going up. the new city being impacted by the opening of levi stadium. and this should be the last day, but we are going to stay humid this afternoon. you'll see clouds increase. i have your weekend changes coming in just moments. been tracking a deadly crash in san jose, new crash in santa clara for highway 101. both of those incidents coming up. let's take a peek outside from the south bay this morning. sun coming up over san jose. it's wednesday, july 9th. this is "today in the bay." good morning. i'm scott mcgrew. >> i'm laura garcia-cannon. >> there's a new crackdown on water wasters. those caught would have to pay a hefty fine. apparently not enough people are conserving water? >> no, they are not. welcome back. voluntary restrictions are not

working. that's why the state wants to do something that local agencies have not done up to this point which is to make those water restrictions mandatory. the state water board recognizes that at this point most of us have done what we can inside the home, that is to switch out to low flow shower heads and low flow toilets. the focus is on how you use water outside the house. that's where city dwellers use more than half the water. the board is considering fines of up to $500 a day for people who overwaterfront lawns, all of that water that drips down the sidewalk. folks who wash their cars with hoses that don't have an automatic shutoff nozzle or folks who have a water fountain or water feature in their yard that doesn't recirculate. a spokesperson for the water board says don't count on a free pass for yourself or for your neighbors. >> this situation is severe, so they may be a little more inclined to give you a ticket or fine after your first warning.

but, it's kind of a touchy subject. >> she says it's a touchy subject because they're hoping that folks will talk to their neighbors and kind of police each other, not necessarily turning people in, but saying, hey, mr. smith, your sprinkler is broken, it's running down the street. the state proposal forces urban water districts also to set in motion water shortage contingency plans and the agency that does not have one already will be required to create one within 30 days. now, if the state water board adopts these new regulations at their next meeting on july 15th, the regulations would go into effect immediately and they would remain in effect for nine months. reporting live in san jose, kris sanchez, "today in the bay." the bay area golf instructor accused of molesting some of his students and then hiring a hitman to kill his alleged victims will be in court today.

andrew neisbit has pled not guilty to all of the charges. he will attend a pretrial hearing this morning. nis nisbit was arrested last december. while in jail, he met with an undercover officer and tried to hire him to kill two of his alleged victims. we're still waiting for a verdict in the bryan stow civil trial against the jury sent a question to the judge yesterday. they were sent home without reaching a verdict. they have been deliberating since last week. stow is looking for millions in damages saying there was not enough security in the stadium when he was brutally beaten in the parking lot three years ago. a livermore teen could lose his hand after a fireworks

blast. the 15-year-old was on vacation when he found an explosive on corcoran beach. official says it looked like a gold shape egged made of cardboard with a fuse. when the teen lit it, it launched shrapnel into his stomach. deputies combed the beach but didn't find similar devices. a very expensive bentley convertible stolen off the streets of palo alto has been found in southern california. the blue bentley looks similar to this one. it was found in pasadena last week undamaged. it made news because the owner had parked it on the street in may but didn't notice it was missing until the end of june. police say they made no arrests and the investigation is ongoing. a known prostitute will face a judge in santa cruz this morning accused of murdering a silicon valley executive on his yacht. has more on this. >> reporter: good morning, scott. that woman a prostitute, known to police here in santa cruz, is expected here in a santa cruz county court at 8:30 this morning. alix tichelman, a 26-year-old from folsom, supposed to be arraigned on charges that she murdered this man, forest hayes, a 51-year-old father of five, said to be a successful engineer at apple and google, but who also, according to police, had an ongoing pay for sex relationship with tichelman that relationship came to an end last november on his yacht in santa cruz. police say that surveillance video from his vessel shows tichelman meeting hayes on board the vessel, and it captures the crime when she allegedly injected him with a lethal dose of heroin. >> so cold, so callous was she,

she literally stepped over the victim's body a couple of times, one time to retrieve a glass of wine and finish the contents of the glass of wine while she's cleaning up her property, cleaning up evidence of the crime there. >> in a post to her facebook account last month, tichelman expressed excitement about mass murderers writing it's really nice to talk to someone about killing sprees and murdering people in cold blood, they love it, too. no judgment, yay. police knew in november that hayes death was suspicious but took time to identify tichelman as the suspect. they placed her under surveillance and became concerned she may become a flight risk. this past friday they lured her from folsom to santa cruz and arrested her in a prostitution sting. >> bob, thank you much. let's switch gears. it's 5:06 this morning. we want to check the micro climate forecast with christina

