morning the line was leaking, a lot of oil. vapors from that oil somehow caught fire. crews quickly knocked down the flames. what appears to be white smoke you see here, is normal steam from the plant. refinery's off interstate 580 near the richmond/san rafael bridge. firefighters say no one was hurt, there's no threat to nearby homes. chevron wants to give the refinery a $1 billion face-lift but not everyone's on board with the idea. some critics say they do not trust chevron to conduct clean and safe projects, especially after a massive fire two years ago. chevron says the project would add hundreds of jobs and expand the ability to process crude oil and oil with higher levels of sulf sulfur. in the middle east, israel intensifying air attacks in the gaza strip following the failed egyptian cease-fire proposal after nine days of fighting. number of dead in the region around 200. more than 1400 wounded.

leaders in gaza say israeli warplanes targeting homes of hamas officials turning neighborhoods into piles of rubble. after rejecting the plea deal yesterday, hamas, extremist group, ramped up rocket attacks, some got past israel's missile defense system killing at least one man. the woman accused of shooting heroin into the veins of a bay area tech executive will face a judge this morning. alix tichelman watched forest hayes die on a yacht and didn't call 911. in just a matter of hours, tichelman expected to be in a santa cruz courtroom to answer to manslaughter charges. that's where we find "today in the bay's" bob redell with the very latest. good morning. >> reporter: good morning. what's of note, recall when alix tichelman was arrested a week and a half ago, she was arrested on suspicion of second-degree murder. but the d.a.'s office ended up charging her with a lesser crime of manslaughter, telling us that

right now there's no evidence to support otherwise. and the main piece of evidence, according to the prosecution, is a video that allegedly shows tichelman injecting former google exec forest hayes with heroin and doing nothing to help him as he convulsioned and died. tichelman, a 26-year-old prostitute, had an ongoing pay for sex relationship with hayes when the two met last november on his yacht. it was the surveillance camera on board his vessel that captured his death. hayes, 51, married with five children, had a long successful career as engineer in silicon valley. now, this case here on the west coast compelled police on the east coast in milton, georgia to re-examine another heroin overdose death allegedly involving alix tichelman. back in september of 2013, tichelman was with dean riopelle, a 53-year-old atlanta nightclub owner and one-time boyfriend. she told police she found him on the ground after she got out of the shower, after the two had

been drinking and shooting up throughout the day. here's a portion of her call to 911. >> um, i don't know, i think my boyfriend overdosed or something, like he's -- he's -- he won't respond. he's just laying on the ground. i don't know. >> okay. are you with the patient now? >> tichelman is in custody here in santa cruz, held on $1.5 million bail. again, she's expected to enter a plea in court today. that will be later around 8:15. live here in santa cruz, bob redell, "today in the bay." a pricey car caused quite a mess in san jose. take a look at these pictures. a drive of in a jaguar slammed into a hydrant last night, took crews 30 minutes to turn off the gush of water. no word on what caused that jaguar to hit the fire hydrant. some peninsula seniors losing their gym say they're not going down without a fight.

the 35-year-old ymca facility on page mill road slated to shut down later this year. today ymca leaders can expect to hear people protesting that closing. "today in the bay's" kris sanchez joins us in the palo alto community, why this is create an uproar. >> reporter: a small gym facility, membership of 2300 people. but because the facility is slated to be closed abruptly, members say, because they underwent a capital campaign for fund-raising, they have a lot of questions. so the board of directors tonight at the community meeting, expect to probably hear an earful. there are 2300 members of this page mill road ymca. they found out last month the facility's going to close for good in october. the board says for financial reasons. in a all right, ymca silicon valley told them the gym needs upgrades including new heating and air-conditioning system, and the board could not make a $2.8

