but let's get to today's top story. that's passengers faces scrutiny at overseas airports. this comes on the heels that indicate bombmakers may try to use new use new techniques to take down planes. let's get to tom costello at reagan national airport this morning. tom, good morning to you. >> reporter: good morning. homeland security stresses it is unlikely that u.s. airports will be affected, but if you or someone you know is going to be returning to the u.s. in the days, weeks, perhaps months, it's likely your electronics will get a much closer look. across europe and the middle east, a sudden stepped up security presence for all u.s.-bound flights after american intelligence warned of a possible new terror threat. a welcomed response for americans headed home. >> it makes sense to have that security. it makes me feel safe. >> reporter: the new regulations require passengers to power on their electronic devices before boarding including phones,

tablets, computers, and ipods. if they don't power up, they're not allowed on the plane and the passenger could be subject to secondary screening. the concern? that al qaeda terrorist groups are working on a way to put an explosive inside a battery powered device to take down a plane. airlines and airports are ramping up security on direct flights to the u.s. the homeland security secretary of "meet the press." >> i directed we step up our aviation security at last point departure airports coming into the united states. this is not something to over-react to or over-speculate about, but we felt it was necessary. >> reporter: for years the peninsula has been fixated on bringing down though u.s. the american government now believes they're intent on getting around security check

point technology. >> the bad guys have not lost their interest in commercial aviation. they're working very hard at it. day in and day out. >> reporter: as we reported last week, there is real concern these yemeni bomb makers may have teamed up with extremists in syria. among them westerners, europeans and americans, who hold passports and might be able to get on a plane to the u.s. much more easily than someone from the middle east. >> tom costello and reagan national airport, thank you. meanwhile, another terror concern being watched this morning is the new violence in iraq. a new video putting the leader behind it in the spotlight. keir simmons is in baghdad this morning. >> reporter: good morning. western intelligence sources tell me they are deeply worried about the threat of terrorism coming from this region. we ourselves were questioned by security officials in london before we could fly here to baghdad. and the leader of one of the

most ruthless groups is now emerging from the shadow. he is one of the world's most wanted terrorists. $10 million the state department would reward for his capture. his followers say this is him fearlessly preaching in public. i am the leader of all muslims. >> i have no doubt this video is authentic. >> reporter: there had only been grainy photos before. this shows growing confidence. >> the new islamic leader of the empire and that's how he addresses it. the way he presents himself is more like a statesman rather than a fighter. >> reporter: but he also styles himself to osama bin laden despite cbecoming so ruthless that al qaeda has distanced from

him. his group, i.s.i.s., stormed across iraq this past month. but in the future they vowed to turn their guns on new targets. >> i.s.i.s. has made no bones they want to target the united states. >> reporter: he is rejected by the vast majority of muslims. he's even been ridiculed for wearing an apparently expensive watch and some in iraq question whether it's really him. but a decade after the war on terror, america now faces a double threat. from al qaeda and his increasing power. iraqi officials say they are studying the video to confirm that it is him. assuming it is, it is stunning because one of his predecessors was killed back in 2006 p effectively by appearing in public like this, he's saying

you can't get me. >> $10 million bounty on his head. thanks, keir. here at home, a rash of tornadoes made it a rough end of a holiday weekend across the midwest. dylan, that is not the only concern. they're just getting started there. >> unfortunately this week is not off to a good start. 15 tornadoes reported yesterday. all of those in iowa. there were also several rivers flooding their banks of the mississippi. more severe weather and flooding is expected in the midwest this week. >> oh, my god. >> reporter: storm chasers caught this tornado on camera in trae, iowa, sunday. >> go, go, go, go. >> reporter: just outside of rhinebeck, iowa, another captured on cell phone video. there were no reports of serious injuries or death, only minor damage. meanwhile, residents across the midwest are bracing for heavy rains and flooding. >> get my clothes, get my

