good morning. unspeakable. haunting new images in from ukraine this morning illustrating the scope of the devastating tragedy of malaysian airlines flight 17 blown out of the sky by a missile. 298 people are gone and so many questions remain. who was behind the attack? has the crash scene been compromised? and how will the world respond today? friday, july 18th, 2014. >> from nbc news, this is a special edition of "today." the crash of malaysia airlines flight mh-17. with matt lauer and savannah guthrie live from studio 1a in rockefeller plaza. >> good morning, everyone. welcome to "today" on a friday morning.

morning to all of you. a somber friday morning. obviously we're learning more and more developments of the shooting down of malaysian flight 17. still so maep many more questions than answers. >> big questions and heart breaking little details as we learn more about what happened. here's what we know the latest this morning about the crash of malaysia airlines flight 17. there's still no confirmation any americans were on board. for the dutch, a tragic toll. there were many dutch passengers. many of them headed to an aids conference in australia. people of all nationalities on board lost their lives. >> keep in mind this debris field is in the middle of an active war zone and six square miles is filled with wreckage items. passports and suitcases. eyewitnesses say many of the bodies found were still in their seats wearing their seat belts. and lots of questions about the so-called black boxes. the pro-russian rebels were in control of that area and say they've recovered most of those devices. now they're deciding what to do

with them. >> meantime, the two officials will send ntsb officials to assist in the investigation. let's begin our coverage with nbc's keir simmons on the ground in ukraine. good morning to you. >> reporter: savannah, good morning. overnight we are hearing that those black boxes have been recovered but they may well be in the hands of the pro-russian separatists who, its reported, are proposing to perhaps send them to moscow. there's even an unconfirmed report they may be willing to sell them to the highest bidder. and fair warning, some of the accounts from the crash scene are really, really disturbing. people talking about seeing passengers still strapped into their chairs, still wearing their headphones, and seeing bodies falling from the sky. horror. a civilian aircraft blown to pieces still on fire.

plane parts strewn around and the bodies of passengers too sickening to show. a killing field in this war zone on the russian border that has seen death, but not like this. in one unverified video, a burst of flame on the horizon then smoke and in a second debris falling like pieces of cloth, one ukrainian farmer told "the new york times." there were two explosions, one witness said. another saw a plane falling to pieces. a plane with 298 people on board, 80 of them children, 3 infants. relatives learning the terrible news overnight. rescuers arrived including pro-russian separatists, but there was no one to save. just passengers' possessions, passports, a travel guidebook to a destination never reached. malaysian air flight 17 departed amsterdam's schiphol airport at 12:15 p.m. local time set for an 11 1/2 hour journey to kuala lumpur.

but three hours in, ukrainian air traffic controllers lose contact with flight 17. officials later confirm the plane was shot down by a buk missile system near ukraine's donetsk region. 30 miles from ukraine's southeastern border with russia. at the time of the missile's impact, the aircraft was at a cruising altitude of 33,000 feet. meaning only an advanced buk missile system and not shoulder mounted launchers could have brought it down. the deadliest aviation incident since 9/11 on one of the most volatile regions on the globe. the remains of flight 17 and its passengers fell and caused a debris field as large as six square miles still painted with malaysia airlines now infamous colors. this morning local people have been trying to locate bodies. the charred earth, a temporary graveyard of innocent passengers from around the world. we're being told that western

investigators will be allowed to get to the scene because people around the world will be calling for a full inquiry. at one point they thought there were fewer passengers on board until they realized, guys, that some of the passengers were infants being carried on parents' laps and they hadn't realized and hadn't counted them. >> keir simmons, thank you very much in ukraine this morning. >> freelance journalist noah sneider surveyed the devastation at that crash site. he joins us now by phone from ukraine. noah, good morning to you. i know you didn't see the crash, but you talked to people on the scene who did witness it. what did they tell you? >> well, they told me about four or five different things. and thank you for having me, by the way. there's a lot of different versions about what happened. the only thing their consensus is on today was that a plane was hit and a plane crashed. who and how and why and from where the strike was launched

remains the object of fierce debate in the surrounding towns and hinge upon the existing political views of whomever you're speaking with. so folks who are inclined towards the pro-russian rebel groups here in ukraine are more likely, obviously, to believe the line coming from their leaders. namely it was a ukrainian strike. >> noah, are those separatists who control that area cooperating with investigators? are they cooperating with journalists? do you worry that that scene, crash scene, some call it a crime scene, has been severely compromised? >> i don't have that worry, to be honest. as far as journalists go, in fact were, quite friendly towards us allowing us to work, waving us through checkpoints

