a ditch and now a major south bay off-ramp subpoena shut down. who shot at a malaysian's airlines plane out of the sky? new developments overnight, coming up. and good morning to you, i'm meteorologist christina loren. what a beautiful weekend we have in store for you. strong onshore flow today, natural ac kicks back on, comfortable all weekend long, and then next week, a slow warm-up coming your way. we have a lot going on across the bay area, we'll give you the forecast for all the big events in moments. while 10 # # looks just fine here in san jose, it is friday, unexpected and a closure off of the same freeway a little further north, we'll follow that coming up. and looking live at the bay bridge as the bay lights just staurts to wind down. a beautiful start to this friday, july 18th, this is "today in the bay." from nbc bay area, this is "today in the bay." good morning, and thanks for joining us, i'm kris sanchez in for laura garcia-cannon.

>> and i'm scott mcgrew. we have breaking news overnight. a man under arrest, his wife is dead following a crash in the south bay. investigators say the car was exiting highway 101 at lawrence expressway and lost control in sunny vail early this morning. >> here's a live look at the scene where investigators say the driver was drunk when the crash happened. he now faces dui and vehicular manslaughter charges. derek shore is there, live report coming up in ten minutes, but right now, we to want check the traffic situation with mike inouye because there is a broad based impact here. >> yeah, driving through the area, even if you don't use the off-ramp, folks we want to show you what's going on. let's talk about located, northbound 101, typical slow down just starting around 680, 880 is what we typically see. we'll zoom in towards the border, and that's where we do see slowing northbound, congestion, and folks have been hearing about this. you can use the great america

parkway off-ramp which is prior to lawrence expressway. the closure here, and you see the slowing that's starting to develop over the last ten minutes through that area. so you'll head over towards bowers if you need to get there and head to scott which turns to arkez and back to lawrence expressway to get you through the surface streets in the area. this will continue to at least 7:00 when derek tells us. we'll have the update in a few minutes. meanwhile the flow of traffic moving nicely. there are no major businesses just off 101 and lawrence. google and yahoo, they're further north. just keep that in mind, it'll affect the local traffic flow through the portion. tri-valley showing a typical build for a friday. that's better news for 580. nothing really dramatic. we'll see the build for 680 coming up over the next half hour as well. you pick your path around the bay, and the rest looking good. slowing for 880 through the fremont, bay bridge toll plaza, we have the backup here, but no drama coming off of the freeway. that's what we want in the morning, no drama.

no for oakland as we come back to the desk, we have the a's playing tonight, there'll be post work traffic. a's versus o's. >> battle of the vowels. >> thanks, mike. we have new overnight details for you this morning on the malaysian airlines flight 17 which was shot right out of the sky by a sophisticated miss until war-torn eastern ukraine. that crash site now a crime scene. controlled by the people who may consider to be the prime suspects. pro-russia separatists. independent investigators do not have access to the crash site. we're still waiting to hear for sure who shot 12 it down. we're also getting new information about the 298 people killed on board, the majority of the dead are from the netherland, but so far, no americans confirmed to be on the list. this morning we have live team coverage, nannette miranda join us shortly with a look at why the plane was flying over ukraine in the first place. let's start with stephanie

chuang with new information, stephanie, that is just now coming into our newsroom. >> reporter: that's right, good morning scott and kris. authorities were trying to determine the nationalities of some passengers still. we just learned in the last few minutes they've been able to identify 11 more of those. nine people whose nationalities unknown. and no word yet still if any of the people were americans. as for the investigation, we are learning from the national transportation safety board that it has not made any decision on whether to send investigators, adding that it is reluctant to send a team into harm's way. malaysia says it'll send more than 60 people to the crash site. as you said, question is where did this missile come from expect fighting between ukrainian military and pro-russia rebels has been going on for three months in the area where the plane was shot down. russian president vladimir putin just this morning calling on kiev and the rebels to engage in direct talks, but he has blamed the tragedy on ukraine. meantime, ukrainian foreign minister reportedly says his country's troops did not have those missiles in the area and

said none had been seized by the rebel fighters in recent weeks either, this is insinuates that russia supplied the missile or it came from russia period. >> this was a mistake, and therefore more likely to have been a ukrainian separatists shoot down with modern equipment they didn't understand. >> what should we be doing against of the separatists in ukraine? >> reporter: another question is where the flight recorders. at first rebels said they located eight of 12. this morning a rebel leader saying they found none. rescue workers reportedly found tw two. rescuers are taking bodies north of the crash site, stephanie chuang, "today in the bay." >> we have more details now about that missile the u.s. believes shot down the plane. it is a sophisticated missile system called buk.

