overnight crash on highway 101 in sunny valley. we're told a semi truck and motorcycle collided just after 2:30 this morning on northbound 101 near lawrence expressway. the motorcyclist was killed and for a while, several lanes of the interstate were closed. witnesses say the motorcyclist was going over 100 miles an hour. ran into the back of the big rig. now, we have more on this, including a map to show you where this happened. it's near lawrence expressway, let's turn things over to mike inouye, this was going to impact the drive, but up to the minute changes here, mike. >> that's right, scott, we're looking towards our speed sen source and it's recovering. but yeah, very early in the commute, 4:30, we saw a big slow down past great america parkway up to the scene of the crash which was just shy of lawrence expressway. you still see a little tiny bit of slowing, stick it out for 101. the option was going to be central expressway 237, no need

for that. . rest of the south bay moves smoothly. then a second deadly crash in cost tra contra -- contra costa county. it sounds like you can get off of the freeway, but traffic control around the area, maybe to a shopping center just south of highway 4. that's the second deadly crash of the morning. 101 is clear, but bay lay is closed. highway 152 in gilroy is shut down this morning, nearly 12 hours after a deadly crash there. just before 5:30 last night, a big rig hit several cars near the corner of ferguson road and highway 152. one bern died. eight others sent to the hospital. three of them with critical injuries. there's no information yet about the driver. the rig hit seven cars before the truck caught fire. no word yet on when they plan to reopen the highway. john kerry is in cairo this morning working on a peace deal. he says israel has agreed to a

ceasefire, hamas has not. all this while rockets rain down on gaza. 570 people including women and children were killed in violence over the past two weeks. israel says hamas militants fired more than 2,000 rockets in that time. israel's prime minister says his country warned civilians in gaza to leave and accuses hamas of hiding behind them. wasting water may get you a knock on the door from a water cop. south bay's largest water district is thinking about spending a half million dollars or it catch water wasters during the drought. "today in the bay's" kris sanchez joins us live from santa clara valley water district with more on the proposal, good morning. >> reporter: good morning, the water district has been pushing water conservation all aloeng, free buckets to catch shower buckets, even created an app for your smart phone where you can report people who are using too much water. and now, they are going one step further.

they're tubbing spending $500,000 to hire five to ten water cops who would investigate complaints and patrol for water wasters and may be quite a few. so far water users in the district conserved 12%, falling far short of the governor's 20% target. now the district has already encouraged neighbors to point out broken sprinklers to each other, but for true water wasters, folks can call in formal complaints. even if the santa clara county water district spends the money on more staff, maybe more like hall monitors than water cops because they can't fine people. >> what they can do is refer an issue or particular property to it the local water provider or city that does have the ability to issue a fine. >> reporter: but without water police, it may not make a difference. folks on san jose's greenmore court called in this broken pipe on this street to the water district only to be told that it

is not a priority. this could change with the meeting here tonight if they do increase staff to patrol for water wasters. by the way, if you find yourself in a situation where you would like to let your lawn brown out, but your homeowners association will fine you if you to that, the governor just signed a new law saying they can't fine you for letting your lawn go for the duration of the drought. at least you have one more tool in your arsenal. in san jose, kris sanchez, "today in the bay." >> thanks a lot. mean whiem the misery continues for people living in a bay area apartment complex. they've been without water for five straight days. "today in the bay's" bob redell joins us at spring house apartments in pleasanton. the landlord brought in crews that are going to fix a water main under the property, so far, no luck. >> reporter: that's correct, good morning, scott. i just heard from one renter who confirmed that unfortunately, the water is still out. management here at spring house apartments in pleasanton did notify renters yesterday they