l loren. >> unusual to be starting with the radar, that's what we'll do. as you can see, we have showers in northern california this morning. yesterday at this time, we had a bit of activity here in the bay area. you can see mostly dry for now. but once we see that big ridge of high pressure start to amplify today, we are expecting more of the same. it will stay muggy out there, just for one more day. temperatures in the upper 50s. comfortable out there now. if you want to walk the dog go for a bike ride. as we head throughout the day, the ridge of high pressure will amplify, bring more moisture to the bay area it will stay muggy. we also have a slight chance for a renegade shower or two as we get into this afternoon. temperatures are going to be comfortable. 82 for the south bay. 64 in san francisco. 76 on the east shore. even out in the hot spots, in the tri valley, 88 for today. we'll take a sneak peek at the

weekend. changes coming your way. first we'll check the drive. >> here's highway 101 with an easy light flow of traffic underneath 680, folks getting on to the freeway without problem. look at the map for the south bay. those freeways moving nicely. we will follow this, a deadly crash here off of highway 85 by santa teresa, east of cottle road. you can traverse south around that scene. we have a reporter coming up after this report. i'll cover the rest of traffic here to the south bay, north 101, right around lawrence expressway, reports of a crash there. another car into the tree off of the roadway. lanes are clear, but there's the distraction, light traffic keeps things moving slowly. for the rest of the bay, no problems, the bay to the toll bridge, no problems. we had delays on the left, de y delays were for cash payers but those lanes have cleared. new this morning a major

roadway in south san jose close the off after a deadly crash. officers are collecting evidence near the intersection of miyuki and santa teresa boulevard a few blocks from kaiser hospital. we are live at the scene. what have police told you so far? >> good morning, laura. so far we know that the driver was apparently driving southbound on santa teresa road. at this moment, the section of santa teresa is closed off. drivers are asked to head north, drivers are not allowed past miyuki intersection. it was a solo vehicle accident. a man driving a vehicle southbound on santa teresa boulevard when for unknown reasons he lost control and crashed into a tree. we are told he spun out and crashed into a treatment parp

paramedics pronounced him dead at the scene. we're waiting for a tow truck to remove him from the car. once the road is reopened, drivers will be able to drive past miyuki. right now, drivers are asked to make a u turn and head north on santa teresa boulevard. we don't know how much longer this road will be closed off. we don't know if alcohol or drugs were a factor in the accident. we're gathering more information. we'll keep you updated. live in san jose, lucero benitez, "today in the bay." starting today, it will cost you more to park in downtown redwood city. stephanie trong is live in redwood city with more on the increase. good morning. >> good morning. we are standing in front of a huge driving factor in front of this construction. this sign says keep out, construction parking only, tow

away zone. this construction has taken away roughly 200 parking spots this morning rates will double from 50 cents to a dollar an hour while the parking in the outer areas of downtown remain at 25 cents an hour. the hope from city leaders, this will encourage people who park long-term here, such as employees, to park in the periphery and leave the central downtown spaces open for visitors and customers to drive business. the city projects the hiked up meters will bring in $630,000, other change also bring in 216,000. along with money from a garage, we're talking more than $900,000 a year in revenues for the city altogether. let's look at where the rates are doubling to $1 an hour. this is all around the city center. middle field road, jefferson avenue, marshall and main streets, as well as pennsylvania avenue. one more thing that leaders are

welcome back. it's 5:14. president obama will meet with texas governor rick perry as the fight over what to do with thousands of undocumented immigrant children continues. the president is supposed to be in texas for political fund-raising today, but he added a meeting on the immigration crisis to his schedule. he'll meet with governor perry in dallas along with religious

and local leaders. yesterday the president asked congress for nearly $4 billion in emergency funds to deal with the thousands of people entering the u.s. illegally. in washington this moing, senate democrats are expected to introduce legislation that would overrun the supreme court's decision in the hobby lobby case. the bill would prevent for-profit companies for refusing to cover federally guaranteed health benefits on the grounds of religion. last month the u.s. supreme court determined hobby lobby did not have to meet the contraception requirement in the affordable care act because it morally objected to it. the huffington post reports the bill will be introduced this morning and go to the senate floor next week. let's check in with bertha coombs. good morning. good morning. the futures are pointing to a higher start after alcoa reported better than expected earnings, which should see stocks bounce after sliding for two straight days ahead of that

report. the nasdaq was the worst -- having its worse day in two months. investors selling off biotech. today the focus is on the minutes from last month's federal reserve meeting. one of the things that investors will be watching for is whether there's discord on the issue of inflation, janet yellen says consumer inflation not such a big deal. others might disagree. that could give us a clue as to when they will be ready to raise interest rates. the dow at 16,906 after sliding 117 points. the nasdaq at 4391 after losing a whopping 60. scott, back to you. >> bertha, thank you very much. four people are dead in new york state after a possible tornado. severe thunderstorms and strong winds rolled through the town of smith field leveling several homes. one house was ripped from its foundation and thrown into a neighboring home.

