a criminal probe on construction problems on the new bay bridge. nannette miranda is live on the bridge, this state senator is saying caltrans knew that that work was subpar. >> reporter: absolutely. new senate report is expected to be out this week. and in it it'll apparently show that caltrans knowingly accepted is up standard work -- is up standard work. a democrat from concord running for congress says the findings are so bad, he's calling for a krul investigation into the project's management and construction problems. he wants the california attorney general or u.s. attorney to look into this. according to the sacramento bee, the report is also expected to confirm the transportation agency knowingly accepted flawed and potentially hazardous work by a firm in china that welded much of the new span's roadway and tower. the $6.5 billion bridge opened last fall after years of delay and $5 billion above original

estimates. the remaining issues include misaligned and cracked wells that could lead to deck fractures, tower foundation concrete tested very poorly, anchor rods on the suspension span may not be reliable, and least, in the suspension spans are to blame for corrosion. both caltrans director malkin dougherty and the commission executive director steve hemmingjer say the bridge is safe and solid and will last 150 years. the senator will hold a hearing next week, august 5th, to discuss this new report. he expects the testimony, quote, to be quite disturbing. live on treasure island, nannette miranda, "today in the bay." >> thank you very much, nannette. city leaders in san bruno fighting back this morning against pge. ever since the deadly gas line explosion, the utility has had a cozy and questionable relationship with state regulators. joins us live in san bruno. city leaders going to make a big announcement this morning. >> reporter: they're calling it a major announcement, the city of san bruno is. they're making this around 9:00 this morning, scott, in san francisco on the steps of the cpuc. the california public utility's commission toe announce the actions they are going to take in light of documents that they obtained showing what they say is quote illegal conduct between the cpuc and pge. this is significant because the puc oversees oversees pge is in the process of determining thousand penalize the utility for the explosion that killed eight people and destroyed a neighborhood nearly four years ago. now this raises the question of how can that regulatory body be impartial when it comes to calculating that penalty for pge's roam in the explosion. for example, among the 7,000 documents the city obtained through a lawsuit, is an e-mail from michael peevy, president of the pu drorks pge giving them public relation's advice on how

to handle the federal indictment between the facility. state lawmaker jerry hill who represents san bruno calls the relationship too cozy, too close, and inappropriate. >> and that's what these e-mails show. is that the utilities have been working the commissioners, they've been communicating closely, and in that coziness is not what we expect. >> reporter: here a statement from pge, reading and quoting here, we're committed to conducting ourselves in an ethical manner at all times. we will review all the e-mails involved to ensure that this high standard was upheld. unquote, we reached out to the cpuc, it said in a statement it complied with information requests but did not weigh in on other accusations. again the city of san bruno holding this news conference, a few hours from now, can the this morning on the -- 9:00 this morning on the steps of the cpuc. major announcement and actions will be taken. reporting live here in san bruno, bob redell, "today in the bay." >> thanks, bob.

developing right now in the middle east, hamas and israeli leaders are considering a new cease-fire proposal presented just hours ago by the gianted nations security council. the u.n. called for an immediate and unconditional humidtarian cease-fire -- humanitarian cease-fire to get aid to thousands of paul stain eyewitnesss who are hurt or in harm -- palestinians who are hurt or in harm's way. today, fighting was calmer, but several rockets were fired from both sides. we're looking live now at gaza city. over the weekend, hamas and israel agreed to two temp rir cease-fire and each side broke them. doctors managed to deliver a palestinian baby girl after her mother was killed in an israeli air strike. last week doctors performed an emergency surgery to save that baby's life after her mother died on the operating table. that baby is in serious condition this morning. investigators on the peninsula hope a witness will

come forward, help them find the gunman who shot three people, killing one happened early late saturday night in east palo alto, just off of the university avenue. when police got there, they found three people shot, two women and a man. man died while the woman was taken to the hospital. they should be okay. all the victims were shot several times. city the's gang task force also working that case. trucks are returning to two peninsula cities today for a second round of spraying to fight off the west nile virus. san mateo and hillsborough were sprayed last monday. county officials report mosquitos again have tested positive for the virus. here's where the spraying will happen tonight. it is bordered by peninsula in san mateo and north idaho street and everyone is lane in hillsborough. the fogging is scheduled to happen tonight between 9:00 and 5:00 tomorrow morning. well the drought, taking a toll on boating and rafting around lake tahoe. starting today the sand harbor