hope to have the water back on by 5:00 tonight, 8:00 at the latest. and what's frustrating for the people who live here, this water main broke friday. it's now tuesday, their thought is what is taking so long? when we spoke with the property manager yesterday he explained that they called a plumber right away who assured them they could fix it, turns out they couldn't. neither could the next two companies. now it's saturday afternoon, a plumber with engineering experience had to be called in to start tackling the problem. that was the fourth company. they did have the water back on sunday, for about an hour, but then the pipe burst again. they were back yesterday to try another fix, it's not clear why it's taking another day, tuesday, today, to restore service. residents have had it, they're tired of going to the pool for water to flush the toilets. tired of the dirty dishes, tired of not being able to shower. >> when you pay people money to live somewhere, you expect a not leaky roof, you expect running

water. everybody needs water. you know, it's like living in a third world country. >> reporter: management is providing gallon jugs of water for residents, they've set up a handful of porter potties with wash stations throughout the complex. some residents say there's not enough considering there are over 3506 units and the property manager has promised not to charge rent for the days the tenants have been beat water. and right now day number five. reporting live here in pleasanton, bob redell, "today in the bay." >> boy, that's rough. >> for sure. meteorologist christina loren, there's a little water coming out of the sky, i don't think it's going to help these folks. >> no, probably not, but i can tell you it will help out when it comes to fire weather here in the bay area. all this moisture coming in, this is really good news because we're not just talking about little downpours or light precipitation, you see this red and this orange as i stop the radar for you, that's heavy precipitation coming down in san francisco, and you know what, i have to say, i haven't asked

anybody to send in water video, we're getting into it in. thank you for jumping on board, you know what, you're part of the show. and we're going to show you that video coming up in the next report. plus we have somebody who captured the sound of thunder in san francisco. so we're going to get to that as well. let's kind of talk about where these showers are and where they're headed. as you can see at this point, we're getting the heaviest downpour fls san bruno all the way north to san francisco, all this activity now starting to press towards morin county. also down here in the south bay, we are getting a little bit of precipitation, also some of that deeper grain embedded with the light rain. that's moderate rainfall coming down here in san jose, north san jose for the most part. we're fair game for the showers over the course of the morning. let me talk about something else that's really cool that's happening because of our bizarre wind pattern. we're getting what we call coastal upwelling, just offshore in the pacific ocean, temperatures are typically in the mid-50s. we are in the 60s in the pacific ocean because of our erratic

wind pattern. now things will change today. we'll get onshore flow back, for us, that means the fog will return, cool ocean breeze in the evening hours, comfortable conditions for us as onshore flow returns. i have to tell you that monsoonal moisture is actually helping us out when it comes to fire season and the drought. 78 degrees right now in the south bay, 81 degrees the forecasted high for the peninsula and 75 today on the east shore, like i said, we'll get to that video coming up, first though, here's mike, traffic alert this morning. hey, we'll start in the south bay, smoother drive right now. let's look all over the bay, we have cameras showing you the volume of traffic is not so the bad a we see the speeds quickly recovered. that's what contributed to the crash scene that just cleared. northbound 101, that scene, from you go, speed sensors back up to normal as the sig alert cleared from the roadway. the moisture in the south bay is not coming into play, but the

motorcycle going 100 miles per hour is what caused the accident. the off-ramp is open,est there a shopping center and a couple of roads to get around this. prepare for traffic control and detour just south of highway 4. meanwhile highway 4 through antioch, typical sloeg over there. getting over towards the bay bridge. we have a smooth drive and live look out there showing you that traffic is smooth. back to you guys. >> thanks mike. as bart continues efforts to bring trains to the south bay, there are new closures to worry about. at 10:00 tonight. the agency will close parts of south grimmer boulevard in fremont to work on the warm springs expansion project. the closures will take part over four consecutive nights but should be wrapped up in time for the morning commute. 5:10 this morning bart police will be cracking down on people who sit, lie, or sleep at bart stations. "today in the bay's" stephanie chuang live at the bart station in san francisco, stephanie, bart says this is a safety issue. >> reporter: that's right, good morning to you, laura. now a lot of people, you can