million investment it could not recoup. members tell us they feel disregarded. >> if there's a money problem, it should have been brought to us and we could figure out a way to do that. >> they mentioned they were trying to serve the community better. this is a community and i don't feel they're serving us. >> reporter: now many of the members of the page mill ymca are seniors. they say they're not interested in going to another facility even if they have a three-month free membership because many facilities are family facilities and not suited for their needs. tonight's meeting at the unitarian universalist church in palo alto west of middle field road at 5:00. we expect it to be lively because many folks say they have questions about the financial reasons that the board is giving for the shutdown of the facility. they say they underwent a capital fund raising campaign, asking dors to donate for perhaps slated for this facility

we're hearing four hours for the closure. we're tracking that in the newsroom. southbound 680, coming down through pleasanton and sunol, highway 84, big rig and a car on the shoulder. distraction playing a part in the commute. slower drive from pleasanton into sunol. rest of the bay, a predictable flow of traffic. approaches to the bay bridge. but at top of the screen, westbound, 880, around san pablo, word of a crash there. two marked on the roadway, two on the reports but they have the same details. we'll track that. travel on the roads and rails getting unbay, b.a.r.t. reports no delays from oakland to san francisco. better option for the rest of the peninsula, caltrans, vta, south bay. look at bay bridge toll plaza. you have that backup, all lanes, because metering lights are on. fremont, closure for the 160 and fremont boulevard. the third major crash in the

campus. happening now, hollywood action star, the rock, shooting his latest movie near fisherman's wharf in san francisco. the filming is closing off parts of the embarcadero. >> "today in the bay's" stephanie chuang join us live from san francisco. not everyone happy hollywood's in town. >> reporter: that's right. good morning. a mostly merchants at fisherman's wharf because the closure is not jefferson street, the main street here that drivers use, though there is some parking taken away on the street. it's embarcadero, the road closure signs and police officers there that is closed from powell to taylor shut down. that runs straight to the wharf. first in the line of movies set for san francisco, this is something we could see quite a bit around the city. trailers started ar ed ed aarri 4rk for the movie "san andreas" about an earthquake hitting california. two different filmings done, unit two for stunts, unit one involves stars and these are unit one shoots.

we may get a rock sighting but he's been on press tour for nor movie. most filming is being done in australia but filming in san francisco that lasts over a week. filming set to wrap up in the area around the wharf 1:00 before moving on to different san francisco locations including russian hill next week where there's reportedly a scene solving a few hundred extras running down hyde street. here by fisherman's wharf i spoke offcamera with a crew member who told me part will be focused on the corner here where you're looking at the arch. apparently there will be a cruise ship, special effected in swept away by tsunami, crashing into the golden gate bridge. that's the scene here. "san andreas" just the first of a few movies, we're told, filmed here in san francisco. the next in line will be "terminator 5," starts august 5th, i'm told, and that will include arnold schwarzenegger.

62 east shore. as we get into this afternoon 70 on the east shore, comfortable day. 80 south bay. hot spot, not too bad today. oakland looking good. tri-valley temperatures this afternoon will hit 85. that's it. check your drive here and everywhere else. mike inouye. >> we'll take you out again. folks, if you travel across the dumbarton bridge eastbound, heading in toward fremont and newark, off of dakoto, continue across 880, it's a surface street. it's closed. there's a closure between dakoto and ferry for fremont boulevard and may come in to play as folks coming off the dumbarton bridge next hour. volume will build and traffic may back up, for sure on fremont and toward 88 on fremont, heads up major portion of the interchange around fremont, traffic controlled because of a major crash. crew heading to the scene. of course we'll bring you more details as they come in.

"today in the bay's" brian mooar is live in washington, d.c., this morning. there's hope for a bipartisan compromise but congress will have to act quickly. >> reporter: yeah, also lawmakers will have to give something to get something. today the next few days are about editing those wish lists. president obama asked for $3.7 billion but it done look like he's going to get everything he wants.

