in the south bay, but wasn't caused by speed. the motorcyclist topped out at 100 miles an hour before he was killed. plus they won't wear a badge, but they will be patrolling your neighborhood. why the south bay could hire nearly a dozen water cops. meanwhile, no need for the sprinklers this morning, up in loren county, look at all that rainfall coming in as we head throughout the day, we are going to see these showers clear, but we still have heavy bachs moving on shore. tracking these to the minute to your doorstep, and we're tracking a heat wave as well. lots to go over in your microclimate weather forecast. and that rain came through, the city and the east bay, we'll talk about whether or not it's affecting your drive and i'll have to say, wet roadways clearly coming up. and taking a live look outside from the south bay this morning, kind of a refreshing way to wake up. especially for july. it's the 22nd already. and this is "today in the bay."

from nbc bay area, this is "today in the bay." good morning everyone, thank you for joining us, it's 6:00 i'm scott mcgrew. >> and i'm laura garcia-cannon. secretary of it state john kerry's in the middle east this morning trying to craft a piece deal out of a deadly mess. israel agreed to a ceasefire, but hamas refuses. all this while rockets continue to rain down in gaza. palestinians say 606 people including women and children were killed over the past two weeks. israel says hamas militants fired more than 2,000 rockets in that time. israel's prime minister says his country warned civilians in gaza to lee and accusing hamas of hiding behind them. train carrying the renans of the people who died in the malaysia air crash now in a city controlled by the ukrainian government. it'll soon be on its way to the netherlands. meanwhile property-russian troops turned over the planes black boxes overnight.

russia's ambassador to malaysia says expert confirm the black boxes from flight 17 were not tampered with. again that is according to russia. all of this comes as the european union is meeting to decide how to respond to the shoot down, possibly with suffer economic sanctions against russia. we are following breaking news in the south bay, crews have cleaned up northbound 101 near lawrence expressway where a motorcyclist crashed into a big rig and died. witnesses say the motorcyclist was going more than 100 miles an hour. that crash happened at about 2:30 this morning, block most of the -- blocked most of the northbound lanes in in santa clara. again crews cleared all the lanes about an hour ago. wasting water could get you a knock on the door from a water cop. the south bay's largest waters district is thinking about spending half a million dollars to catch water wasters during the drought. "today in the bay's" kris sanchez joins us from the santa clay ra water valley district, kris, what you going to do when they come for you?

>> reporter: well, scott, you know, they don't have a lot of teeth in the bite they have so far. they could change tonight as the santa clara valley water district board discusses hiring more people for enforcement. already they've created an app so that people can report water wasting when they see it. they are also handing out free buckets so that you can catch your shower water, and use that in your garden, but again, this is by far the most expensive proposition to date. $500,000 to bring on five to ten more employees in order to patrol for water wasters, and also investigate complaints registered by people on that app. and also on the phone. and there may be quite a few people wasting water, so far, water users in this district which covers much of the south bacon serves 12% falling short of the governor's 20% target. the and district encouraged neighbors to point out broken sprinklers to each other for

true water wasters, they're encouraging folks to file former complaint. now if the santa clara county water district decides to spend it on more staff, we can call them water cops if we want to, they're more like hall monitors because they don't have the authority to fine people. >> what they can do is refer an issue or a particular property to the local water provider or city that does have the ability to issue a fine. >> reporter: now folks on san jose's greenmore court might say what difference does it make, they called in this broken pipe on their street only to be told by water district staff it is not a priority. we'll see if it does become a priority as, if the water district does bring on more people for enforcements. by the way, if you find yourself in a situation where you would like to let your lawn brown out because you want to save more water, but you live in an area governed -- governed by a homeowners association. there is relief, the governor signed into law yesterday a rule