see, homeless people sleeping both in and outside of the station. although you can see a gentleman power washing, that tends to get people outside the area here. the focus is inside, bart police saying this is for safety. homeless people said it's a move to get them out. now just this morning around 4:30, we went inside, you can see half a dozen people sleeping in the halls and in the long corridors. that is especially where there's a concern according to bart police who add this is a safety measure to ensure they can evacuate these stations in four to six minutes in case of emergency. we spoke with a man this morning who sighs he typically sleeps in and out of the station with up to 25 other people who have nowhere else to go as they wait for section eight housing. >> we try to find a spot where we can get out of the cold, you know, the shelters is packed. you know, and we do get there, most of the shelters, they ain't livable. >> reporter: there are three steps in this bart police

you're watching "today in the bay." welcome back everyone, taking a live look outside from sunny valley this morning, the chp is investigating a deadly crash. this is at 101 lawrence expressway northbound lanes we're told a semi truck and motorcyclist collided, killing the moifblg rider. northbound 101 reopened 15 minutes ago. mike inouye getting new details, he will join us with a live update in just a few minutes. it is 5:15 right now, train carrying the remains of people who died in the malaysia air crash is in a city controlled by the ukrainian government 37 it'll be on its way to the netherland. the pro-russian troop ts seem to be allowing more access to international investigators. they even reportedly turned over the plane's black boxes. russia's ambassadors say experts confirm they were not tampered with. in the men time, new -- meantime, new criticism for

malaysia airlines after flying over syria yesterday. they called attention showing the plane flying over the war-torn country. mh 4 usually flies over ukraine, but the route was changed over last week's crash. late last night, malaysia airlines responding are -- responded saying it was in accordance with the agency. keep an eye on shares of netflix this morning. the stock jumped in the extended trading. happy to hear netflix topped 50 million subscribers. it's also doubled revenue year over year. the big draw for netflix, new programming, including orange is the new black, and of course house of cards. apple expected to release its earnings after the bell today. live at cnbc world headquarters with a look at all that, good morning. >> reporter: good morning, scott. yeah, a.m. definitely on our -- apple definitely on our radar today, looking at markets right

now i want to show you rain video, also from san francisco, near union square, and this is from our photographer josh kepple, we're not just talking about light rain, we have heavy downpours. let's go right to the radar this morning and show you what we are working with. you can see we have the orange, red, embedded within that green, and really a lot of this is is occurring up in the city right now. it's all pressing into the county, it'll be sonoma county throughout the morning hours. but really, this is good news for us. even though we have the lightning, we're getting enough rain to really keep our hillsides nice and wet. and gorgeous, gorgeous finish to the day, things are going to change throughout this afternoon. we're going to see onshore flow return and that's going to kick the subdrop cam moisture out of here. not until about 10:00 a.m. 11:00 to 3:00, we'll clear you out. warm and dry between 3:00 and 7:00. one of those bay area days where you don't get a lot of separation between your

continues. and i don't know about the flow of traffic if it's going throw the parking lot, the shopping center by safeway or not. it's right near the bart station. rest of your approach for the bay bridge moving nicely. look at that, radar information from the system that christina uses as well. and showing there's no wet roads and rain has fallen overnight. that'll be an issue over there. not a concern right now. easy flow past the open coliseum towards the toll plaza. look at the rest of your maps and the rest of the flow of it traffic, there's the northbound, southbound 101, nice as well. no drama out of navado or petaluma across the golden gate bridge. governor jerry brown says he will not send national guard troops to the state's board we are mexico. announcement is in response to a recent move by texas governor rick perry. yesterday, perry decided to deploy 1,000 trooms to the -- troops to the border in an effort to the stop the tens of thousands of undocumented do immigrants -- undocumented

