scott mcgrew. >> and i'm kris sanchez. laura garcia-cannon is off this morning. police are looking into a daring home invasion robbery in san francisco. and in which they say the armed intruder may have gotten in by ripping off the mail slot and unlocking the door from the inside. the home is near the corner of the hartford and 19th street in the city's castro district. the homeowner woke up to noises and confronted the man who claimed to have a gun. the robber ran away with stuff from the house, not told exactly what was taken. the homeowner reportedly did not see a weapon. supervisors will vote on a law that could change the way the city handles the mentally ill. "today in the bay's" stephanie chuang live in san francisco, and steph, this rule could force people to get help. >> reporter: yeah, that's right, good morning, scott. so this is named after a mental health worker who was killed by one of her patients back in 2001. now governor greg davis signed this into, had approved this in 2002, but each county has to opt

in. and with a vote here, that could make san francisco the largest county to do so. essential live right now as soon as you're legally an adult, you can refuse mental health services. laura's law say they may be court ordered into outpatient treatment. opponents say this compromises the individual's civil rights and that any type of forced treatment will end up pushing people away from getting help. but supporters say this is a critical tool for family members who desperately to want get a loved one back into the treatment process. >> that's when we talk about laura's laws in the most compassionate, community-driven process that gets them the help that they need, they don't understand that they need themselves. >> the damage is that rather than poeshtly pushing people away. and there's been some findings that show that when people are introduced to the idea, for instance they disappear and they don't come back. now there are many restrictions that would qualify for laura's law.

>> reporter: the person must be 18 or sold older. there has been clinical determination that this person sun likely to survive without supervision and must be hospitalized twice in the last 36 months and has been violent to him or himself or others in the last 48 months. now nevada, yolo, and orange counties so far the only ones to opt in. san francisco with today's vote this afternoon would be the largest and the fourth to do so. supervisor farrell believes this will passed, if it doesn't, he'll leave it up to the voters to decide for themselves. stephanie chuang, "today in the bay." >> thank you stephanie. ahead of today's vote, senate state -- state senate leader urged supervisors to use prop 63 funds to pass the law. people who make more than a million dollars to pay a special tax that puts money into a fund for mental health services. it's generated $9.5 million since 2004 and serves about a

million californians each year. now just last year, steinberg changed the law to give counties that already do opt into laura's law access to the funds. there's new video oit this morning of a south bay thief stealing a campaign sign. it's something other than the crime itself that's creating more buzz. "today in the bay's" bob redell joins us live in san jose willow glenn neighborhood, bob, seems like a lot of folks are not talking about the crime, but instead talking about what that thief was wearing at the time of the crime. >> reporter: good morning to you kris, there is a very good reason why they are calling this thief it the banana pantens bandit because as you're about to see of those obnoxiously bright yellow pants that she is wearing when she stealing a sam for mayor sign here on meredith and willow glenn. this happened over the weekend while the homeowners were out enjoying the 4th when they returned home and they noticed the sign missing from the front lawn. they reviewed their surveillance system to find this video of the

theft. now new it you could see this woman, she pulls up in a dark gray sedan, waits for a few moments, hops out in the bright pants, grabs her prize, scurries back in the passenger seat and she and her driver speed off. the woman's face is hard to see and you can't make out the license plate, this is a video that has been seen by many people online since the family posted it. as you can see in the video, the house from this morning, they have yet to replace the sign, but they intend to do so in support of lacardo who is a childhood friend of the wife. according to the mercury news, no one has reported this, excuse me, this stuff yet to police, although the campaign tells the paper it might if there are more thefts. the opponent joked about the woman's bright pants denying that he had anything to do with that theft. reporting live here in san jose's willow glenn, bob redell, "today in the bay." >> probably a better wardrobe choice next time, thank you voch. corinthian college system expected to announce which trade

schools will it's going to sell and which it'll close. the clejs are expected to sell most of the colleges, and close by, and close just 12 of them. even though the announcement's coming today, we looked into a filing with the securities and exchange commission, in it corinthian reveals it's going to sell all five bay area campuses. and held in san jose and san francisco. so far though, no buyer. people who live on the peninsula in mobile home park will still have to move out, but the future of the land that they live on is unclear. according to the palo alto weekly, the real estate group that was going to buy the buena vista mobile home park has changed its plans. the company was going to build high end apartments for tech workers, but apparently backed out of that deal. it is not yet clear why. the owners of the park say they still plan to sell and the people who live on the low income property there will have