saying that you can let your lawn brown out, and your hoa can't complain about it. one of the few things they may not be able to complain about. in san jose, kris sanchez, "today in the bay." >> fair enough, kris, thank you. now to continuing coverage of one bay area apartment complex with misery and frustration certainly growing this morning. people living there have been without water for five straight days. "today in the bay's" bob redell joins us live at the spring house apartments in pleasanton. the landlord is trying to fix the problems, using different agencies, but no luck so far. >> reporter: different companies they are on their fourth company, and management here at springhouse apartments, laura, in pleasanton notified the renters yesterday that they hope to have the water back on by 5:00 tonight, 8:00 at the latest. what is driving the renters here nuts is that this main water line burst on friday, clearly it's now tuesday. they're wondering what's taking

so long. when we spoke with a property manager yesterday, he explained they did call a reputable plumber right away. they couldn't fax it, neither could the next two. a plum we are engineering experience started to tackle the problem, that was the fourth company i mentioned. they did have the water back on sunday for about an hour, but the pipe burst again. they were back yesterday to try another fix, it's not clear why it's going to take another day, today, to be restore service. the residents have had it. they're tired of going to the pool for the water. tired of the dirty dishes, tired of not being able to shower. >> when you pay people noun live somewhere, you expect a not leaky roof, you expect running water. everybody needs water. you know, it's like living in a third world country. >> reporter: management is providing gallon jugs of water for redents, talking about bottles water. they've also set up a handful of porter potties with wash stations throughout the complex. some residents say there's not

enough for the 354 units. and the property manager has promised not to charge rent for the days his tenants have been without water. and here we are entering day number five. reporting live here in pleasanton, bob redell, "today in the bay." >> thank you very much, bob. 6:07 as we get you out the door no morning, and your microclimate forecast, let's look at bay bridge. check the forecast with the meteorologist christina loren. there have been thunderstorms and rain, strange end to the july. >> yeah, strange end, these monsoonal showers, i have to tell you, they are a havoc when it comes to forecasting weather. they really are. very difficult to track. and i can tell you, they can bust a perfectly good forecast if we see that monsoonal flow creep far enough to the north, and that's what has been happening. look at this, as a result, here's your aftermath, boom, lightning this morning, you might to want walk over to your television set if you're just joining us, maybe brushing your teeth, look at this because it's very rare for us to get that

kind of lightning right here in the bay area. and i haven't even told you yet where and when this occurred. this is san francisco at about 4:30 this morning. right off the top of the show, right when "today in the bay" started, we started with a bang. quite literally. and this morning, we're still seeing those showers on the radar this morning at this point, mostly lifting into sonoma county, the east shore also drying out a little bit. we have another batch of rain now developing here in the south bay. and this is enough to keep your highways slick this morning. it's actually a morning when you might consider giving kbrrs extra time or -- yourself extra time or don't be surprised if you see a slower than drive. we're going to check on that with mike. widespread rain shower activity, not just little cells as we head throughout the day today, we are going to clear you out and we're noticing that clearer sky here over ocean beach this morning. gorgeous shot here of san francisco, where we picked up a tenth of inch of rain so far. we're going to get those numbers tallied for you. as that rain still coming in

though, we're going to keep adding to those totals. i want to show you oakland hills, also a little bit of blue and temperatures today are going to be so comfortable. 81 degrees on the peninsula. 78 for the south bay, 65 degrees in san francisco. 78 on the east shore, and 78 degrees today in the north bay. look at the heat we are expecting. just to want give you a preview because temperatures will creep up, especially between wednesday and thursday. we'll be back in the 80s here in the south bay, closer to 90 by friday, and then the weekend stays pretty mild. we'll keep tracking those showers, let's track that drive as promised, it's traffic tuesday, here's mike inouye. >> it is, so we'll look out at the bay bridge because the traffic is being affected by what christina just reported, rain having traveled through the area leaving the parking lot all the way over on the right with wet roads there, and you'll find those transition routes slick as well. be careful, you have to slow here because the metering lights are on and the map we'll show you, not a lot of slowing in the vicinity. east shore freeway is building. the green on the maps means wet roadways, at least damp, and

