>> did you watch fireworks last night? >> no. >> you worked. >> i worked, i slept and then i worked again. i have been up all night. >> isn't it funny when you watch the fireworks, you naturally go oooh, aaah. it's fun. >> you've seen the movie before but -- >> it still works every time. we want to get right to today's top story for a lot of people to focus on fireworks and arthur on the fourth of july. this morning, arthur was downgraded to a tropical storm but not before leaving a big mark on cape cod last night with heavy winds and lots of rain. while the storm is moving on, that threat is not over at the beach. rip currents are a major concern this morning. our team is out there covering it all. we begin this morning with kerry sanders in kill devil hills, north carolina. good morning. >> reporter: well, good morning. happy fourth of july weekend. for most of the million plus tourists who come here to the outer banks for this long weekend, it turns out that

hurricane arthur was mostly an inconvenience, which is really a surprise, because there was not the usual devastation associated with a category 2 hurricane. it's the day after. along the outer banks, if you look one way, it's hard to tell there was even a hurricane. but for those who lived through arthur, this category 2 hurricane with 101 mile-per-hour gusts is something they've never forget. >> i've been in an earthquake before, a couple of them actually. when the bed was shaking it got my attention, it really did. >> reporter: arthur may have postponed fireworks displays but in north carolina, the independence day parade went off on schedule. among those in attendance, the state's governor, pat mccrory. these distractions are moment y momentary. the cleanup for some will take time and it will be comprehensive. north carolina highway 12 was rebuilt after hurricane irene three years ago. again, it buckled.

when the five-foot storm surge washed over this main artery to hatteras island. the storm surge flooded historic manayunk. >> this is not our first day at the rodeo. we've been through this many times before. winds blow, storms come, we clean up, next day we go and do what we do. >> reporter: it may explain why this t-shirt is quickly available, extra, extra, hurricane arthur delays july fourth fireworks. in other news, hurricane party. always a sense of humor, especially when there is not widespread devastation. if there is one upside in the aftermath of this hurricane that did very little damage, temperatures have dropped into the very pleasant 70s. but as we know, that won't last long. it's summer. >> take advantage of it while we can, right? arthur is moving out but let's talk about this threat of a dangerous rip current that's a

potentially deadly situation for millions of beachgoers up and down the east coast this weekend. kristen dahlgren is along the shore in long beach, new york. good morning. >> good morning, lester. yes. it looks like a beautiful beach day out here. arthur may be hundreds of miles away but there could still be deadly effects along the coastline. there's a threat of rip currents so strong that in new york last night they had to move the barge that had the macy's fireworks on it to a safer place. if they're worried about a barge, you can imagine how worried they are about swimmers. take a look. the surfers are out here this morning. but what you cannot see are those rip currents until you're caught up in it. 100 people in the u.s. die every year caught up in rip currents. 80% of ocean rescues are because of rip currents. they are very dangerous. basically like running on a treadmill or trying to go up a down escalator. the water rushing away from shore and you can't swim against it. swimmers get exhausted trying to fight it. what do you do?

they say let it carry you out. don't fight it. if you can, try to swim parallel to the shore to get out of the rip. now, even wading into the water on a day like today can be dangerous there's a rip current it can pull you out. the best bet is to always swim where a live guard is nearby, lefter. >> kristen dahlgren's important words this morning. thank you. dylan, what are we looking at this morning? >> it has been downgraded to a tropical storm. it is bringing a lot of rain to parts of maine. that will last through early this afternoon. here's the satellite of tropical storm arthur. it's weakening. winds at 70 miles an hour. it's approaching nova scotia, moving southeast at 22 miles an hour. still providing rain to the east coast of massachusetts, boston seeing heavier rain, including cape cod. we're looking at heavy rain near bangor, maine and down east maine where it will remain

unsettled through early this afternoon. the rain will continue to pull away up into the northeast and move on into canada and then we'll start to clear things out. the rip currents as kristen mentioned will still be a threat as we go through the entire weekend, despite the fact that it looks like an amazing beach day. also want to point out, not related to arthur whatsoever, we still have flooding concerns across the mississippi. look at all these major flooding areas in bright red here. that's where we have to keep an eye out later today and especially tomorrow. we still have the threat of showers and storms, also some isolated stronger storms, north dakota over into northwest minnesota. large hail and damaging wind gusts still an ish issue. tomorrow, that threat will spread east a little bit. this is the airy that's under the gun for flooding and we could see strong storms producing torrential downpours and any additional rainfall will create more flooding. as arthur pulls away, we're still looking at the river flooding as an issue as we go throughout the rest of the weekend. guys? >> dylan, thanks. we'll check in with you in a few