which is unusual for this region at the moment. and they seemed more interested in having us there and having us put eyes on the scene. as far as investigators go, i think it's difficult to say because no real investigators have arrived. the people who are working on the scene now are local search and rescue teams. they're used to dealing with mining disasters, accidents in the coal mines. they're simply not equipped to handle something of this scale, something of this complexity. for example, they're marking the bodies with pieces of white cloth tied around stakes stuck in the ground in the field. which there's no grid system, there's no coordinated effort to establish syntax. >> i know many of the images are too graphic to show. sometimes it's the more mundane

items you see at the crash site like this that have the greatest impact. would you agree with that? >> of course. as was mentioned earlier, the items that people were taking on vacation, the travel guides, the bathing suits, the carry-on size toothpaste all speak of the lives that were lost. it's quite a humanizing experience. in fact, to walk through it and see what these numbers actually mean when you see the personal effects. you spoke of the dutch folks on the plane. we found a number of books, charred books in dutch and a top ten travel tips for bali printed in that. it's these tiny moments that somehow remain amidst all of

this wreckage. >> noah sneider who is a freelance journalist at the crash scene of flight 17. noah, thank you very much. i appreciate it. >> meanwhile u.s. officials have been working around the clock to figure out who is behind this and what does this mean for the u.s. and russian relations. was russia involved at all? all questions that will have to be answered in the coming days. nbc's chief foreign affairs correspondent andrea mitchell is on that part of the story. andrea, good morning to you. >> reporter: good morning, savannah. ironically president obama was on the phone telling vladimir putin he was sanctioning russia for escalating the conflict with ukraine. when both leaders learned that the malaysian airliner was down near the russian border. the white house says putin's promises in normandy to reduce tensions with ukraine have been blatantly violated. two ukrainian military planes shot down this week alone. a military transport plane monday. a fighter jet wednesday night. >> russian-based separatists

have shot down more than a dozen planes, helicopters in ukraine over the past few months. >> reporter: putin tried to blame ukraine's government in kiev telling a russian audience this tragedy would not have happened if there was peace on that land. in any case, if the military activities had not resumed in the southeast of ukraine. but the conversation between a russian-backed separatist named greek and a russian major, not verified by nbc news, shows them first realizing they'd screwed up and mistakenly shot down a passenger plane. the russian says in short, sure as hell it's a civilian plane. the ukrainian separatist asks, many people. the russian replies, a screwup. debris fell into people's back yards. >> if it is a result of either separatists or russian actions mistakenly believing this was a ukrainian war plane, i think there's going to be hell to pay and there should be. >> reporter: today the u.n.

security council will hold an emergency meeting although russia can veto any u.n. action. even before knowing all the facts, late thursday night the white house said this crisis in ukraine is fueled by russian arms and russian training for the separatists. again urging russia to immediately support a ceasefire as relations are now hitting a new low. now the question now is what will europe do. >> all right. andrea mitchell in our washington newsroom. thank you. let's bring in mike leiter, former director of the national counterterrorism center. mike, good morning to you. we know this is an area closely watched by the u.s. because of this ongoing conflict between ukraine and the separatists there. how soon do you think the u.s. will be able to definitively say where this missile originated from? they say they're certain it was shot down by a missile. >> i think very soon. i think within the next 24 to 48 hours using a variety of technical means, overhead satellites, signals intelligence from the radar used, human intelligence from the

ukrainians. they're going to know which side it came from. on the strategic level, we know about a russian surface-to-air missile, and that says more about what the response will be rather than who shot it. >> we heard what putin said and paraphrasing he basically said what happens in ukraine is ukraine's problem blaming ukraine for the unrest that led to this. but what will u.s. officials think about how closely the russians have been involved with the separatist movement? >> the new u.s. sanctions that the president put in place a couple of days ago were really in response to a view that russia has not backed down at all. it has sent troops and it sent special weaponry like these surface to air missiles to the separatists. so from that perspective the u.s. knows he's been doubling down. the question now for the intelligence committee will be is there any crack in that?