belongings the best i could. put everything in my house up on tables. and prepare to leave. >> reporter: in the small town of clarksville, missouri, the river is expected to crest nine feet above flood stage by wednesday with the town out of money for flood protection residents are taking matters into their own hands. thomas bankhead says his family is spending $10,000 to build a wall. >> the water went above the windows. and it took five years to get it back. and i don't think i want to do that again. >> reporter: and in illinois residents spent the weekend filling almost a thousand bags determined to hold back the water. >> no matter how many times mother nature tries to wash us away, we're still standing. >> and we have a very large risk of severe storms today from new york all the way back into illinois and including iowa and

missouri. damaging winds are likely. we'll also see some hail. but with these storms we'll see torrential down pours. we already have the risk of flooding right along the banks of the mississippi. the diamonds here we have flooding concerns. major flooding is happening where water is overflowing the banks of the mississippi. a couple inches possible over the next 24 hours. yellow another inch, and in orange we could end up with another two inches. it's just relentless. the rain is not letting up. any additional rain will just lead to more flooding. >> thank you very much. natalie's got an update on the story in israel right now. >> hamas is now vowing revenge for the deaths of seven of its members. israel says it carried out air strikes on 14 so-called terror

strikes. >> reporter: the israeli prime minister called the family of a palestinian teen murdered last week to offer his condolences. it may not be enough to calm the anger of palestinians. but it's the tensions in gaza that could lead to all-out conflict. in gaza it was a chaotic night. doctors worked to save the injured from an explosion that left seven fighters dead. they did launch air strikes into gaza. in east jerusalem, workers began cleaning up the aftermath of a week of violent clashes triggered by the brutal murder of a teenager burned alive in a revenge attack for the death of three teens. today in the spot his son was kidnapped, this father says he wants the maximum punishment for

the arrests. and there's now outrage of the video of a beating of an american teenager in the hands of israeli police. >> i remember them punching me. after a couple of punches i went unconscious. >> reporter: today he's home hurt but happy to be alive. the u.s. state department said it is profoundly troubled by reports that thought he was beaten inside the israeli custody. they're going to laurge an investigation into reports of police brutality. for the time being the family is focused on getting the proper medical care before they return to the united states next week and p

>> it was not a public relations event. if you see the person that come out of the meeting with the pope, you understand that it was not the public relation event. >> he has set up a committee to tackle exploitation by priests. the first trial connected to the boston marathon bombings is getting underway this morning. 20-year-old azamat tazhayakov is charged with obstruction of justice. he's accused of taking items from dzhokhar tsarnaev's dorm room after the bombing. he and a friend took his backpack containing fireworks after realizing he was a suspect. neither man was accused of having anything to do with the actual bombing.

leanna harris stares quietly after the series much bombshells. >> evidence has shown us he has this whole second life he's living with alternate personalities and alternate personas. >> reporter: that her husband ross was allegedly sexting with up to six women even as cooper was struggling to escape from a stifling suv. >> there were abrasions to the back of the child's head. >> reporter: prosecutors say hararis was upset with his marriage and wanted a child-free life. >> are you finished with the examination of the computer? >> we just scratched the surface. >> he was very family oriented, nice, genuinely great guy. >> reporter: but now questions are being raised about his wife. police say she was calm when she went to pick up cooper from day care the day he died and was told he'd never been dropped off. >> in front of witnesses she states, ross must have left him

in the car. >> reporter: when told cooper died -- >> did she ask to see her son? >> no. >> who did she ask to see? >> her husband. >> reporter: then during a police interview when husband and wife were left together. >> she looks at him and says did you say too much. >> reporter: police have not called leanna harris a suspect. she has not been charged with any crime. >> this was not an ordinary marriage. there's probably a lot more going on that we just don't know about. >> reporter: at cooper's funeral leanna harris stood by her husband calling him a wonderful father. she has not commented publicly since then. ross harris has pleaded not guilty to charge of murder and child cruelty. his lawyer claims it is all a tragic accident. >> gabe gutierrez on a story that makes you sick to your stomach, thanks to much. let's go to washington where president obama and congress

