is "today in the bay." from nbc bay area, this is "today in the bay." and a very good tuesday morning to you, thanks for joining us, i'm laura garcia-cannon. >> and i'm scott mcgrew. breaking news overnight in moscow where 20 people are dead, more than 100 are injured after a subway train derailed during rush hour. at least half of those injured are in critical condition. local media reports one person is still trapped in that recked train, but he is alive. the train derailed inside a deep tunnel, and that's making rescue efforts very difficult. at 6:01, now a developing story, israel is back on the offensive this morning launching new air strikes at gaza. it comes after hamas militants violated a deescalation brokered by egypt. israeli military says after holding its fire for six hours, it has resumed operational activities. the military says during the six hours gaza militants fired about 60 rockets over to israel.

no one was hurt. the de-escalation period was meant to lead to detailed ceasefire talks between both sides. israel originally accepted the truce plan, but vowed to hit gaza hard if hamas rejected that deal. well of course -- we'll of course continue our coverage all morning long including a live report coming up in half an hour. in just a few hours, state regulators will vote on a proposal to issue fines for people who waste water. "today in the bay's" kris sanchez live at the santa clara valley water district. now kris, if this is approved, the fines could come very quickly. >> reporter: they could start immediately and scott, you could be subject to those fines for the next nine months. we're talking about anyone who overuses water in their yard, who uses the hose to wash the car without a nozzle on it, and anyone who uses a hose to wash downtown pavement if there's not a concern over public health. and the only, again, the idea is to force people to conserve 20%

as the governor suggested earlier this year, so far californians have only cut back by about 5% and since people who live in cities generally use about more than half of their water outside their homes, the state water board figures that's where they should target conservation efforts. >> i really think $500, it's okay. >> fines have not really been utilized by our water retailers, they usually are able to get people to do the right thing by just approaching them, telling them that you have a problem here, it needs to be fixed. >> reporter: critics say that any money spent on enforcement would be better spent on educating people that conservation in california could mean enough water for 3.5 million people a year if people would cut back to the 20% level. now if the board enacts the mandatory measures, they would go into effect immediately. by the way, police not the onl ones who would be able to write tickets, any public employee who is able to enforce the law.

in san jose, kris sanchez, "today in the bay." >> thank you, kris. 6:30, new this morning, sir francis drake boulevard and san rafael back open this morning. crews worked throughout the night to repave the stretch of road near san quinnton. it was damaged when a trucker lost control of his big rig and crashed yesterday morning. the truck was carrying develop 1700 gallon tankers full of fuel which spilled across the road. no one was hurt. well check your clocks, we have new details on a power outage that left nearly 2,000 people in berkeley without power overnight. crews spent much of the night working to fix an underground cable at martin luther king away. it was somehow damaged overnight. it's pretty close to call, but we have not heard if the school lost power to right now power's been restored to all customers. it took three years of research, studies, and meetings, but the santa clara city council

thinks its come up with a solution to deal with traffic jams outside levi stadium, personalized parking. bob redell joins us live outside the stadium in santa clara, and bob, the plan could be approved tonight, it's interesting. >> reporter: and it's expected to be approved tonight, laura. good morning by the city of santa clara city council. 19,000 cars are expected to come here to levi stadium. how do you get them in here and into the 28 parking lots that are spread around the stadium as you can see on the map that we're putting on your tv screen. the city and the team, they think they've come up with a very unique solution, multimillion dollar solution to make this work, drivers will receive their own customized directions to their parking spot. one they could access beforehand, or on the back of their parking pass. it would suggest which highway off-ramp to use and the local roads turn by turn directions. and there'll also be see series

of temporary signs and traffic lights. lights that would synchronized to a special synchronized to a special schedule about four hours prior to game time. if you think about it, instead of sending everyone on the same route as it was at candle stick where even's trying to get off 101 into the stadium parking lot. here drivers would be spread out into smaller groups so they'd be sharing individual liezed routes with hundreds of other drivers instead of thousands. of course, the big catch is the fans have to go along with this. they have to cooperate and follow directions. fans will also have access to an app with realtime traffic and parking information. develop lots will have bicycle parking, private charters, taxis, and ride services like uber will have if i can up and drop off areas. it would help to encourage people to take public transit. running trains every ten minutes. again the city of santa clara expected to prove this plan tonight. reporting live here at lee vid stadium, "today in the bay." >> now you have to listen to the plan, thanks bob. we will have live coverage of