does he look at this situation and say this is so bad that there might be an offramp to de-escalate? i don't think that's the most likely given putin's background, but i think there's some chance. that's the leadership intention piece that the u.s. intelligence committee will try to discern over the next couple days. >> very quickly, we heard john mccain saying there should be hell to pay. what are the responses by the u.s. and the world? >> the u.s. and nato can provide more intelligence and logistics and potentially military support. then the next piece is really can the u.s. get the european union with stronger economic sanctions? i think that is certain to come at this point. >> mike leiter, thank you very much. >> thanks. >> we are slowly learning more about the victims of this tragedy. katy tur is following that part of the story from amsterdam. katy, good morning to you. >> reporter: good morning, matt. schipol airport is back to business this morning with tourists and families. this is the height of vacation

season here. and although the passengers were from all over europe, asia, australia. most were from the netherlands. we have an um updated number. 181 of 298 passengers were dutch. now this country is reeling. bouquets and candles outside am center dam. a sign on the door that reads on holiday. the owners of this flower shop were on mh-17. on its personal facebook page, he joked in what would end up being a haunting last post about his malaysia airlines flight. should it disappear, this is what it looks like. >> 30 years old. they earned their vacation. a funny couple. always laughing and always together. hard work. and now they're gone. >> reporter: the netherlands hit

especially hard. 173 of the 298 passengers on board were dutch. including many headed to the international aids conference in melbourne, australia. among them former isa president. >> no doctor, no researcher goes to a medical meeting ever thinking that their plane is going to be shot down. this isn't irony. it's cruel and it's a loss to the science of the world. >> reporter: at the airport this morning flights were taking off as usual, but the shadow of the crash looms large. especially for this man about to board today's malaysia flight 17 headed to kuala lumpur. >> i thought about cancelling my trip, but i couldn't pay anymore. >> reporter: this woman and her baby and husband were to be on that doomed flight. but only just missed it. >> i'm -- like, i'm shaking. i don't even know what to do. i'm feeling physically sick. i'm just thinking that i feel

like i've been given a second chance. >> reporter: and in malaysia, tears and anger once again as families demand answers from not just malaysia airlines but the malaysian government. images out of malaysia are similar to the disappearance of mh-370. families crying out in pain looking for answers from their government, but not getting much in return. it is amazing this could happen to one airline in the span of a couple of months. matt and savannah, back to you. >> katy tur in amsterdam this morning where flight 17 originated. katy, thank you very much. >> meanwhile, this was all unfolding, a huge story in the middle east. >> absolutely. if the tensions get any worse in gaza this morning. the ground invasion by the israeli troops. it's the first large scale ground offensive by israel in gaza in more than five years. nbc's chief foreign

correspondent richard engel is there. richard, good morning. >> reporter: good morning, natalie. throughout the night and into today we have been hearing and seeing israeli strikes across the gaza strip. and this could be just in its early stages. today israel's prime minister netanyahu said he and the defense minister have given direction for a major expansion of the ground offensive. tanks and armored vehicles led israel's charge into the gaza strip. they're going in heavy wary of hamas' defenses. israel hasn't been on the ground in gaza in force in over five years. so israeli troops are marching in cautiously in long lines of infantry. the operation began under the cover of darkness overnight. with air strikes, drones, and illumination flares helping to

light up targets. already there are casualties. nearly all of them palestinians. medical officials say several dozen were killed in the first few hours alone. israel is also carrying out strikes in the center of gaza city. this is one of the most densely populated places in the world. but now few people are coming out of their homes, afraid to be on the streets. israel said the goal of this operation is to destroy a network of tunnels dug by hamas that militants used to sneak into israel to attack and kidnap israelis. israel released footage of what it claims are tunnels being targeted and hamas using the tunnels to launch an assault. but hamas is releasing its own footage of its own fighters defiant in what looks like well built tunnels. armed and ready. officials suggest this operation could last around two weeks. but once troops are on the

ground in close combat, military missions seldom go as planned. hamas officials today said israel would, quote, pay for launching this offensive which is continuing as we speak. just during that report, we heard several loud strikes just on the outskirts of gaza city. >> do take care of yourself there. richard engel in gaza, thanks so much. here a bit closer to home, an entire town in washington state has been evacuated this morning because of a massive wildfire that has destroyed 35 homes in the area. some 650 people were forced to leave as the flames moved closer. officials are also evacuating a hospital in a nearby town. the fires burned 18,000 acres so far and has shut down highways in the area. firefighters are mainly battling flames from the air. incredible video this morning out of north carolina where a meteor was seen flashing across the sky. a software developer captured this on his cell phone thursday night while driving in raleigh.

