from nbc bay area, this is "today in the bay." well good morning everyone, 4:30 in the morning, i'm scott mcgrew. >> and i'm laura garcia-cannon. first let's check the forecast with christina loren, it rained on me on the drive in. >> yeah, take a look at this. let this blow your mind this morning. taking a live look at the radar. look at all this activity. now it's just the south bay and the south end of the peninsula getting the action right now. everything at this time is staying to the south of san francisco, but that's going to change as we progress throughout the morning hours. the monsoonal moisture will keep on sneaking up. it's actually high pressure bringing it into the bay area.

so we have some science to go over this morning. oh, i can't wait to break it down for you. stick around, if you can't, mike's here to help you get out the front door and let us know what's going on. actually, we'll get to him in just a moment, first back to you two and the top stories of the day. we have a warning this morning that wasting our valuable water could cost you $500 a day. we've talked about this before, but the state is set to vote on that proposal in just a few hours. "today in the bay's" kris sanchez joins us from santa clara county water. the fines, if approved, could start right away. >> reporter: yes, as soon as the water board decides to enact them. we could be up for some very expensive lawn and car washes because they are proposing $500 fines for people who overwater their lawns, who use their hoses to wash their cars without a nozzle, or use water features

like a first down dane that don't recirculate the water. the only way to hose down your sidewalk or driveway is if there was a public health concern. the idea is to force people to conserve 20%. so far, californians have only cut back by 5%. water regulators recognize that many have installed low flow shower heads and toilets inside the homes, so now the focus is on how we use water outside the home. city dwellers use half of the water outside their home. not everyone subpoena convinced that a sign -- is convinced that a fine will force everyone, but it'll be worth a try. >> the way the drought is in california,ic we do need to conserve the water because it's not, it's going to go dry, and it's going to be a while, what happens? no. i really think it's okay. >> reporter: the board is also considering who would be responsible for enforcing the new rules. some folks wonder where all that

money's going to go. now if the board enacts those mandatory measures, they would go into effect immediately and would be in effect for nine months. kris sanchez, "today in the bay." >> kris, thank youly. certainly we're going to be inside the hearing. total, complete details on the states plans for water fines if they come during our news at 11:00 at 5:00 and 6:00 as well. any time we're not on air, head to nbcbayarea.com for the updates as well. key artery in loren county has reopened just in time for the morning rush hours. crews work to repave the boulevard near san quinn toonz state prison -- quinnton state prison. this is after officials had to close the road at 7:00 a.m. yesterday. it lasted until just before 2:30 this morning. that truck was carrying two 1700

gallon tankers of fuel. the good news is that no one was hurt. but a lot of work there. mike inouye, the roadway reopening, welcomed news as people wake up this morning. >> most definitely. for those, we'll recap it, folks, thumb's up reminding you it's open again. sir francis drake between 580 and 101, that completes the triangle and cuts off hassle. as it was closed, we had to reroute and that caused traffic from the richmond side across to the san rafael side, and the evening commute was disturbing. again, all traffic reenstated across the center bridge on sir francis drake boulevard and over to 101 for this morning's commute, serving back to normal. rest of the bay approaching the bay bridge moves nicely. the south bay and peninsula, no problems. over in livermore, let me give you a live look on 580 westbound.

we just saw flashing lights backing up on the shoulder. the construction crew clearing towards el charro. there's another crew closer towards arrowway and may be in the area, we see the slowing as the crews continue to clear, back to you. breaking news, at least 19 people killed this morning when a subway train in moscow derailed during hush hour. investigators say a power surge triggered an alarm causing the train to come to a skeeching halt. the stop caused the cars to run off the tracks. at least 50 other people are said to be in very grave conditions. so the number of dead is expected to increase. another hundred were injured, but should survive. developing story, just moments ago, hamas police say israel launched an air strike that struck an apartment complex in northern gaza. it comes after hamas fired three rockets of its own rejecting a

ceasefire. no deaths reported yesterday. the proposal for a ceasefire came from egypt following a week of heavy fighting that killed nearly 200 people in gaza. israeli semied the offer this morning, but hamas leader said the proposal was not acceptable. egypt said it would consider easing a border blockade of gaza if it accepted. today the two men accused of getting inside a park outside at&t are expected in court. the two got into an argument with another man and a woman standing outside last thursday from outside the giants and a's, they reportedly purged the man, hit the woman when she tried to stop the fight. she was knocked unconscious, though both victims are going to be okay. investigators do not think the fight was actually related to the baseball game. also in court this morning, the sunnyville man accused of trying to trick teens into sexting him. scott angelo sent texts to girls and tried to make them believe