smith field is a rural area between sear uyracuse and utica. rescuers are in the town making sure no one is under the rubble. that same storm system blew through maryland as well. in carroll county a child was killed and six others hurt when a tree fell at a summer camp. 5:17. let's check your weather with meteorologist christina loren. >> good morning. it's sticky out there. a lot of people are complaining about it. the good thing about that humidity, i have to tell you, my friends, it keeps us from being bone dry. we don't have a brittle hillside, even down in the south bay. we had a meager, rainy season. i can tell you we are getting closer and closer to our next rainy season. we will give you the countdown coming up in a bit. stick around if you're wondering when should we start receiving that moisture, so stick around. we'll talk about that coming up. this is actually a very normal

phenomenon. this is called monsoonal wraparound moisture. what you will notice about the showers, they're moving in a clockwise fashion. that's high pressure. when we get areas of low pressure, they work in a counterclockwise fashion. for us, we'll continue to see the subtropical moisture move into the bay area. it will paint a lovely sunrise. already seeing that this morning in san jose. especially when you get the mid level clouds, that's where it's gorgeous. we will show you those live pictures as they come in. you won't see much of the sunrise this morning in pacifica, socked in with fog there. enough of an onshore flow at the immediate coast to keep things comfortable. this is san francisco. you'll notice here from our at&t park camera we have a little bit of foggy breeze. feels tropical out there. temperatures in the upper 50s to kick off the day. 57 in concord. 58 in oakland. 59 in mountain view. 76 for it the east shore. it will be warm out there in the

tri valley. 76 for the east shore versus 88 out in places like pleasanton. 78 for the peninsula. 82 today in the south bay. let's talk about where we're headed as we get into your weekend. temperatures will creep up, that humidity will drop off. it will feel more comfortable out there. low 80s in the south bay for saturday and sunday. we're looking good for your beach plans, 70s in san francisco. let's check your drive. here is mike. >> all right. folks, we will start in the south bay. freeways are moving smoothly. south of highway 85, the deadly crash going on at santa teresa boulevard which is closed, even though it's divided at that point. sounds like a car ran into one of the trees in the middle of the roadway and they have to remove that as the investigation and clearing continues. this is at miuki drive. there's a chevron at the corner, you will be turned right around there. you may be able to go south and go on surface streets.

san jose pd is on location. the rest of the south bay freeways moving smnicely. we see some slowing through livermore, that's a slight increase, early for this. i'll track that closely for you. no problems reported for the tri valley. the rest of the bay moves nicely. northbound 880, you can see that stretch of yellow at 66 around the coliseum. reports of a stalled car moving out of the roadway. another one over here. a dog running around in the lanes at 23rd. watch both of those incidents. the san mateo bridge, no problem force your commute. low clouds. the visibility is fine. southbound 101 through the north bay. no problems. back to you. crews managed to rescue a surfer trapped on the rocks near the cliff house. witnesses on ocean beach say the surfer got caught up in big waves and lost his board yesterday. he ended up stranded on the

rocks until rescue crews arrived and pulled him up. the man is visiting from belgium. speaking of surfing, the organizers of the mavericks invitational are looking for a way to lure more big named surfers to the competition. the mavericks board of directors signed an agreement with a talent organization. they open the deal will make their event a must see in the world of action sports while keeping the home-grown event authentic to its roots. a northern california 911 dispatcher was forced to put her own skills to the test when she received a call for help about her own son. 14-month-old maverick was playing in the bedroom at his home in murraysville when his dad moved some furniture. when the father returned to the room, he realized his son was choking on a metal washer. he tried to dislodge that washer, when that didn't help, he called 911. that's when maverick's mother answered the call. >> it hit, like, that's my son.