immigrants to enter the u.s. it'll help prevent criminals from crossing the border. the man accused in the bank robbery and shootout in stockton now facing 35 charges. among the charges filed, jamie ramos, three counts of murder. using a hostage as a human shield. than hostage died along with two other suspects. ramos made his first court appearance yesterday. nodding when he was asked if he understood the charges. police are still looking for the driver of the car. that dropped the three men off at the bank. it is 5:21, movie crews continue to make the rounds in san francisco. today they'll be filming at the intersection of hyde and lumbar streets. the shooting for the new movie starring dwayne the rock johnson. he plays a pilot trying to find his daughter in san francisco after a huge earthquake. yesterday, camera crews took over parts of at&t park. they'll be in russian hills tomorrow. >> very cool. south bay phenom getting

meanwhile live look at the bay bridge, tuesday, 22nd of july, and this is "today in the bay". from nbc bay area, this is "today in the bay." good morning, i'm scott mcgrew. >> and i'm laura garcia-cannon. we have an update to breaking news in santa clara. crews cleared up northbound 101 with a motorcyclist crashed into a big rig and died. the motorcyclist was going more than 100 miles an hour. that crash happened at 2:30 this morning. it really blocked most of the northbound lanes near lawrence expressway in santa clara, but again, crews cleared all the lanes just about 30 minutes ago. the santa clara county water district will consider hiring so called water cops to get people to turn off their taps. "today in the bay's" kris sanchez in san jose, this proposal will not be cheap. >> reporter: it will not, scott, we're talking about $500,000 to hire between five to ten water

"today in the bay's" bob redell joins us live at the spring apartment complex in pleasanton. work crews aren't having any luck. >> reporter: well they're taking much longer, the plumbers are taking longer, laura, to fix that ruptured steel pipe that supplies the water to more than 350 unit bs here at the springhouse apartment complex in pleasanton. management says three companies took a stab between friday night when the pipe broke and now you have a fourth company with engineering experience having a go. seemed promising sunday when water was restored for about an hour, but the hopes were bashed when that pipe burst again. the company worked again yesterday, management now saying the pipe won't be fixed and water restored until 5:00 tonight, 8:00 at the latest. >> unforseen circumstances at one point, then they said main water pipe. give us a little bit more details and let us know exactly what's happening. >> there are porter potties, one for every two buildings.

roughly one for every 88 people. no thank you. >> reporter: in addition to the porter potties and washing stations, management is offering gallon jugs of bottled water for its residents, but residents say only a gallon a day. the property managers promised not to the charge tenants rent for the days they've been without water. >> all right, we're having some problems hearing bob's audio there, but certainly all the residents there are frustrated. they hope to have the water back up and running by 5:00 tonight. two suspected gang members will find out their fate today for killing a toddler in oakland. prosecutors say three-year-old carlos nava was simply in the wrong place at wrong time walking to the grocery store with his mom when he was shot in 2011. last month, jury determined the shot came from a car being driven by willie torrence and a man named lawrence denard pulled the trigger. the men reportedly targeted two

men in a rival gang. judge could sentence them to live in prison this morning. thief appears to be targeting tech startups in san francisco. we have video from the company, build zoom. it's on mission street south of market. police are trying figure out is if the woman seen wandering in the picture, in the pilled building is the same person that are broke into demand local last week. several times back in april. in those cases, several thousand dollars wort of electronics were stolen. air force one will be touching down tonight. the president will arrive in the bay area after 9:00 tonight. tomorrow, he'll go on a fund raising lunch to the home of real estate tycoon george marcus. house minority leader nancy pelosi expected to be there too. tickets range from $10,000 to $32,000. the president will leave the bay area for los angeles tomorrow afternoon. speaking of southern california, the obamas could be considering making it their home post-presidency. the president and first lady reportedly in escrow for this

korean police say they found the body of the businessman, the owner of the ferry that killed people. he was found in trees with empty alcohol bottles. corruption contributed to the sinking of the ferry which was carrying hundreds of high school students. they're still trying to figure out exactly how that man died. yesterday, prosecutors said a total of 139 people have been arrested over that ferry sinking including all 15 crew members. no sleeping, lying, or sitting while stretched out at bart stations, that's what police are enforcing this morning in a move they say will make it safer for people that take bart. other the say the true target is getting the home letless out -- moment homeless out. good morning. >> reporter: good morning to you, laura, that's right, it's raining outside, of course a little bit cold, and spaces like this provide shelters for people.