minutes. a california town has become the flash point of the immigration debate, bracing for the possibility of more protests today. overnight, a plane full of undocumented migrants landed in san diego. they were flown there from an overcrowded processing center in texas. they were supposed to be brought to murietta, california but were bused to a nearby town because of the protesters. miguel almaguer has been following the story for us. miguel, good morning. >> reporter: good morning. a much calmer scene outside at this border holding facility today. gone are the protesters and immigration advocates who made quite a statement on friday. both sides were fired up. they showed their passion, anger, they waved flags, blocked the stret and of course they argued. once again, murietta was at the center of this fiery debate after protesters blocked three buses loaded with 140 immigrants, undocumented immigrants, on tuesday. they were outnumbered by supporters yesterday who said they were here to show compassion for immigrants

fleeing violence and poverty in central america. both groups waited for buses, a pool of undocumented immigrants that never arrived here. the buss arrived at holding facilities and other areas across the southwest. we found groups of immigrants at bus depots headed to other pars of the country. back here in murietta, many say this is an example, a reflection of how the rest of this country feels. two communities very divided. lester? >> miguel almaguer this morning. thank you. in ceremonies across the country this weekend, thousands of immigrants are being welcomed as new citizens. more than two dozens were sworn in at the white house as president obama looked on. kristen welker has more this morning for us. kristen, good morning. >> reporter: good morning to you. it's a quiet day here at the white house but the fourth of july as you mentioned was filled with patriotic celebration and poignant reminders of the twin challenges this president faces. immigration reform is stalled while the crisis at the borders

is miguel mentioned, rages on. an independence day tradition, the first family hosting more than 1,000 service members on the south lawn. >> on behalf of the entire country, michelle and i simply want to say thank you to all of you for your courage, your strength and unending service to this nation. >> reporter: but this fourth of july was dedicated to the new citizens among their ranks. 25 military members and their spouses who officially became u.s. citizens at the white house friday morning. >> please raise your right hand. >> reporter: for president obama it was a chance to address one of his greatest political challenges, immigration reform. with congress refusing to act, he's preparing to go it alone. >> i'm going to keep doing everything i can do to keep making our immigration smarter and more efficient. >> reporter: this past week, republicans accusing the president of abusing his power by circum venting lawmakers. >> he doesn't respect the constitution, david. >> reporter: immigration reform

advocates are urging him to go big. >> he could continue to take steps to exercise discretion in the enforcement, to prioritize people that are a threat to the community and de-emphasize enforcement measures against folks who are not a threat to the community. >> reporter: still, some of those same voices are also angry that president obama plans to ask congress for authority to more quickly deport the unaccompanied children crossing the border in record numbers. >> we should look at each of the facts of those cases individually, find out who has a legitimate claim for asylum. >> reporter: these two images, newly naturalized citizens and the surge of children at the border highlight be the complexities of immigration reform. now, president obama will officially ask congress for more than $2 billion after the holiday weekend on monday, to crack down on the surge in border crossings. he plans to travel to texas next week but at this point has no plans to visit the border. erica? >> kristen, thanks. i want to shift gears for just a

minute and touch on another subject which is also getting a fair amount of attention. new developments on that possible threat to flights coming into the u.s. what can you tell us this morning? >> reporter: that's right, as we are marking this holiday weekend, france is warning travelers there could be delays on flights this summer that are u.s.-bound. that is because france is boosting security on those flights amid fresh concerns that al qaeda is trying to develop a new kind of bomb, a bomb that can get through airport security undetected. french government officials are being fairly tight lipped about the details of those new security measures. you'll recall, erica, this past week the obama administration called for tighter security at overseas airports that have direct flights to the u.s. now, according to a u.s. counterterrorism official, there is intelligence which suggests that bombmakers with links to al qaeda based in yemen have traveled to syria to link up with the al qaeda affiliate there. now, officials stress there is not a specific threat but rather heightened concern about

extremist activity. british airports boosted their security yesterday. erica? >> we know you'll stay on top of that as well. thanks. let's get caught up on the rest of the morning's top stories. beauty nough betty nguyen is here. four children were killed when a massive fire ripped through homes in the southwest portion of the city. there are disturbing new details this morning in the case of that georgia father accused of killing his son by leaving him in a sweltering suv. search warrants released friday allege justin ross harris asked family members how to cash in on his 22-month-old son's life insurance policy. police say harris had two policies for him totaling $27,000. harris has pleaded not guilty to charges of murder and child cruelty. we want to go now to israel where violent clashes between