boat ramp on the northeast shore will be closed for the rest of the season. water levels are too low to launch boats. all ramp, no water. it stays open usually year round. meanwhile owners using the truckee river will have to stop rafting tours next month. closer to home, beaches at two popular east bay lakes will remain closed, at least through today. officials shut down all beaches at shadow cliffs lake and pleasanton last week. dangerous levels of e. coli there and in oakland, swimmers could not cool down because of toxic algae. the park district says tests will be done this morning to see if those beaches are going to be safe. meteorologist christina loren joins with us a look at the forecast and whether or not folks are going to be missing those bodies of water. >> yeah, it's going to be hot out there. that's for sure. but you know what, we have so many other options for you here in the bay area. and that big pacific ocean, really getting those warmer currents at this point.

so you're still getting the mid-60s out there. that might be a place to check out. don't spend too much time in the water. run the risk of hypothermia if you overdo it. yesterday, you may have had a hard time getting to sleep. your temperatures that the hour running two to eight degrees cooler than 24 hours ago. and that's relief, especially for those who do not have an ac in your home. san jose, mostly clear to start, same mostly clear sky over ocean beach right now. the only place you can find fog for you is pacifica. as we head throughout the morning hours, not a lot of fog. we have showers on the way to the bay area and hot temperatures yet again everybody wants to know when is this heat going to break? and i have that answer for you. 89 degrees in the south bay. 84 for the peninsula. 70 degrees in san francisco. here's the deal though, because of that humidity, you want to tack on additional five to ten degrees to the temperature you see for the microclimate because that's what it's going to feel like. it will be hot out there.

your commute direction is jammed up approaching this scene at greenville. but then that's going to bare a little benefit for folks into livermore and dublin. the rest is heading towards the dublin interchange. again, 7:00 or 8:00 until that'll be cleared. over towards the bay bridge. smooth drive, no problems out of the roadway or across the richmond san rafael bridge. let's check the bay bridge for the vol yuchl traffic which is light right now. we're just starting to see the cash lanes flow a bit. few more cars in the area. no delays for the transit agency. but you have a transit-related story coming up right now. >> we do. a pair of bay area light rail stations will be partials closed this week. vta says it'll close the vienna and ringwood stations between 8:30 and midnight to be the. they'll take place every night through the end of the month. the vta is finishing a third track to help ease traffic when the 49ers play at levi stadium, which can't happen soon enough. well today filming for the

the bay." welcome back, and "new york times" editorial is pushing for the legalization of marijuana back into the spotlight. the paper compared the current situation to the days of prohibition writing that otherwise law-abiding citizens are becoming criminals. it argued the federal government should repeal the ban on pot and paper did not say pot, did say rather pot should be offlimits to people under 21. 36 states have loosened marijuana laws and polls show, more than half of all americans now think it shou be legalized. even the president has said he doesn't think alcohol, he thinks alcohol, kris, is much more dangerous than pot. >> yes. he has said that. three people cushioned of manufacturing and shipping salmonella-tainted peanuts will be in court today. jury selection will start this morning in a federal court in georgia. the owner of the peanut company of america, his brother, and the plant's quality control manager face 76 criminal counts. investigators say they shipped tainted peanuts and covered up

lab tests that showed some batches of the nuts tested positive for salmonella. between september of 2008 and march of 2009, 714 people were infected in 46 states, and nine of those people died. there are no big maks -- macs or chicken nuggets in china because of the recall from the supplier. mcdonald's only selling pies, hash browns, fries, drinks, and ice cream. earlier this month, a facility was accused of distributing expired and tainted meat. sense then, several fast food companies have severed ties with that distributor. earnings reports come out on wall street this morning for a look at the news before the bell, let's turn to jackie deangelis, good morning. >> reporter: hi scott. stocks closing lower on friday. dow falling 123 points, it does close under 17,000. also the 2,000 closing down for a third straight week. we are watching gold prices as

