commute, slower here through the tri-valley and crash in the city, i want to warn you about that. those both coming up. let's take a live look outside, look at the sunrise over the bay area. yeah, that'll help you easily it a monday morning, july 14th, this is "today in the bay." from nbc bay area, this is "today in the bay." beautiful way to start the morning, good morning to you, thanks for joining us, i'm lawrie la garcia-cannon. >> and i'm scott mcgrew. palo alto police are hoping a new sketch will help them find a man who's wanted for groping a woman at a peninsula park. the woman says the man attacked her at wary park on dartmouth street friday morning, happened at the park near stanford campus. "today in the bay's" kris sanchez joins us live at the park with the latest on the investigation, good morning to you, kris. >> reporter: good morning to you, scott. happened about 11:30 in the morning. that's one of the reasons why

neighbors are concerned. another reason is when she called to 911, she couldn't get at signal. let's start with the sketch of that suspect who police describe as a middle eastern man between 45, 55 years of age with salt and pepper hair. about 5'3", and 170 pound. police say that woman was sitting on a park bench here at wary park in a neighborhood not far from the stanford campus when that man approached her. he told police she asked if she was married and wanted to be his good friend. then he put his hand down her shirt and the encounter didn't stop there. >> she then told him to stop and pushed him away. once she managed to fully to get up completely, he put his arms around her and hugged her. and began kissing her neck. >> reporter: police say the woman was able to get away and tried to call 911 immediately, but could not get a signal on her cell phone. at least one other woman who lives in this neighborhood tells

us she may change her carrier because of that. once again, here's a look at the suspect, middle eastern man between 45, 55 years of age with salt and pepper hair about 5'3", 170 pounds. if you want to see the sketch again, go to nbcbayarea.com. palo alto police are increasing patrols here at wary park and at other parks around palo alto in case the suspect feels em boldened by the attack and thinks he might strike again. kris sanchez, "today in the bay." >> kris, thank you. closed for business in one of san francisco's busiest shopping districts. this morning several upscale stores are closed until further notice. in union square, they're all still drying out after getting soaked by a water main break over the weekend. "today in the bay's" stephanie chuang joins us live in union square this morning. what are we talking about here? >> reporter: yeah, mostly the stores here around the stockton geary area, chanel, lacoste.

they usually open at 10:00 in the morning. we do see here through a generate we are cones running power into the building. not sure if this was always here, but we do know that power was shut off at two buildings over the weekend to prevent electrocution inside. the city says a contractor working on the central subway project hit at water main here at 4:00 saturday morning, water flooded the basements of several buildings. most of the damage is not visible from the streets. firefighters and the city's water department were on scene trying to help remove water. meantime shoppers who returned to union square yesterday said they were disappointed for a second day in a row. >> i don't know what happened, it was closed, all day. literally. wondering what time you can get in, what time you're going to get in, back and forth, you can get in all day yesterday. >> reporter: now the city was able to restore water service within a few hours.

spokesperson for the san francisco municipal transportation agency which is in charge of the central subway project apologized for the inconvenience and said there was a representative on site taking claims. the cost of repairs is unknown, but it is possible the contractor could be tanned to pay back the retailers here. back here live, you see the store posted on lacote, one of the closed stores here, until further notice, we apologize for the inconvenience. the only store we do know that was back open yesterday in this area was jimmy choo. 10:00 is usually when the stores open, we'll find out how many of these stores will be back open today. live in union square in san francisco, stephanie chuang, "today in the bay." >> your choo are made for walking once again, thanks steph. the santa clara sheriff's department says someone is scamming people out of monday. rosemary of sunnyville got a call from someone who said he was with the sheriff's office.

he told her she would be arrested for not responding to a grand jury summons unless she paid $700. he even gave her what he claimed was his badge number and a warrant number. now she was skeptical, so she and her husband called the sheriff's department. >> she did say that 11 people had already shown up at the sheriff's department that received this same phone call. >> the sheriff's department confirms there have been several different scams during the year involving people claiming to be deputies. they would not elaborate on the call that she received specifically. you are headed to downtown concord, expect some delays for a while for the next two months, crews will be replacing a sewer line, delays will be on willow pass road. work will be done between the week between 8:00 in the morning and 6:00 p.m. the road will be open top traffic, but the lanes bha closed as crews work on the project which is expected to last until the end of next month. let's check your forecast this morning as we give you a