israeli police and palestinian protesters are spreading this morning. this comes a day after the funeral for an arab teenager who palestinians say was killed by israeli extremists in a revenge attack. we go to jerusalem for the latest on this. good morning. >> reporter: good morning, betty. there is growing outrage in east jerusalem after a video that has gone viral triggered a lot of anger among the local palestinian community. that video reportedly shows allegations of police brutality, certainly one more fuel adding to the fire here. this video which nbc news has not independently verified shows soldiers detaining a teenager. he's repeatedly beaten before being dragged away. nbc news has learned the boy is a 15-year-old who was here on

vacation. >> i'm infuriated, in a state of shock. i'm speechless. >> he was detained on thursday evening when israeli troops and palestinian protesters clashed in this east jerusalem neighborhood. tensions here have been running high all week. palestinians have been angry at the loss of another teenager murdered they say by israeli jews. his body was given a hero's welcome on friday after it was returned to the family that grief gave way to sorrow friday evening. that video has not only anger the local population that comes on the heels of an emotionally charged week but it is appearing that violence is likely spreading to some of the predominantly arab cities inside israel proper. there were minor clashes overnight. police have arrested at least 20 people. that would be the first outbreak of violence in another city besides here in jerusalem. betty? >> ayman, thank you for that

report. the brazilian national soccer team is getting ready for the finals after beating colombia 2-1. it was a bitter sweet victory. the team's star player is out, neymar fractured his vertebrae during friday's match. the 22-year-old striker was kneed in the back by a colombian defender during the second half. he had to be carried off the field on a stretcher. you see that there. brazil will play germany in the world cup semifinals on tuesday. in new york city, more than 40,000 fireworks danced in the sky as part of the annual macy's fourth of july fireworks display which aired he on nbc and in our nation's capitol, fireworks dazzled over the u.s. capitol building and the washington monument as the national symphony orchestra played patriotic tunes. i don't know about you guys but thank goodness for dvr.

spectacular and legal fireworks displays last night, but as well as the professional displays comes the danger of people shooting illegal fireworks in neighborhoods and fields. firefighters all over the bay area were on high alert, and in one case in oakland, illegal fireworks may have killed a man. fireworks hitting a four line may have caused an execution. a down power pole found into a house, and when they arrived, two men had been electrocuted. one man died instantly and the other taken to a nearby hospital. in concord, a fire related being fireworks related. a bottle rocket landed on a storage unit, and it was soon engulfed in flames and destroyed. this fire could have been very big if not for the quick action taken by fire teams who were nearby dealing with a brush

fire. no arrests made and the investigation is ongoing. many undocumented immigrants are on a plane this morning after landing near texas. they boarded busses headed for immigration facilities in the san diego area part of families escaping violence in countries like guatemala, and their arival followed a hectic day 55 miles north and protestered vowed to turn them around. much more coming up. we'll see you at 7:00.

sea board and out to sea, it's changing the direction of water near the shore. the waves cause rough surf and currents. it threatens beach goers throughout the holiday weekend. the murky areas show the rip currents. shifts in the sand create a short, narrow valley where the water flows back out to sea at a more rapid rate. >> you can get out too far. >> reporter: the risk particularly high in the coastal areas of new york, new jersey and delaware. >> the key is it doesn't appear to be that bad. it's going to grow all day. respect the ocean. >> reporter: rip currents pull the swimmer away from the shore and survival may depend ongoing against your natural instincts. swimming bag to the shore is nearly impossible. the danger is when a swimmer no longer keeps themselves afloat from fear, exhaustion or lack of

skill. >> it's very dangerous. i learned the hard way. >> reporter: if you are going in the water, stay calm and yes, know how to swim. >> most people who get caught in the rip current are people who don't know how to swim. >> reporter: how to escape? rip currents are no wider than 30 feet so swim to one side of the other. >> go right or left. don't be in the center where the energy is pulling you out. >> reporter: again, don't fight it. swim parallel to shore. if you are just wading into the water, erica, it can pull you out. very dangerous. another good bet, make sure one of these guys, a life guard is around. >> excellent advice. kristen, thank you. dylan is back inside. she's been following arthur's track. dylan? >> good morning, guys. arthur is now a post tropical storm. this is going to be the last we see of arthur as it continues to weaken. winds of 65 miles per hour now as it moves to canada. we are seeing the heavier rain