face tough questions as they return from fourth of july break. none more pressing than the immigrant families clogging the u.s. border after fleeing their countries. nbc's miguel almaguer has been following this story. good morning to you. >> good morning. as most americans celebrated independence day, thousands of undocumented immigrants find themselves in the middle of a raging debate with an uncertain future inside holding facilities like this one all across the southwest. a show of support for central american immigrants in san diego. 60 miles away in murrieta, five protesters arrested during the demonstration against those same immigrants. a microcosm of the heated emotions swirling round the immigration of tens of thousands of central american families. this woman and her 6-year-old son edwin fled el salvador traveling 17 days by foot and bus before reaching the texas border. i just prayed and prayed the whole way, she says, that god

would help us and keep us safe. well over 50,000 children have crossed the u.s. border since last october. 75% of them are from el salvador, guatemala, and honduras. nbc's stephanie gosk is there. >> reporter: it's illegal for children to cross without their parents, but these border patrol say there is little to do to stop it. they're responsible for about 45 miles of the border and there's only 20 of them. >> you have to be crazy to embark on this journey. >> reporter: win withing awe author should know. sonya rosario should know. she made the trek for research for her book "enrique's journey." how treacherous is it? >> the journey is incredibly dangerous. there are bandit who is will rob you and rape you and sometimes kill you. >> reporter: how to handle the influx of immigrants and families like these dividing the nation and congress. jeh johnson is the homeland

bring back the awesome... yeah! yeah! yeah! with the great taste of kellogg's froot loops. follow your nose! you're watching "today in the bay." good morning to you, i'm kris sanchez, it is 7:26. a popular south bay restaurant caught fire early this morning flames shooting through the roof of manresa. the michelin two-star restaurant was not destroyed, but crews tell us the inside suffered heavy smoke damage. at one point, the fiert was so intense crews had to call for backup. investigators say there's nothing suspicious about the fire which could have been tied to the gas meter. a firefighter suffered a minor injury after tripping over debris while fighting the flames but is expected to be okay. san francisco police looking for answers after a deadly shooting there which happened this morning at an apartment complex just a few blocks away from the cow palace. witnesses say the man killed was the father of two young

children. no word yet on any arrests. and in san jose, police are investigating the store where a man bought an illegal firework that blew off a hand. the injury happened on the fourth of july as ortiz and his family were celebrating the fourth of july. family members say ortiz was lighting the explosive when it exploded prematurely. his one hand was amputated, the other lost two fingers. and now christina loren with here with a forecast that is going to be a scorcher for today. >> yeah, it's going to be hot out there. good morning kris, everybody at home. couple of 60s out in san jose. concord's at 69. let me show you the sky across your various microclimates. showing you midlevel clouds overhead we're mostly clear for the meantime in pacifica. expecting the low clouds throughout the next couple of hours. but really it's going to be hot out there today. in places like sunol where we have midlevel clouds coming in, beautiful start to the day.

morning to you. his physical disability, his unstable for him to walk. we've never seen him try to walk without his legs until now. this morning for the first time you're about to see video of oscar pistorius re-enacting the actual shooting. and it is chilling. at one point he holds his hands out in front of him like he has a gun. this could turn the trial upside down. it is oscar pistorius like we've never seen him before. the olympic blade runner at his most vulnerable. without his blades, without his legs. walking, even turning around with ease. this video was prepared by his team for trial but it was leaked and broadcast on australia's network. >> i came around the wall.

>> reporter: pistorius re-enacts the entire shooting. when he killed his model girlfriend reeva steenkamp in the bathroom. he says he thought she was an intruder. in the video pistorius even pretends to hold a gun. arm extended, he's still able to walk and balance without his legs. here even walking backwards. and showing how he crouched behind the wall. >> i heard the noise and i fired four shots. >> reporter: it was reeva in that bathroom shot. then he shows how quickly he could put on his legs in just over 25 seconds and how he found reeva's body inside the bathroom. >> and the head was down. >> reporter: pistorius then dragged reeva out of the bathroom and carried her down the stairs. in the video, pistorius' sister playing the role of reeva. in court today the prosecutor