to find new places to live. a local man is reacting this morning to the recent meeting between pope francis and victims sexually abused by members of the clergy. tim lenin of san francisco says he was 12 when he was abuse bade priest. he feels victimized not just by the priest, but by the church for covering up the abuse. now despite the pope's promise to crack down on bishops who fail top protect children, lenin says the church continues to give refuge to priests who abuse. >> i can do the best i can to deal with my abuse and other survivors, but what the pope can do right now is to help children, protect children. >> lenin is the head of the local chapter of the survivor's network of those abused by priests or s.n.a.p. the group calls the pope's meeting with the victims a public relations coup. richmond man is in jail accused of molesting an 11-year-old girl. the times reports the young girl woke up yesterday to find brian

hubbard in her bed in kenzington. he ran away when she started screaming. berkeley police responded to the reports of a prowler and that's when they arrested him and linked him to the earlier incident. he is currently in county jail in martinez. new morning, a powerful typhoon ripping through japan's okanawa chain. you can see the trees swept off the ground, wind gusts 150 miles an hour, whipping waves as high as 50 feet tall, thousands without power, airports, schools are shut down. ten people are hurt. one man missing. forecasters say the typhoon is one of the strongest storms to ever hit japan. meteorologist christina loren joins with us a look at the forecast that has some sprinkles, certainly nothing like that. >> nothing like that. to put things in perspective, category five hurricane starts at 155 miles per hour. that's at 150. and so definitely a very, very powerful storm. we're going to bring you updates

on that as we head throughout the next couple days, that'll stay in the headlines. this morning temperatures are really mild out there. it's muggy, it's sticky, and we have some showers on the radar my friends. look at this, little bit of that monsoonal moisture creeping in from the desert southwest, now for us, we're going to stay dry today. mix of sun and clouds, we'll keep that subtropical feel coming into the bay area, but overall, i don't think you need to pull out an umbrella. sclie look reminiscent of florida today. we'll see the clouds picking up throughout the afternoon. and yesterday we had about a 10% chance of rain. today about a 25%, and if we see anything, it'll be light. now as we get into this afternoon, we actually have a chance of thunderstorms and we're going to talk about that in my next report. but for today, 83 in the south bay, 79 in the peninsula, 65 degrees, little bit of wind increasing in san francisco and on the east shore as we head throughout the day today. temperatures though really comfortable, that's where you're getting that ocean influence. # 0 degrees, hazy sky from the

north bay with a mix of sun and clouds. we'll talk thunderstorms coming up. right now let's check your drive, it's a traffic tuesday, good morning, mike. good morning, very early and in the summer commute actually when the schools system is out, we tend to see viewer parents on the roadway and fewer students as well. there's the bay bridge an easy flow of traffic. look, clouds drifting through there. peek of the sky christina's talking about. beautiful view of the cross for oakland in towards san francisco, the taillights up the incline move nicely as well and nothing a problem as far as the view goes of the roadway. beautiful look there. look at the maps, we're talking about the city and oakland, they're playing over here, oakland, the a's versus the san francisco giants tonight second game of the series, so that's where we'll see traffic post work, keep that in mind. also the bridge is clear, but approaching there west 80, reports of tire tread, that's about it. it sounds like everything's going to clear out. if you head through vallejo, easy drive through antioch, no

captain silva must sit out one game as punishment for getting two yell loet cards in the tournament. meantime, police arrested a man linked to illegally selling world cup tickets. yesterday police arrested the chief executive of a swiss picketing company. there's another possible ticket scalping case, this one involving the relative of a fifa president. pinterest has to look for a new facility. forced down a floon make way for the tech giant. the chronicle reports the owner wanted to use the zoning ordnance that would have made it a historical landmark and allowed it to kick out long time businesses. the plan was to sell to pinterest. the ordnance is about historic designation and certainly not about pintrest. a company that was supposed to rks ipo raise theed more

money in private funding instead. the mercury news says box which provides cloud storage raised $150 million. it's not the first time. they decided to delay the ipo because of a bumpy market. those the markets in fact have been hitting new highs. even after a poor showing yesterday, the dow remains over 17,000. for a look at how the markets are doing this morning, let's check in with bertha coombe. >> we saw stocks retreat from all time highs. right now weighing the start of earning seasons. and they are also wondering whether the federal reserve may hike interest rates sooner than expected. we're going to get data today on consumer credit. the dow starts at 17,024 after falling 44 points.