you can see there are a lot m people who have sought shelter here. >> okay -- >> reporter: sleeping inside this station. there were at least half a dozen people sleeping and lying in the halls, it appears they've been here overnight. the stations are a particular concern for bart police. safety measure to ensure they can evacuate stations in four to six minutes inin case of emergencies. now we spoke with a man this morning who says he and dozens of others have nowhere els to go. flost room at shelters, this is another way to push out the homeless. >> safety, so you know that is targeting the homeless. you know, it's just another way politically to say it. yeah, they're going to charge at the homeless, whoever else is out here. >> reporter: there are three steps in this bart police crackdown. first they will issue a verbal

case, that is when the situation will become extreme and we'll have to talk about rationing. but this is a very welcomed sight this morning, and overall, everything is still leading to a strong el nino which could bring us heavier than normal rainfall. that's what we're counting on in the weather department, that's long-term data, and that's what we're really going to wait for in the next few months. we're in the dry season. this is very welcomed. right now heaviest downpours coming through in the north bay and the east shore. showers are moving really quickly, but we're not just getting light rain this morning. it's enough to get your highways nice and slick and even for you to have to use your windshield wipers on full force for five to ten minutes at a time this morning. keep that in mind, it hasn't rained like this for in a while. this is the most significant moisture we've had. that could create a problem. we have all that oil which just kind of sits there and accumulates. when it rains it's extra slick out there. this is coming to showers, all this moisture pressing towards santa rosa on the way there,

the bay bridge and the backup, christina just told you about the rain hitting the bay bridge. you can see the slick roadway as she mentioned, hasn't rained for a while, so the oil will have settled on the roadway, just typical happening around the bay area, that'll float to the top making things slicker. watch the off-ramps, slicker curves will mean more spinouts. so far, smooth drive on the approach. green damp roads, blue means wet roads including the oakland, we're just watching it. so far no major complications because of that for your morning commute. easier drive through the north bay as you come across the golden gate bridge. you saw that the bay bridge had the water on the roadways. golden gate sbrinl actually moving smoothly and we don't see sheen on the paimt and no windshield wipers. that's good stuff. back to the maps. we will show you that further south. through the city of san francisco and down along the planes. we have that road weather index, watching for puddling and watch the slicker roadways and easier drive across the san mateo, and

northbound runs through the south, just starting with the little build. here's north 10, by the time you get to san jose, you're back at speed once again, back to you. it is 5:50, today, san francisco city leaders will decide if a soda tax can move forward. the board of supervisors will vote on whether to place the initiative on the november ballot. the bill adds a 2 cent per ounce tax on soda and other sugary drinks. it could bring in as much as $35 million a year to fund sports and nutrition programs throughout the city. and today the city council plans to change a law about allowing large animals on city streets. right now it's illegal, but the council will vote today on amending the ordnance allowing horses to be used in weddings. last month they allowed the couple to use a horse in the wedding at the history museum, even though it was against the ordnance. it was a mixture of western and indian elements, and indian tradition calls for the groom to ride in on a white mare.

could impact your morning drive. showers across the bay area. i want to show you the beautiful sky left behind with those showers have just cleared in tiberon. look at this, san francisco, spectacular sight here as showers now pushing into the northern most portion of sonoma county. we're getting a little bit of a break there. antioch, although it's not as glorious as the live picture in san francisco, all those low clouds, that's going to keep your temperatures from soaring today. right now you can see that batch of rain pushing into the north bay, we'll be tracking the showers to your doorstep as they roll into the bay area this morning. right now an update on your drive, its been busy, here's mike. thankfully the closures we had on the freeways has cleared from the roadways. now back to the typical pattern over here. the bay bridge shows the fast track lanes moving as the metering lights are turned on. there's wet roads, christina talked about the rain coming
