it in your micro climate forecast. >> looking at the bay bridge toll plaza, metering lights are on. stacking up traffic right here. we have that deadly crash and investigation into the south bay. we'll tell you about that. a live look outside, look at the haze over the south bay. in fact, this morning, it's wednesday, july 9th. this is "today in the bay." very good morning to you. thank you very much for joining us. i'm laura garcia-cannon. >> a developing situation in the middle east. israeli army launching air strikes as we speak at gaza strip. today alone the army says it attacked 160 sites i including rocket launch sites and hamas compounds. so far 32 palestinians have been killed since the full blown offensive started yesterday. this includes nine children, another 200 have been hurt.

israel's offensive is in response to a barrage of rocket attacks from gaza. a known prostitute will go in front of a judge this morning, she's accused of murdering a silicon executive on his yacht. alix tichelman is accused of killing apple and google engineer forest hayes. bob, officers are saying they have surveillance video to prove the killing. >> reporter: not only proves it, but shows the murder itself. that according to police here in santa cruz. that woman, a prostitute, known to police, expected at the santa cruz county courthouse later this morning at 8:30. alix tichelman, she is a 26-year-old woman from folsom. she is supposed to be arraigned on charges that she murdered this man, forest hayes, a 51-year-old father of five, said to be a successful engineer at apple and google, but who

also, according to police, had an ongoing pay for sex relationship with tichelman that relationship came to an end last november on his yacht in santa cruz. police say that surveillance video from his vessel shows tichelman meeting hayes on board the vessel, and it captures the crime when she allegedly injected him with a lethal dose of heroin. >> so cold, so callous was she, she literally stepped over the victim's body a couple of times, one time to retrieve a glass of wine and finish the contents of the glass of wine while she's cleaning up her property, cleaning up evidence of the crime there. >> police say after leaving santa cruz in november, they suspect tichelman may have killed someone else in another state. that's all the details we have. in a post last month, tichelman expressed excitement about mass murders, writing, and i'm

quoting here, that it's really nice to talk to someone about killing sprees and murdering people in cold blood, they love it, too. no judgment, yay. police had been surveilling tichelman since hayes death in november. they placed her under surveillance and became concerned she may become a flight risk. this past friday they lured her from folsom to santa cruz and arrested her in a prostitution sting. bob redell, "today in the bay." what a story. a san jose police officer rushed to the hospital after his cruiser was hit by a car. he was doing traffic control after a deadly crash. just after 2:00 this morning a car slammed into a tree in south san jose. the driver pronounced dead at the scene. an officer was trying to divert other cars around the scene, he was in his patrol unit when another car hit him. he was not seriously hurt but he was taken to the hospital. this is all happening in the area of santa teresa boulevard and miyuki drive a few blocks away from kaiser hospital.

we're told while officers were diverting traffic, one officer was hit by a newspaper delivery truck. both that officer and the delivery truck driver will also be okay. a new warning out to water wasters, conserve now or face possible hefty fines. "today in the bay's" kris sanchez joins us live. kris, apparently not enough people are conserving water. they may crack down. >> at least on the outside of our homes. the state water board is considering now mandatory restrictions because the voluntary restrictions don't seem to be doing the job. the state water board recognizes at this point inside our homes, folks are doing what they can, installing low flow toilets and those low flow shower heads. again, the focus is on the outside. the board is considering now

fines of up to $500 a day for people who water their front lawns, we lawns, wash their cars without -- with hoses that don't have a shutoff nozzle or folks who have fountains or other water features that don't recirculate. a spokesperson for the water board says don't count on a free pass. >> this situation is severe, so they may be more inclined to give you a ticket or fine after your first warning. it's a touchy subject. >> reporter: it's a touchy subject because the state is also hoping that neighbors will help each other out, that if someone is overwatering or has a broken sprinkler head and watering the sidewalk, that you let them know about it. the vote could come at the next meeting, july 15th. and if the state water board adopts the regulations on that day, they would go effect immediately. they would remain in effect for nine months.