latitudes. monsoon moisture, if you've lived here in the bay area, this happened a couple times, at least two or three times each summer, fwhu year, we could deal with the pattern. possibly up to maybe eight, nine times getting this humidity into the bay area. as you know, our patterns have been changing. and that's what we're watching for as we head throughout at least thursday. i'm going to show you on your future cast in just a moment. i like to show you the science. it's a cool start, widespread 50s and 60s, pockets of coastal fog. a little bit of an onshore flow at the immediate coast, that's about it. otherwise, plenty of high and midlevel clouds could paint an absolutely spectacular sun tliez morning. as you know, we have cameras all across the bay area. so we'll show you the live pictures as they come into our newsroom. mix of sun and clouds for today, lingering cloud cover tonight, sunset, 8:35, another gorgeous sunset. the only thing, it's going to feel sticky and it's noticeably muggier. 83 degrees in the south bay.

79 along the peninsula. 75 on the east shore and 65 in san francisco. we're going to bring in about 25% more moisture than yesterday. and as a result, we have a better chance for showers, very light activity, not expecting anything heavy. nonetheless, let me show you will exactly what we're working with here. weather story is humidity and clouds all caused by that monsoonal flow. high pressure sets up over the four corners region. this is usual this time of year. it pulls up moisture from just off the coast of baja and always brings it up along the sierra nevada. for it to come up to the bay area is unusual. and you'll notice here embedded within the green, we have a little red and yellow. those are thunderstorms, very slight chance for that even over our local mountains throughout tonight, north bay mountains you'll have the best chance, about 15% as we head throughout wednesday, we keep can the flow going. we progress your clock, stop. again, 4 hours later, even 2:00 p.m. on thursday, we're still getting this humidity in the bay area. now here's the deal.

we have an area of low pressure that's going to try to sneak in, they could dramatically change our pattern. right now, it's not looking that promising. temperatures will come down, but will we lose that humidity? doesn't look that likely at this point, but things could change. we're watching the forecast closely. nonetheless, temperatures not bad, just feeling kind of sticky. let's get to your drive, here's mike. >> i'm not bad, feeling sticky too as well. looking over here, some of the reason for that, christina talks about the humidity, and the golden gate bridge, we are looking at a smooth drive here and further north, 101 through san rafael. no problem, southbound here at the curves, an easy drive representing the north way. now we'll look at the rest of the maps, tri-valley, more traffic flowing westbound, livermore, dublin, interchange, easy drive for 580, 680, traffic held um here, look at the jam out of the pass. all the way to approaching greenville where traffic is moving better. red sboop orange, speeds are improving over towards the 50 mile per hour marker and clear once you pass greenville, big

rig and three other vehicles reported just off the roadway for quite some time. it looks like the activity may be calming down easing the flow. easy drive north bay to south bay. 87 right behind the s in san jose. crash at taylor has cleared. all lanes are open after the fast lane was closed. you pick your path, moving nicely, and watching your roads and rails. no delays for bart getting over 40 trains on schedule and rolling, back to you guys. >> thanks mike. new this morning, new york city police have found the woman who abandoned the seven month old baby on a subway platform. the 20-year-old woman arrested overnight, child has been identified as well. witnesses say yesterday afternoon the woman pushed the stroller off the train on to the platform, but remained on the train as it left the station. someone stayed with the girl, the woman though never returned. baby in good condition, and is in protective custody. firefighters in the north bay face another day of 100 plus

temperatures and hot, blustery wind as they work to surround a fire that's been burning since the fourth of july. the fire is burning southeast of lake and yolo county. so far there are no evacuations. but firefighters say 40 homes may be in the line of fire. again, if those conditions worsen. the fire has burned nearly 6500 acres inless than a week. it is only 45% contained. some good news out of napa this morning where cal fire says the large fire there is now 95% contained. 4300 achers are burned, cal fire says most of the crews have moved on to help out on that month sell low fire instead. buster poez, hunter pence on the trading block maybe. the new comments from the giant's general manager next. and ifout missed the "tonight show" last night, you missed a blend of the old and new. joining jimmy on stage for a current chart topper. take a listen.