we have the mid-60s, these numbers that the time yesterday were closer to 70 degrees. here's also a little bit of a difference between yesterday and today. we had a little bit of monsoonal moisture creeping up at this time yesterday. at this point, you can see it is ramping up. and a lot of this is going to come into the bay area. let me tell you a little something about monsoonal moisture. the forecast models do not handle it very well at all. so that's why it catches us off guard sometimes, but i want to show you what we are expecting and the best chance today as we get into this afternoon for those showers. this is what we call the rpm model. this handles it the best. you can see the shower@kreepg up the spine of the sierra nevada. at this point, i would not be surprised to see a lot of that green right over the bay area. so do keep in mind, we're fair game for showers as we head throughout the day today. we're going to keep the chance going for tomorrow as well. 9 degrees today in the south bay, we've got a 20% shot of rain. 81 degrees for the east shore. 70 degrees in san francisco.

it'll be sticky out there again, today, tomorrow, holding on to the humidity. likely through wednesday, then we'll start to see temperatures drop off, drier air mass move in, it's looking good for us. count on showers. deeper to the forecast coming up little bit later. right now here's mike and the drive. >> all right dplais. very slow drive out of the pass. for west 580, you're jamming up towards this scene right here. greenville where two of the left lanes are blocked in your commute direction, only two open, that's half of your commute area. now these folks are backed up making things lighter for livermore and dublin, west of the road. look at this the, mile slow down west 84 in through the city of livermore and pleasanton. not yet developed over towards sunol. we're watching for this to last until about 7:00, 8:00 when the crash will clear hopefully. got to offload 60,000 pounds of bananas and clear those lanes and a fuel spill. we'll track for the progress. meanwhile, we will slow down a tad bit off of 880. and the rest of the bay looking

interstate both directions for aefbt 20 minutes -- about 20 minutes, evacuate the neighborhood for a while. the fire started outside that propane depot in some trees and quickly made its way towards those tanks. >> we could smell the propane and hear the propane gassing out of the tanks on arrival. we had a high concern that if all these caught fire or then exploded, it'd be like a large explosion or a bomb in the heart of the city. >> crews called for backup of course, managed to stop the flames before any exploded. some were singed though. investigators still trying to figure out how all this happened. we are expecting a major announcement from the city of san bruno this morning having to do with pge and the deadly gas line explosion four years ago. "today in the bay's" bob redell joins us live in san bruno. and bob, this announcement comes as a public record, request painted questionable relationship between pge and state regulators. >> reporter: and that's how the

city is characterizing it. in three and a half hours, the mayor of the city of san bruno along with colleagues will make a major announcement, what actions they plan to take after these documents they obtained through a lawsuit show what they say is quote, illegal conduct between the california public utilities commission and pacific gas and electric. now this is significant because the cpuc which oversees pge is in the process of determining how to penalize the utility for the gas pipeline explosion that killed eight people and destroyed a san bruno neighborhood nearly four years ago. if there is a cozy relationship, then the question becomes how can the puc be impartial when it comes to calculating the penalty for that utility's role inhe explosion. for example, among the 7,000 documents, the city obtained through a lawsuit is an e-mail from michael peevy, president of the puc, e-mail to pge giving them public relations advice on how to handle the federal indictment against the utility.

police officer in order to sexually assault undocumented immigrants. san francisco police say jeffrey buga dressed up like a cop and lurid central americans who spoke little english to his home. once there, he allegedly made them perform sex acts, threatening them with deportation if they reported anything. buga pleaded not guilty to the charges earlier this month. his preliminary hearing is set to begin today. his bail is $2 million. former state senator leland ye's political consultant is scheduled to enter a plea in court today. he was swooped up in the fbi's raid that nabbed ye and china town gangster raymond shrimp boy chow. he is named in the organized crime indictment. he's accused of funneling contributions to ye in exchange for political favors. this morning, hundreds of people in northern california are waiting to find out if their homes maded it through the night. crews starting to make progress against the sand fire burning near sacramento, more than 500 homes are still threatened this

morning. et fire started on friday, it's already burned almost 4,000 acres. ten homes have been destroyed along with seven sheds and shacks. right now, crews have about half the fire surrounded. 30 firefighters from the bay area are on the frontline was that fire including many from the south bay. they're working with eight engines and a bulldozer, that's equipment usually designed to protect alameda and santa clara counties. but the division chief for cal fire south bay operations says we are still protected. >> we still have adequate firefighters resources to mitigate any threats that might come, and if needed we can call for mutual aid from outside the area. >> saturday cal fire did have to call for backup after having to battle a 15 acre fire near alameda and quick silver park in san jose. than threatened six homes. crews requested help from the san mateo unit. they put the fire out before it spread. and now at 5:37, let's talk with meteorologist christina