sunol, just spectacular. gorgeous sunrise. we are going to see mid level clouds increase here like we did yesterday. san francisco, lovely start to the day. you don't have that thick fog right at the surface. you have plenty of low clouds. an overcast start in hayes valley. on the satellite picture, we're tracking some light showers this morning. as i lift this up and show you the bay area, we are mostly dry. we had cells on the radar this time yesterday. not the case now. better chance for that. as we head into the afternoon, chico gown to yuba city, where my grandmother lives and i spent most of my summers, light shower activity. a little something about christina loren for you on a wednesday. as we head throughout the next couple days, humidity will rise, then dropping off tomorrow. what's happening is that big ridge of high pressure will gain some energy today. as it moves to the north, we'll see that wraparound moisture come into the bay area. few stray showers, renegade

traffic just starting to build now approaching the dublin interchange. back to your maps as we zoom out to the rest of the bay, smooth drive for most of the commutes. typical slowing in the south bay, north 101 from 680 to 880, second burst of the morning kicking in. this closure here, deadly crash, santa teresa boulevard and miyuki, east of kaiser and santa terriesa library. traffic from cottle will have to turn back around. lucero benitez is on the scene, you may be able to use surface streets, and be careful because we saw that accident earlier involving that officer. this afternoon president obama will land in texas to raise money for democrats and also talk about immigration reform. he will not visit the border. instead he'll be hundreds of miles away in dallas meeting with faith leaders and texas

crash. also following the slowdowns through the east bay. that crash is in our top stories. investigators in san jose trying to figure out what caused that car to lose control overnight, slam into a tree. driver died at the scene. happened near the corner of santa teresa and miyuki drive. that's while officers were directing traffic in the area. a newspaper delivery van then struck a patrol car. the officer is expected to be okay. >> an american is recovering after he was gored in the leg while running with the bulls in spain. bill hillman a writer from chicago tripped and fell face first on to the ground. that's when the bull gored him. a lawyer for confessed nsa leak leaker snowden wants to stay in russia. if you are heading to downtown san jose city, expect

to pay more for parking. >> stephanie chuang has more from redwood city this has to do with construction, right? >> park hag been an issue with the growing downtown here and the county center nearby, you can see the sign there, construction parking only in a lot of places. there is construction along middlefield road and winslow street taking away about 250 spots. the parking rate will double from $50 cents to a dollar an hour. city leaders are helping this leads to more parking turnover, and make people park in the outer areas and leave the central area for visitors.

in addition to changes in garr raj garages, we are talking about $900,000 a year additional for the city. here is a map of those affected areas. it includes parking in the lot next to the redwood city caltrain station. the caltrain station is another concern, that people will be using caltrain to go down to levi stadium when it's hope for events and bring in overflow. the hope is to discourage people from parking too much in this area unless you're visiting the downtown businesses. live in redwood city, stephanie chuang, "today in the bay." speaking of cars, maybe relief at the pump. >> crude oil and wholesale prices have dropped the past few days indicating gas prices could drift lower. gas prices in california

park tonight. 60 degrees at 7:00 p.m., tomorrow a day game, comfortable conditions out there, 63. as we head throughout the next couple days, no major changes. overall we'll lose the humidity and keep the comfortable temperatures for this weekend. let's check your drive. here is mike. >> looking over here towards oakland where it's hazy. the drive is just fine northbound past the coliseum. no game over here. it's on the other side of the bay where the giants will host the a's in the third game of the four-game series there for the battle of the bay. looking at further north where the bay bridge toll plaza is. we see some slowing on the approach coming off 580 and 24. the berkeley curve starts so to see it build again. meetering lights are on. a tad bit of slowing passing around 23rd. a smooth dry for 680 off the benicia bridge, same thing for interstate 80. peninsula northbound at 101,

reports of something the roadway. sounds like debris. be careful heading up to sfo. it's a light flow of traffic north of that san mateo bridge. the san mateo bridge moves smoothly, eastbound across the dumbarto dumbarton, reports that someone saw a mattress fall off a truck. be careful eastbound 84 approaching 880. a smooth drive for the rest of the south bay. 101 slows down northbound, and the build holding from 680 to 8 880. we have the deadly crash at santa teresa at miyuki. this is an issue for local traffic east of cottle. the north bay and sound bound 101 is not a problem, easy flow of traffic through san rafael. a little bit of slowing out of petaluma. back to you. thank you very much. it's 6:20.