morning. the strikes in response to a recent barrage of rocket attacks against israel. there's also word the israeli military may mobilize troops for a possible ground invasion as well. this tension in the region stems from the killing of three israeli teenagered follow i bid what appears to be the horrific revenge killing of a palestinian teen. new this morning, the defense rested in the oerns trial, closing arguments won't come though until next month, court is adjourned until august 7th. in the courtroom, pistorius's lawyer asked the court to keep in mind the defense was unable to call a number of witnesses because they refused to have their testimony broadcast. protesters say pistorius shot and killed his girlfriend reeva steenkamp on purpose after a fight last year. pistorius shot steenkamp by miss take thinking she was an intruder in his home. also new morning, police investigating a stabbing at a bay area college campus, that attack happening late last night

on the university of san francisco campus near the school's library. campus police are not identifying the victim, nor that person's condition. they do say that that person is not a student there. it is unclear whether anyone was arrested or what the motive of the stabbing was. well after more than a decade of debate, a controversial law could go into effect in the bay area called laura's law. could drastically change the way that san francisco hand ls the mentally ill. it was signed into law in 2002, but each county has to opt in. stephanie chuang, this could force people to get mental health help? >> reporter: that's right, good morning, scott. and supporters saying this could really help with the epidemic of homelessness here in the city. now the vote by supervisors here at city hall this afternoon could make san francisco the larkest -- largest county to adopt the program in the state named after a mental health worker who was killed in 2001 by

one of her patients. laura's law would basically mean those who are mentally ill may be court ordered into outpatient treatment. right now you can refuse mental health services if you're an adult. having a judge tell a mentally ill person to get help will lead to more success, what day call the black robe affect. opponents say it'll not only compromise the person's civil rights, it'll poison the relationship between the provider and patient and push these people away from seeking real, long-term health. >> people know when you're coming at them with a hand or with handcuffs. and if the assumption comes to be or people come to associate mental health services with courts, with force, with fear, then that's going to push a lot mo people away. >> once this person turns 18, a number of people are saying i don't have a problem anymore. i'm not going to get treatment. that's heart breaking, especially for parents and when the children drop out of school,

becoming violent, leave home, they don't know where they are. >> reporter: there are requirements to call for laura's law, they include the person must be 18 oar older. there has to be a clinical determination that the person is unlikely to survive in the community without supervision and that person must have hospitalized twice in the last 36 months and or has been violent to him or herself or to others in the last 48 months. supervisors are expected to pass at this the the vote this afternoon, but supervisor mark farrell has put this on the november blat just in case, and that would leave it of course up to the voters on the issue. live in san francisco this morning, stephanie chuang, "today in the bay." >> all right stephanie, thank you. san francisco's supervisors will also today honor airport employees who helped to rescue children from the wreckage of the asiana airlines crash at sfo last year. sunday marked one year since are the plane crashed and caught fire. within two minutes of that crash landing, several airport employees were on scene helping

people out of that wreckage. three teenage passengers were killed and another 187 were hurt. for the second straight day demonstrators plan to protest the county district attorney's decision not to file charges against the sheriff's deputy who shot a teenager last year. the group will picket outside the va's office this afternoon. andy lopez is carrying a replica rifle in a park in whokt he was shot. the prosecutor say she believes the deputies shot lopez because he honestly believed the gun was a real ak-47 and in that moment deadly force was justified. lopez had been warned earlier in the night by an adult friend not to carry the replica, but parents at the protest say they are still worried for the safety of their children. >> i have kids. and something needs to stop this. >> some of the people in

yesterday's protest said they wanted to see the deputy put in jail. mean whiemt lopez family does plan to file a lawsuit against the deputy and the county. a little dirty politics is creating buzz in one south bay neighborhood where someone was caught on surveillance video stealing a campaign sign from someone else's front lawn. "today in the bay's" bob redell is live in san jose's little glenn neighborhood, sounds like folks are talking about the crime, but more people are talking about what that thief was wearing. >> reporter: kris, she is a thief who is guilty of a crime of fashion. you can see yes in the video because of those -- why in those video because of the those obnoxious bright yellow pants. she stole a sign off the home of a front lawn. there's a reason people are calling this thief it the banana pants bandit. this happened over the weekend while the homeowners were out enjoying the fourth. when they returned home and noticed that their sign was missing from their front lawn, they reviewed the system to find this video of the theft.