the ribbon cutting ceremony. it's happening this thursday at 11:30. you can check out nbcbayarea.com for more details. hard to believe it's going to open up. let's check your forecast, live look at pink sky over downtown san jose. let's check your forecast with meteorologist christina loren. good morning. >> not what you would expect to see on a mid-july morning, but that's our sky. and it's not just in the south bay. we have showers coming down along with that overcast sky. starting with a live look at your radar, showers rolling through. and i've got to the say, i didn't get a lot of action this past rainy season, so i really digging what's happening this morning, and i bet you are as well. as you can see, we've got widespread activity, but it's really hard to pinpoint where the showers are going end to up because it's part of monsoonal moisture, it's clock wise rotation, and as we head throughout the day today, that big ridge of high pressure is losing energy. so we're going start to see the activity thin out. the great news is if you're an

early riser, you had the chance to experience these showers. they're going to clear throughout the day. let me show you the various, beautiful shots across the bay area starting on the peninsula this morning. just a gorgeous start here. beautiful in sunol. unseek the pinks coming in. gorgeous sunrise here. youm also notice a full deck of midlevel clouds, that's going to limit the sun for the first part of the day and keep temperatures cooler. tiberon stocked in with fog. i want to show you what else is happening in the south bay in particular where we have clouds this morning as well. san jose, mostly cloudy start, pacifica, beautiful start to the day here. those clouds will clear about lunchtime. we're going to have the midlevel clouds overhead. done by about lunch time. and we still have the sticky conditions, but it won't be too bad out there at all. here's where we're headed throughout the afternoon. 82 for the north bay, 70 degrees for san francisco.

noticeable heat relief, that humidity is going to come up, but your temperatures are going to drop by about five to ten degrees. as we head through tomorrow, that breeze picks up, but it's an on shore wind. this is going to bring in the dry air mass that we're akused to this time of year, and then by the end of the week, into your weekend, just gornls conditions. cooler days on the way. we'll talk about that coming up right now let's check your drive, say good morning to, is it a true to form traffic tuesday? that's the question on everybody's mind this morning, nike. it is tuesday, and there is traffic, and yes, then we talk about that because of a heavier volume usually on a tuesday, heavier than the others of the week. we are seeing that in san jose, christina's right, north 101. and the slow down here is sticking around longer than it typically does a. we see it ease up about now, then kicking over the next half hour again, but over here, sticking around between 60 and allan rock. the map will show you, that's at extent. no problem for 87 or 280 right now. no incidents in the area, just a

little bit longer for that slow down to last. the peninsula and the east bay both showing a green blotches around the map. in addition to the green sensors. green sensors are a smooth drive, green blotches maybe some drizzle. keep that in mind as christina's been telling you. traveling around the bay. slower drive southbound 8 # 0 and heading towards the san mateo bridge. you see the traffic westbound away from us, moving nicely in through the haze there. no problems to the peninsula or aalong the peninsula. we're going to show you the area as we're heading over towards the tri-valley. predictable pattern there. 680 southbound, past highway 84, watch as you're approaching vargas. reports of a car that ran out of gas. it's a hybrid, people forget, hybrids need gas as well as electricity. someone forgot one. >> one or the other. well time now is 6:10e. is it time to split up? splitting the state into six separate californias?