they were talking to their own fathers. we don't know how he got their numbers. investigators identified seven victims, but the assistant district attorney told us his team will announce today whether more actually came forward. police are looking far man going around palo alto with a gun robbing people. police say someone, looking like this man, committed two holdups less than seven hours apart. the latest happened after 1:00 yesterday morning near city hall. the victim turned over his wallet and cell phone after the suspect reportedly threatened him with a gun. hours earlier, a similar robbery happened two miles away in menlo park. happening today, santa clara city council will approve a traffic signal before the big games at levi stadium. it involves giving fans personalized directions so there are several clusters of cars arriving to the stadium before a

game in different ways, not 20,000 stuck in a standstill on the freeway all trying to take the same exit. the 4r9ers vice president of operations calls the traffic plan unprecedented. transportation leaders in san francisco could decide whether today, today whether to raise fees for corporate shuttles like google buses. mta staff recommending its board raise fees, shuttles have to pay to stop at each muni bus stop from a dollar to more than three and a half dollars. the buss are making fewer stops than they thought. speaking of muni, the chronicle reports operates voted yes to a new contract greatly reducing the chances we'll see a sick-out like last month. the contract promises raise over three years and requires payments into the operator's pension plans. silicon capitolist who wants to turn california into six states says he's gathered enough to get the measure on the ballot

evenly. the measure needed more than 800,000 signatures to qualify for the ballot and while tim draper reached that number, the deadline for this year's election has already passed. that means the measure could qualify for the november 2016 ballot which gives draper plenty of time to get support. he has not said how many signatures he's collected. we'll have a live report on the story from san francisco coming up in our next half an hour. now under this measure, san francisco would be part of the new state north california. we are talking about our own northern california this morning. checking our microclimate forecast. looking live outside, san jose this morning, i thought is it verga. what's going on? there was a little rain coming down on 101 this morning. i want to check the forecast with christina. >> good morning. we have a lot to go over this morning. 60 in concord. 62 in san jose.

comfortable temperatures. that's to be expected. this is what you probably aren't expecting as you wake up and roll out your front door this morning. probably a good idea to give yourself a little extra time for the drive. in the south bay, that's where we're getting most of the moisture at this point and the showers are going to continue to stream in as we head throughout the day. you know what, this is a welcomed sign. as you know, we are in a drought here in the state of california. so all this moisture coming through, measurable precipitation is going to do us great benefit as we head throughout the next couple of days. it'll keep the hillsides nice and moist. fire danger won't become a big issue. we're talking about comfortable conditions through this afternoon. temperatures will be warm, but about five to ten degree cooler than where we ended up yesterday. first let's get a look at your drive, one of my favorite guys in the whole entire universe, mike inouye, get to share them with you. >> preface of who's here in the morning. one of the two. looking over here towards westbound 580.

we just saw flashing lights back up through this area. actually going back past el charro. look at the speed sensor, a little slowing as those road crews clear. that's about it. there's a little tiny build for west 580, no big deal, but look all the way over on the right, we do have just off 580 green and blue blotches. that's moisture in the air, in fact some rain registering on the radar sam, we share that together. we'll see that, but so far in the south bay, we did have a little bit on the windshield, that's about it. eastbound 237, sounds like a car went down the hillside there. no major injuries reported, we're going to track that, the rest of the bay moves smoothly, back to you. stimahead on "today in the bay." pulling the plug on a controversial program. why staples will do away with post offices in its stores. plus it could mean the difference between life and death. why paramedics are slow getting to patients in one of the bay area's biggest cities. nbc bay area wants to help

the bay." welcome back everyone. what a gorgeous view this morning. kind of down below on an angle at the beautiful bay bridge all illuminated. nice way to start tuesday morning, 4:45. speaking of san francisco, the firefighters there say short staffing and higher demand are leading to delayed response times. recent audit of the san francisco fire department says paramedics are stretched so thin ambulances are not coming fast enough. they want to have a patient on the road for ten minutes, response times are delayed minutes longer. the union say delays are becoming more frequent. a crisis, the department says, it's working on. >> the increase in population and an north carolina in call volume of about 20e %. that's gone up, our staffing has gone down. we're ramping that back up. it's a process. >> more academy graduates and

new ambulances are expected to help the situation over the next year. in the meantime, city workers are looking to hire more fire staff. today the house could act on a bill it says will patch a multibillion dollar pothole in federal highway and transit programs. the bill cobbles together about $11 billion to fund several projects over the next nine months. if congress does not act before its month long summer break, the federal highway trust fund lpd run out as soon as next month. to make sure that doesn't happen, the president will hit the road today to rally for support for that bill. they'll be touring a virginia research center, focussing on highway technology. staples is putting an end to a controversial pilot program after rash of these protests by postal workers. staples sit up mini post offices inside stores. including several in the bay area, but postal workers rallied outside those stores upset the company has staffed the staples stores with non-union workers.