it has a range of 70,000 feet, far higher than the 33,000 feet that jetline ere was flying. it takes a well-trained crew to operate the system. the buk launchers were developed by the sow yet union in the 1970s and remain in use today across the region. defense experts believe ukrainian forces may have abandoned the buk launchers when they retreated from the area, and that that's how the rebels potentially got their hands on it. if you are traveling overseas, how do you know if your pilot is taking you over dangerous air space? >> let's turn to nannette miranda, she is live inside sfo with what you need to know and what we can know, nannette. >> reporter: in the wake of the shoot down, malaysia airlines said it'll be taking alternative routes on flights to and from europe, and it appears other airlines are taking similar steps. back on april 3rd, the faa and the civil organization warned pilots of the possible existence of serious risk to safety of

international civil flights. malaysia flights 17 flight plan was approved. then last week, ukrainian officials warned pilots to not fly above eastern ukraine between 26,000 and 32,000 feet. the malaysian flight was shot down at 33,000 feet. the altitude ukrainian air traffic control told them to maintain, even though pilots wanted to go to 35,000 feet. not long after the crash, many airlines avoided the area according to radar data. it goes over questionable areas, called the airline and ask, also know which airline you'll have on each leg of your journey because many airlines partner with other airlines on certain routes. flightaware.com is an additional source showing the path traveled by previous flights. >> it's up to the airline to tell pilots, their own pilots, we're not flying this route. we're going to take a longer route to avoid this area. that's what the faa did the with the u.s. carriers. the question's going to be, why

if that's something you're into, it's going to be nice out there all weekend long. not too hot, not too cold. goldy locks weather. live look at san jose, most lit cloudy sky, over to emeryville now, same overcast started in san francisco, little choppy out there on the bay, and yeah, little cloud cover here, but still, you're looking really good as you drive across that bay bridge this morning. 63 in san francisco, 64 in oakland, and 62 degrees in san jose. these are your current temperatures, this is what psychiatrist talking about, it's really mild out there. and # 5 degrees -- 65 degrees in oakland, only bringing that up to 75 in the heat of the day. low clouds, let me show you the bay area from space. kind of zoom in for you. and what's great about this, as you can see, that the low clouds span all the way into the delta, they'll be talking about that delta breeze in sacramento for today. they're going to get a little of the cooling as well. that marine influence is back and we're down with the humidity as a result, but that fog will burn off as we progress throughout the day.

look like things are changing right there, right now. and here are today's top stories. within the last five minutes, both the ntsb and the fbi announced they will send investigators to ukraine. it's still unclear exactly when. malaysia airlines flight 17 shot down by a missile near the russia border. 298 people are presumed dead. we don't know yet if any americans were on board. israeli troops are pushing deeper into gaza as we speak. already in the first day of the ground conflict, at least 19 palestinians and one israeli soldier have been killed. israeli's prime minister benjamin netanyahu says they're targeting understood ground tunnels used by hamas. today san jose will close down cannabis clubs throughout the city as tough new restrictions go into effect. about a third will be ordered to close today and more will be shut down in the coming months. and an update to breaking news now, police say alcohol may be the cause behind a deadly

crash in sunnyveil overnight. one person was killed, four others gyred. this happened on highway 101 at the lawrence expressway off-ramp. derek shore is live at the crash scene, and derek, officers have now assisted the husband -- arrested the husband of the woman killed in that crash. >> reporter: incredibly tragedy ir story as -- story out here as i step out of the way. it appears that chp is in the pros of clearing this accident. it was a one car crash, and you can see that honda accord up on that flat bed. it is being towed away. and it is the location just a little bit further down where that woman was killed. according to officers, it was supposed to be a night of fun, instead it turned tragic, the people inside the honda accord were celebrating one of the passenger's 23rd birthdays. initial investigation shows that the driver was speeding on the off-ramp here, failed to stay on

the curve, and flipped the car. his wife was killed, he and four, excuse me, three other passengers were taken to the hospital with significant injuries. none of them wearing seat belts. the driver suspected to be drunk at the time is now being charged with a causing the crash that killed his own wife. >> he's been officially placed under arrest. he's being held at the hospital, and he is, he's going to be charged with vehicular manslaughter and felony dui. >> reporter: we are told officers had to break the news to him at the hospital that it was his wife that passed away. and he was being charged in her death as we come back out here live again as you can see that honda accord on a flat bed in the process of being cleared. caltrans still needs to get out of the way, but we are expecting the off-ramp to be opening in just the next couple of minutes. that's the latest here from sunnyville, derek shore, "today in the bay." >> really sad, but they she might have survived hd they been wearing seat belts.