here are today's top stories. at least 20 people are dead, 150 hurt after a subway train derailed in moscow this morning. investigators say during rush hour, a power surge triggered an alarm that caused the train to come to a screeching stop and derail. oscar pistorius's family

says he was involved in an argument at a nightclub over the weekend. they say pistorius was accosted by a man who aggressively asked him about his ongoing murder trial. but the man says pistorius was drunk and insulted his friend and poked him in the chest. the interim chairman of the hewlett packard stepped down. the resignation effective tomorrow, hp will talk about appointing a new chairman at its next meeting. voters will decide on a radical plan to split california into six individual states. >> "today in the bay's" stephanie chuang joins us live, stephanie, even if the measure passes, it could face stiff opposition from congress. >> reporter: yeah, that's right, good morning, scott and laura. you know this is the idea by tim draper, a silicon valley venture capitalist whose put in $5 million of his own money. he admitted there's a long way to go and it's not something

that'll happen quickly. jefferson would be the northern counties, north would be wine country as well as sierra nevada. central california and central valley. west would be l.a. and santa barbara. south would be inland empire and san diego. and silicon valley would be basically what is now san francisco bay area. now, draper again leading the plan he believes california now is ungovernable with too many varying interests. >> you can take your state and you can make it whatever you want. and you're going to be at most 45 minute drive from your capital, and you'll be able to create your own constitution. >> reporter: speaking of which, the u.s. constitution requires approval by both congress as well as the california legislature which is of course controlled by democrats and they have already criticized the idea, not to mention, californians support not there yet, a poll taken in february showed 59% of those surveyed

said they would oppose this idea. live in san francisco, stephanie chuang, "today in the bay." >> stephanie, thank you. all right, time to check the forecast right now as we give you a live look outside the golden gate bridge. can't really make out the beautiful archways there, but pretty fogged in. as we're seeing a high clouds over the bay area today too. >> yeah, we have all kind of cloud cover out there and showers on the radar this morning. so thanks for waking up with us on a tuesday, i'm here to tell you we have showers out there. you probably to want give yourself a little extra time this morning if you can afford it as we haven't had showers in quite some time to this magnitude. we're actually getting precipitation measurable to the tune of maybe a.10, up to a quarter in the places that pick up the most. that's unusual for this time of year. nonetheless, we are in a drought, we will receive it with open arms this morning. looking live at the radar. you can see at this point, it is winding down significantly from earlier this morning when the thing was lit up like a

christmas tree. however, we still have light cells that are pushing into loren county right now. i'm watching that guy, also all this moisture is headed up the peninsula, so watch out for slick conditions on 101 and 280. we're going to check on the drive with mike all morning long for you. and he does such a good job of getting you to work on time. looking live here at antioch, mostly cloudy sky this morning, sunol, same mid-level clouds overhead. temperatures here are drop by 10 to 15 degrees in some instances from yesterday where we did hit the triple digits. it was a hot day in the extreme east bay yesterday. it's hot everywhere. as we head throughout the next couple days, monsoonal moisture will surge into the bay area. we're going to see all this activity start to push to the east as we head throughout the day today. and that ridge of high pressure starts to break down a little bit. as a result, we'll see the showers wind down, doesn't have that humidity out there, but temperatures will be nice and comfortable. 85 degrees in the south bay 8 is in the east shore and 83 degrees

for today on the peninsula. even the hot spots today not that bad. 91 down from 105 yesterday out in the extreme east bay. improvement there as we head deeper into the week, temperatures are going to be more and more comfortable, we will lose that moisture that is so viz nbl our at mos -- visible in our atmosphere right now. by thursday, 78 degrees. the only moisture will be from the pacific ocean, not the subtropical stuff. here's mike inouye and your traffic tuesday drive. all right. feeling drier already. bay bridge continues to feel more and more crowded. we have the fast track lanes moving nicely. there is slowing coming off of berkeley curve all the way through the toll plaza and 580. we're looking at your maps in the vicinity, it'll show the same thing, there's 580 coming off of 24. 880 starts to show a little slowing from downtown oakland, that is a typical for the volume of traffic coming through the area. the north bay a much easier drive across the richmond bridge. yesterday after 7:00, you

remember that big rig blocked it. they had cleared, but not until 2:30 this morning. as you're making the cut through again and your smooth drives to and from the ferry terminal. smooth flow towards the dublin interchange. south 680 into sunol. that vehicle ran out of gas over there, vargas, sounds like everything's off to the shoulder and i don't see additional slowing, better flow of traffic into fremont. 880 into the south bay, and the northbound routes throughout the south bay taking up that volume again kicking in, we didn't get a lot of relief after the first burst. no delays for the roads or rails, that's a good flow of traffic. we'll look at palo alto along the corridor, and smooth drive north past willow and continuing up into san francisco, back to you. >> thank you, mike. earlier this year, we found out beloved comic book krark archy is going -- character archy is going to die. it's an intense storyline. here's a look at an image released by archie comics.