battle of the bay moves to at&t park today. you could see it from a distance there. game three of the series starts at 7:15. the a's continue to show why they're the best team in the league. oakland pitchers have held the giants to one run in the past two games. the a's won last night, 6-1. >> a's all-star yonis cespedes will try to hold up his home run round. last year he crushed 32 in three rounds. joe montana holding a rare autograph session today. >> he will be at the san francisco fire station 35 at 4:00 today signing oautographs for the first 200 people. the money goes to benefit the police and fire departments. today's autograph session is designed to highlight saturday's legends of candlestick flag football game which pits

montana's all-star team against dan marino's. a commercial pilot making national headlines this morning after treating passengers stuck on the tarmac for hours. >> the frontier airlines flight out of washington, d.c. had to be diverted to wyoming because of bad weather. passengers and crew had to wait on the tarmac for several hours, the pilot pulled out his company credit card and had pizzas delivered for the plane. about 40 in all were handed out on board. that's a good story. >> that's a great story. >> usually people are stuck and can't go to the restroom. >> i can't think of that phone call, no, no, the other play. >> that could have saved them money in the long run. you never know what a good apology and a gift will do. let's get to the weather forecast. 65 in san francisco. 82 in the south bay. 78 along the peninsula. this is my gift to you, bay

just before 2:00 a.m., a car veered off the road and went into a try. the driver died at the scene. police say it's too early to determine if alcohol or drugs played a part in that crash. a woman will face a judge this morning accused of murdering an executive on his yacht. bob redell is live with more. prosecutor says they have video of the killing. >> they do. they have video that shows the murder itself. alix tichelman, a 26-year-old woman from folsom who police say is a prostitute, she will be arraigned on a charge that she killed forest hayes. last november while the two were on his yacht in the small boat harbor here in santa cruz. police tell us they have the surveillance video from his vessel that shows the two meeting on board and it shows tichelman allegedly injecting hays with a lethal dose of

heroine, causing him to overdose and die. what shocked police more is that the video also alleged i will shows tichelman stepping over his body a couple of times to grab a glass of wine as she cleans up the evidence of the crime. they commented how cold and callous that was. investigators believe that hayes who was a 51-year-old father of five with a successful engineering career at apple and google had had an ongoing pay for sex relationship with tichelman. >> he found himself caught up in this world, with ms. tichelman, where this heroin got introduce tintroduced into the circumstances it had a tragic and sad ending to it. just in a facebook post last months, tichelman expressed excitement about mass murders. writing it's really nice to talk to someone about killing sprees and murdering people in cold blood, they love it, too.

>> both girls quickly grabbed their little brother and ran out safely. police say manzanares also tried to burn down the house. firefighters are hoping someone who spent the fourth of july weekend at lake berryessa will help them figure out how a large wildfire started. the monticello fire is 71% contained this morning. it's burned nearly 6500 acres in solano and yolo counties. officials want to talk to anyone near highway 128 and canyon creek resort on the night of july 4th, especially between 8:00 and 10:00 p.m. state leaders say not enough people are conserving water. they'll pull out the threat of hefty fines. kris sanchez joins us live. kris, voluntary water restrictions don't seem to be doing the trick here. >> reporter: apparently we're doing everything we can inside our houses, now the focus is turning to the outside where the majority of our water use

puc over 12 years. this morning the owner of a dog found with the word "free" written across his body could face abandonment charges. this dog was discovered by a woman coming home from work in benic benicia. she found the dog covered in permanent marker with free on its body and i need a home on its forehead. betancourt could not leave the dog behind so she took it home. >> heart broken. it was really sad. nobody wants to see an animal like that, ever. she's super well trained it makes no sense. >> betancourt named the dog libby, short for liberty. short for liberty. she plans to formally adopt the home. >> sounds like she's in a much better place now. good morning to take the dog for a walk? >> it's a really nice morning out there. good morning. temperatures in the 50s to kick off the day. we have that humidity.

you'll notice it off the bat this morning and you'll notice it more as we head throughout the day today. we're at 57 in san jose. 58 in oakland. and 59 degrees to start the day in san francisco. so here's the story of the day. we are going to see coastal fog and drizzle this morning. meanwhile your inland valley spots are waking up mostly clear, few added mid level clouds this morning, those will increase as we head throughout the day today. by around 4:00, 5:00 it will be sticky out there. looks like as we head through tomorrow, an area of low pressure will come through and dry us out. so it will feel more like the bay area as of tomorrow. but for today, one more sticky day to get through. 82 in the south bay. peninsula at 78. 76 for the east shore. 65 degrees today in san francisco. 77 degrees, not a bad day by any means in the north bay. 77 is much cooler than average. out on the east shore, on the warm side when you compare it to average.

