will be off barges because of the damage done to the muni up here in years past. but they still are promising quite a show. >> you know there's, like i said 10,000 devices, if everything weighed a couple of pounds, 20, 30,000 pounds of fireworks that are out here. and nair in a safe, controls area and they will go off when we tell them to go off. but there's a lot of stuff. it's a big show. goes on for 20 some odd minutes and no gaps. lots of things happening. >> reporter: and that's the producer of the san francisco fireworks show telling you that they have quite a blast tonight. if you're going to show up, best viewing location is along the water front between aquatic park to the tower. so you have the cannery and the square in between, and again, that show starting at 9:30. one near san jose also. 9:30, this one back, the rotary centennial fireworks show. that club bringing it back here for the first time in six years.

reporting live in san jose, bob redell, "today in the bay." >> bob, do you know how long the san jose show is supposed to be? >> reporter: until 10:00, 9:30 to 10:00, 20 minutes, 30 minutes, in year's past, 30 minutes. >> that'll be worth the drive then. >> bob redell, thanks. . >> take vta, drop off at the museum, piece of cake. the south bay world war ii veteran who became a viral video star earlier this year during the 401 k race will get another honor today. >> joe bell capturing the heart of americans shot by this reporter. the runners getting off the race path, diverting their path to shake his hand. this morning, bell will be the grand marshal of the rose, white, and blue parade in san jose's rose garden. he's expected to be in uniform, arriving in the side car of a motorcycle driven by his son. >> so sweet. the parade starts at 10 this can morning at lincoln high school in san jose. it'll end on the alameda near

pershing avenue. that's where you can find live entertainment and food from local restaurants. there are lots of communities holding sbragtss. >> redwood city hosting a bunch of events today. it is the fourth of july parade run. then 10:00, the parade itself follows the same route. the grand marshal, mike inouye. redwood city will wrap up with fireworks at the marina, those start at 9:30 tonight. six flags, discovery kingdom will spread celebrations over three nights. they'll host a show every night through sunday. things should start around 9:00. >> oakland will hold a family fun day at jack london square. jugglers, magicians, and activities for the kids and it's all free. 11:00 this morning until 4:00. >> and there's the radio disney festival. it starts at 5, followed bacon sert by the symphony. at 8:00, fireworks around 9:30.

seriously heightened. that's something we're watching for for you, but i want to bring that to your attention and always bring the call to conserve. it's really easy. just shut that water off, stay conscious and it's easy. sunol looking good. no low clouds here. and you can see it's going to be a warm day with those cooling clouds to really add some of that natural ac. and oakland, you have some this morning. little bit of low cloud cover here over the san francisco bay. it's going to burn off fast, it should be gone by 10:00. san francisco, camera shots breaking up a little bit. you can make out that fog in the distance as you know, it's that time of year where we see foggy mornings, but comfortable sunny finishes. today a little bit of coastal drizle to start the day. you can see that here from the san francisco camera, but sizzle to finish the day in your inland valley spots. 79 degrees is the forecasted high for the peninsula. that's hard to beat. talk about what's happening for today. the alameda county fair is still in noun pleasanton, 4:00 p.m., little bit on the warm side,

one category. forecasters say it may soon pass overland taef hit north carolina's outer banks last night. winds now dropped to 90 miles an hour. the storm is expected to lose momentum as it continues to move up the east coast. meantime, the state's governor is urging people who did not evacuate to stay safe. some people are not too concerned. >> the wind is going to be bad, but it'll be okay. our house is still standing. we've been coming here a long time, 20 years, we'll be all right. >> reporter: dozens of shelters opened up as flooding and power outages hit the state. here is a picture of the storm with the eye of the hurricane moving up along the east coast, coming up in 15 minutes. we will have a live report from the area getting hardest hit. now in less than two hours, leaders in southern california and the town of marietta are expecting dozens of protesters to try to block bus loads of undocumented immigrants again. these are early pictures this morning of protesters beginning to gather about an hour ago. you can see they stayed up all night for the second time this

week, homeland security will try to deliver bus loads of undocumented families from central america into a holding facility in marietta. no one is saying when the buss are expected to arrive. on tuesday, similar buses were blocked by protesters who demanded that the people on bortd be deported immediately not held in a facility. the families are being moved from an overcrowded facility in mcallen, texas, as the president prepares for a showdown with congress about securing the borders and reforming immigration. tracy potts is live in washington. the president just flat out blaming republicans on this. >> reporter: right, and they're blaming him for lax immigration policy that they say led to a manufactured crisis at board we are tens of thousands of children coming over from central america. what are the leaders here in washington going to do about all this? nothing likely until at least next week when congress gets back, but even then, we're not