house republicans today are calling for a surge of national guard troops in streamline deportations to battle the immigration crisis at the border. >> hopefully, by the end of the week, we'll have a better idea of how we might move ahead. >> reporter: democrats want to care for underaged immigrants until sent home. >> how does an 8-year-old make a credible case without assistance of an attorney, without getting documentation necessary to make a case before the judge? >> reporter: lawmakers have the next two weeks to find middle ground, one bipartisan plan pushed by two texans, congressman henry cuear and north john cornyn. >> it's going to double next year unless we deal with this. >> what we have seen is that when congress wants to do something they can act quickly to get it done. >> reporter: far from the capitol, the immigration issue has divided a small arizona community. some welcoming a few dozen underage immigrants set to be

as we look at south bay map, 152, i talked about that crash and closure, that is cleared for folks out of hollis ter and toward 101 and bay area. rest of the south bay, slowing, 101, 87 through san jose, no surprises there. this is a big surprise, fremont, we have that closure and for another few hours, fremont boulevard between decoto road and ferry, one block to the north there, that is closed because of a crash both directions are closed. waiting on details on that. this could affect folks coming off the dumbarton bridge who head east over 84 in toward fremont and newark and continue for a couple of blocks towards the scene of the closure. 880 north past the next exit that will get you past the scene of the crash. bay moving smoothly. slow southbound 680 from pleasanton in towards sunol kicked off by an earlier crash. here off the castro valley y,

slowing, toward hayward. live shots outside as well across toward the bay bridge toll plaza, smooth drive approaching out of the maze. off of the east shore freeway, another crash, could cause slowing for the upper east shore and the backup. another live look, peninsula where we're starting to see more traffic flowing here. palo alto, no big deal. san mateo southbound side maintains a good speed by highway 92. good stuff. mike, speaking of san mateo, officers and deputies in san mateo county taking part in a traffic crackdown today. there will be extra officers on the road looking for speeders and people not wearing seat belts. of course, drivers using cell phones while on the road using them improperly, anyway. take careful, extra care on the roads. 4:36. police in fremont looking for whoever broke into a tech business stealing tens of thousands worth of computer equipment the burglary happen at iturner networks. the thieves got inside by

into new this morning a man behind bars accused of breaking into the kennedy compound overnight and he did it all for his favorite pop singer. video at the compound in hyannis port, massachusetts. 53-year-old james lecroy told police he was inside the home because he was looking for katy perry. police say he wanted to talk to a member of the kennedy family. at least one person was home during the break-in. he's expected to be in court later this morning. new video this morning of one of several people carried off the south african airways flight on a stretcher, at least 20 people hurt, 2 seriously, after the flight hit severe turbulence on its way to hong kong. the plane landed early, medics waiting to help those hurt. 165 people on board. 6:40, breaking news, fuel leak, small fire at chevron refinery in richmond.

waiting for cues. this is why this stretch has been closed down, this stretch that goes straight to the wharf. i want to show you a crew member told me the scene that will be shot here, the arch there will be part of the movie, as well as extras, and apparently cruise ship set to be washed away by a tsunami and hit the golden gate bridge. that's a lot of activity. the movie is "san andreas," starring dwayne johnson, the rock, about an earthquake hitting california. he plays a pilot trying to search for his daughter here in san francisco. the trailers started coming after 4:00. most of the film shot in australia but there are several days of shooting here, last one sunday july 27th. one other location besides this one, russian hill, hundreds of extras supposed to run down hyde street in a panic. shoots that do involve cast members. we may get a rock sighting.

fremont. rest of the bay looking predictable for you wednesday. around the south bay, starting to show the build in the northbound routes. toward the bay bridge, maze is all right. it's upper east shore, series of crashes between appean and san pablo. the rest of the free smooth. oak new york problem for that direction, northbound toward toll plaza and golden gate bridge. you see a smooth drive and clear view for the span. low clouds on the north side. today we could hear from the woman who investigators say watched the silicon valley tech exec die after she shot him up with heroin. investigators say alix tichelman did not even call 911 while forrest hayes was overdosing on his yacht. surveillance video shows her casually stepping over his body before leaving the boat. in a matter of hours, tichelman is expected to be in santa cruz courtroom to answer to manslaughter thises where we