15, 20 minutes, spectacular because of those midlevel clouds. the reason why we're getting this moisture is because of an area of high pressure that is way out of the bay area. it's actually centralized over the four corners region. however it's so profound, it's so big, packing so much energy. we've got the wrap around moisture coming all the way into the bay area, but that's our weather maker right there situated over las vegas. we could actually see flooding from the same system as we head throughout the day. here's the deal, high pressure sets up shop, pulling up the moisture from off the coast of mexico, dragging it into the bay area, that's what creates the muggy conditions and it's going to feel subtropical all day today. even more so tomorrow and maybe we'll get out of that pattern towards the end of the week. we're going to talk about that coming up. for today in the 50s and 60s. it feels even warm erp because of that humidity, we'll be at 83 degrees, your true temperatures are going to drop from yesterday's highs, but still it's going to feel the same with that humidity out there.

you're watching "today in the bay." welcome back to you, formal request from president obama today. he wants congress to give him $2 billion to deal with the crisis at border, but he's not expected to ask for extralegal authority to deal with the problem. "today in the bay's" tracy potts is live on capitol hill with more details on what should happen in just a few hours, tracy. >> reporter: scott, what's going to happen is congress begins to deliberate over whether or not they want to give the administration its money. the president says it's for more judges and legal aid to speed up the process of deporting some much these children. the white house says they will not likely be eligible for humanitarian aid based on what

they're seeing, humanitarian relief and they will have to go back to their native countries. the question is how quickly can that happen? and how humanely can that happen and the united states is going to have to put out the money toe deal with these children to house them, feed them, give them medical care in the men time. so that's what today's request is about. and the administration says no, they're going to, they said what we're hearing this morning, they're going to separate that request for more authority to deal with this in a different way, they want first congress to deal with the money. the president's headed down to texas tomorrow for fundraisers, we're hearing this morning he may meet with governor perry, but so far there's no stop at the border on his agenda. scott. >> all right tracy potts live in washington, thank you. meanwhile, the united nations wants to label those immigrant children as ref ewy ises -- refugees, that would put pressure on the tous accept a good deal of the tens of thousands of central americans seeking asylum. the u.n. hoping to see an agreement reached on the issue

thursday when representatives from the u.s., mexico, and central america meet in nicaragua. a refugee designation would not carry legal weight here in the u.s. the u.n. says mexico and the u.s. needs to recognize it is a refugee situation and these people need international protection. new this morning, at least 16 people for the nato soldiers were killed in a suicide blast in afghanistan. this happened near a clinic in the eastern part of the country. the czech ministry of defense says the dead soldiers were from the czech public, another soldier was badly wounded. two afghan police officers and ten civilians were also killed in the blast. the taliban claims responsibility for this attack this morning. a popular roller coaster at six flags magic mountain will be closed for at least part of today so that inspectors can look for damage. four people were hurt when the ninja coaster hit a tree branch and got stuck with 22 people on board. at least one of the cars

partially derailed. this all happened yesterday at the park in valencia. it took crews about three hours to get the passengers down. luckily though, no one suffered serious physical injuries. happening right now, powerful typhoon forcing people across the japanese islands to seek ref ewe. right now wind gusts topping 150 miles an hour. kwhipg up waves as high as 50 feet. hundreds of thousands of people living near the shoreline evacuating to higher ground. airports are shut down, ten people hurt, one man missing. the storm is expected to hit the main city in just a few hours. forecasters say the typhoon is one of the strongest storms to ever hit japan. most of the 50,000 u.s. troops in japan are on the area, there are advisories on the military's website talking about the cancellations there. we'll continue to watch that. now what they call typhoon we call a hurricane, christina, this would considered a category five. >> just shy.