expecting any sort of major immigration reform. but they have to deal with immediately are the children. do they put more money at it? do we change policies, can the president do anything administratively to try to reducing the number of -- reduce the number of kids coming across the board? the government is spending a million on a new ad campaign, the tv and radio ads and billboards are being aired in central america and also in big cities here with large immigrant population, urging parents not to send their kids to the united states alone. that's been the issue over the last year or so. meantime today, as he has done for the last several years, president obama's holding a naturalization ceremony at the white house for immigrants who have served in our military. today they're becoming u.s. citizens, scott. >> all right tracy potts, thank you. we are in marietta, he'll have live reports tonight. the family of a palestinian teenager who was the victim of what some believe was a revenge

killing for the death of three israeli teens is grieving. the teen's aunt says it is unimaginable how the 16-year-old was reportedly stabbed, beaten, and set on fire in the woods in jerusalem. dna was a the only way for police to identify him. >> it's sad. and it's sickening. like no one deserves to die like this. >> tonight the family will hold a candle light individual until san jose. that starts tonight at 7:30 near santana row. france joined the list of foreign countries doing extra security checks to oversee flights to the united states. this move comes amid new concerns al qaeda is trying to develop a nut kind of bomb they say can smuggle past security and on to american flights. french authorities say heightened security will last at least through the summer. british airports increase security yesterday in response to those same threats. american officials say the threat is not a specific one, but they're trying to be careful. many brazil, overpass

gorgeous sunrise expected, all that particulate matter, a lot of fireworks shooting off, explosives in the sky, they paint a really nice sunrise. here's the deal. if you have someone who suffers from respiratory issues or asthma, tomorrow is one of the days to limit your outdoor activity. always happens the day after the fourth of july. looking live at san francisco where the low clouds have dropped off a little bit, still looking good. i want to tell you about the two very different sides to your fourth of july. here's the deal. if you want most comfortable conditions for the day. you want to hit the beach, hit the coast, but tonight, we are going to get a little bit of fog at your coastal and bay side cities. what that means is best view of the fireworks inland for tonight and comfortable conditions as well. low clouds throughout right now. the beach -- but these should burn off by lunchtime us with gorgeous conditions at the beach today. warmer days ahead on your seven-day forecast. bottom of your screen, we'll talk about that coming up, now back to you scott and kris.

you're watching "today in the bay". well hurricane arthur is back out to sea. it's kind of a pretty picture from kill devil hills in north carolina. the weather still not, you know, cooperating too much, but, the worst is over, rainstorms ahead for the east coast though.

chp meanwhile launching an internal investigation when an officer was caught on camera, apparently beating a woman on the side of a freeway. you can look at this the video, posted on youtube wednesday, shows the officer grabbing the arm of a woman she had walked on to a median between freeway lanes on an onramp in los angeles. then you can see the woman appears to resist, then the officer throws her to the ground and punches her in the head several times. the chp has not released any information about the incident but a spokesperson did release a statement yesterday. it says in part, every time there's a use of force by our officers, there's a review conducted to determine whether the use of force was appropriate. it goes on to say since there is an ongoing investigation, it would be premature to comment on the video segment without reviewing the entire incident. jurors in the brooib stow civil case will take the holiday weekend off, but they will return to deliberations on monday. jurors were unable to reach a verdict yesterday, the sixth day

of deliberation. on wednesday, jurors were deadlocked, but the judge told them to keep trying. among other questions, juror is being asked to determine whether the dodgers and former sewner frank mccourt were negligent and whether that negligence played a role in those brutal beatings. family says the team and mccourt did not provide enough security or proper lighting at dodgers stadium when stow was attacked back in 2011. 6:41, coming up, twist in the path. we were talking about the hurricane. we have the forecasters that are fairly optimistic, a live report from the brunt of the storm coming up. and cracking down on illegal fireworks. the peninsula city taking extreme measures to protect its parks from going up in flames. and we just received good word, we have better contain thmt morning on the fire -- containment this morning on the fire. how much headway they were able to make overnight when nbc bay area news comes back in moments.