typhoon barrelling towards mainland japan. the storm brought torrential rains and wind gusts topping 140 miles per hour to the southern islands of okinawa. about 200,000 people are being told to move to higher ground, stay indoors. about 50,000 are without power. so far nearly 30 people are hurt. some areas will see up to 16 inches of rain in 24 hours. the storm is expected to hit tokyo by friday. four people are dead in new york state after what appears to be a tornado. >> severe thunderstorms and strong winds rolled through the town of smithfield leveling several homes. one house was ripped from its foundation and thrown into a neighboring home. smith field is a rural area between syracuse and utica. search and rescue dogs are in the town making sure no one is trapped underneath the rubble. >> that same storm system moved up the east coast into maryland.

the same store struck in maryland as well in carroll county a child was killed and six others hurt while at a camp. emergency crews called in to rescue a wayward surfer near san francisco's cliff house. witnesses on ocean beach say the surfer got caught up in big waves and lost his board yesterday. he ended up stranded on the rocks until rescue crews arrived and pulled him up. the man is visiting from belgium. the owner of a dog written with the words "free" written across it could face abandonment marks. a woman found the dog with permanent marker saying free on the dog and i need a home written on its body. betancourt couldn't leave the dog behind, so she took it home. >> it was heart broken. nobody wants to see an animal like that super well trained. makes no sense why somebody would dump her. >> betancourt named the dog libby, short for liberty. she plans to formally adopt the

suspected to apply the same price cap for services nationwide. during hearings, a federal judge suggested that government pen shsions to help with stockts reorganization. his remarks could have broad implications for public pensions in california. and tough talk about an immigration overall but will it lead to action along the border? >> today president obama heads to texas to address the immigration crisis head on. some of his most vocal critics will be on hand when he does. >> "today in the bay's" jeff smith joins us live at dallas/ft. worth international airport. the president expected to arrive in a few hours. getting some grief for not visiting the border. >> that's right. he will be close to the border. he will land at dfw airport before 5:00. the white house has said for weeks he will not visit the border on this trip. calls have been growing for him

do that, even some democrats in congress saying he should visit a border patrol facility. he will now visit will governor rick perry, one of his harshest critics on immigration and the border crisis. they will have a meeting in dallas today to discuss that the president will meet with dallas's top official to discuss the plan for dallas to house thousands of these immigrant children later this month. these are last minute changes to the schedule. he is in town to fund raise for democratic candidates. this is not supposed to be a controversial trip, but now the immigration and border crisis is taking center stage. today he lands at 5:00, he meets can governor perry, hat fund-raising dinner and leaves by 8:00.

clothes and medical care for those thousands of women and children being detained. it's time to check the forecast as we take a peek outside overlooking san jose. look at that the sun is up. people have been talking about the little humidity in the air, christina, making for some big hai hair. >> don't even bother doing it today unless you have plenty of hair spray. i'm choking on hair spray this morning because it's taking that much. as we head throughout the day, it will be the peak of the humidity, though we will take temperatures down by a few degrees from yesterday's highs. as a result it's going feel sticky out there. really not too bad. people was rather have the humidity in the low 80s than the triple digits and dry heat. what do i know? that's your reference. 58 in livermore. comfortable conditions for you. and across the board, we have the upper 50s to low 60s.

here's what happened in the bay area. we start just about equal in the morning hours when it comes to your temperatures. then we get enough of an ocean inclufluence that will be the c today for a 20 degree separation between the coast and inland volley spots. let me show you our weathermaker and what's going on out there. as we head throughout the day, that big ridge of high pressure will wrap all that moisture that it sucks up from the coast of baja, it will bring it into the bay area. for us, there will be enough available moisture to squeeze out a few stray showers. that chance is there. i don't think you need to pull out your umbrella. if you need your windshield wipers at all, maybe for a minute or two at a time. 64 in san francisco. 76 on the east shore. and 78 on the peninsula.