beach goers pelted by hail. beach in siberia. people running out of the water. some huddling under a small umbrella. now the teenager who recorded this video said the hailstorm lasted 15 minutes. local media reports some of the hailstones were size of golf balls. >> can you imagine running for cover there? >> i didn't know there were beaches there. >> now you do. place to visit. 6:23 right now. today the immigration debate

centers on a small town near tucson, arizona. people in the town of oracle say they will block a bus bringing undocumented immigrants into town. among the immigrants are children, mostly from central america who tried to cross the border alone. the county sheriff says the children will arrive today and will be housed at an academy for troubled youth. now today's protest in arizona very similar to the one that happened weeks ago in southern california. in murrieta. now the california attorney general weighing in on the immigration controversy. she's concerned many of the undocumented immigrants are coming to the u.s. as victims of human trafficking. >> when i see what is happening with these children and women prodominant wloi are coming into the country fleeing harm, i believe that there is a response that we must have. >> harris went on to say that response is first and foremost to make sure the victims and vulnerable people are protected.

there is plans to discuss immigration issues during a summit with her counterparts in park city, utah next weekend. 6:24, the peace corps announcing changes to its application process. people applying to the peace corps can now pick why where they want to serve. the time to fill out an application has been reduced from eight hours to one hour. applicants will be given a definite date for when they'll know if they made it into the program. new study says its found a recipe for preventing alzheimer's. and it's not just one thing you have to do, it's a combination of several common sense items. the study was done with more than 1200 volunteers in finland, people who boosted their memory over two years did the following. they exercised, changed their diet and seeshlized -- socialized, brain training, serious disease and lots of different approaches. >> exactly. do what you can to stay healthy. 233 you call your close friend your family, you mate actually be right.

"today in the bay's" brian moore joins us live in washington, d.c., with new details on overnight air strikes, good morning, brian. >> reporter: laura, this would be ceasefire fell apart in a matter of hours in spectacular

fashion. first, hamas refused to go along with it and fired dozens of rockets into israel. throughout the morning, israel maintained it would go ahead with their ceasefire if hamas would honor it. prime minister benjamin netanyahu warned if hamas did not agree that israel would step up its offensive against the hamas militants, the palestinian militants in the northern gaza strip and that is exactly what has happened in the past couple of hours. authorities there say the guest hole in the past -- deathle to in the -- death toll in the past couple days, over 190. injured, 1400. there was an international aefrt to bring both sides to the table, egypt jumped in and tried to come up with something that both sides could agree to, but hamas said that it was whereby in the words -- in the words of

a spokesman, it was a joke, surrender. hamas said absolutely not. now the fighting it is back on full strength laura. >> john kerry had considered going to the middle east, is he still going to make that trip? >> reporter: no. that appears to be off now. he was in the vennia. he has issued a statement strongly condemning hamas, calling the rocket strikes after that ceasefire hour brazen. >> one to watch, brian moore, live from washington, thank you. 6:32, fire crews continue to battle the wild fire in shasta county this morning. its burned more 5500 acres destroying eight homes. it's only 15% contained. late sunday night, the flames jumped a fire line triggering a new round of evacuations and road closures. investigators say the fire started on friday from exhaust

from a truck at an illegal marijuana grow. its been so dry out there as well, but changes in the forecast this morning as we take a live look outside along the embarcadero in san francisco. we're used to the fog rolling in, but probably not this much moisture for july. let's check in with meteorologist christina loren. >> i love that old structure in san francisco. good morning to you. and yeah, we do have what iconic fog in the city, but a different sky to show you this morning in the oakland hills. look at that, plenty of midlevel moisture coming through, it's muggy out there, let me show you what else we have in store for you this morning in pleasanton, same cloudy sky here, gorgeous sunrise and comfortable temperatures. right now mostly in the 50s and 60s. i want to show you what it looks like meanwhile heading further into the west. you can actually vaguely make out oakland here in the background, although it is very overcast and plenty of midlevel and low clouds here. let's go ahead and show you know

