l.a.'s sunset boulevard are going to have to find another way to work this morning. crews are still cleaning up after this massive water main break near the ucla campus. it couldn't have come at a worse time with the city suffering from a historic drought. curt gregory brings us more. >> look at that water pressure. it is still blasting out of there. >> a water main break along los angeles's sunset boulevard near the ucla campus late tuesday afternoon sent water gushing 30 feet in the air, stranding cars and flooding parts of the university. the 30 inch water main blew out a ten foot wide section on the roadway sending a torrent of water on to the north end of the campus. flooding athletic fields and underground parking garages. >> the two parking structures we had to do five rescue operations in those areas. >> reporter: video and pictures posted on social media showed the water flowing outside the campus buildings and into the underground garages.

ucla officials reported water did make it inside two buildings, including the basketball facility pauley pavilion. >> we refurbished pauley just a few years ago. it's a beautiful structure. it's a symbolic structure for this entire campus. we're, of course, concerned. we have to let it dry out and see where we are. >> reporter: two hours after the break began, the flow of the water coming from the site slowed as officials began the process of shutting off valves in the area. officials estimate between 8 and $10 million gallons of water escaped before the main was shut down. the section of pipe that burst dates back to 1921. # while no cause has been determined yet the l.a. area has seen numerous water breaks in recent years due to aging infrastructure. curt gregory, nbc news. officials in the united states and europe are hoping for a new round of economic sanctions will have a deep effect on russia. president obama has upped the ante, targeting major banks as

well as energy and defense companies. europe is imposing similar sanctions. officials say these new penalties should have an impact on russia's recent actions in ukraine. i'm joined now by nbc's tracie potts in washington, d.c. good morningp. what is the consensus on the new sanctions. are they tough enough? >> well they are certainly different than what we've seen before and more extensive and that's why we're waiting to see what reaction is going to be from russia. in the past they've snubbed the sanctions by the u.s. and the europeans. this could have a different impact. >> reporter: instead of just targeting individuals close to russian president vladimir putin these new sanctions will hit whole sections of russia's economy. technology, weapons and arms embargo and the country's largest banks. >> it didn't have to come to this. it does not have to be this way. this is a choice that russia and president putin in particular has made. >> vladimir putin is a meglomaniac.

this is all about power for him. he doesn't care about the russian economy. >> reporter: the u.s. followed similar sanctions by the european union punishing russia for them is trickyp. germany gets a third of its oil from russia. the europeans, too, were fed up with russian separatists interfering with the investigation of malaysian flight 17 and firing on ukrainians. >> we want to make it absolutely clear that russia's behavior in destabilizing another country, ukraine, is unacceptable. >> reporter: 1100 people have died in ukraine since april. residents accuse rebels of hitting a retirement home killing five people there. >> if russia continues to go down this path however russia will leave the international community with no choice. >> reporter: but president obama insists this is not cold war. that even if russia fudges weapons to the rebels the u.s. won't be arming ukraine. ukraine's foreign minister says he welcomes these new sanctions

and insists his government is not and will not be targeting civilians in ukraine. frances? >> tracy poths in washington, d.c., thank you. to the middle east, day 23 of operation protective edge getting louder. israel hammered hamas early wednesday morning. palestinians claim a shell hit a u.n. school used as shelter. over a dozen were killed and 90 hurt. and on tv it's a searing image hamas footage shows fighters using a tunnel to attack israeli soldiers at an outpost. as for a cease-fire, they say it is up to israel. for its part, the u.s. is amping up talks with leader >> i have talked to prime minister netanyahu two, three, four times a day in the last days. we continue to talk. >> so far more than 1200 died in the gaza conflict. ebola fears have hit close to home once again. patrick sawyer, a liberian government worker, died friday. he became sick on the flight

from liberia to nigeria. 59 people came in contact with sawyer. 20 of them were tested. the results were all negative. sawyer, who has family in minnesota, was planning a u.s. trip. as the virus spreads, there is a new concern a shortage of much needed medical supplies. >> we need shampoo, equipment, hazmat shoes, gloves hand sanitizers. >> the ebola outbreak killed over 600 people since february. a stowaway death has the u.s. military puzzled. the body of a male teen was found in the wheel well of a c-130 cargo jet. the plane had landed at ramstein air base in germany. that plane took off from africa a week before the body was discovered and made several stops along the way. how the teen died and how he was able to hide are both being investigated. and it was like a scene from a movie.

>> train! >> two indiana women ran for their lives as an oncoming train speeds towards them on a high bridge. an engineer hit the emergency brakes but it's too late. in a last-ditch effort the women lie flat on the tracks and it actually works. they walked away from the scene uninjured except if you can believe it, a stubbed toe. the situation isn't as uncommon as you think. in the united states, one person or vehicle is hit by a train every three hours. these two lucky ladies may have escaped with their lives, but they are facing criminal tress passing charges. bill karins is here now with your wednesday forecast. >> not easy to run on train tracks. >> no. and then to lie flat and come out with a stubbed toe, i do that once a week at night going to get a glass of water. >> how are we looking weather wise. >> we're doing okay. >> summer. >> summer is out west. i mean that's where it continues to be. the great lakes, a lot of people

in the eastern half of the country wondering where summer, it's all been stuck in the northwest. yesterday 107 in washington state. how many times has that happened? 104 in medford, your tenth 100 degree day in july. we're hot in the desert southwest. hot in boise and northwards through idaho, above-average temperatur temperatures. red flag warnings continue for some spots in oregon and idaho. 27 large fires over of the last couple days. we've shifted, new additional fires have been forming, probably seen the pictures in california where we had a little success in fighting some of those blazes in oregon. our july rainfall totals as expected, hardly anything in california. albuquerque, almost 3 inches of rain. a little bit of rain in seattle and portland, but not a lot. pretty dry. we had a tropical storm, even a hurricane at one point in the pacific off of mexico, hernan, but didn't see any -- barely seeing the moisture streemg

welcome back. visitors to yosemite national park in california are getting a different view this morning. smoke high in the sky. a sign of a nearby wildfire that's burned 5.5 square miles. four hot shot crews, six helicopters, eight air tankers and a huge dc-10 plane are being used in the effort. the fire is 34% contained. a 90-year-old man is dead after this. an out of control car zooms under an elevated vehicle and slams right into an auto shop. a passenger was killed and the driver was injured. freed taliban prisoner bowe bergdahl is expected to be questioned by u.s. army general next week according to his attorney. he'll have to answer questions about the events leading to his capture. and in texas law enforcement blows a lid off a massive pot growing operation deep in the woods. we're talking huge here. 100,000 plants worth an estimated $175 million.