up with us, in the south bay, heads up, traffic on the freeway, 101, kicking in now. typical pattern for a wednesday. there's a big issue south of here as well. 101 starts that slowing, kicking in. 87, 280 and 85. south of highway 85, santa teresa boulevard, a major roadway to the south there currently is closed because of a deadly crash overnight. that investigation continues. a car went into the tree on the divider it looks like between the two sides of the roadway. so east and westbound flow of traffic is closed between cottle and st. ignatius. traffic will turn you around and head you back towards kaiser, the chevron over. there cottle access to 85 is fine. 85 itself is moving smoothly. southbound 680 shows a mild slowdown through pleasanton and in towards sunol, no surprises for west 580 through the livermore area. the surface streets, we know

prostitute is expected in santa cruz county, court here on a charge to answer to the charge that she killed forest hayes last november while the two were on his yacht in the small boat harbor here in santa cruz. police say that surveillance video from his vessel shows tichelman meeting hayes on board the vessel, and it captures the crime when she allegedly injected him with a lethal dose of heroin. as he is dying, tichelman does not call 911. instead the video shows her stepping over his body a couple times to grab a glass of wine as police say she cleans up the evidence of the crime. investigators believe that hayes who was a 51-year-old father of five with a successful engineering career at apple and google, has had an ongoing pay for sex relationship with tichelman. >> he found himself caught up in

against the dodgers. jurors sent a question to the judge yesterday. the judge will not say what the question was. the jury received its answer but still went home without reaching a verdict. they've been deliberating since last week. stow is looking for millions of dollars in damaging saying there was not enough security at dodgers stadium when he was brutally beaten in the parking lot three years ago. a follow-up now, the san francisco board of supervisors passed a controversial law that could change mental health care in the city. laura's law would allow friends, family, doctors, law enforcement officials to ask the courts to force mentally ill people to get outpatient treatment in certain situations. potential patients must have been hospitalized or jailed for mental health issues twice in the last three years and been violent towards themselves or others. critics say it will strip mentally ill people of their rights to accept or refuse medical treatment.

firefighters hoping someone who spent the fourth of july weekend at lake berryessa will help them figure out how a wildfire started. it has burned nearly 6500 acres in solano and yolo counties. officials want to talk to anyone near highway 128 and canyon creek resort and pleasant valley road on the night of july 4th. especially between 8:00 and 10:00 p.m. you can remain anonymous. a world famous south bay restaurant will remain closed for several months after that fire that caused massive damage earlier this week. you can still get your hands on food from manresa. love apple farms provides the restaurant with ingredients, they don't want that food going to waste. so they are selling boxes of food for $39. today community leaders will meet to talk about banning plastic bags. the proposed law would ban stores and restaurants from giving out single-use bags. two more meetings on the issue

will be held next week. if you're headed to downtown redwood city, you will have to pay double to park there starting today. the city has increased rates for the most popular spots hoping it will free up more spaces for visitors. "today in the bay's" stephanie chuang is live in redwood city. opening of levi stadium is a concern as well. >> reporter: good morning, scott. that's because of the caltrain station that's behind me. the concern, smaller one s that people headed to levi stadium will take up parking around here, not on sunday, wh for football, because sunday is free parking here, but the other events here at levi stadium. here we go, the construction is really the concern here along middlefield and winslow. the construction is taking up roughly 250 spots in redwood city. so starting 10:00 this morning, when parking meter begin, rates will double from 50 cents to a dollar an hour. parking in the outer areas of downtown will remain at 25 cents an hour.

that goes until 6:00 at night. doesn't sound like much, city leaders are hoping this will encourage people who park here long-term such as downtown employees to park in the periphery and leave the central downtown spaces open attracting more visitors and customers. the city projects the hiked up meter rates and changes to garage hours will bring the city more than $900,000 a year in revenues. here's where the increases are. it's around the city center from middle field road, jefferson avenue, marshall and main streets and pennsylvania avenue and a parking lot by the caltrain station. something else the city leaders are looking at is a program in walnut creek where private property owners open up spaces for public use. stephanie chuang, "today in the bay". >> maybe they'll park this car there now that it's back. a very expensive bentley convertible stolen off the streets of palo alto has been found in southern california.