of cinnamon toast crunch and cold milk. ♪ cinnamon toast crunch. crave those crazy squares. you're watching "today in the bay." good morning to you, it is 7:26 i'm kris sanchez. here's a look at news around the bay area this morning. northbound 101 at lawrence expressway in sunnyvale is open after a crash. the driver was drunk when he flipped his car, killing his own wife and injuring three other people. he was later arrested at the hospital. investigators say he lost control of the car and crashed into a ditch. the group was reportedly celebrating a 23-year-old's birthday the night before. none of the folks in the car was wearing a seat belt. san jose will start closing down cannabis clubs throughout the city today as tough restrictions go into effect. about a third of pot shops will be ordered to close today with more shutdowns expected in the

♪ ♪ it's 7:30 now on a friday morning, the 18th of july 2014. these are some of the haunting images from the crash site in ukraine. a devastating debris field spans something like six square miles. and we're just hearing the human toll this morning. >> speaking of that human toll, 298 were on board when it was shot down by a missile. as you might imagine, eyewitnesss report a horrible scene on the ground. many saw the plane fall from the sky. the investigation now into who's responsible is entering its second day. >> nice to have you along on a busy friday morning. as you know, this fighting has been raging for months on the border between ukraine and russia. this week ukrainian military

planes were allegedly shot down by russian-backed separatists. many were asking why was a commercial airliner flying over this area at all? nbc's tom costello has been looking at that part of the story. good morning. >> reporter: good morning. rebels have warned military planes not to fly over rebel held territory. but there was no warning against passenger planes flying through ukrainian air space. u.s. airlines were warned in april to avoid the area. following the russian invasion of crimea. now the faa is expanding that order. with the burned wreckage of mh-17 sitting on the ground in rebel-held territory, the question is why any airline would be flying over a war zone in the first place. but malaysia airlines insists its plane was flying on a pre-established safe route. >> in our industry, you would not be able to file a flight plan over an area which is

dangerous. >> reporter: but four months ago the faa prohibited u.s. airlines from flying near the crimea region of ukraine and the black sea because of the fighting. thursday they expanded the order. prohibiting u.s. flight operations until further notice in the air space over eastern ukraine due to recent events and potential for continued hazardous activities. within hours of the shoot-down, they were empty of all but military aircraft through the area. meanwhile civilians have been photographed walking through the wreckage contaminating any evidence. and in recent weeks russian-backed separatists shot down several ukrainian military planes. if they brought down the passenger flight, i doubt the government will be welcome. >> the political situation complicates the role because everybody has a motive to lie. if separatists shot down the plane, they'll want to hide evidence, never give up the

black boxes. >> reporter: conversations and tweets from russian-backed separatists suggests they could be responsible. while they deny it, the debris is scattered over nine miles in a war zone. the former head of the ntsb said she'd be reluctant to send u.s. teams into the area. >> i would be very concerned if i was anyone sending my people in there that they need to be safe. >> reporter: still in malaysia, the prime minister is calling for a thorough independent investigation. >> an international team must have full access to the crash site. and no one should interfere with the area or move any debris including the black box. >> reporter: sothe ntsb will send one investigator with law enforcement personnel.

it hasn't been determined where they will go. it is possible they will fly to kiev and await instructions. while the black boxes are of some value, investigators know a missile brought this plane down. question is who fired it. the question is coming from intelligence and military sources. guys, back to you. >> greg, thank you very much. greg's point is a valid one. it matters less about the black boxes. does the civilian aircraft present any kind of a signature to radar that is different from a military aircraft? >> not in this particular case, matt. there is a data tag that, of course, air traffic control uses to identify that airplane.

in this particular instance, depending on the level of sophistication that the missile operator uses, there is no difference. we don't know why this airplane was targeted. whether it was annerrant shot or something else. this plane deviated from the route due to weather. that is part of the weather to find out why they went to far south. >> but trying to understand what might have happened on that plane and this 777 did not have the kind of radar that a military plane might have that could detect an incoming missile. they would not have known what was about to hit them until it hit them. >> absolutely, matt. that is the big thing. we have seen this in the past. we don't want to put any kind of military-type of equipment on a civilian airplane for that very reason.

this is a civilian passenger airline. they don't need devices. they don't need any iff or anything that would be military grade because, of course, that would create more suspicion anytime a civilian airliner flies over a piece of potential, there could be a potential spying. this now becomes a process of investigating who actually shot it down and what the intent was. >> crying, thank you very much. greg's point is a valid one. it matters a lot more finding out where that missile was fired. >> let's get a check of the weather now. mr. roker finds himself in washington this morning for a good reason. hey, al. >> yeah, that's right, guys. we're going to be talking to the first lady a bit later about let's move and kids eating healthy meals. but in the meantime out west where they grow a lot of the food we eat it is rough. and we've got more hot weather to talk about.