look at the beach behind me and you can see that a lot of people who decided to ride out the storm right here in town without evacuating are starting to make their way out to take a look at the rough surf. the sun is starting to come out behind the clouds, and it's a hot, and people are, seem to be intent on trying to enjoy their fourth of july weekend if they did stay here. government officials are out looking around the areas of north carolina where this storm hit overnight. the storm lasted for about eight or nine hours over land. and it had sustained winds of 100 miles an hour. so right now, it appears that most of the damage is here in the outer banks area. we've seen pictures on social media of flooding, we've seen tleeds traditionally do get topped over with water and sand, they have been breeched and some of the -- breached, and some of

this fourth of july bay area cities from the south bay to the peninsula are not taking any chances when it comes to illegal fireworks. especially with concerns over drought-fueled fire danger this season. "today in the bay's" stephanie claung joins us live in san mateo. one city has shut the gates to the parks down altogether. >> reporter: that's right, good morning, and happy fourth of july. it's the first time these gates will be closed. you see the sign here, closed 6:00, fourth of july. very popular to see people in the distance there, they came an hour ago, but come 6:00 tonight, they will have to leave. and as you shift to the right, you see the beautiful view of the bay and a very small hill there, that's very popular for families to come and watch the fireworks. excuse me, but this will be closed to prevent people from coming here setting off illegal fireworks and sparking a fire like this one in the east bay.

firefighters say it was likely someone setting off illegal fireworks that started this small brush fire in antioch on the park middle school campus wednesday night. and back on the peninsula, ryder and seal point parks along third avenue in san mateo are both closed. police say there's a lot of dry grass and fuel around that post, a real fire threat, especially considering the drought. >> had such a dry winter, dry grass, it's a major fire hazard. park rangerss are seeing an uptick in the use of illegal fireworks. it made sense to close them early this year. >> reporter: and not just san mateo, in the weeks leading up to today, san jose firefighters have responded to multiple fires in east san jose that they say were started by illegal fireworks and that was just in the last couple of weeks. today through sunday, the san jose fire department has extra staffing with addition engines and -- additional engines and patrols. they are monitoring

neighborhoods. and statewide, cal fire has fought more than 2700 fires already. that is 900 more than the average for this time of year. and that's the average from the last five years. so, back here in san mateo, police say if you try to get around the park rangers, they will be here as they step up extra enforcement tonight. live in san mateo, stephanie chuang, "today in the bay." >> that seems to make sense, your judgment is you have a crowd of people on that hill at night and somebody starts to light that grass, that'd be a nightmare. >> reporter: that's right scott, that's what police and firefighters both say. it's popular, they understand people to want come and get the best view, especially which you see the dry grass, it's cut and dry and they don't to want take risks this year. >> probably goodization. stephanie chuang, thank you much. in the men time, city leaders -- meantime, city leaders hope the massive show in downtown will cut down on the illegal fireworks tonight. >> it'll be the first time in

years they've had a big show. bob redell is live where prep raxs are under way. the fence is up to keep us out or keep you in? >> reporter: to keep me out from getting back to the station. they're starting to get the perimeter around downtown. its been quite a while since we've seen this, kris and scott, think about it, last time they had a big fireworks show in san jose was back in 2008. for the first time in six years, the rotary club is bringing it back this time around. the city stopped doing it in 2008, they were doing it for years prior because it was too expensive and because of the budget cuts, but the rotary club is bringing it back tonight here at discovery meadow. they're doing this as a gift to the suicides of san jose and to celebrate the club's # # 00th anniversary. now if this is smig like the -- anything like the shows in year's past, it'll be very crowded tonight. especially ghaichb it's also not only the holiday, but it is a friday as well. so they are telling you it's first come first serve. this is free, open to the

public, but you will to want get here early. parking is limited. urging you to take public transit, namely vta since the station is here and vta is running a special schedule for the fireworks show. they're calling it the rotary centennial fireworks show. that again taking off tonight here at discovery meadow at 9:30. also, go a little bit north of here, in san francisco, little change this year for their fireworks show. in year's past, they've launched the fireworks from two locations. one if you have a barge, pier 39, the other off the muni pier in aquatic park. this year they're doing both launches off barges because the muni pier was getting damaged in the year's past, so the city said no more of that. both fireworks locations will be off barges, off the water front in san francisco, so they're still promising quite a show. thousands of pounds of fireworks is what the promoter was telling us. and now it's taking off at 9:30. best viewing location along the water front in san francisco.