what it looks like. across the bridge at at&t park. little choppy on the water, wind will pick up just like it did yesterday. south now to the peninsula, la honda, beautiful start to the day. gorgeous start here, not a lot of low cloud cover or fog. here finally, beautiful downtown san jose, what a way to kick off a july morning. not too hot for today. we're going to take your temperatures down by about five to ten degrees and we have rain-cooled air to talk about. look at all the shower activity over the past three hours. now once this radar stops far brief moment, that's where we currently are, boom, you can see not a lot of activity at this point, but as we head throughout the next couple of hours, hit or miss showers coming into the bay area, still fair game for the windshield wipers. maybe five to ten minutes at a time this morning. lingering subtropical clouds this morning. at lunchtime, temperatures will definitely be more bearable than yesterday. 85 degrees for the south bay. 83 degrees on the peninsula today.

and 81 degrees on the east shore, 70 for san francisco, 82 in the north bay and the hot spot, 91 degrees out in the tri-valley for today. yeah, little bit of moisture out there. not too bad. let's see how the drive is shaping up. here's mike inouye. >> not too bad despite the moisture, christina. we had fogs and low dplouds spot. it's not a big factor for your morng commute. the metering lights are on, and that's what's causing the back-ups here. predictable for a tuesday. we'll look at maps, as we come off the curve, slowdown. also eastbound coming off the treasure island area, now we have no sensors. that may be indicating what's going on. i was confused by something slowing the sensors, but the not reported on chp and not visible from the live cameras either. so far, easy drive between oakland and san francisco across the bay. the north bay remember that sir francis drake reopened, it was the 220 this morning after the long closure yesterday and the crash that has cleared. you can cut through between 580 and 101, there's construction that may be doing. use caution, always use caution,

that's a tough, narrow roadway there. smooth drive through the tri-valley, south 680 slow, we do have a slower drive heading through fremont, but the earlier stall looks like its cleared. 580 shows you dublin and the proech towards the interchange, still good volume of traffic. live camera tells the whole tale there. a lot of folks there, focus on the roadway folks. back to the maps and we see a smooth flow of traffic down to the south bay. slowing 880 through hayward, typical there as well as north 101 past the airport. and another live look shows you across the san mateo bridge. coming off the high-rise, easy drive through san mateo which is a sticking point, but right now, no problem. >> sounds good. >> thanks, mike. 6:36, still ahead, can the giants salvage their season as the trade deadline looms? amy g. gets a former all-star's take next in your black and orange update. all right. speaking of san francisco, live look outside, and maybe guy just taking it easy there this

earlier the year, the governor asked for all of us to cut back by 20%, the statewide average so far, just about 5%. and that's why those mandatory cuts are in the works. the state water resources board will vote today to slap a $500 fine on anyone who overwaters their yard and has a water feature that doesn't recirculate the water. people who wash their cars without a nozzle are also subject to a fine and the only way you could hose down your sidewalk or driveway is if there is a public health concern like human waste. >> the state water board is looking at some restrictions that would be applied statewide that would really put some teeth into what we've been asking people to do for months, which is to really avoid wasting water. >> reporter: critics say that any money spent on enforcement would be better spent on educating people that conservation could mean enough water for 3.5 million californians for an entire year. now if the board enacts those mandatory measures at their meeting today, they would go into effect immediately and

moving forward. the backers of six california say they have enough signatures to get it on the ballot. stephanie chuang joins us live this morning, interesting idea, but a long way to go. >> reporter: long way, lawrie rab, that's right. in fact the latest poll shows that 59% of californians surveyed oppose this idea that would be on the november 1016 ballot. the idea would be to split it into six different states, jefferson one the northern most counties, knot with wine country and sierra nevada. central, central valley. south inland, san diego, silicon valley who is now san francisco bay area. silicon valley capitalist is leading the plan he's put in about $5 million of his own money. he believes six new states would force governments to compete for us, work for us, and we spoke with people this morning who h very different reactions to the idea. >> i think it's working fine,