you're watching "today in the bay." good morning everyone, 7:56 i'm scott mcgrew. burlingame limo company will not have to pay as much for its involvement in a deadly fire on the san mateo bridge last year. the california public utility's commission reduced the fine against the company from $20,000 to just 5,000. the fine stems from the deadly fire in may of last year that killed five women on their way to a wedding party. the man accused of posing as a loved one in hopes of tricking teens into sexting him may enter a plea in court today. a judge could also raise the bail amount for scott angelo of sunnyvale. he's out on bail, prosecutors want to the increase it to 150,000. detectives say angelo sent girls a text says he was their father claiming he had a new phone number. investigators said he asked them for pictures because he wanted to help promote a new swim wear line for a coworker.

telling international investigators that they will let them get access to the crash scene, but remember this is the very group some are already pointing the finger at over what happened. these investigators need to get to that scene. the middle of a war zone and try to recover those black boxes where already there are reports that the black boxes have been taken by those separatist rebels. there are even reports they may be planning to send those black boxes to moscow or even -- and this isn't confirmed -- try to sell them to the highest bidder. meanwhile a fair warning, some of the accounts from the scene are truly, truly disturbing. witnesses talking about seeing passengers strapped to chairs with their headphones still on. in amongst the debris we are seeing travel guides, vacation travel guides, people's possessions, passports because remember there are people from all around the world on board this flight from amsterdam to kuala lumpur. 80 children on board. in one piece of debris is a

man's watch that has been smashed. and it is stopped at the time when the flight went down. guys? >> keir simmons on the ground for us. thank you very much. >> let's go to the pentagon. u.s. officials say they are sure it was a surface-to-air missile that brought down the plane. now the question who fired it. let's go to jim miklaszewski who's been talking to his source there is. good morning to you. >> reporter: good morning. u.s. spy satellites picked up radar signals and the heat signatures from that surface-to-air missile as it streaked across the sky at one mile per second and then shot down the maylation airliner. because the airliner was flying at 33,000 feet, u.s. military officials say it had to be a buk surface to air missile. that has a range of 25 miles and 46,000 feet. there's no shoulder fired missile that could have possibly reached that airplane at that altitude.

and unfortunately early indications from u.s. intelligence could not determine exactly where the missile was launched from. whether it was on russian soil or ukrainian soil, whether it was fired by the separatists or the russian military. however, and this is an important point, intelligence gathered over the past several weeks has shown that the russian military has shipped heavy artillery, tanks, and even several of these buk surface to air missile systems to the russian separatists. and have been providing training to the separatists to operate those systems. so it doesn't matter, really, who pulled the trigger. it was still a russian missile system. >> all right, jim miklaszewski at the pentagon. a lot of work to do there this morning for u.s. officials. thank you. let's get to natalie. she's got the headlines this morning. one of the top stories, what's going on in gaza. >> that's right.

israel's prime minister has ordered his military to prepare for a significant expansion of its grounds operation in gaza. israeli tanks and troops moved into gaza overnight after a ten-day campaign of air strikes between israel and hamas fighters. palestinian health officials said more than 20 palestinians were killed in the first hour of the invasion while israel said at least one of its soldiers had been killed. israel's stated goal is to destroy what it calls a network of tunnels dug by hamas that are used by militants to sneak into israel. wildfires in central washington state have burned at least 35 homes and officials urged an e vekuation overnight. the fires have scorched about 30 square miles since they were started by lightning on monday night. no serious injuries have been reported, but hot weather is posing an extra challenge for firefighters. fedex says it will plead not guilty to drug trafficking charges. calling them an attack on their

how to change people's minds. that encounter was great. >> what do you love about those encounters? what brings you back time after time? >> that tiger shark in that footage i met about five years ago. i recognized it from a cut in her jaw. and it was such a beautiful moment to say the same girl again. >> i wonder if she recognized you. as long as you're here in one piece, that's important. there was a report not long ago about a guy diving in the bahamas and he disappeared. a lot of people pointed out he might have been the victim of sharks. what are the basic rules of engagement? >> when we go diving with sharks, the biggest threat is diving injuries. things happen on scuba dives. it's a dangerous sport and it rarely has to do with attacks. it's very different under the water with them. it's very safe. >> let's talk about fact and then fiction. one of the biggest misconceptions about sharks is