hinted at the video while cross examining his doctor. >> was it demonstrated to you that mr. pistorius was able to walk backwards? on his stumps. >> it was never demonstrated to me. >> reporter: is this damaging to the pistorius defense? >> well, on the face of it, definitely. it does look damaging. it completely contradicts what they've said in court that he struggles to walk. in the video you see he can walk, hold a gun, and turn around and walk back again. yes, it is damaging. >> reporter: the pistorius defense team angry this video came out calling the leak illegal. since they didn't show it in court, they say it's a violation of attorney/client privilege, also an invasion of oscar pistorius' privacy. for their part, the network said they obtained the video legally. that's why they aired it. meanwhile we have new developments from the courtroom. the defense says they are likely

to open to the public tomorrow, but looking around here, you'll notice something is missing from these glass cases. marijuana. their star product won't arrive here until tomorrow thanks to washington's strict regulations. there's not a spot of pot inside cannabis city right now, but tomorrow this will likely be the only shop in seattle and one of just a handful in the state selling rack rational marijuana. >> i think this is going to be an event for seattle history. >> reporter: othe owner says one he gets his license from the state today, he can officially order marijuana from his grower. but under the law that company must quarantine the product for 24 hours before delivering it. and even then cannabis city will only receive ten pounds total. >> we supplier we have, he sold everything he has. >> reporter: for washington this is a gradual rollout. as many as 20 shops will get

licenses to sell today even though 70,000 have been applied. and only 79 people allowed to grow out of 2600 applicants. >> we're going to do this right. we're going to take the time it takes. i'm sure like colorado there will be fewer stores and i suppose they'll run out of product. >> i'm guessing it's going to be until the later part of this year you're going to be able to get a reliable supply of cannabis. >> reporter: with long lines and short supply, cannabis city plans to sell out quickly even if pry prices are high. >> if we don't have product, we may have to close the doors for a short time. if we do, we will open as soon as we can. >> reporter: but one critic says the problem isn't that marijuana is going to be available to too few people up here. it's that a dangerous drug will be readily accessible for far too many including children. unlike colorado, washington is not allowing the sale of edibles at least for now. this morning cannabis city has already received its license via

when you go to the store this is what the wings look like. you want to separate them. the little wing here, i don't like to roast that. i snap that off. >> all right. >> don't throw that out. makes for a great chicken stock. open this up like a "v." then you go right down the center. and it tells you exactly where it wants to be separated. add them to a bowl. i'm going to ring my hands quickly. if you toss the flour in the chicken. >> all of it? >> yeah. they need to be coated really well. basically what we're doing is we're going to be drying out the wings. that's an important step. we have a wire rack over a baking sheet. and a wire rack is super important for this. when you wash them, you want the air to go around the chicken, so it doesn't get soggy. >> spread them out here. >> yes. spread them out. now you want to put them in the

refrigerator for a few hours or you can do it overnight. >> okay. i'm going to wash my hands while you do that. >> while you do that, i'm going to put together my bleu cheese dressing. you're starting with your favorite hot sauce, we're making a bleu cheese dressing to go with it. i'm making it homemade because it's worth it. i'll go the extra step. here i've got mayo, sour cream, white wine vinegar, lots of chives, worcestershire sauce, and cream to thin this out. and then i am just going to season this with some salt and pepper. if you want to whisk this together for me, you can. >> absolutely. >> go ahead. i'm going to switch back to the wings. and basically you put them in a singer layer on your baking sheet. you let them dry out. after a few hours or so, they're nice and dry, you get your oven preheated to 450. the reason i do that is we're making plain buffalo wings. you can make so many different varieties. we've got tons of different spices, jerk seasoning, barbecue, you name it. >> these are so good.

sorry i was late. i had a little trouble with the rope ladder. he fell twice. ♪ good morning to you. i'm kris sanchez. it is 9:26. a popular south bay restaurant caught fire earlier this morning. flames shooting through the roof of manresa in los gatos. the restaurant was not zroid, but crews tell us the ideas suffered heavy smoke damage. at one point the fire was so intense crews called for backup. investigators say there's nothing suspicious about the fire which could have been tied to the gas meter. a firefighter did suffer a minor injury after tripping over debris while fighting the flames but is expected to be okay. san francisco police are looking for answers after a deadly shooting which happened early this morning at an apartment complex just a few blocks from the cow palace. the man was killed and was a