loren, who says we could expect some lightning later on this afternoon, which is bad news for the wild fire situation. >> yeah, you know we do run that threat. we have the monsoonal moisture sneaking up later own tad. i want to the start with current temperatures right now. 62 degrees in livermore, 57 in san martin and 61 degrees in san jose. as we get into this afternoon, kris is talking about that chance for isolated lightning, especially over the higher elevations and that will be this afternoon. i want to kind of show you what we are working with right now. here's a live loor ak the radar this morning. you can see a lot of activity just to our south. and all of this is making its way to the north. as we head throughout the next couple of hours, we are expecting light activity to the really start to develop here in the south bay. as you know, we have the tools here to track that activity, and we are expecting some action here in san jose at about 9:23. i will be here for you throughout all the cut-ins as i always am. here until 11:30.

to a developing story in the middle east as rockets are flying through the air this morning, despite today being a major muslim holiday, and the united nations calling for a cease-fire tonight. and manufacturing facilities aimed their way. we heard this morning from the secretary general of the united nations saying they want a durable cease-fire than the 12 hours we saw over the weekend. overnight at midnight, the security council issued a statement that both sides criticized that statement called for an immediate humanitarian cease-fire with no conditions. the israeli says yeah, but didn't make any mention at all of hamas rockets coming our way. the palestinian said it made no mention at all of hundreds of civilians who've been killed. israel insists it's defending itself. the palestinians insist the same. kerry trying to work diplomatically. as you said, this morning on a holy day in the region, there is still rocket fire going back and forth. especiallily it morning from israel, scott. >> all right tracy potts, thank you. new morning, six students who survived south korea's ferry

disaster say they never got any help from the ship's crew. students are urging that court to punish the ship's crew which escaped first and abandoned passengers as the ferry was sinking. the captain and the ship operators did not appear at the hearing but facing charges ranging from homicide to negligence and abandoning ship. more students are expected to testify tomorrow. and take a look at this. luxury train tipped over in thailand. two people were hurt there. nearly 80 passengers were on their way from singapore to bangkok. heavy rain caused the train to derail. the site of the malaysian air flights 17 crash in eastern ukraine still too dangerous for investigators to enter. reports of intensifying fighting in that region forced a team of dutch and australian police officers to postpone a planned trip to the crash site. officers had planned to correct evidence and recover remains.

yesterday, ukrainian armed forces launched a major onslaught against pro-russian separatists in eastern ukraine in an effort to gain control of that crash site. warm weekend came to an abrupt halt for people at the beach in southern california. several people were hurt, one person was killed in a sudden lightning storm. a 20-year-old man died after he was struck by lightning at venice beach. and several other people who were in or near the water were also hurt. the bolt touched down in the middle of the afternoon yesterday at the crowded beach. witnesses say the skies grew dark without warning. >> the loudest clap of thunder i've ever heard in my life. it was so close. i thought it was like a bomb almost. >> all the sudden you hearded this crash, this -- you heard this crack, giant bolt in the sky. never seen anything like that, i'm from the midwest, we see lots of lightning. >> 13 other people were injured. one of them was injured critically. about the same time as that venice beach strike, a

57-year-old man was struck on santa catalina island, he is in stable condition this morning. but then you see the blue sky behind you, it comes and goes. >> literally straight out of the blue sky. >> you say there may be lightning for us? yeah, we have some just to the south right now. that's actually not completely out of the ordinary. we get these monsoonal showers ere single summer. this summer so far has been rather robust, but i can tell you, we do run a slim chance for getting some of that lightning right here in the bay area today. it's at about 10%, but still, don'ts me around. sky turns dark, you know what's going on for today. and get indoors as fast as you can. 62 degrees in livermore. it's not like the sky is going to open up and doom and gloom all the sudden occurs, but we want you to be safe and especially if you're out at the beach for the little ones. we're still getting those really warm currents. sop if you are going to be headed to the beach, if that's how you plan on keeping cool today, we want you to keep cool out there, just make sure you're