find bob redell with more. >> reporter: good morning. you might recall that when alix tichelman was arrested about a week and a half ago here in santa cruz, she was arrested on suspicion of second-degree murder. but as you pointed out, the district attorney did charge her with a lesser crime of manslaughter, telling us there's not enough evidence to support otherwise. the mane piece of evidence according to the prosecution that is video that you mentioned allegedly showing tichelman injecting former google exec forrest hayes with heroin and doing nothing to help him. tichelman, a 26-year-old prostitute, had an ongoing pay for sex relationship with hayes. when the two met last november on his yacht, it was a surveillance camera on board that captured his death. hayes, 51, married, five children, had a long successful career as engineer in silicon valley. this case here on the west coast has compelled police in milton,

georgia, to re-examine another heroin overdose death allegedly involving alix tichelman. back in september of 2013, tichelman was with dean riopelle, 53-year-old atlanta nightclub owner and one-time boyfriend. she told police she found him on the ground after she got out of the shower after two had been drinking and shooting up throughout the day. here's a portion of her call to 911. >> is he awake? >> um, his eyes are open but he's not awake. >> is he breathing? >> yeah, he's breathing on and off. >> okay. why do you think he this is an overdose? >> because that's -- there's nothing else it could be. >> okay. accidental or intentional. >> i think definitely accidental. accidental. >> alix tichelman is in custody right now here in santa cruz county being held on $1.5 million bail. she is expected, as you

mentioned, in court in over an hour where she's expected to enter a plea. live here in santa cruz, bob redell, "today in the bay." 6:52. mountain view investigators are trying to figure out what caused a house fire that sent a man to the hospital. that fire broke out on elm wood street near central expressway and shoreline last night burning the basement and the first floor. a man suffered smoke inhalation and minor injuries. today a judge will hear final arguments in the battle over public access to martins beach. silicon valley billionaire bought the property along the san mateo county beach in 2008. he locked the gate to the private road to keep beachgoers away. the surf rider foundation says he needed a permit from the county or the coastal commission to block that road. it says he never got one. the ruling not expected for several weeks. peninsula seniors who may be losing their gym say they're not going down without a fight. the 35-year-old ymca facility on

page mill road will close later this year. but at a community meeting today, ymca members will have a chance to speak their mind. "today in the bay's" kris sanchez live from palo alto this morning with why this facility means so much to those members. good morning. >> reporter: good morning. this is a pretty nigtight-knit group, working together for 15, 20 years. now the gym's cloeg they want a real reason why. the 2300 member of the ymca found out last month that the facility will close for good in october. the board says because of a financial decision. in a letter the ymca silicon valley, oversees 11 different facilities told them the gym needs an upgrade, including new heating and air-conditioning system and the board decided to not make $2.8 million investment it could not recoup. a member of the board filed a formal complaint because of a recent fund-raising campaign

which he says likely happened after the decision to close had already been made. >> the central office of ymca of silicon valley probably knew several months in advance that they were planning to close this branch, yet they allowed our campaign, our fund-raising campaign, to go forward. >> reporter: many of the members of the page mill ymca are seniors. they are not out in the cold. ymca offering three months free at other ymca facilities but they are family facilities in palo alto and east palo alto and for the seniors they say it's not a good fit. tonight's meeting at the unitarian universalist church on charleston road in palo alto, west of middle field road, middle field road i should say, starting at 5:00. they are going down swinging, they want to know the reasons why the board is shutting down the facility which they say is

profitable. and they want to make sure that their voices are heard. in palo alto, kris sanchez, "today in the bay." 6:55. it is official, wasting water could cost you up to $500 a day. new rules take affect next month with vie laters facing hefty fines. no hosing down driveways or sidewalks, no excess run-off watering landscape, no fountains that don't recirculate. you can only wash your car if your hose has a shut-off nozzle. there are exceptions but only if health and safety are in jeopardy. more details about our historic drought. scientists at uc davis say so far the drought has cost farmers and workers more than $2 billion. 5% of state. total farmland is fallow, and that puts about 17,000 seasonal and part-time workers out of a job. this is the third worst drought ever. >> speaking of water, check out this video, a giant slip and