blue shows you where it's wet. that's our road weather index. the road conditions based on the weather conditions that christina told you there in the area. north bay com coming across just north of the bridge, westbound 780, reports of a car spinning out there. potentially because of some wet roadways through the area. that's what the chp report said, we're going to hold to that as well. be careful and smooth drive despite that across the bridges. looking at the rest of your commute. west 580, nothing dramatic. typical build, livermor, dublin, 680 shows the slowing because of the volume. the blue blotches through san francisco, south san francisco, and over towards the coast. highway 1 also shows a little areas where you're going to watch the slick conditions. highway one, be careful of that as well. live look at san jose shows you the volume of traffic and the road conditions down near san jose, not a concern there. and there's the north bay, same thing through san rafael and this particular spot. >> okay. thank you. >> thanks, mike. well u 10, still -- 6:10, no

throughout the next half hour. we are tracking these to your doorstep. we'll let you know how warm it's going to be later on today. it will be warm out there, but not hot just yet. triple digit heat is in the forecast, where and when in just moments. yeah, that looks like your morning commute is handling the rain on the roadways so far. we're tracking those conditions. looking across the bay, look at that build for west 92, across the san mateo bridge. we'll show you the other crossings as well as the soit bay that's kicking in right now. here's a look at today's top stories. all lanes of northbound 101 in santa clara are back open this morning following a deadly overnight crash between a big rig and a motorcyclist. witnesses say the motorcyclist was going more than 100 miles an hour when he slammed into the back of a big rig. this morning a judge will sentence two suspected gang members for killing a three-year-old oakland toddler. last month, the jury found willie and lawrence denard guilty in the shooting of

three-year-old carlos nava. prosecutors say nava was simply in the wrong place at the wrong time. he was walking to the grocery store with his mom when he was shot in 2011. president obama will be spending the night in the bay area. air force one will touch down at sfo after 9:00 tonight. tomorrow, he'll go to a fund raising lunch with the the home of real estate tycoon george marcus. starting this morning, bart police will enforce a new policy at bay area stations. >> they will be cracking down on people who sit, lie, or sleep at the stations. "today in the bay's" stephanie chuang live at the palace street bart station in san francisco, stephanie, bart says this is a safety issue. >> reporter: that's right, good morning, laura and scott. that's what bart police say about this move. the gates close in the bart station in the midnight hours, already at 4:30 when we open, there are plenty of people sleeping and stretched out in the stations. and it's difficult to see, down this long hallway, probably

obscured by people walking, there are folks there as well. there were at least half dozen people sleeping and lying in the halls, it appears they'd be here overnight. long corridors in the stations is the particular concern for bart police who describe this new policy as a safety measure to ensure they can evacuate stations in four to sticks minutes. of course in case of emergency situations. now passengers say they do see too many people lying or sitting outstretched in the halls and stairways. we spoke with a man this morning who says he and dozens of others have nowhere else to go. he believes this is just another way to push the homeless out. >> it could be a health hazard, all that, what if something happened and we have to evacuate the building and we have to step over people that's sleeping. you know what i'm saying? so i agree with that. >> we try to find a spot where we can get out of the cold, you know, but shelters is packed. you know, and we do get there, most of the shelters, they ain't livable.