76 degrees a bit above average for oakland. look at this, tri valley, 88 degrees for today. that's the only hot spot. otherwise as we get into this weekend, temperatures will stay nice and level and there's a lot going on across the bay area this weekend. just want to give you a preview as we head throughout friday, saturday, sunday, temperatures stay level in san francisco, low 60s. in san jose, upper 70s to low 80s. that's it. there's a lot going on. we'll talk about those events, even the free ones coming up. here is mike inouye. south bay, northbound 101 at lawrence expressway. car went off the roadway, down the embankment, no one injured, but the car hit the tree. over here a deadly crash, lucero benitez is down there. she reported there is traffic controlled because of the deadly crash and investigation. and one of the officers doing traffic control was hit by a

car. that officer is at the hospital and is okay. the person driving the car is also okay. be careful here at santa teresa and miyuki because of the ongoing investigation. the rest of the roads and rails moving smoothly. know problems, a little slowing through the tri valley. bay bridge toll plaza, we have these lanes backing up for the cash lanes. that's the typical pattern coming off the maze. it's 5:40. the president holds a key meeting on immigration today. we'll have a live report from washington next. plus, new violence in the gaza strip overnight. dozens of sites attacked. the latest details coming up next.

capitol hill with a look at president's trip. good morning. >> reporter: good morning. the president will be in dallas, he's coming from denver. he was going there for fund-raisers in dallas and austin this week. now he's also squeezing in a meeting with faith leaders to talk about the situation at the border. he's invited governor perry to join him at that meeting. whether or not they're also going to have a one-on-one on the sidelines of that meeting, we don't know. governor perry had insisted he wanted some substantive discussion with the president about the immigrants, especially unaccompanied children coming into his state, texas. we're waiting to get more details about what level or how long they will be meeting or what level of meeting they'll be having as the president hits the ground in dallas today and goes on to another fund-raiser in austin. back to you, laura. >> thank you very much. the senate is supposed to hold a hearing today on the president's request for emergency funding at the border. president obama wants $3.7 billion for more border agents

as well as food, clothes, medical care for the thousands of people being detained. a developing situation in the middle east right now. the israeli army stepping up its offensive on hamas in the gaza strip. the army attacked more than 160 sites in gaza alone today. more expected. 32 palestinians have been killed in air strikes including eight children since the full blown offensive started yesterday. nine children, actually. 200 were hurt. militants in gaza continue to fire rockets deep into israeli territory. that rocket fire sent guests at a wedding in central israel running for shelter last night. warning sirens blared as the country's defense system intercepted two of those rockets, one flying directly over this wedding ceremony. the violence in the region stems from the killing of three

catalyst here, taking away about 250 spots. parking has been an issue with the growing downtown here and the county center nearby. 10:00 this morning, the rate also double from 50 cents to a dollar an hour. while parking in the outer areas of downtown remain at 25 cents an hour. that is until 6:00 at night. city leaders are hoping people who park long term here such as employees to park in the periphery and the outer parts of downtown and level central spots open for visitors. the city project that's hiked up meter rates will bring in $600,000 a year, and with other fees, over $900,000 a year will be brought in. let's look at where rates will be doubled.

keep that in mind, otherwise a perfect, perfect day shaping up for us temperature-wise. we'll end up in the 70s to low 80s in the south bay. comfortable conditions. as we take you to pacifica, the coast will stay cool. here on the golden gate bridge, plenty of low cloud cover, also mid level clouds that will become more evident as we progress throughout the day. want to show you that radar picture one more time. showers still coming down in northern california, mostly dry bay area. that will be the case for today. if we see anything, there will be renegade showers, hard to pinpoint. here's the deal. high pressure will amplify for today. this big ridge of high pressure pulls up moisture from off the coast of baja. this ridge is so strong, it's bringing that flow into the bay area. that's what creates that humidity. today's temperatures will be comfortable. we will also see limited sunshine out there. 82 for the south bay.

safely over to the shoulder. you see the approach on the east bay looking nice. starting to see that build. watch for the slowing through oakland and the approaching for the bay bridge. typical throwing through the tri valley and livermore. south bay, 101 northbound, saw a burst of traffic at 680. santa teresa boulevard, the officer was not hit during traffic control. the officer's car was hit. officer and driver recovering j. the officer was taken to the hospital. a follow-up, the san francisco board of supervisors has passed a controversial law that could change mental health care in the city. laura's law would allow friends, family, doctors and law enforcement officials to ask the courts to force mentally ill people to get outpatient treatment in certain situations.