they weren't wearing their seat belts. let's bring in mike inouye to talk about how this is going to affect your commute. how tragic. >> any time anything like that happens, it's tragic. over here to the south bay. this is the impact it's having, scott, the traffic slowing, we see from north 101, and clear typical for a friday, but here we've been noticing that slower drive for about a half hour now heading up out of santa clara and towards sunniville approaching the expressway. where that off-ramp is still cloegsed, derek showed us they had that car loaded up. and there was some glass on the roadway too, still clean up to go on, we're expecting that opening by 6:30 perhaps. maybe just shortly after. for now you can use bours, take that south to scott and back over towards lawrence expressway. this should clear up as that distraction really is the biggest issue that clears from the roadway. as we get a look up there, we have a live shot from derek, look at that, they have that

truck on the back of the pickup truck. there's still some glass i've seen scattered around the area. a little more clean up and hopefully reopen well before 7:00, but again, we'll track this. this is off of northbound 101 at lawrence expressway. let's cover the rest of your commute now as we get in towards the tri-valley. nothing unexpected for 84 or 580. 680 looking lighter than we often see. easy drive across the san mateo and approaching the bay bring, we have your back-up because the metering lights are on. no problems throw throughout the quadrant of the east bay. live look for palo alto, the volume's picking up just label the. here's northbound past willow heading up in towards san mateo county. easy flow there, no problems for 280. we'll check 101 further north. the golden gate bridge, while you can make your way across the spab, you can see the north tower with low clouds and fog drifted in. and we have another caltrans crew heading north along the area. there was discussion earlier, now looks like they're doing something with the cones here.

bay. right off the bat it's nice, and it's not going to get too hot in with that mild start out there. san francisco showing you a full deck of low clouds overhead. i want to show you san jose, same murky sky, but even though it's not that pretty to start the day, it's going to be spectacular to finish it off. and you can see right here, in sunol, mostly cloudy start to the day, that's a great sign. even out in the tri-valley, the extreme east bay, we are getting that beautiful marine influence. so beautiful weekend as a result. temperatures are going to stay nice and level along the peninsula. you'll be at 82 degrees on saturday, 79 degrees on sunday. really good-looking day there. comfortable conditions in the north bay, upper 80s to low 70s for you and in the east shore, upper 60s in oakland, great conditions this weekend. as we head throughout the next couple days after the weekend, temperatures are going to start to warm up. but hey, we're going to get spoiled, saturday, sunday, monday, holding on to that gorgeous weather, then tuesday and wednesday, the climb is on. you'll notice that on your seven

happening now a massive typhoon is bearing down on china and vietnam. wind and rain have already started pelting southern china. the typhoon has left a tail of destruction across the phileppines, killing 54 people. and hours ago, it was upgraded to a supertyphoon. it is expected to hit a popular tourist destination. state media says this may be the strongest typhoon to hit the area in 40 years. major storms to major wild fires, there are more evacuations this morning for communities in washington state. where a cluster of wild fires continues to spread. four separate fires started on monday combining into one large fire. a local sheriff says it at least 35 homes have burned and it's the worst fire he's seen. 30 years. zplmpblts in california, the wild fire burned in shsats

county can be called deadly. body has been found in the burn zone. the victim was trying to escape the flames. the bully fire started a week ago and has now burned more than 17 square miles. it is 51% contained. evacuation orders in the area have been listed. restaurants supplying sisqo will have to pay fines. nbc bay area investigation last year discovered trucks dropping off raw meat, milk, and other perishable foods in unrefrigerated sheds. that would then be picked up and delivered to schools, hospitals, hotels, and restaurants. our report triggered an investigation by the state health department, which ultimately filed a lawsuit against sisqo. the company agreed to settle with the state for $19.4 million. in a statement, the ceo said we accept responsibility for the break down in our system in california. and we've taken this opportunity to improve our practices.