a staples spokeswoman says the company will explore other ideas to meet customer needs. microsoft could gear up to cut thousands of jobs. for that and more, let's turn to mary thompson, she's live at cnbc world headquarters, good morning. >> reporter: good morning, scott. microsoft is set to announce job cuts as soon as this week. analysises say they could cut 5 to 10% of its work force. reports say the cuts would come from the nokioyo phone businesses as well as marketing, software, and engineering. right now they have about 125,000 workers since buying the unit earlier this spring. stokes rose on monday with the dow reclaiming that 17,000 mark. the markets were boosted by a flurry of merger news. the dow rose 111 points to close at 17,055 and the nasdaq after 24 finishing at 4,440.

retail sales as well as earning presses, jp morgan and goldman sachs have better results. fed chair, janet yellen will be testifying on the economy. lots for traders to focus on this morning. yahoo wants to bring the concert to your couch. they are teaming up with live nation to stream free live shows for a year. those will come courtesy of dave matthews, kiss, and justin timberlake. yahoo is hoping the video site can be a strong competitor to youtube. >> very cool. all right mary, thank you. youtube will start doing old concerts like grateful dead and what not. >> lots of stuff on the tv screen. >> best of the best. christina's coming up now. i understand you've activated the doppler. >> in fact, i have. and for a lot of people watching this grateful dead concerts, you'll be like oh, that's what happened. good morning to you. fish concert, same to you.

we have a good looking day throughout the afternoon though, we are going to keep these showers in the forecast. you know what normally, in a normal summer, if we didn't have the this drought going on. we'd probably be complaining about the humidity. this is very welcomed site this morning. we have measurable precipitation all across the board. especially in the south bay though. you'll notice the shower streams in from south to north, and really the general nature is a clock wise fashion. and that's an indication that high pressure is firmly in control. so this is subtropical moisture that's coming through. and look at this little cell that's moving over redwood city, just rolled through palo alto as it continues to move north through the next 15, 20 minutes. count on slick conditions through there. and you might get a car wash. this is where we're heading as we head throughout the day. high pressure is going to stay strong. we'll be muggy with a few showers early and clear out that moisture throughout the afternoon. on shore flow fights to take control of our weather pattern. it's going to gain the control through tomorrow, but for today,

85 degrees, sticky out there in the south bay, 83 degrees for the peninsula. 81 degrees on the east shore, 70s straight up in san francisco today. and 82 in the north bay. so we'll talk about that dooming trend -- cooling trend, even through the weekend. i know everybody wants to get outdoors on the weekend. we'll get to the numbers coming up, right now back to you, scott and laura. >> thanks so much, christina. new video of a destructive hailstorm plummeting down in russia. it actually looks as if the sky is falling as people are running for cover. sudden hailstorm happened over the weekend while russia was experiencing extreme weather swings. well you call your close friend, family, may actually be right. >> a new study from researchers at yale and uc san diego say we share a bit of dna with our close friend. they say people with similar genes meet and form friendships. they found friend share about 1% of their genes and are as much related to each other as fourth

cousins. the study also says close friends have a similar sense of smell and that brings them together. >> it's a lot of explain explanations for why we would tend to associate with other people who are similar. and this adds a whole other layer to it, a daeper layer than one we had anticipated. >> researchers also found genes more similar between trends involved faster than others. this. may explain why human evolution sped up over thus of years saying the social environment itself is an evolutionary force. >> huh. >> all right. 4:51 right now. a woman running from san francisco to the big apple to raise money for traumatic brain injuries, she will finish that journey today. >> amazing. after nearly three months of battling the elements, distance runner jessica goldman reached manhattan yesterday. today she will make her way to the steps of new york city hall where she will be honored during

the bay." it's 4:55, a slugger became only the second player in major league baseball history to win back to back home run derbies. he had to shake down teammate josh donaldson, an american league captain along the way. in the final, he rushed the reds todd fraser 9-1. in all, he blasted 30 home runs. that's amazing. even to raise that thing's heavy. joining the great ken griffey junior as the only to win back to back titles. >> all right the main event, the all-star game is tonight at 5:00. >> oh, i've always been a huge fan of the all-star game. >> it's huge fun. >> got to vote. and tons of a's players this year. we have a great representation for the nba also. we have both bigger ball and the smaller ball. we have a ball over here on the peninsula guys, that's me, they're round as far as i know. looking over here towards palo alto with a nice, easy drive.
