good morning. i'm richard lui. once again, it is vladimir putin versus the world. the u.s. is calling out russia over a 1987 nuclear missile treaty. the u.s. claims it broke it as early as 2008, most recently in 201 1 after conducting a cruise missile test. president obama sent a letter to putin warning him. moscow denies any wrong doing. with no signs of russia backing off rebels in ukraine, a new penalty, tougher sanctions. the u.s. and the european union agree to increase restrictions on russia's financial and military sectors. this morning fresh israeli air strikes lighting up the sky over gaza. on the ground tanks taking out the only power plant in gaza. hopes for another cease-fire have disintegrated as of now. benjamin netanyahu warning the 22-day conflict could be much

longer. this came after rockets hit hamas's tv and radio station. after that attack tv could still be broadcasted, but radio went silent. at a refugee camp more bloodshed after a missile strike. palestinians claim israel, ten people, including eight children, were killed. wasting their time there. hamas fired rockets into israel. the message from the u.n. >> in the name of humanity, the violence must stop. >> the conflict has killed over 1,000 palestinians and more than 40 israelis. u.s. health care officials are monitoring the ebola outbreak in africa. officials saying the risk of the virus spreading to the united states, though, is remote, but the cdc are vigilant with travellers returning from affected areas. so far the deadly virus has killed 650 in west africa. two american aide workers are testing positive and being treated in liberia.

tracie potts has more from d.c. good morning to you. what are the concerns that americans might have? >> the concerns about bringing that virus back into the united states, and to be clear, yes, the two americans who have contracted liberia. they will stay there until they are decease-free, but the concern that the federal officials have here is that this virus may only be a plane ride away. >> reporter: the ebola outbreak that started in west africa has left two american health workers in liberia fighting for their lives. liberia quickly shut its borders, but the virus spread to neighboring countries. >> this outbreak highlights the need for us to enhance our efforts around global health security everywhere in the world. >> reporter: despite airport screenings in west africa, the cdc and state department are concerned the next outbreak could be just one flight away. >> we're taking every precaution.

of course, that would be expected. >> reporter: that includes providing equipment and supplies. ebola is an extremely deadly disease. typically only one in ten survive. in this outbreak so far it's four in ten. it may take up to three weeks for symptoms to appear. health workers are at risk. >> they work 10, 15, even 20 hour days, and in those conditions it is possible for someone to slip up and to become infected. >> 650 people in guinea, liberia, sierra leon have died since monday. u.s. officials are treeing to make sure the deadly virus doesn't cross the atlantic. >> right now there are no travel warnings from the state department, so you can still travel to west africa, but the cdc has put out a level two alert, which is they want people to be extremely careful if they're americans in these west african countries. don't have any contact with

husband, donald sterling. >> reporter: a victorious shelly sterling emerged from the courtroom after a judge tentatively ruled that she can now move ahead with her plans to sell the los angeles clippers. >> this is going to be a good thing for the city, for the league, for my family, for all of us. i just want to thank you all. >> reporter: the ruling came shortly after closing arguments wrapped up in the trial in which donald sterling and his estranged wife went head-to-head in a battle for control of the team, but in the end judge michael lavonis sided with shelly sterling saying that her testimony was more credible. he also found that shelly acted appropriately when she had her husband, donald, removed from the family's trust on the grounds that he was mentally i will xas taked. the ruling now clears the way for shelly to implement her agreement to sell the clippers to former microsoft ceo steve balmer for a record $2 billion

despite any ongoing attempts for an appeal. >> we didn't see this as the final battleground, so this is, you know, one stage of a long war. this is one battle. we had hoped for a different result, but this is not the end. >> reporter: although sterling has been banned for life from the nba, he has promised to continue the fight. curt gregory, nbc news. >> donald sterling has two other court cases pending right now. an anti-trust case filed last month, and a new lawsuit filed against the nba for damages. you know, weather is still causing havoc. a tornado touching down near denver international airport monday. that one sent debris flying. airport passengers were told to take shelter as a precaution. there's a second one to tell you about as well also touching down, which officials say produced no damage or injuries. at least three tornadoes were reported in that area. meanwhile, some 2,000 miles away near boston a tornado there. rare for the northeast, no doubt. damages some 100 moemz homes.

the tornado ripping off roofs of homes and businesses and uprooting trees. serious injury reported. nbc bill karins joins us right now. boston, massachusetts. >> i know. >> we're close to there, but we're not getting them. >> we've had three rare events. we had a tornado on the coast, and in the boston area, and then with the lightning strike in california. thoz are three things that don't typically happen. >> you can't predict tornadoes necessarily, but you know it can be dangerous. >> we knew they had thunderstorms. we didn't think there would be much of a tornado. it shows mother nature can pop right up. that was at 9:30 in the morning too. the big story in the west has been the additional rain we see in the intermountain west. we went from 36 wildfires down to 27 wildfires yesterday. we did have some new fires. there's a red flag warning, northern california, area in pink in southern doug aronson where it's been very hot as of late. here's a picture from overnight. this is one of the new fires. this is the el portal fire.

this is from stewart from the e.p.a. it's about 3,000 acres on the edge of yosemite national park. a lot of active fires burning right now. a lot of active flames, i should say, on that fire. as far as yesterday in medford, 106. medford, you typically have four 100 degree days in july. so far you've had nine, and we're probably going to add three more. an incredibly hot july in areas of oregon state. we have a little bit of rain to deal with this morning in new mexico. albuquerque has hey lot of rain as of yet. the forecast over the next two days remains warm but more seas season we'll have is the northern