>> reporter: bart police saying there are three steps in this crackdown. first they will issue a spoken warning next, they will check ids and give out citations without a fine. and lastly, court appearance summons that would mean that person is subject to getting fined, arrested, and or jailed. those are the terms, the goal is to spread the system wide, mostly to san francisco, other san francisco stations include ugh civic center and montgomery. although we don't know when that'll happen. live in san francisco, stephanie chuang, "today in the bay." >> stephanie, thank you. time to check that forecast with meteorologist christina loren as we give you a live look outside the golden gate bridge. wow, it's beautiful across the span. you can see it today. you can also see some thunder and lightning, i guess from earlier today. what a morning. >> yeah, and those showers are clearing out so quickly. people are going to wake up at 8:00, 9:00, and think, there's no rain. >> yeah, well those are lucky people. >> you know what i mean. we are too because we get to see it happen in realtime.

live and more importantly, scott mcgrew, together, together. 6:17 now. i want to show you that radar as you can see, those showers are coming through, and they're mostly starting to spread out, think about out, and move into the north bay. in fact, our little event is almost over with this morning, my friend. that's all right. we've picked up decent rainfall totals. highest i've seen so far, tenth of an inch near san francisco, and we'll be tallying those up for you and bring those to you, the latest at 11:00 today. i want to show you what's happening right now over the past hour or so, showers are starting to let up. and you can see right now, up into sonoma is where we have the most significant rainfall. that's going to be the case for the next couple of hours. i want to show you the clearing sky for pleasanton, welcomed sight here. same in san francisco as those midlevel clouds start to clear, those low clouds start to settle in. this is just a spectacular shot over downtown san francisco, but

hey, i think the big winner this morning comes in from the labor observatory high atop mount hamilton overlooking if the santa clara valley where the low clouds are settling in. like a bowl of soup this morning, and that is the change. that's going to keep temperatures comfortable and help to boost that very moist air mass out of here. so on shore flow strengthens today. that cool ocean air, you'll feel it by the end of the day. 78 degrees in the south bay, 81 degrees for the peninsula. and 65 degrees in san francisco today. you'll hit about 78 degrees on the east shore. 78 degree in the north bay, and republican good looking day out in the tri-valley, 83 degrees for you. the a's are back at it tonight. they've got a game, and they're looking really good for clear skies at 7:00 p.m. taking on the astros. looking really good out there at o.co coliseum. tomorrow night root beer float night, bill out there, love to meet you. mike, you're not stranger to scooping the ice cream and

dumping it into the root beer. >> i've been there in past years, get you right there, that muscle, whatever it's called. i don't know. it's that thing. yeah. it's tough, christina's going to be working hard. maybe she can practice today, maybe me a float. 101 smoothly, we're talking about a nice flow of traffic throughout. now reminder, further south from here, 152 we had a crash at ferguson, that has reopened over the last half hour, traffic flow to and from towards i-5 is moving smoothly now. we have an easy drive across the bay. the peninsula not of a major problem, we had wet roadways registering up to the last 20 minutes. now that recommuted things are drying out a bit. we have slowing now, typical for your morning commute. 238 through hayward. also we have the tri-valley west 580 with the build as well as 680 south of pleasanton to sunol. nothing dramatic. that's the way we like to keep it. smooth drive towards the bay bridge toll pla accident happen. a's are playing tonight.

at 6:24, new this morning, south korean police say they found the body of a fungtive billionaire businessman blamed for april's ferry disaster that killed more than 300 people. the body was found last month in a field of apricot trees surrounded by empty alcohol bottles. dna analysis just came back today, investigators say his corruption led to the sinking of the ferry which was carrying hundreds of high school students. they're still trying to figure out how he died. yesterday prosecutors say a total of 139 people have been arrested over that ferry sinking including all 15 crew members. firefighters in washington state looking forward to better weather. they hope the calmer wind, cooler temperatures will give them time to surround a devastating wild fire. the fire has burned about 400 square miles.

that's almost twice the size of san jose and it's only 2% contained. so far, at least 150 homes have burned to the ground. firefighters expect that number's going to rise. more than 1600 firefighters are working day and nagt trying to get control of the flames. they're being helped by 100 national guard soldiers. jerry brown will not sent national guards toot border. yesterday, perry decided to deploy 1,000 national guard troops to the border in an effort to stop the tens of thousands of undocumented immigrants entering the u.s. kerry says the additional resources will quote help prevent criminals from crossing the border and harming our citizens. efforts to stop sn jose is strict new pot club reforms are up in smoke. medical marijuana supporters did not get enough valid signatures to qualify a referendum for the november ballot, that means pot clubs will have to adjust to the rezoning ordnance or shut down.