follow-up now to a security breach at sfo where an investment banker is accused of being drunk and posing as suggest agent. they arrested eric slighten on tuesday for being drunk in public. this was at a security check point in the international terminal. detectives are checking out reports that he may have patted down women in a private screening room. so far, no victims have come forward. the website for hong kong investment firm lists him as a partner. his online bio lists him as the founder of a san francisco-based software company. slighten will be in court next month. well 6:26, still ahead, we have continuing coverage of the plane shot down over eastern ukraine. and new details about the people who were on board and who might be to blame. plus a new twist in the devastating limousine fire on the san mateo bridge. why the limo company's fines are being reduced. let's take you out live to the bay bridge toll plaza. looking fairly decent there for

transportation safety board and fbi investigators will be heading to eastern ukraine to join an international, and more importantly, impartial investigation into what happened to malaysian airlines flight 17. u.s. officials already believe they know what caused this tragedy, they believe it was a ground to air missile that took down this craft. it's something that authorities have been looking at from the very moment this crash happened. they believe it's one of thooez type of missiles, russian-made and the type of missiles that the pro-russian separatists have not only bragged about using, but have used to bring down ukrainian military aircraft in the past several days and weeks. vladimir putin, the president of russia today is taking zero responsibility. this morning at a cabinet meeting, putin said that it is ukraine's responsibility here, he says that if there was peace in the disputed area, that this never would have happened, but

u.s. officials are hoping to get a little bit closer to what happened and they're hoping that u.s. investigators, once they hit the ground will be able to get some serious answers to some very troubling questions. kris. >> all right, may be difficult though because it is a active war zone. >> reporter: it absolutely is and the latest word is they do hope that there will be some sort of temporary ceasefire, at least in this ten or so mile area where this crash happened. the russian authorities do not want more problems with the world right now. they are in a lot of deep, deep hot water on this one. and they don't need more sanctions, they don't need more trouble. if it was these separatists, the russians to want get a little distance from then and want to the cooperate with the world. >> thank you very much, brian. we have continuing coverage all morning, and you can always get new information at nbcbayarea.com. that's where you can find the

latest updates and our new video right there on our home page when we're not on the air. update now to breaking news, a major crash killed a woman in the south bay, her husband is now facing charges, investigators say the man behind the wheel with four passengers last control of the car on highway 101. lawrence expressway, near the santa clara border. driver's wife was killed, passengers, major injuries. expected to survive. >> tragedy here, friday we're expecting a light traffic flow. this is what happened overnight. there's no guardrail there. so we're going to let chp do the investigation as they are continuing, and just about finishing right now. we do have that car that has been removed from the embankment. the balance has taken those folks to the hospital and of course the coroner has arrived on scene for their investigation. derek shore gives us those updates as well. we're talking about a smooth traffic in the area. we see it dogging down around ballis. if you needed to use that

expressway offramp, plan on using bowers. it's just a little bit to the south. take scott boulevard over to the west, turning back on the lawrence expressway to get you through the area. major companies like google and apple, and yahoo, that's further north, but still, folks use lawrence expressway to travel down central expressway and maybe go to 237 in the north. just keep that in mind, we see the build, unusual for that spot, especially on a friday. meanwhile the rest of the commute looking typical for a friday. lighter volume around the bay, slowing for the tri-valley and 880 out of hayward and in towards union city. we will give you a live look out there and show you oakland past the coliseum, smooth drive right now northbound and southbound. later on today, this evening, there will be an a's game, a's versus orioles. there'll be postwork traffic expected. it's friday, just relax by the coliseum and expect it, plan ahead. >> plan ahead. >> good plan. all right, it is time now to check your forecast as we look live at sunol.

one of the spots that will be quite sunny later on today. meteorologist christina loren joins us from the weather smer, good morning. >> hey good morning, kris, scott, everybody at home, and happy friday to you. temperatures this morning, mostly in the 60s as we head throughout the day today, we are going to bring these numbers up to the mid-80s at best. even in the warm spots. really comfortable conditions as we get into this afternoon. temperatures right now though are warm enough for you to head outdoors without that heavy jacket. you don't have to lug the coat arounded with you for today. 63 in san francisco, wooechb a full deck of clouds, comfortable start. you only get a few opportunities, even in the summer time to go sans jacket in the city by the bay. i want to show you san jose. this is high atop mt. hamilton. we have a full deck of clouds overhead, and that's what's going to keep us cool later on today. clouds burning off by lunchtime. 81 in the south bay. 7 on the peninsula and san francisco today, 66 degrees. strong breeze picking up later