your help. they're looking for an elderly woman. we'll tell you why they're concerned for her health. all that in the local news at 11:00. we are back with more on "today." here's a surprising fact. according to the national center for injury prevention and control, nearly half a million children ages 5 through 9 are injured every year from dog bites. >> kelly boyd knows this firsthand. she was the victim of a dog attack back in 1999 when she was just 7 years old, and ever since she has devoted her life to protecting other kids from similar situations. we want to share her story, but we should warn you that some of the parts are graphic. >> at 7 years old i was playing in my neighborhood when i saw a dog lying in its driveway. i knew the dog and didn't think twice about walking over to say hello. as soon as i got close, the dog lunged and bit me in the face and throat. everything happened so fast. i remember a lot of blood, worrying about my face, and being afraid to go to the

hospital. i received about 100 stitches in my face and throat and bruises and lacerations all over my body. one year later i was still being treated for post traumatic stress disorder and depression. i wanted to make sure this didn't happen to anyone else. with the help of my mother and a school psychologist, i started giving dog bite prevention presentations. within a few years the nonprofit prevent a bite was formed. as a spokesperson for prevent the beat and dog bite prevention week, i traveled at length to raise awareness of the problem of dog bites to children. sometimes something bad has to happen in order for something good to happen. i still have scars, but i'm proud of what they represent. i recovered from my trauma, regained my love of dogs, and now keep other children safe from dog bites. i am a survivor. >> kelly is here along with dr. karen halligan, a chief vet. >> good for you turning something so negative into something so positive. that shows real character.

>> that post traumatic is traumatic really for a reason, right? did you have difficulty -- >> for about a year until i was 8 i suffered from post traumatic stress disorder and depression, and i just wasn't myself. i didn't do anything that i loved before. >> it's a weird thing because i think we've all been in a situation where we've walked by someone's home and there's a dog there, and dog may actually come at you, and your instinct is to be fearful. you're not 100% sure what to do. what is the right thing for someone to do if a dog is approaching them without a leash, just coming at you? >> go ahead. >> well, if the dog is coming at you, i mean, you never want to run away because the dog will always catch up to you. >> they're faster than you are. >> we always say stand like a tree or lie like a rock. stand like a tree, you cross your arms across your chest and look straight down. don't look the dog in the eye. don't make eye contact. don't move. don't make a sound. wait until that dog is far away before you move. >> if they sense fear and they know you're scared -- >> the majority of dog bites are from dogs that are not spayed or

neutered. especially the male dogs. >> during mating season. >> yes. spay and neuter your pets. that's going to help prevent a lot of bites. loo. >> they can sense fear, and you're scared -- >> that's something you can't control is your fear. >> you have to be confident in what you are doing. i whn i walk into a friend's house, her dog is pretty scary, but i got to be confident in what i'ming to. show that dog that i'm not afraid. >> what's the mistake that you made? did you think that the dog was injured and you were trying to help it, or should you not have approached it at all? >> i should not have approached the dog. i went up on the dog's property and pet the dog, so the dog was just being protective of its owners and the house. >> what should -- if someone does get bitten, i mean, she was bitten severely, obviously, but if someone gets a nip or something, what is the right thing for a person to do? >> well, think of it like a car accident. i mean, you really need to document it. even if it doesn't seem that big of a deal, the next bite could be a big deal. you want to get the name, address, phone number of the person that has the dog, the

owner. take pictures. then you want to go down and file a report with the jurisdiction that does your animal control. that might be the humane society or police department. that needs to be reported and documented. that particular dog had already bitten three times. that could have been prevented. >> what about workmen that come to your house just to do -- >> you have to keep your dog away because he is doing what he is supposed to do. protect the yard. >> if i'm walking my dog, and someone bend down to pet him, and it's hard in that split second to say, oh, well, but that's what people do. they bend down. that's not the right thing to do, right? >> we teach responsible dog ownership along with canine body language and simple safety and canine techniques. a person when they approach a dog, we've come to follow the steps of wait. the w stands for wait. wait and see if the dog looks friendly. then ask the owner for permission to pet the dog. then we say curl up your hand in