live look at downtown san jose and the sunrise. let's check in with meteorologist christina loren for your microclimate forecast, good morning. >> hey good morning to you. well you know what, we're going get a taste of summer for today. one day only, triple digit heat, that's it for this week. but i can tell you, i really to want make sure you're ready for it because it's going to be hot out there in about five to ten degrees, maybe even 15 degrees above where we ended up yesterday. the biggest impact from yesterday and today is going to be felt at the coast. that's where you'll find the most significant difference. to start at 61. good morning outs there in concord, 65 in livermore, and happy monday to you here in the south bay. 62 degrees. i want to show you some of the different sites cross the bay area this morning, taking a live look here on the peninsula, this is woodside, just spectacular start here. gornls, although we don't have a lot of low clouds to show you in that shot. tibarron same deal, clouds fading. we have enough to keep temperatures comfortable.

and i want to show you this gorgeous sunrise taking shape here in sunol. the haze, the particulate matter in the atmosphere. it's not a spare the air day, but we have moderate air quality for today. that'll get improvement throughout the week and temperatures start to the drop off as on shore flow comes in. throughout the day, this is going to be what you see as you make your way home from work in particular. the coastal mountains holding back the low cloud cover, that means a hot day for your inland valleys, comfortable weather right at the immediate coast where you do get that influence. 92 degrees for the south bay. 87 on the peninsula. 84 degrees on the east shore for today, 71 in san francisco, and the hot spot, tri-valley, 98 degrees. we will shave off about five to ten degrees as we head through tomorrow and a really comfortable finish to the week. we'll talk about that coming up in just a minute. you've got to work for the weekend though, here's mike to help you get there on time. >> we just got over the weekend. okay, looking forward. bay bridge toll plaza, back up of course with the metering

lights on and your slow downs on the approach. you know as you get towards west grand avenue. no big sfriez surprises, we can't see those cars, but they're there. smooth drive around the area on the approach out of oakland and berkeley, no major slowing. we have that build going in the city, circled 101, there's a crash reported there. it sound like everything's out of lanes, anything on the shoulder will be a distraction as things build into san francisco. nonetheless, smooth drive coming over the golden gate bridge and out of the north bay. slowing out of petaluma and nevado. same thing for the rest of the bay, typical now after earlier slowing 101 sorted itself out. now we have a slower drive from 680 to 880. over here, north 880 at 237, lanes are clear, but it's off to the roadway with a car over off its wheels nop major injuries, but this will be a distraction. slowing, but 880 itself moves smoothly. road and rails, vta and the

south side, no delays reported for these or any other transits. that's better news if you want to ride to work and driving across that san mateo bridge, easy flow across the span. live look at westbound away from us, look at that beautiful sunrise happening and beautiful flow southbound. i watch the traffic, not the sun, but if yo do watch the sun, you'll go blind. >> yeah, but beautiful. >> don't look into the sun. >> there you go. >> look at the sun. >> right. nice way to start our monday morning, here's more good news happening today. south bay hospital getting ready for a supersize expansion. the donald mcdonald house at stanford will be expanded 52,000 square feet, making it the largest ronald mcdonald house in the world. the hospital is being built on the property next to sanhill road. it'll make room for more critically ill children by doubling the family rooms. the hospital had to deny thousands of families because there just wasn't enough space.

temperatures are going to skyrocket. we're talking about the triple digits for some spots, otherwise, i got some really great tips to help you keep cool, if you've got a little time, stick around, those will coming your way in just moments. and as that commute kicks in for the east bay, no drama by the coliseum, burst of traffic, we'll check that san mateo bridge. folks are heading there. in the north bay two new crashes, i'll point those out as well coming up. here's a look at today's top stories, israel says three people jewish people admitted to kidnapping a palestinian teenager and setting him on fire. police spokesperson says the three who appeared in court today even reenacted the murder. israel's security service says the suspects were motivated by revenge after the kidnapping and killing of three israeli teenagers. army sergeant beau bergdahl will return to work today. bergdahl's finished his therapy and counciling and will begin working at the army north