they see a human, they target that human for food. >> yep. >> fact or fiction. >> definitely not fact. it's the first thing people think and say to me. the truth is if shark wanted to eat us, we wouldn't go to the beach. they're good predators and hunters. >> they are good and strong predators. are they the best predators in the oceans? >> well, they're meant to be, but the truth is they kill an average of five humans a year. and we kill many more sharks a year. >> what about communication? we do a lot and talk a lot about whales and the way they communicate and the beautiful sound they make. what about sharks? >> i think sharks often get left out because they think they don't have the beautiful social interaction. it's interesting. i've been on dives with tiger sharks and they'll all go away at once and come back at once. >> so no doubt in your mind they're communicating. >> no doubt. >> don't people think sharks

how to deal with russian president putin. what are you hearing? >> we have gotten a preview of sorts. the ambassador to the united nations, samantha power, an hour and a half ago, laid down a litany of evidence she says that points to the russians being somewhat responsible for this because they are responsible for the entire crisis, that they are possibly responsible for this situation. very strong words for the russians -- saying, russia is the one had a can stop the war and russia is the one that can stop it. the question is whether the president essentially used the same type of -- against the russians here as ambassador of the innings did 90 minutes ago. >> it is striking that president putin of russia called today for direct talks between the insurgents and the ukrainian government today. perhaps seizing the moment or being directed to seize the moment to diffuse the crisis before the international community ratchets up what pressure it may have. here now the president.

>> good morning, everybody. yesterday malaysian air flight 17 took off from amsterdam and was shot done over ukraine near the russian border. nearly 300 innocent lives were taken. men, women, children, infants, who had nothing to do with the crisis in ukraine. their deaths are an outrage of unspeakable proportions. we know at least one american citizen, quinn lucas shatzman, was killed. our thoughts and prayers are with his family for this terrible loss. yesterday i spoke with the leaders of ukraine, malaysia, and the netherlands. i told them that our thoughts and prayers are with all of the families and that the american people stand with them there in this difficult time. later today i will be speaking

with prime minister abbott of as you ra-- australia that also suffered a terrible loss. by par the country that lost the most people onboard the plane was the netherlands. from the days of our founding the dutch have been close friends and stalwart allies of the united states of america and today i want the dutch people to know we stand with you holder to shoulder in our grief and in our absolute determination to get to the bottom of what happened. here is what we know so far. the evidence indicates that the plane was shot down by surface-to-air missile. it was launched from an area controlled by russian-backed separatists inside of ukraine. we also know that this is not the first time a plane has been shot down in eastern ukraine. over the last several weeks, russian backed separatists shot down a ukrainian plane and helicopter and they claimed responsibility for shooting down a ukrainian fighter jet.

moreover we know that these separatists have received a steady flow of support from russia. this includes arms and training. it includes heavy weapons. and it includes anti-aircraft weapons. here is what must happen now. this was a global tragedy, an asian airliner was destroyed in european skies filled with citizens from many countries so will has to be a credible

that we all have seen. and the eyes of the world are on eastern ukraine and we are going to make sure that the truth is out. more broadly, i think it's important for us to recognize that this outrageous event underscores that it is time for peace and security to be restored in ukraine. for months, we've supported a pathway to peace, and the ukrainian government has reached out to all ukrainians, put forward a peace plan and lived up to a cease-fire, despite repeated violations by the separatists. violations that took the lives of ukrainian soldiers and personnel. moreover, time and again, russia has refused to take the concrete steps necessary to de-escalate the situation. i spoke to president putin yesterday in the wake of additional sanctions that we have imposed. he said he wasn't happy with them, and i told him that we have been very clear from the

outset, that we want russia to take the path that would result in peace in ukraine, but so far, at least, russia has failed to take that path. instead, it has continued to violate ukrainian sovereignty and to support violent separatists. it has also failed to use its influence to press the separatists to abide by a cease-fire. that's why, together with our allies, we've imposed growing costs on russia. so now, i think, is a somber and appropriate time for all of us to step back and take a hard look at what has happened. violence and conflict inevitably lead to unforeseen consequences. russia, these separatists, and ukraine, all have the capacity to put an end to the fighting. meanwhile, the united states is going to continue to lead efforts within the world community to de-escalate the situation, to stand up for the sovereignty and territorial integrity of ukraine, and to