this video of rain along highway 101 in santa clara. look at this rain in the south bay as well. taken this morning also in santa clara. all right, let's get a check of the microclimate forecast right now and find out where the showers are and what we will face for the rest of the day, here's meteorologist christina loren. >> hey, good morning, scott, laura, everybody at home. yeah, it's really interesting, we had the bulk of the moisture roll through over the past hour, all the activity started to ramp up right when this broadcast began at 4:30 a.m. and here's the kicker, looks like it's all going to conclude as we finish this broadcast at 7:00 a.m. and you can see, i set your radar back for the past three hours, really some significant clearing taking place out there, but still, i want to stop it for you. this is your realtime radar. still getting decent downpours on the east shore near fremont. also up in morin county, all the activity pushing north towards santa rosa. that'll be the trend throughout the morning hours.

identifying saying that happened in the hallway at school in may. he says several guards wanted to search his backpack and when he refused, the guard in the previous attack, mitchell, beat him. unlike the attack on the student in the wheelchair, this alleged incident was not caught on surveillance camera. >> just ended up saying that you can't see it clearly, all you see is mitchell on top of me, but you don't see him choking me which doesn't really make that much sense. >> i can assure you you have done a full investigation and mrs. wayman will have the chance to review that material, and if she's not satisfied with our response then of course she can take further action. >> hired an attorney. the school district was planning to expel him after reportedly finding pot brownies and an air soft gun in his backpack but since backed off since the beating. the school district points out the student did not come forward until the wheelchair chase got media pub lis si.

thief is striking startups in san francisco. build zoom located on mission street, south of market, now police are trying to figure out if the woman seen here wandering around the building is the same person who broke into the demand local last week and several times back in april as well. in those cases, several thousand dollars worth of lek troks were stolen -- electronics were stolen. here's a live look outside as we get ready to talk to mike, good morning. >> he has a look at the morning commute. looks like the metering lights are on. >> exactly, they are on, and look at the wet roads, you do see the parking lot there is wet after the rain traveled through the area. that has traveled north and we have, the drama is gone, but still, leftovers as they call them wet roads bring the oils and grease up. let's look at the map. watch those transitioning. we've seen the green, talking about where there may be wet roadways. translating that toward your experience as you drive through

the areas like the east shore freeway, the north bay also reporting some rain, our friend lance called christina and said, rain up here. that's confirming what she's been telling you, good stuff. good slowing through navado. nothing big though. we have an nice easy drive along the peninsula as well. 101 and 280 are the at south bay, we're going to show the slow downs starting northbound 101 and 87 now kicking in. little green blotches here, damp roads, nothing dramatic so just a little traffic. 101 at 60 we are seeing the second burst of traffic kicking in. this one will stick. being tuesday, heavier volume, but again, still in the summer time commute. although we're talking about back to school, buying things for the kids. skenls are changing again. that was a quick one. >> i hated that as a kid. started talking about on tv back to school. >> now as parents, we like it. >> new crayons, i liked it. >> crayons versus sleep.