headquarters in houston. bergdahl was held in taliban captivity for five years until he was released last month in exchange for five taliban prisoners. palo alto police say a man looking like this sketch attacked a woman near the sanford campus. police say the woman was sitting on a bench at wary park on friday morning when the suspect tried to grab her, kiss her, and pin her down. she got away and called police. new this morning, citigroup and the justice department will announce a $7 billion settlement today. the deal resolved allegations the bank sold toxic mortgages in the run up to the financial crisis in 2007. about two and a half billion will go towards consumer relief under which citigroup will likely help homeowners modify their mortgages. it is 6:14, if you find yourself with a mysterious rash, your might want to the check your ipad. that's the new warning from doctors this morning. palo alto with more on the said this affects more than you might think, good morning, bob. >> reporter: good morning laura. study being published this morning in a medical journal called pediatrics, and it's reporting that some ipads could cause allergic skin reactions in children. this is based on a study, case involving an 11-year-old boy who recently went to a hospital in san diego. the child showed up with scaly patches on his skin, and itchy rash all over his body. one that would not smond to regular ointment. it wasn't life threatening, but it was still uncomfortable. his doctors ended up tracing it back to the first generation ipad, his family bought back in 2010. one that he used on a i didly basis. when they tested this electronic device, they tested nickel in the coating, that's one metal that is commonly associated with causing skin reactions. the boys rash did improve over five months after changing i had diet and putting a protective cover over the ipad. it's not clear if all ipads or

petaluma boulevard, there is a crash up there atop of the screen. but that crash is off of the road and maybe blocking the slowing there. but also we just had your build coming into nevado. interstate 80 at 37, over in vallejo, it was a sleeping bag and one car think the, but no injuries. that's soft, if they move to the side of the roadway. had a stall coming down through richmond, but no problems through san pablo. easy drive approaching are the bay bridge where metering lights are on. there was an earlier crash, there's still activity there and any distraction at that portion of interstate 80 comes to or from the bay bridge that will slow you down a bit more. huge drive towards southbound 880 off of 238. approaching the bridge, the volume build off the castro valley and that's why we have the slowing here. san mateo bridge itself, live look and see that traffic westbound and moving smoothly towards the peninsula eastbound, easy flow of traffic and no warnings, no problems across the

span. on our maps once again, back out and we zoom out to the see the rest of the south bay. northbound 101, we thought that was going to stick. i thought it was going to stick from the morning, but we have a reprieve. it'll kick up before 6:30, note, slowing there as well as north 880. we have the crash at 237 and that'll continue to the have a distraction on the shoulder as that car is off of its wheels. the rest of the bay looks nice. typical slowing for the tri-valley into livermore out of the pass. keep that in mind as well as that again, we talk about this, slowing on the sensors now. west 237 off of 880. guys, right back to you. 6:20, new video to show you this morning of riots in argentina after a heart breaking los to germany in the world cup final. this is video where tens of thousands of fans had gathered to watch the match. riders clash with police, they tore down barricades, even threw bricks. according to local media, 20 police officers were hurt and about 30 people were detained.

israeli government is warning people in northern gaza to get out, run for their lives. and many are doing so. about 17,000 refugees countered by the united nations at this point that after 1200 people injured and 172 killed in relentless shelling. and the israeli government says it is only going to get worse. they say a major offensive against hamas missile targets is going to commence shortly, and they are telling people by telephone and also by leaflets being dropped in the area that they are in danger. the united nations meanwhile is urging both sides to stand down and try to talk out their differences, but prime minister benjamin netanyahu says this will continue until hamas is neutralized and israel is able to have some peace after years of problems. and right now, it doesn't look like either side is ready, willing, or able to back down. laura. >> and brian, this morning,

a live look outside downtown san jose. sun coming up over the bay area, it is bright, it is hot, in fact, christina tells us the hottest day of the week. >> hottest day of the week, triple digits, just a short-lived little period of those triple digits, nonetheless, i want to make sure you're ready. work outside, taking the kids outdoors with you today, or maybe you just to want get them outdoors today, i can tell you, the earlier you do so, the better off it will be for them. it's going to be more comfortable, especially in the inland hot spots. throughout the next few hours, it'll be at any other time today. it's going to be hot out there. this is the reason why, pacifica, live picture this time of the morning tells the story of the day at 6:33, we have in cloud cover here, that's a sure sign it's going to be a hot day inland. we're going to get some fantastic, i mean fantastic beach conditions. so, as we head throughout the day today, with very little low cloud cover to start, you have some ragged patches sticking to the immediate coastline,