this evening. between about 5:00 and 8:00. you'll really notice that westerly flow increasing. otherwise, great looking day in wine country. 81 degrees throughout, we'll see gorgeous conditions on the east shore, 69 degrees, and yeah, even in the hot spots in the tri-valley, 84 degrees for today. little preview of your weekend and the beaches because they will be the choice place to be as we head throughout the next couple days. 70 degrees on friday. beautiful conditions today in santa cruz. then throughout the next couple of days, just bringing the numbers up a touch for your saturday, but we'll drop them right back off to today's standards as we get into the your sunday. overall, looking fantastic. hard to beat this, great to be in the bay area, scott and kris. >> thank you, much. burlingame limo company will not have to pay as much for fits involvement in a deadly fire on the san mateo bridge last year. the california public utilities commission reduced its fine against the company frp $20,000 to just 5,000. the fine stems from the deadly fire in may of last year that

killed five women on their way to a wreding party. the cpuc released a statement saying in part, the chp which is responsible for vehicle inspections and enforcing state vehicle code was unable to determine if the vehicle exceeded its weight limit. meanwhile, the san mateo district's attorney found that there was not sufficient evidence to support a criminal prosecution. it is now 6:37, still ahead on "today in the bay," israel troops on the move. coming up, we have the very latest on the ground invasion into the gaza strip, what's happening right now.

we have developing news in the middle east as israeli troops march into gaza, it's a major escalation of the conflict in the region which had been limited to air strikes. we have new video overnight showing israeli forces crossing into gaza. already, in the first day of the ground conflict, at least 19 palestinians and one israeli soldier have been killed. the move comes after a ten-day air war between israeli and hamas. israel prime minister benjamin netanyahu says the military is targeting a network of underground tunnels used by hamas. but the ground invasion is not attended to overthrow the islamic group. san francisco general hospital is asking the public to help identity one of its patients. the man you see here was brought to the hospital on june 17th.

you're watching 15 minutes of continuous news, weather, and traffic on "today in the bay." and an update to breaking news san jose man under arrest, his wife is dead following a crash in the south bay. this happened on highway 101 as the lawrence expressway off-ramp on the border of sunny veil and santa clara. >> derek shore is live at the crash scene, it appears it was a night of celebration that turned deadly. very sad. >> reporter: that's right, kris, and we were moved off 101 so chp could open up the lawrence expressway off-ramp which is back open at this hour which is the good news, of course as you mentioned, this is a very, very sad story. a deadly crash that has a husband under arrest for causing the crash that killed his own wife. investigators say that crash ended a night of fun. the five people inside the honda accord were out celebrating one of the passenger's 23rd birthdays. she is among the four injured, including the driver.

investigators say that driver was going too fast on the off-ramp, couldn't keep with the curve, and flipped down an en bancment. the driver's wife was killed at the scene, the driver and three other passengers were taken to the hospital. and officers say that driver turned out to be drunk. >> the deceased female is his wife. he did find out about that at the hospital. he became upset. >> reporter: very, very sad situation for everyone involved. we're told those other passengers are expected to survive. the man, 34 years old is from san jose, and he will be charged with a felony dui and vehicular manslaughter. again the 101 northbound lawrence expressway off-ramp is back open. so the commute can continue. it was shut down for quite a few hours. that's the latest here in sunny veil, excuse me, "today in the bay." >> derek, very sad. >> it is. let's check your forecast this morning, we have a picture

morning to you, kris and scott. first i want to say that the developing information has been about who nese passengers were, where the 298 people were from, and in the last half hour we learned that one identified from australia, and one from hong kong. two nationalities still unknown. but i want to bring up a picture of what we just learned. that connection to the u.s. is this 25-year-old woman, a student, a doctoral student at indiana university in the chemistry department who was a scholar athlete on the rowing team, we've learned that she was one of the 298 people killed in this crash. although we also understand she is from amsterdam. so very tragic, guys, again people figure out who these people are. also, new this morning, i want to mention russian president vladimir putin calling on the ukrainian government and property-russia rebels to engage in direct talks. he has blamed this tragedy on

ukraine. meantime ukraine foreign minister reportedly says his country's troops did not have those missiles in the area, adding none had been seized by the rebel fighters either in recent weeks i should say. reading between the lines, that points the blame solely at the missile coming from russia. >> most likely it was one of the separatists, because don't forget they shot down a ukrainian plane. >> if it is results of the separatists or russian actions mistakingly believing that this was a ukrainian war plane, i think there's going to be hell to pay. >> reporter: another question is where are those flight recorders? at first rebels said they located eight of 12, but this morning, a rebel leader saying the group had found none. rescue work verse reportedly found two. of course these contain information that will hopefully answer some questions as to what happened. we've also learned from two senior administration officials in the last half hour that the fbi as well as the national