support the people of ukraine as they courageously work to strengthen their democracy and make their own decisions about how they should move forward. before i take just a couple of questions, let me remark on one other issue. this morning i spoke with prime minister netanyahu of israel about the situation in gaza. we discussed israel's military operation in gaza, including its efforts to stop the threat of terrorist infiltration through tunnels into israel. i reaffirmed my strong support for israel's right to defend itself. no nation should accept rockets being fired into its borders, or terrorists tunneling into its territory. in fact, while i was having the conversation with prime minister netanyahu, sirens went off in tel aviv. i also made clear that the united states and our friends and allays are deeply concerned about the rescues of further escalation and the loss of more innocent life. and that's why we've indicated,

although we support military efforts by the israels to make sure that rockets are not being fired into their territory, we also have said that our understanding of the current military ground operations are designed to deal with the tunnels, and we are hopeful that israel will continue to approach this process in a way that minimizes civilian casualties, and that all of us are working hard to return to the cease-fire that was reached in november of 2012. secretary kerry is working to support egypt's initiative to pursue that outcome. i told prime minister netanyahu that there should be additional consultations. let me close by making one additional comment. on board malaysian airlines flight mh-17 there were apparently nearly 100 researchers and advocates

traveling to an international conference in australia, dedicated to combatting aids/hiv. these were men and women who had dedicated their own lives to saving the lives of others and they were taken from us in a senseless act of violence. in this world today, we shouldn't forget that in the midst of conflict and killing, there are people like these, people who are focused on what can be built rather than what can be destroyed. people who are focused on how they can help people that they've never met. people who define themselves not by what makes them different from other people, but by the humanity that we hold in common. it's important for us to lift them up and to affirm their lives. and it's time for us to heed their example. the united states and america is going to continue to stand for the basic principle that people have the right to live as they choose, that nations have the right to determine their own destiny, and that when terrible

events like this occur, the international community stands on the side of justice and on the side of truth. so with that, let me take just a couple of questions. >> thank you, mr. president. on a technical matter, does the u.s. believe that this passenger jet was targeted or that the people who shot it down may have been going after a military -- thought they went after a military aircraft? and more broadly, this incident does seem to escalate the presence in ukraine to a level we haven't seen before. does that change your calculus in terms of what the u.s. and perhaps europe should be doing in terms of response? >> well, i think it's too early for us to guess what the intentions of those who might have launched the surface-to-air missile might have had. the investigation is going to be ongoing and i think what we'll see is additional information surfacing over the next 24 hours, 72 hours, the next week,

the next month. what we know right now, what we have confidence in saying right now, is that a surface-to-air missile was fired and that's what brought the jet down. we know, but we have confidence in saying that that shot was taken within a territory that is controlled by the russian separatists. but i think it's very important for us to make sure that we don't get out ahead of the facts, and at this point in terms of identifying specifically what individual or group of individuals or personnel ordered the strike, how it came about, those are things that i think are still going to be subject to additional information, that we're going to be gathering. and we're working with the entire international community to make sure that the focus is on getting to the bottom of this thing, and being truthful. and my concern is, obviously, that there's been a lot of misinformation generated in

eastern ukraine, generally. this should snap everybody's heads to attention and make sure that we don't have time for propaganda, we don't have time for games. we need to know exactly what happened. and everybody needs to make sure that we're holding accountable those who committed this outrage. with respect to the second question, as you're aware, before this terrible incident happened, we had already ratcheted up sanctions against russia and, i think, the concern not just of russian officials, but of the markets about the impact that this could have on the russian economy is there for tall to see. i made clear to president putin that our preferred path is to resolve this diplomatically. but that means that he and the russian government have to make a strategic decision. are they going to continue to support violent separatists

whose intent is to undermine the government of ukraine, or are they prepared to work with the government of ukraine to arrive at a cease-fire and a peace that takes into account the interests of all ukrainians? there has been some improved language at times over the last month, coming from the kremlin and coming from president putin, but what we have not seen is an actual transition and different actions that would give us confidence that that's the direction that they want to take. and, you know, we will continue to make clear that as russia, you know, engages in efforts that are supporting the separatists, that we have a capacity to increase the costs that we impose on them.

and we will do so. not because we're interested in hurting russia for the sake of hurting russia, but because we believe in standing up for the basic principle that a country's sovereignty has to be protected and it is not the united states or russia or germany or any other country that should be deciding what happens in this country. >> at this point, do you see any u.s. military role to be affected? >> we don't see a u.s. military role beyond what we've loor been doing, in working with our nato partners and some of the baltic states, giving them reassurances that we are prepared to do whatever is required to meet our alliance obligations. steve? required to meet our alliance obligations. steve holland. >> thank you. how much do you put on president putin and do you this push for europeans for stronger action?