emeryville shows you haze here, moderate air quality today, really, no low clouds to keep you cool over the san francisco bay, and here in the south bay, we are starting out completely sunny at this the hour. and temperatures are going to be warm, 92 degrees in the south bay for today, 71 degrees in san francisco. and 84 degrees in the east shore. now we haven't had heat like this for a while. couple things i want to point out, i know it's common sense, but still, reminder could help, please don't leave your pets in the car when it's this hot. you don't to want take them with you outdoors for today. 71 degrees in san francisco, that's a warm day. your pets get used to your climate. as we head throughout the day today, temperatures are going to be very warm out in the extreme east bay, but i want to give you a preview of where we're headed. 102 degrees out in the hot spots, in the tri-valley down to 95 tomorrow. taste of the 80s for wednesday, and then thursday and friday, starting to level off a little bit, but once these temperatures drop off, our wind is going to increase. we'll talk about that coming up. right now let's check your drive, here's mike. >> all right christina. over toward oakland, we'll get ewe meter of the traffic flow,

and that's not that bad. light playing a trick on us as well. southbound side looks heavily traveled than the northbound side. you can see the headlights and the cars coming off the bridge in downtown oakland. it's about even on both side. we'll look at your maps, and 8806 for the live shot, 580 for the incidents reports of a car fire, west 580, lake shore avenue near the off-ramp. tiny bit of slowing past the scene. there are some flames seen coming out of the vehicles. no injuries reported and no updates in the last few minutes, i'll track that again 580 around your lake shore. approach to the bay bridge, meeting lightsen to. good build there, same for 880 down towards the mateo bridge. moves smoothly, west, eastbound coming off the peninsula, that's the problem coming off the high-rise, sun will get you in the face. same thing with the dunn barton bridge. back to your maps as we look at

traffic flow. 92 and 84. easy flow on to and through the peninsula. no problems for 101 or 280 there. 101 northbound in san jose, that's where we see the slowing here, capitol expressway, end to 680 and 880. typical south bay pattern shaping up now, and as we see in the summer, starts later and it's more come pressed, should be clearing up by 9:00, if doesn't, then it didn't. >> we'll find you. no, you're pretty accurate, thank you, mike. 6:36 right now. the coast guard is reiterating warnings this morning about the danls of playing in the -- dangerings of playing in the -- dangers of playing in the bay. between 5:30 and 7:15 last night, the coast guard had to rescue 25 people from the water near krissy field in san francisco. the wind died down standing a -- stranding a lot of people on the bay. they made it back to land safely. 6:36, still ahead, bringing

stephanie chuang joins us live, which shores are we talking about -- stores are we talking about? >> reporter: well about all the luxury stores here, chanel, lacoste. a i just spoke -- and i just spoke to an engineer here. stores will open. there were five fire trucks all along here on saturday. but he says one of his clients is chanel which we're standing right here, and according to him, first of all, the water went down to the basement, it flooded. it was up about two feet to that door where you see the basement there. chanel told him this morning, again according to engineer that this it will not be open for at least a couple days. so you do see that there are the lights back on here at the store, the sign on the back store of chanel saying sorry we're closed due to water and power outage. if you look at the video that we go over the weekend, you can see some of the damage the water that flooded the streets here. the city says it was a

contractor that hit a water main at stockton and geary, that was after 4:00 saturday morning. firefighters and the cities water department were on scene trying to help move the water out. they turned off the power to prevent any possibility of electrocution inside. the weekend weather was beautiful here, but many frustrated to return sunday only to find that the doors were closed for the second day in a row. >> came here, i don't know what happened, but it was closed, all day. yesterday. wondering what time we can get in. what time, back and forth, so we didn't get in all day yesterday. >> reporter: the city was able to restore water service within a few hours. spokesperson for the san francisco municipal transportation agency which is in charge of the central subway project apologized for the inconvenience and said there was a representative on site taking claims over the weekend. it could be the contractor who was tapped to pay back the retailers, although the cost of