hey is right. let's talk a little giants baseball this morning as we take a live look at at&t park. all is quiet here. because the giants are right in the middle of a long road trip. >> yeah, and well the giants got the job done yesterday in philadelphia, there was major concern this morning surrounding the health of two of their stars. here's amy gutierrez from comcast sportsnet. >> reporter: good morning everyone, your san francisco giants in the midst of a seven game road trip, and today they kick off game two of a four day contest against the philadelphia phillies. good news, giants took the series from miami, the bad news, they're down a couple of important men. brandon belt and matt cain both placed on the disabled list. brandon belt saturday was hit in the face been aarnt throw during batting practice. he's been put on the seven day concussion list, and matt cain has been placed on the 15 day

disabled list with right elbow inflammation. bruce bochy recently did say that matt has been experiencing a quote unquote cranky elbow since spring training. and the 2010 mri showed that matt had bone chips and loose debris floating around which at times can cause inflammation. adam duval and reliever george contos joined the team yesterday, and will be starting in place of matt cain. and that is your giant's update, i'm amy gutierrez for "today in the bay." >> all right, thank you, amy. and to add a little power, the giants have signed free agent dan uggla to a minor league contract. the 34-year-old second baseman released by the braves last week, he's known for home run power, but not lately. in 50 games this seen, he's only gone deep twice. coming up, the water police about to patrol your neighborhood. plus we have an update to breaking news in the south bay. deadly crash shutting down lanes

of continuous news, weather ab, and trachk on "today in the bay." higher so-called water cops to get people to turn off the tab. >> kris sanchez is in san jose this morning, kris, this proposal will not be cheap. >> reporter: no, we're talking about a half million to hire a few more people that may not be able to write fines as you might imagine water police would. we're talking about $500,000 to hire five to ten more people who would investigate complaints and patrol for water wasters and there may be quite a few, so far water users in this district which covers much of the south bacon served 12% falling short of the governor's 20% target. the district encouraged neighbors to point out broken sprinklers to each other, but for two water wasters, they've set up a hotline so people would create an app so that people could rej strer complaints that way. even if the santa clara valley

that just occurred over the past 15 minutes. we're going keep tracking this for you. as we head throughout the morning hours, and i told you i was watching one area closely for your morning commute. mike and i both will be this morning. as you know, it always stacks up through the tri-valley, and now we're getting heavy downpours. all the way from livermore to hayward. give yourself extrue tra time and don't be sbriezed if you see a low slower commute. this is what we're working with. all this moisture just offshore here getting ready to slam the peninsula as we head throughout the 7:15 hour, it's going to be about burlingame area to san mateo at that point. we're going to be tracking these for you until about 7:30, then everything leads know believe on shore flow will be back. what's happening right now is on shore flow is trying to come back in the bay area, but the two competing air masses not getting along. as a result you get the fire works in the sky. overall though, later on today, yeah, low pressure will head out of here. we'll get that on shore flow

northbound lanes near lawrence expressway in santa clara. crews cleared all the lanes about 90 minutes ago. look at the rest of your commute with mike inouye, good morning to you, mike. >> good morning scott, laura, we just talked about that crash. and that did have slowing very early in the morning, now nothing related to that. we have a volume of traffic that's building here north 101 at san jose. we'll show you the maps as owe know, this is where the camera's locating. and slower drive because of that build northbound from capitol expressway all the way past fjc. not towards santa clara where there was that overnight cash. 87, 285, following typical pattern far tuesday in the northbound routes for the south bay. rest of the bay you can pick your path and you have a typical commute. we will have wet roads continuing after that rain has traveled through earlier as christina said. mostly in the north bay, but it may hit the peninsula around 7:15, 7:30, slower drive, registering south 880 and

fremont because of that typical volume as well. heading across the bridge, did over the past few minutes see slowing westbound away from us. it really slowed down, then kind of smoothed out now. checked the peninsula side as well. nothing dramatic heading over the high-rise. no reports of anything, west 92, that is your commute and kicking in here. over on the hayward side, looking at the map's again, speed sensors show a slower drive off of 238. no problem at the castro valley, we're expecting more over the next 20 minutes. over here, west 580, typical pattern, easy through dublin and slowing through pleasanton and sunol. west 580 approaching airway, there was an earlier crash that moved to the shoulder, but there may be a vehicle, maybe a big rig. that's a distraction, we don't need anything else to distract the slowing for the tri-valley. 880 up past the coliseum. remember the a's play tonight, postwork traffic. green means you'll have damp roads. we haven't had a problem, slower