batter parts of maine. you can see where the reds and oranges are. still raining across provincetown and part of the outer arm of cape cod. that will continue to wind down. we'll see improvements over the next several hours as this storm system pulls up into nova scotia. by 7:00 this evening you're still dealing with clouds in maine. but for the most part the rain will continue to pull away. we'll see improvements on your forecast but on saturday, today and sunday too, even though it's sunny, you do want to keep an eye out for those rip currents. we're still looking at the possibility perhaps of up to another two to three inches of rain in maine and higher amounts right along the east coast where it is going to continue to linger for a little while longer. winds are still fairly gusty. by the time we get to tonight, arthur is long gone. then watching those rip currents for the rest of the weekend. >> we'll get your full forecast in just a minute. >> let's get you caught up on the rest of the morning's top stories. betty nguyen is in for jenna

this morning. >> it is a much calmer scene this morning in maurrieta, california, the center of the nation's immigration debate. hundreds hoped to block buses carrying undocumented immigrants who have flooded the u.s./mexico border. overnight a plane filled with undocumented immigrants landed in san diego from an overcrowded processing center in texas. they were bused to nearby towns to avoid the demonstrators. federal authorities now say that because of security concerns, they will not publicize immigrant transfers among border patrol facilities. new disturbing details this morning about the tragic death of a toddler in georgia who was left in a sweltering suv. search warrants are raising new allegations against the boy's father who is accused of murder. gabe gutierrez has more on this story. >> reporter: investigators are scouring ross harris' computer, ipad and iphone trying to find more evidence about what may

have led to the death of his son cooper. newly released search warrants also allege he talked to family members about cooper's life insurance policy after he died. and what he need to do in order to file for it. police say harris had two life insurance policies for his son total lg $27,000. >> that's potentially very significant. we have to know more about the context in which they took out the life insurance policy. typically, people don't take out life insurance policies on toddlers because the purpose of life insurance is to insure one's income. 22-month-old children don't have income. >> reporter: cobb county detectives here say harris told them he'd recently taken over the family's financing racking up about $4,000 in credit card debt buying airline miles. >> the defendant stated that -- >> reporter: this week the case's lead detective testified that harris had a double life sexting up to six women including a 16-year-old girl, allegedly swapping explicit

messages. while his son was dying in a stifling suv. >> we plan to show that he wanted to live a child-free life. >> no connection whatsoever between the events of that day and the death of this child and this fantasy texting. >> reporter: harris has pleaded not guilty to charges of murder and child cruelty. >> it's not criminal negligence. it's a horrible, tragedy and accident. >> reporter: police say his wife leanna was calm when she went to pick up cooper from day care the day he died and was told he'd never been dropped off. >> in front of several witnesses all of a sudden she states, ross must have left him in the car. >> reporter: then during a police interview, when husband and wife were left in a room together -- >> she had him sit down and he starts going through this, and she looks at him and said, did you say too much? >> reporter: leanna harris has not been charged with any crime and she's declined to comment.

in other news, the faa says it is investigating a near miss between two commercial jets near houston bush intercontinental airport. the agency said the incident occurred thursday evening between singapore airlines flight 61 and delta airlines flight 2443. the pilot of the singapore jet was leaving the airplane but did not level off at the proper altitude. and this caused a, quote, loss of required separation with the delta jet, which was flying into the airport. the faa is still trying to figure out how close the two planes came to one another. well, the u.s. marked 238 years as an independent nation this fourth of july. so americans on the east coast were not about to let this first hurricane of the season damper their patriotism. in new york city, red, white and blue lit up the night sky as part of the annual macy's fourth of july fireworks display which aired right here on nbc and our nation's capital. fireworks dazzled over the u.s. capitol building and the

washington monument. this july 4th also marked the 200th anniversary of the national anthem. a lot to celebrate. america wasn't the only one celebrating a birthday on friday. a woman from south arkansas, did, too, gertrude weaver turned 116 years old making her the oldest confirmed living american and second oldest person in the world. the gerontology research group analyzed u.s. census records to come to this conclusion. weaver celebrated at home with a cake at silver oaks rehabilitation southwest of little rock. we want to wish her a big, happy birthday. we'll take it. boy, what a birthday, 116. we want to turn over now to dylan who has a closer look at some of the weather around the country for us this morning. >> good morning, guys. lester, they're fishing poles. lester was -- there's these sticks out here. what are those sticks?