northbound 87, smooth drive into downtown, slow capitol, 85 past highway 17 and smooth flow of traffic throughout the rest of the south bay. the planes is not a problem. getting over there, slowing for west, 92 over the san mateo bridge, we have a couple of issues reported for fremont, southbound 88059 stevenson. earlier crash to the shoulder causing distraction. now northbound coming up past mission and maybe a separate one at dixon lany road and maybe more slowing there. coming out of the tri-valley, dublin in towards the dublin interchange, slow and south city, that build, that really kicked in over the last ten minutes. that's the trouble spot for the tri-valley. rest of the approach towards the bay bridge, that's moving smoothly. earlier car fire that cleared from the roadway and the reports down the east shore freeway, crash towards central but it's off to the shoulder. distraction as we have the build. quick look at the north bay, southbound 10 #, no major problems. typical build out of petaluma out of vallejo, back to you

guys. >> thank you very much. it's 6:51, and this morning we have of a sketch of a man suspected of attacking a woman in a peninsula park. woman says the man attacked her aggressively while she was on a park bench. it happened at wary park near the stanford campus. "today in the bay's" kris sanchez joins us live in palo alto where neighbors say news of the attack has them on guard, good morning. >> reporter: not only because that attack happened, but because it happened in broad daylight, and because it happened in a time when a woman who needed help, she could not use her cell phone to calm 911. let's start with a look at the suspect as she described to police. she says he was a middle eastern man between 45 and 55 years of age, salter pepper air, about 5'3", weighing in about 170 pounds. police say the woman was sitting on a park bench here at wary park in a neighborhood not far from the stanford campus when that man approached. she told police that he asked her if she was married and if she wanted to be his good

friend. then he put his hand down her shirt and the encount der not stop there. >> she then told him to stop and kind of pushed him away. once she managed to fully to get up completely, he put his arms around her and hugged her. and began kissing her neck. >> reporter: police say the woman was able to get away, she tried to call 911 immediately after this happened, but she couldn't gate signal, and because of that, at least one other woman who lives in the neighborhood says she's looking into changing her carrier. she doesn't want to be found in the same situation. again, here's a look at the suspect, middle eastern man between 45 and 55 years of age, with salt and pepper hair. about 5'3" and 170 pounds. palo alto police are increasing patrols here at wary park, but also at other parks around the bay, rather around the city because they're concerned that if he got away with it once, he might try to do it again and often these suspects escalate their behavior as they get away

it. kris sanchez, "today in the bay." man with the last name of smoke is under arrest accused of starting a wild fire that's burned down eight homes in shasta county. here's a look at the suspect, 37-year-old freddie alexander smoke iii. he was arrested over the weekend. cal fire says smoke was delivering something to a marijuana grow site when the exhaust from his truck set dry grass on fire. so far, the fire has burned 4,000 acres, only 15% contained. smoke has been charged with a recklessly causing a fire and marijuana cultivation. meantime, firefighters in fairfield are keeping an eye on hot spots this morning making sure a grass fire doesn't flair up. yesterday, the fire jumped highway 12 and raced towards several homes. 20 homes were evacuated, firefighters had to call for back up. they were able to put the fire out before homes were damaged. the cause of that fire is under investigation. officials are now looking into a nearby homeless camp. today, six california lawmakers will travel to central

north korea learn more about the ongoing immigration crisis. one of those lawmakers state senate majority leader ellen cover beth of san l.a. yan droe. they leave sacramento in about two hours. now the border patrol is seeing an influx of undocument odd immigrants from central america including children trying to cross the border alone. they are coming in faster than states can process them. on capitol hill, lawmakers only have a limited amount of time to do something about the problem. their summer break is coming up, then there's campaign season after that. 6:55, lawyers for disgraced south bay politician will be back in court today. they are asking prosecutors to reveal more details in the dna testing allegedly linking the guy to a phony campaign mailer. he is accused of mailing phony campaign fliers for a political rival. in may, he was released from jail after serving seven months on an unrelated political

corruption case. unexplained rash? well maybe check your ipad. it turns out the popular tablet may contain nickel, one of the most common allergy-reducing medals. today bob redell is live with more about the study that actually bob affected a lot more people than we might think. >> reporter: good morning to you, scott, the medical journal pediatrics is making this claim reporting this morning that some ipads can cause an allergic skin reaction in children. now they're basing this on the case of an 11-year-old boy who went to the hospital in san diego. was treated for a scaly patch on his skin, patches a i should say, and itchy rash all over his body. now this wasn't life threatening, but it was so uncomfort that believe he ended up -- uncomfortable that he ended up missing school. the doctor traced it back to his first generation ipad. when they tested the electronic device, they detected nickel in