down at bay bridge tole plaza. you have to slow down anyway, speeds not an issue there, back to you. >> watch out for air force one, it'll be touching down at sfo tonight. the president will the arrive in the bay area just after 9:00 tonight. tomorrow he'll go to a fund raising lunch at the home of real estate tycoon george marcus. house minority leader nancy pelosi expected to be there too. tickets range from $10,000 to $32,000. the president will leave the bay area for los angeles tomorrow afternoon. and speaking of southern california, the obamas could consider making it their home. postpresidency, the president and first lady reportedly in escrow for this home near palm springs. the four and a quarter million dollar home has four bedrooms, four and a half bathrooms, it's in a gated community where frank sinatra, bob hope, and ben crosby once lived. last month they spent a long father's day weekend there. >> when's's the house warming?

bart police will enforce a ban on people who sit, lie down, or sleep at bay area bart stations. "today in the bay's" stephanie chuang live at the bart station this morning, stephanie, that station is the focus of this crackdown. >> reporter: yes, good morning to you, laura. first i want to say that for days like today, nights like last night where it's rain organize cold, these provide shelter for the homeless people, that's what they're telling us. gates close, but there were people even here at the midnight hours. and down this hallway, there were people already sleeping here, but we watched this morning at bart police told them that they had to go. for safety reasons. now in the video you see that the man's legs are outstretched, police are cracking down on that, and anyone who is sleeping or lying down, the long hallways in the station is a particular concern for police who described this new policy as a safety measure to ensure they can evacuate these stations in four to six minutes in case of morning. now regular bart riders said

they support the policy, but we also spoke with another man who'd be sleeping here at the station told by police he would have to go. >> reporter: they're not like being -- >> they're not being real rude. they basically want people up, on their feet, they don't want them sleeping down here in the hallways. >> sometimes i have to go around them. >> this is a health hazard and all that, what if something happened and we have to evacuate the building and we have to step over people that's sleeping. you know what i'm saying. i mean, i agree with that. >> reporter: the police say first they will issue a spoken warning, next they'll check ids and give it without a fine, and the third time will mean a court appearance summons. that person could be subject to fines, getting arrested, or even jailed. one other aspect of this is there is a holding cell here at the bart stations. and police will check the ids and if there is an warrant out for an arrest then they will take that person to the holding

cell before taking them to the hall of justice. next up, civic center and montgomery. live in san francisco, stephanie chuang, "today in the bay." >> thank you, stephanie. let's continue our coverage of a major water outage at a bay area apartment complex. people have been out with that water now for five straight days. >> that's right, "today in the bay's" bob redell joins us live at the springhouse apartments in pleasanton. work crews haven't had luck fixing this problem. >> reporter: well laura and scott, the plummers are taking much longer to fix that ruptured steel pipe that supplies all the water, 350 units here at the spring house community apartments. three companies took a stab at it between friday night and saturday afternoon. now a ford company with engineering experience is having a go at it. it seem promising sunday when water was restored for about an hour. but the hopes were dashed with that pipe burst again. they worked on it yesterday,

management now saying the pipe won't be fixed, and the water restored until 5:00 tonight, 8:00 at the latest. >> they said unforseen circumstances at one point, and then they say main water pipe. give us a little bit more details and let us know exactly what's happening. >> there are porter potties, one for ere two buildings. -- every two buildings. roughly one for every 88 people. no thank you. >> reporter: management is also offering gallon jugs of bottled water for its renters, but residents say only one gallon a day. the manager promised not charge tenants rent for days that have been without water. over the past four days, they've used water from the pool to flush thafr toilets. had to make do with a body hand wash instead of a shower. unless they have a friend outside the complex they can lean on. and again they're hoping that this is not going to go any further than today. i did text with one resident this morning who is extremely