>> we don't know exactly what happened yet and i don't want to -- as i said before -- get out ahead of the facts, but what i do know is that we have seen a ticking up of violence in eastern ukraine that despite the efforts of the ukrainian government to abide by a cease fire and to reach out and agree to negotiations, including with the separatists, that has been rebufed by these separatists, we know that they are heavily armed and trained and we know that that's not an accident. that is happening because of russian support. so it is not possible for these separatists to function the way they are functioning, to have the equipment that they have, set aside what's happened with respect to to the malaysian

airlines, a group of separatistd can't shoot down military transport planes or they claim shoot down fighter jets without sophisticated equipment and training and that is coming from russia. so we don't yet know exactly what happened with respect to malaysian airlines, although obviously we're beginning to draw some conclusions given the nature of the shot that was fired. there are only certain types of anti aircraft missiles that can reach up 30,000 feet and shoot down a passenger jet. we have increasing confidence that it came from areas controlled by the separatists. but without having a definitive judgment on those issues yet, what we doe know -- we do know is that the violence that's taking place is facilitated in

large part because of russian support, and they have the ability to move those separatists in a different direction. if mr. putin makes a decision that we are not going to allow heavy armaments and the flow of fighters into ukraine across the ukrainian-russian border, then it will stop, and if it stops, then the separatists will still have the capacity to enter into negotiations and try to arrive accommodations that mr. putin himself says he wants to see. he has the most control over that situation, and so far at least he has not exercised it. >> tougher sanctions in europe, will you push for that? >> i think that this certainly will be a wake-up call for

europe and the world that there are consequences to an escalating conflict in yeern ukraine. that it is not going to be localized, it is not going to be contained. what we've seen here is just in one country alone our great allies, the dutch, 150 or more of their citizens being killed. and that, i think, sadly brings home the degree to which the stakes are high for europe, not simply for the ukrainian people, and that we have to be firm in our resolve and making sure that we are supporting ukraine and separatists to bring about a just cease fire and we can move toward a political solution to this.

>> how do you prevent stricter restrictions, economic sanctions from shocking the global economy? >> we have been pretty methodical over the last 24 hours in working through the flight manifest, and and identifying which passengers might have been had a u.s. passport. at this point, the individual that i mentioned is the sole person that we can definitively say was a u.s. or dual citizen. because events are moving so quickly, i don't want to say with absolute certainty that there might not be additional americans, but at this stage, having worked through the lists, been in contact with the

malaysian government which processed passports as folks were boarding, this is our best assessment of the number of americans that were killed. obviously, that does nothing to lessen our outrage about all those families, regardless of nationality. it is a heart breaking event. with respect to the effect of sanctions on the economy, we have consistently tried to tailor these sanctions in ways that would have an impact on russia, on their economy, on their institutions or individuals that are aiding and abetting in the activities that are taking place in eastern ukraine, while minimizing the impacts not only the u.s. economy but the global economy. it is a relevant consideration that we have to keep in mind. the world economy is integrated. russia is a large economy.

there's a lot of financial flows between russia and the rest of the world, but we feel confident that at this point the sanctions that we've put in place are imposing a cost on russia that their overall impact on the global economy is minimal. it is something that we have to obviously pay close attention to, but i think treasury, in consultation with our european partners have done a good job on that issue. thank you very much. thank you. >> president obama speaking in the white house briefing room. his first detailed reaction to the downing of malaysia airlines flight mh 17 saying for the first time one american citizen has been confirmed killed in this downing of the jetliner, calling for an international investigation that is credible. he called this an outrage. said there should be an immediate cease fire and certainly pointed fingers, even with some caveats at russian

president vladimir putin who contributed support to separatists who contributed to taking down this airlines flight. with regard to europe, this should be a wake-up call for europe and the world that there are consequences of a conflict in eastern ukraine. in effect saying what goes on there, doesn't say there. this is an international crisis that has to be dealt with. tom costello who covers aviation for abc news, what more can be gleaned from a crash investigation which the u.s. will certainly help with. >> he echoed the sentiments that other heads of states have been calling for. that is an independent credible investigation. there is great concern because this man is now in a field in rebel-controlled territory and presumably they have the black boxes, there are some reports that they have had them, some they don't. the ukrainian government itself can't get to the crash site, raises concern how objective any
